Space, the final frontier.

It has been over two centuries since mankind began settling worlds beyond Mother Earth, over a century since the first major wave of colonization outside the Solar System began, powered by Faster than light hyperdrive engines. Since that time, the endeavor that began as a small, free colony on an inhospitable planet in the Eterani star system, nineteen light years away from Sol, has grown into the Extrasolar Free State, a democratic nation uniting five settled worlds and their various outposts across multiple star systems - the nation you call home.
The 21st and 22nd centuries saw a decline in the power of nation states, the bloating mass of bureaucracy shifting power into the hands of private organisations which emerged as Mega Corporations, dominating early space exploitation in an age when money was King. That era would pass in turn as governments and military forces, able to exert power in space, returned to the old method of pursuing diplomacy by means of force. The Martian Invasion of Eterani and the following revolution of the Red Planet Workers' Front, the devastating American Wars - ending in nuclear fire - and the subsequent Black Sun War saw new technologies of war used to devastating effect, putting the fear of heavenly wrath - now in forms like orbital bombardment and robotic armies - back into the human reality.
Contact and trade are established with alien species - chiefly the United Federation and to a lesser extent with its rival, the Stareater Empire. The war between these two entities and lesser forces on their periphery has begun to affect the still divided region of human space, with news of raids from rogue elements being frequent now - though most recently the first successful return blows have been struck by the Martians.
In recent years the Extrasolar Free State has seen its economy and population swell, but some question if the politics of the nation have not become too stagnant. Time will tell if this small nation has what it takes to compete with the big players on the galactic scene.

The most recent event to have transpired in the nation is the New Kowloon crisis. A huge hulk, a colony ship launched in 2147, had entered the outer area of the Lugus system, being towed into orbit of the industrial planet Dagda by good samaritans. A force sent to investigate the goings on in the station found many curiosities - that the vessel had skipped through over a century of time because of the faulty first-generation hyperdrive engine it was equipped with, that its massive population of settlers, hailing primarily from some of the poorest areas of Asia, had largely risen against the commanders of the ship and devolved into a mixture of gang warfare and mutiny, tempered only by the presence of a Cult to the Divine Shadow - which had developed independently from the widely known religion of the same name here in the EFS. The station had been boarded by two bands of aliens before our own marines entered it and across days of fighting it has suffered some notable damage across multiple areas of its hull. Food, water, replacement parts and fuel are all low and a continuous stream of supplies is being sent to the station now to sustain its population as its orbit is still somewhat unstable, on a course to eventually crash land into the planet - whether in two weeks or twenty years, the vessel is simply too old and dilapidated to continue. You will have to decide what to do with it and its estimated 400 000 passengers at some point soon - for now the policy is one of providing humanitarian aid to the station's denizens and maintaining system integrity.

Begin an evacuation from New Kowloon. We dont know how long it will stay in orbit until total system failure and eventual planetfall happens so we must get the people relocated quickly.
We can have the supply shuttles help carry people out and utilize colonization ships to quickly move them safe areas on Dagdha.

Then depending on how badly the stations systems are going we can either strip it for useful components, conduct a safe crash landing on the planet or blow it up in orbit so it doesn't deal as much damage.

