    I don’t want to steal all the decision making from the others, so for now, have one techmarine oversee construction of a initiate training outpost in a suitable location on the mountain side. A sky arena would be fine. Those who see themselves as worthy of becoming a marine would have to climb up the mountain alone or in teams and then engage in ritual combat in the arena to determine who is best. The construction should conceal the tunnelling efforts.

    Obviously, avalanches, rockslides and tunnel collapse have to be assessed by a techmarine. The other marines are to serve as scouts for debris left from the craft.

    Neither of these planets has sufficient surplus to feed Tyr until it stands up on it's feet. Heidrun is devastated from war and alwats had twice smaller population than Tyr and Nordgrim has just over 200 million medieval population that cares only about how to live through next winter.

    depends on what do you mean by outpost. Just asking the emperor to give you few buildings or even a stone castle is no big deal, but fortifications, AA or orbital defences cost a lot. Explain me what you want and i will tell you the cost :)

    I think it would be in our best interest to hold onto both modules. We may reap a large profit on selling them, but the long term benefit of our chapters independence of outside aid will out-weigh any price. Especially considering Onynx's potential untrustworthiness...

    As to Tyr, 200W is too huge a bounty to pass up, especially in helping other Imperials. Have our last two free escorts begin a course Stygia to retrieve aid.

    Also, how much would it cost to establish an autonomous AA defense system around the planet?

    AA(landing shuttles and planes) is not the same as AO(ships). Establishing anti-invasion planet-wide rocket turrets on most of the mountains would cost about 500W. However into this package would also come in bunkers, millions of miles of razor wire, booby traps in landing-suitable zones, etc. Anti-Orbital guns would cost even more, and need a friendly forge world, as you will need to import engineers and maintainance personnel. One of the cheaper ways to provide protection against pirates would be orbital defence station(100W)

    Tell them to draw in ink, the Imperial Aquila (give them a depiction of it if they are not familiar with it), and teach them to then recite the Imperial Creed (in High Gothic) while burning a sacred oil which we will give them (If we have any on us, otherwise just mechanical lubricant). Then have them preform the rituals to use the machine. Simple enough, but still mysterious, and hopefully reinforce whatever hold the Imperial cult and culture holds.

    We should only recruit from worlds that have been proven worthy.
    Salvation had to resist chaos, survive drugs and fight tyr guardsmen.
    Nordgrim naturally produces good fighters and witch hunters as it is feudal. In addition, they have to climb a mountain to get to the training arena.

    Only humans that are loyal to the emperor and come from something like a deathworld are suitable enough.

    Your arm is unfortunately lost. Hypocrates says that he could grow you a replacement in a few years, or you can just get a bionic.

    Problem with this method would be, that was designed to teleport willing subjects. there is no way ork or whoever else will want to follow your idea. And if you will bring them to teleporter chained - they will be teleported chained and it's the same as killing them, not worth the effort.

    On heresy note... it would be about 5, where 1 is blaspheming against the Emperor's divinity and 10 - attacking other Imperials just for fun/profit.
