I don't think the players would really interact with the Founding Lords, though. At least, not until the end-game. I see them as almost unbelievably powerful, but supremely inhuman as well. Due to their warped state, they can't comprehend non-Undead as even being people. However, they are fiercely protective of their undead Citizen-Worshipers, for they do retain some sense of their American values. Me, I think that Washington should be the most terrible of them all, spoken of only in whispers as he rules the country from the shadows of the Capitol, with admiration by his ardent Citizens and their living slaves or with terror by his enemies. However, even the Founding Lords and their Presidents do not have the power to take over the world. I think that all the Nazis and the Soviets should be slightly more powerful than America individually, but because they were too busy fighting each other the Lords were able to reclaim their territory.

The West Coast is filled with the technocratic Soviets, who have built towering cities of steel and glass. Their technological marvels are a wonder to behold.
The rest of the country is a wasteland, decimated by small-scale exchanges of tactical nuclear weapons, except for a small area in the heart of the country, where the base of the Constitutionalists (can anyone name a US military fort near the center of the country?) can be found.

Yeah the constitutionalists should be a sort of insurgency, fighting both the Nazi's and Commies, who in turn are fighting over the ruins of America from their bases on the east and west coast respectively.

The constitutionalists should only have limited territory. Mainly DC, which has turned into a haunted bastion of the undead, nomatter how many times it's nuked and around Mount Rushmore, a deadzone a few hundred miles square which kills any living thing that dares try to approach it.

The Constitutionalists would actually use the undead for slave labor. Even Communists are technically "people," and can't be forced into slavery, but if you kill them and reanimate them, they become viable. And less likely to revolt, what with the no-brains thing.

They'd be crippled by their heavy specialization in necromancy, though. The Nazis would be general mages, but the Constitutionalists would use necromancy almost exclusively, with a few non-necromancy offensive spells, like fireballs.

Australia shouldn't be too futuristic; you guys are losing sight of the setting's real purpose: Soviets vs. Nazis. The Soviets should be the supreme technological power, the Nazis the supreme magical power.

Playing as the Nazis would be a bit difficult, given that they're the sort-of-really-quite-bad guys. The already completed the Holocaust and ethnic cleansing of Europe; it's done and finished. They're eugenics program has been working, everyone is a perfect example of the pure Aryan form, and every citizen lives a content, same life. Everything is controlled and in military order, and everyone is happy with his or her lot. Again, though, you would be playing as Nazi agents rather than soldiers, and would be given considerably more leeway. Maybe your indirect superior would be the Most Dangerous Man in Europe?

Another suggestion: If the Nazis get to use magic, then perhaps this world works a little differently than ours, and the bogus Soviet "Science" actually worked, and Lysenko's biology really did produce a million harvests a year.

This would end up as a society that was paradoxically post-scarcity and still oppressive.

No, Australia follows the same theme I wrote in for the Britons and the Americans. Or, rather, serves the same purpose of a macguffin.

Soviets - techno empire, vast resources, the juggernaut.
Nazis - Mages, mystics, less resources, more tricks.

Britons - Commandos. A mix of tech and magic, the few free britons living in the Queen's Airship/Submarine, devoted entirely to awakening the British Bulldog spirit chained between Westminster. There are, perhaps, thirty or fourty thousand. Their magic tends toward spirits and druidism.
America - A barren wasteland ruled by the undead. Alaska, Hawaii are swum to. I like what happened with "dread hickory" and the constitutionalists. I just think everyone should be rendered undead, rather than anyone alive. They're isolationist. Necromancers.
Australia - Tech advanced, weak in amgic. Since Australia would have been overrun quickly, they were forced to retreat to the polar icecaps. Under Curtin's directorship, they became the planet's future-tech empire. Except they don't have the resources for up-and-out warfare, and pretty much noone knows they are there at all. They're out right boogiemen, to the point where Antarctica is shielded with a screen that makes it appear empty, when in reality it's covered in surface outposts linked together. Magic tends to focus on physical enhancement and dispellation of other magic.

Of course, these aren't iron clad, and anyone can learn any magic, but each culture picks its own. The Americans serve as a mystery, an undead land where nothing survives - the moment anything living sets foot on Yank soil, the undead swarm, lead by their Dread Founding Lords. The Britons appear, do something insane and disappear, led by the Mad Queen Elizabeth. Australia just performs tech feats that are vastly advanced, and devoted solely to assisting them in taking resources. At most, their interaction with the world is likely to be, say, sealing away someone who can't be killed normally. They're concerned more with getting to the moon and using it for resources - fuck the rest of the world.