The good news: The majority of Kowloon's original 450 000 population was safely evacuated to Dagda.
The bad news: In the rush to get as many people out as quickly as possible, practically no screening was done and control over the station proper was lost. System integrity sharply declined as incidents began occurring all over New Kowloon.
What transpired could not be ascertained fully, but the tales that reached us say that a radical segment of the Cult delved into engineering and took it over, attempting to activate the hyperdrive engine. Sectarian violence erupted in the maintenance halls as more psionic anomalies were reported all around and panic fully erupted, hundreds or thousands being trampled as people rushed to the hangar bays to try and board the ships and shuttles there. Security forces eventually took back control over engineering and prevented a total collapse, shutting down the hyperdrive in time, but the damage had already been done as the station was set on a spiraling course down into Dagda. The 48 hours that followed were the hardest as engineering ships attempted to correct Kowloon's fall, but they could only slow it down, whilst shuttles continued ferrying people with even more difficulty due to all the problems amassing. In this crucial time period, all effort was focused on getting people out and resources on the station itself dried up completely. The evacuation began on the 1st of September, the radicals took over Engineering on the 4th, they were quelled on the 5th. Food ran out across the station on the 7th, water - on the 8th. Atmospheric alarms were pinging across most of the station by this point, funneling everyone into tight quarters, struggling for a limited supply of oxygen. Disease ran rampant with bodies piled across rooms and halls, with no one but a few doctors and priests trying to take care of the suffering people - with the commanding officers and their families having evacuated early on, marine officers and engineers had to take over the bridge and communications across the station. On the 9th of September the station began its irreversible downward spiral into the planetary atmosphere. The last evacuation occured on the 10th, with some of the marines staying behind to try and salvage the situation. The station began breaking apart, with debris descending upon the planet. Intense back and forth communication with the local and central government ensued as another pair of shuttles attempted to dock with the station, but could not leave thereafter, crashing in the hangar. With the entry vector showing a clear trajectory towards Dagda's largest city, the decision was made to activate the surface to orbit defense systems. Missiles and lasers lit up the sky, dissecting the corpse of this ancient vessel into tiny pieces. It was over.

The city of Gallagherscreen had been partially evacuated - wherever possible outside the urban limits or into underground shelters. Explosions brightened the night sky above the clouds, destroying what was left of the station and any on board it - the debris left over was also cut apart into smaller chunks by point-defense laser systems, limiting their impact on the surface to mostly just minor damage on roads and buildings, with almost no casualties reported thereafter. In the sense of protecting the local population, the operation had been a success.
Around two hundred and fifty thousand refugees, most of them born around a century and a half ago on Earth, are now spread across Dagda, many having witnessed their temporary ex-home tearing up in the heavens above. To them it had been two years since they left the home planet, yet the world had moved on by over a hundred and twenty. They were strangers in a strange land.

Parallel to this crisis, an investigation had been ongoing into two prominent assassinations in recent EFS history. Sadly, it would appear that with so many years gone by, the trail on the Deston assassins had gone cold and no information could be garnered except that they had arrived as immigrants five years prior to their criminal act, hailing from Sol.
The investigation on the attack on the Gallagher-Ashi wedding points towards the assassins having been Neo Nipponese cyber ninjas and the likely culprits behind them being either criminal elements within the community or business rivals of the prominent Ashi family, who had taken out loans from several of them over the years, looking towards their union with the Gallaghers as a way to solve their issues. By all accounts, the Ashi were the target and the Gallaghers merely collateral casualties - yet it has also been noted that one of the specialists in Gallagher employ who was organizing security for the wedding was not reported dead after the attack, but merely missing. After searching into said security expert's background and private dealings, an old alias of theirs from their gangster days was corresponding to the name on a ticket to a starliner heading out of Lugus a week after the wedding.
Detective work on Dagda is becoming a bit more expensive and difficult now with the sudden influx of a a large amount of people. Some voices are raised, quietly at first, among locals, stating that so many troubles are being brought in with these migrant communities. Disease and crime both begin to rise quickly in the second half of September as the public is troubled.

Additionally offer them loans for homesteader and similar packages so they can do what they set out to do: Settle foreign worlds. A concentrated effort is made into the integration of these refugees - training courses, housing projects, medical intervention, law enforcement initiatives. Homelessness is fixed fairly quickly. Employment programs take some months to begin producing first results, many are still in training as the modern job market primarily requires qualified labor. An old virus thought to have been wiped out was brought in by the refugees, but thankfully it is not a deadly one - treatment and vaccines begin development and subsequent deployment quickly. Law enforcement on Dagda cracks down on the triads quickly - not all are rounded up, but this show of force does drive them underground, away from their position of power over the poor migrants. These measures are costly, but timely.

The Kayub Eterani Corporation begins talks with several allied governments on the construction of hyperlane gate stations, with contracts being signed and work beginning on linking more systems to the network. A mere month later, Yamada Corp of the Free Enterprise Pact reveals their own new model hypergate, claiming to be more economical and reliable than the Vow models! Corporate systems soon begin hiring their engineers for the construction of a network and now the big unclaimed market is the Eurasian Alliance, which holds the largest number of systems many of them quite distant.

