Foci, for the most part, are not intelligent enough to discern targets. That's entirely based on the caster. Rather, they benefit specific functions.

I think what he means is that he wants a focus with a single effect, but for that effect to be, say, any mind enchanting work on a single target. Like a focus tuned in specifically to the weaknesses and eccentricities of breakfasts mind, making it easier to modify, enchant and control, but which is completely useless on anybody else.

I'm sorry to nag, but I'm still curious about the assisting foci. Could be powerful as hell, so if it were to happen at all, it may have a greater drain value associated with it as well.

Spirits are a lot more broad than just the four elements. If you want to produce a permanent smart effect, you'll either want to make a magic item powered by a spirit, ala wards, or bind a spirit that can already do what you want, like the refrigerator. Foci boost personal casting but are not, aside from that, magic items.
