A star-spawn at some cost can take the form of something else already on the board. A shoggoth for even less cost can appear on the board as any biological entity of normal matter, or a normal matter facsimile. It could be an investigator, a ghoul, an elder thing sans aether wings, a MiGo sans alternate electrons, a deep one, a yith sans time traveling brain, and so on. And then there is the many, many specialized forms, like the brick layer, producing an entire wall per turn and capable of making an entire fort if left alive for the whole battle.