Reverse engineering on captured alien tech has given us insight into their personal shield tech, allowing us to make our first replicate models. Though not yet able to match the power of the Drazerii shields, these personal defenses are able to absorb most handheld energy weapon hits.

While the EFS has grow during this decades, it has come to our attention that more can be done for bring our planets to the levels of the ones of other star nations. A major project started across the EFS planets .

- Minor planets such has Gaia, New Perth, Gobi and Sulfaria will be bring tocurrent levels of development similar to Selestine and Nigel World.
- Selestine, Dagda and Nigel World will instead be improved until they are at least similar (if not equal) to Capital worlds of other star nations.

- New settlers will be attracted with new Ads, sponsorships and more publicities across human worlds with very high populations.
- Our population growth will be incentivize with new economical and housing aid, as well public ads on social networks.

We will first begin with our major worlds. Then we will start working on the minor ones. In particular for Sulfaria and Gobi this means that they will be terraformed too.

Major infrastructure projects are started at the same time as a research project, the development of cleaner, more refined antimatter fuels. Through the use of more purification and better stabilizing mixtures, a new recipe is developed with promising initial results. Fuel standards will be changing soon enough as it is a formula being adopted across human space, a new generation of FTL travel being upon us soon.
The government has had to take out a small loan to fully finance its current efforts, however. If expenses do not grow, the profits from the Vowgate contracts will soon make up for this.
The percentage of privately owned industry and overall production across the nation has grown since its early years, with public sector employment being down to just under 20% as many services provided for government projects are also now using private contractors. It is a matter of debate whether this is a positive or negative development.
The economic system and the way Production functions can change if you head further towards privatization - or conversely, if you go hard into central planning

Our government has been mostly the same since founding the Free state but it could use some improvements.
One place is in the Free state bureaucracy.
To better manage its affairs I propose the set up of five overseeing departments with associated directorates underneath them.
The heads of these departments will have the power, under the oversight of the assembly to more effectively manage the free state bureaucracy by being able to expand or reduce it and set up, disband, or reformate future directorates.

I hereby announce my candidacy for the position of:
>4.Chief Commercial Executive
My platform is relatively simple, with much of the planetary surfaces we occupy still unused, it is paramount to provide the infrastructure and population to change this and realize our true industrial potential. To this end I will pursue the construction of high speed low energy consumption transport rail lines across our planets and otherwise encourage settlement initiatives. This of course merely forms the foundation of our nation's industry, with highly specialized, automated and large scale manufacturing being the core. To strengthen this core, I plan to work closely with the other branches of the government to forge beneficial foreign trade connections, as well as gain the scientific edge required to stay competitive. Expanding and strengthening the vow gate network is also a priority.

Javier II Deston, would like (if the vote for returning to the precedent government wins) for his position and the one of Union Gallagher and Sir Walfrid Pennysworth to be given again so that they may finish the mandates they have signed up for.

If this does not happen, Javier will run for Magister Militum and continue with his precedent program of strengthening and improving the army and militias, giving them a better foundation and ensuring with the government approval that they reach an acceptable standard and one far more similar to other star nations.

Upon becoming Magister Militum he would also like to propose to have Admiral and Solar Marshall immediately reinstituted as their own positions with a similar upkeep of the past. The reasons are two : tradition and the Magister Militum as too many military roles and military fields to work upon, making it s work highly ineffective and risking to leave too many fields undeveloped. The Magister Militum will be the head of the military trio and he will occupy himself of matters not done by the other two figures like military R&D and logistics. Still while the head, he will not have absolute powers on the other two figures making him more a “first among equals figure”. If this proposal is accepted Javier would like to request to become Solar Marshall again and leave the position of Magister Militum behind, so that he can finish its military program for his second mandate.

