    Dark Angels casually flip off the Inquisition and the Administratum too. For example, at the beginning stages of the 13th Crusade, Azrael gave the Guard and Navy an ultimatum: Black Crusade is an internal matter of the Astartes and other Imperial forces better back the fuck off.

    Creed, supported by Logan Grimnar, told Azrael he was insane, so what did he do? Call off the Dark Angels and all their successors from the Cadian Gate and nearby sectors and bugger off to the ruins of Caliban, greatly weakening the Imperial defence before Abby's initial strike. And no one could do shit about that.

    The primary reason behind that was also the rivalry between the Space Wolves and Dark Angels. Azrael saw it as Creed being backed by his rival; Logan, so the last thing he wanted to do was support him. He then proceeded to take the Dark Angels successors to Caliban as stated, and only came back WHEN CYPHER IS MENTIONED TO HAVE POPPED UP. Then he proceeds to act like he was going to come back all along and fights alongside the Imperium after costing them the initial fight. It's obnoxious because Logan Grimnar even put aside his Chapter rivalry and was the bigger man, asking the Dark Angels for help.

    What's really god damn stupid about the whole rivalry is that it's been taken out of context so much in the past millennia since Russ and Lion'el disappeared. Initially it was a brotherly rivalry of sorts with brawls and honor duels that didn't see anyone dead; just minorly injured and/or pride wounded. Then over time it became "Hurr Fuck You Guys" and the duels became duels to the death, or full-on open conflict. Even the 13th Company featured in Wolf's Honor(A Ragnar Blackmane book) mentioned how Lion and Russ never hated each other and loved each other as brothers; despite their pride and stubbornness; and thought anyone who'd act like the two Chapters do today would be told they're pants-on-head-retarded by either of the Primarchs.

    Azrael has pretty much made the Dark Angels look like absolute retards since he's been Chapter Master. On Vraks, he got his ass handed to him by a Chaos Champion(cost himself a few good Chaplains and Captains in that conflict too; all by the same Champion), has sent the Chapter around chasing after Fallen more than ever, has pissed off the Inquisition, and then there's the whole Black Crusade issue. I love the Dark Angels, but Azrael is causing way too many problems.

    No and yes. Yes they can have opinions and beliefs of their own, yes they have room to move and some even employ the weapons of the enemy.

    No they can't strap chaos stars to themselves and run around screaming blood for the blood god. It's a fine line they tread and thankfully there is always another inquisitor around keeping an eye on them. The Inquisition is self regulating on that front.

    Generally radical inquisitors keep their theories to themselves. They act in a manner that supports their ideology's goals, and only speak of that ideology to known like minds, or those they think they can convert.

    As far as radicals actions, they may use the weapons of the enemy, but do so in the greatest of secrecy, their acolytes may not even know what is happening. And other than isstavanians, radicals don't go around causing trouble.

    Honestly at this point the inquisition probably sees the space wolves messing with their plans as par for the course. Only the fact that the spacewolves are such a huge chapter keeps them safe from purging. If they were a codex chapter, the inquisition would have wiped them out a long time ago, 1000 marines isn't impossible to bring to heel, but 10000 sure is.

    Ultramarines have 1200 INCLUDING auxiliaries and drivers and the like with only 1000 "True" marines.

    Wolves have as many true marines as a Codex chapter has total marines, and more like 300+ auxiliaries on top of that. Or was it 1600 total with 1300 base and 300 off-the-books?
