I dunno why my brain didn’t explain it properly before. The synch ratio is because the current batch of souls belongs to the parents of our current pilots. The unsaid horror is that Nerv probably ripped the souls out of the parents of all of the pilots in school to use when they finally get the technology to swap things in. Since they’re still experimenting with dummy plugs and the like as well as dragging Shinji out to get in the fucking robot, I don’t think they have any skills at hot swapping the souls around yet. They started building with whatever they could get first.
It’s not like Gendo gives a damn about us being some grand part of his plan.