Human space is more connected than ever, as hypergates are present in most systems now, trade flows faster and cheaper, with new tariff agreements making commerce boom. The price of raw resources goes down as the supply chain gets smoother and investments in all economic sectors are soaring, with lively currency exchange markets and a boom in consumer good production. Hypergates will quicken the rate of emigration from Old Earth, which is expected to finally experience a true population decline for the first time since the American War, with more people preparing to leave than the natural growth of the planet covers. The exchange of cultural and scientific ideas in the spheres of medicine, industrial design, cybernetics, AI, virtual reality and more - all of this is heralding the potential dawn of a new human Golden Age.

In news from beyond human space, the 4th Battle of the Aglaal Starzone in the disputed sector of space between the Stareater Empire and the United Federation has ended in a bloody stalemate, with the wreckages of thousands of ships spread across the void and over a million participants dead - this was the largest pitched battle between the two sides in this war for the last 13 years, with the conflict now being now over 120 years in the running and with no clear winner in sight. Unconfirmed rumors from Imperial space, which is generally considered a dark area as far as information goes, claim that slaver-pirates originally in the Emperor's employ turned against him and raided several systems close to the capital, making off with a great deal of slaves and plunder.

The planned military exercises will be taking place in several months. American Space Force officer Joe Turner is the only known human witness to the aforementioned battle and is expected to make a presentation on the nature of war in the more advanced areas of space, whilst the Syndicate will also be presenting their latest in military technology and doctrine, flaunting their victories against the pirates in recent years.

Begin the reverse engineering of advanced alien tech we have seized in recent years during the Kowloon expedition.
This tech could have many uses, even outside of military, but if we are to attend this joint military manoivers it would be good to have something to show off, our personal shielding tech being a start.

On alien reverse-engineering research:
- Handheld coilguns - the aliens have solved the primary issue with the miniaturization of modern mass driver weapons, which is energy management Our own technology has already known handheld railguns for some time, but they are limited in their rate of fire due to the heat generated and the energy required. Existing personal railguns were thus so far single-shot weapons, often too cumbersome for a normal person to use. The Drazerii slugthrowers are also heavy weapons, but they are in practice highly advanced shotguns that accelerate chunks of metal to a speed and power capable of piercing most human armors. We have been able to reverse-engineer the design by integrating their methods of power generation and storage, the key limiting factor. The Drazerii do use a metal alloy in their constructions that is not fully understood by us yet, but the most modern in ceramo-metal or plasteel is not greatly inferior to their alloy. We can now construct various Gauss guns for land use and these advancements can also greatly improve the efficiency of our ship-mounted kinetic weaponry by optimizing their own power management systems
-Energy shields - These new shield generators represent the next generation of energy screens, replacing the older deflector technology, offering significantly better protection. Unlike deflectors, they are partially able to protect against kinetic weapons as well, though they remain primarily useful against energy weapons, which now find a much harder time at forcing their way through such shields.
-Portable shielding - Shield technology can now be suited to an individual wearer, mech, vehicle or even deployable in a small area - the limitation is that every shield emitter has to be fitted to the exact area it is protecting and the amount of power that can be generated and stored for such shields isn't infinite, but it is nevertheless a most useful addition to defensive technology.
Two types of personal shields can be made: Reactive shields which cover the user from all angles at all times, but are overall weaker than the alternative - directional shields, which concentrate more power on a specific area, like an ancient shield protecting the user from the front as an example. Generally speaking, the smaller a shield, the more protective it is, up to a certain limit.

On to the exercises.
The militaries of the Alliance of Extrasolar States each sent a variety of ships of all sizes and purposes in the first months of the year 2274. The first week was primarily lectures and the sharing of theory between officers, ideas for strategic and tactical approaches to modern warfare in space and on the ground. On the fifth day, Commodore Turner of the UCASF presented his lecture on alien warfare:

"The Stareater Empire and the United Federation each hold large sectors of space, populations in the many tens of billions across hundreds of star systems. The short backstory of the war is that the Federation, after two and a half centuries of prosperity, became stagnant in its societal, technological and cultural development, which was used by elements within it, chiefly the Raktun species, to create a splinter-nation which not only seceded from the wider Federation, but then began a war of conquest. Beginning with only about a tenth of the Federation's original territory, the Empire now controls over a third of it all as part of its core territory. This concept of core territory is an important one that we must remember. After the first decade of conflict, the war gradually slowed down for logistical reasons - the core worlds from which most fleets of the Empire were hailing and the core worlds of the Federation, in and around the Zian sector, are too far apart for any single hyperjump to be made. The limitations of warp travel even among the aliens created a kind of "No-man's land" in which the majority of conflict remains to this day. The Empire and Federation both have their own forms of hyperlane travel, which is also reliant on fixed infrastructure to reach its greatest potential, which compared to our own technology is near-instantaneous travel. Thus a chief aspect of the war is the destruction of these hypergates to limit the rapid movement of opposing fleets. With no lanes connecting the two core sectors, no fleet can easily surprise the other and thus on the strategic scale the war becomes one large cat and mouse game of timing and reaction, of constant harassment and raiding, with pitched battles having become rare in favor of sabotage, raiding and the undermining of the opposite side's economic and political means of continuing the conflict, as neither side can easily muster the vastly overwhelming amount of power needed to simply break into the opponent's core territory and wipe them out. This is a war of attrition on a galactic scale, a most terrible thing."

On the sixth day, Commodore Turner continued.
"Now, on to the other side of the coin. On the tactical side of things, several technologies unknown to us are of importance in the Federation-Empire War, which the former still consider a Civil War. Jump-blockers are a must for any fleet wishing to conduct orderly battle, lest the foe use mini-jumps to rapidly reposition during combat - the aliens are much more precise in exiting out of warpspace than us and such blockers are used for both military and civilian traffic control. Defensive technology is far above our own, mostly in terms of shielding, but also armor and repair management - ships are often knocked out of combat rather than fully destroyed. Manned fighters are not used, but combat drones on the other hand are common enough, used both offensively and defensively. Positioning in combat is the most important, with the aim of maximizing the output of fire whilst maintaining the best possible defenses, with ships attempting to maneuver out of long-range kinetic fire wherever possible. Close range engagements are a risk precisely because of jump-blocking technology, which forces most commanders to prefer long-range engagements, from which retreat is still possible. During the early stages of the war the Empire was able to secure a series of victories precisely through their highly aggressive combat maneuvers, which often either completely wiped out the enemy or forced them to panic and retreat, abandoning their systems in order to avoid a suicidal close range engagement.
The high cost of the war affects both sides harshly, though I can not speak in specifics for the Stareater Empire, which is more closed off to outsiders than the Federation, in which I spent three years. It is believed that the Federation still has a greater industrial output and overall economic strength to back its fleets, which has allowed it to stall the advance of the Empire. Pitched battles are rare because they can rarely accomplish any objectives worth the cost of pitting two large fleets against each other. Subversive activity on either side is highly important. The Zian are the best among the Federation in this without a doubt, not least of all because they manage to maintain most information on this shadow war secret to observers such as myself. I do believe, however, that both sides in the conflict would like to bring us humans into the war on their respective sides. With our current speed of development we are at most a few decades away from catching up to the aliens and if humanity were taken as a whole, its potential can tip the scales in either side's favor."

After the first week of theory, two months of practice began. This included formation flight, rapid deployment and response via hypergates, a high emphasis on the gathering of intelligence between the two sides formed in the wargames - with our fleet being paired up with the Syndicate. VR simulated combat of every kind was also conducted. Demonstrations of drone fighters, energy shields, railgun batteries and shipbound gravity-generators were made. Ship-to-ship, ship-to-station and ship-to-planet marine deployments were tested, with low-power energy weapons being used in live fire drills, which would generally only cause irritation or stunning in the unfortunate targets. Land warfare, including aerial support, was conducted on several different planets and biomes, across varying levels of gravity and varied atmospheres, including toxic ones. On a desolate moon in Vinnitsa, orbital bombardment tests were also conducted safely.
After the two months of war games, another week of theorycrafting was held, mostly to revise everything that had been learned and draw conclusions. The quality of officers, logistics and communications were highlighted as decisive factors, possibly more so than the pure energy yield of weapon systems, which nevertheless matter, as only the likes of Thomas Cochrane could hope to defeat a modern ICS Battlecruiser using a first-gen Gallagher-Volk frigate.
>>
Ties with our allies have been strengthened as a result of the war games and other cultural events being held or planned now.

In order to ensure that the Free State becomes culturally present in the minds of earth, we shall invest in media making institutions.
In Etar City we shall hold an annual film festival for auteur films, with Union Gallagher himself taking the Directorial Role for 'Jewels of Memory', the first in what he hopes will be a wave of Neuve-Westerns (as he calls it) about a retired veteran of the Bolivarian-American war moving to the Free States frontier, where he becomes the local Sherif and brings in local bandits and protects his community from Alien raiders.
We will also set up a large production company for block busters 'Free Star Films', whose first major project shall be an epic in conjunction with the ICS entertainment board about the battle of Eterani against the Martians, showing the perspectives of the Invaders, the Defenders on the ground and in space and the successfully intervening ICS forces.
The hope is that these films will be well received and foster a culture of interest in the Free State and its history, encouraging people to move and visit it.

The EFSS Thatcher has in fact already been constructed privately and the allocated budget may be used to construct new vessels for the fleet.
Consult the Fleet sheets on this link for the costs of existing designs and their specifications:

https://docs.google.com/spreadsheets/d/13PZCMliucE2ogW5vtxkpR_YAzqcVZXH-1n-i5EggOJA/edit?usp=sharing

You may also bring up new designs, though those always take a bit more time and effort to bring into being compared to the already established.
200 production could be used to construct, as an example, eight Talon-class Heavy Cruisers.

Present plans for naval construction to the Assembly and vote upon them. As the Constitution of our nation dictates, it is the Legislature(Civ voting) that controls the budget of the nation.

With no boycott in the way, it takes just half a year for these Mark 3 destroyers to be constructed and instituted into the newly formed Black Fleet, which the Admiral may now command as per his executive functions, though he may also seek support from the legislature for the reinforcement of any operations he plans with additional finance or means.

The movie was perhaps not the finest of productions. It required multiple reshoots, actors and scripts were changed, the SFX team was also replaced and even with all that - or because of it - the final product was rather mediocre on its own terms, though the heavier blow came from foreign critics who tore it down as "Uninspired state propaganda" among other colorful epithets. In the box office, it was what one may consider "A flop" though viewer opinion is more reasonable, with the amount of explosions being deemed enough to satisfy the needs of the consumer.

Militia Reform

With the increase in space wars and the possibility of attacks on human space rising, it s natural that the Solar Marshall has started working again with his planets Marshall for improve the current situation of the militias.

There will be improvments in training, as well specialized gear and vehicles (buyed).

Borrowing from the Army improvments, the militia will become more organized and disciplined. In addition to the usual training, an emphasize on creating more patriotism, cameratism and pride is made like in the army.

The major difference though is the creation of two new parts of the militia this being : the junior militia and the auxilia.

- Junior militia

The Junior Militia, will be a more accessible force to the citizenry. If a citizen wants he can do this has a part time job and it will have less duties and accesses of the militia. The junior objective is to have a larger number, as well preparing recruits for the militia and auxilia. It still receives an acceptable training and gear, and it can help and organize any armed civilians that wish to defend their state if a planet is under attack.

- Militia

The militia that was formed time ago. Not much has change, even if they have received more training, better gear and specialized vehicles. They will better know the planet defenses and fortifications. As well having lessons on their home planet and system nature for know how to better defend them. This takes them to a somewhat similar level of training of an army soldier.

- Auxilia

A very well trained forced, each one very specialized in is own home world and solar system defense and knowledge. They fully know the fortifications and defenses of the planet, and have superior and further specialized gear and vehicles to the militia. They are also trained in knowing how to defend other systems and planets of the EFS, but it best to have them on their home instead of others do to the higher knowledge of it. The Auxilia will be a small part of the planets militias, but there are no doubts that it will be a great help on the defense.

IMPORTANT

The Solar Marshall wants that all the other militia arrive at the same level of the one of Selestine. For this additional points will be requested, then the reform can be applied on all other planets.

//

(For properly do this Solar Marshall Javier II requests 10 additional upkeep to be assign to the militia [in general all, of the militia]. Not just for the creation and implementation of two new parts of the militias across our systems. But even for more training, specialized military gear and vehicles. Also for make sure all planet militia arrive at the same level of Selestine)

(Militia numbers much like police and sheriff depend on planets pop. I am not changing that.)

The settled worlds of the EFS are our greatest treasure, and their health must be carefully nurtured. Equally valuable is our citizenry, they must also be cared for. Therefore, we must take the greatest care to plan out our settlements upon them in a fashion in a manner most beneficial both to nature and human wellbeing.
Garden cities are to be planned, self-contained communities surrounded by "greenbelts", containing proportionate areas of residences, industry and agriculture. Every one of them with their own garden dome, future ball field and temple of the Shadow. There our people will be able to thrive, close to nature but still with all the comforts of modern life without the unhealthy crowding and smog produced by modern cities.

The Hyperion-class carrier EFSS Churchill with its plasteel-armored hull, artificial gravity generator, Hasturian radiation emitter, Combat drone hangars, modern shield systems, large spinal railgun and more acts as flagship for the Blackfleet. Five Mk.2 Calibas Destroyers are its combat escorts and an Eveline, Cobra and Eagle class support ships also accompany the fleet to ensure its logistics. Also joining the fleet are the Syndicate stealth frigate and the Kayub Eterani Corp. sends a prototype vessel of their own as well.

The journey takes them through the Vowgate into the Tawagata system where they resupply on Nigel's World, then on to a series of regular hyperjumps through the edges of our space, a hundred light years before leaving the human designated zone, taking a "Northeasterly" course into what intel shows to be the Disputed zone between the Empire and Federation. This journey has the fleet stopping through uninhabited systems several times, spending days gathering resources to maintain supply before moving on.

In the month of May, the Black Fleet reaches its destination, a system of an unknown name, yet containing an inhabited arid planet (judging by sporadic signals coming from it and light traffic coming and going there) and a gas giant with multiple moons, a space station among them also showing some activity around it. The fleet assumes a cloaked state, slowly approaching the inhabited area. This approach takes days, during which another fleet enters realspace near the gas giant, beginning an approach vector towards the station. In responce, a dozen light ships leave the arid planet, assuming what is likely some sort of military formation before also setting course for the station.

In stealth mode the Black Fleet will require about two days to reach either location of interest in the system. What shall we do?

As you approach, it appears that the two forces are foes indeed.
Our scans reveal that the attackers outnumber and outgun the defenders, fielding three cruiser-sized ships, three destroyers and a further 10 frigates against 12 frigate-sized local defenders. The attacking force is able to take the station before the reinforcements from the arid world can reach it, then turn their guns on them, outranging and whittling them down one by one. The defenders do not retreat, however - they enter combat range and disperse across a wider area of space, attempting to harass the attackers from as many sides as possible. Meanwhile the unmistakable emissions of FTL comm signals are being sent out from the planet - most likely to alert allies of the situation in the system.

The attackers have an advantage in this battle and are using it, whilst the defenders are trying to buy time for reinforcements most likely.

Our ships are in a position from which they could attack either fleet - or ignore them and head to the planet instead. What do you do?

A.Attack the defending fleet - they are weak and do not expect this.
B.Attack the invaders instead
C.Head for the planet - it has orbital stations and facilities, alongside civilian vessels and settlements on the surface for us to raid!

With no armed vessels to protect the planetary orbit, you are undetected until you are nearly in combat range. The planet boasts one primary orbital station with light armaments and several lesser satellites around it.. Half a dozen civilian ships are on or around the station.

The first few missiles are shot down by point-defense systems on the station, but the full second volley eventually breaches that and makes contact, disabling the shields around it. Some of the laser batteries were not affected, but with no shields to protect them they were easy enough targets for a few well aimed railgun shots to eliminate, allowing our boarding shuttles to launch - yet just as that was happening, a highly accelerated projectile from the planet's surface struck one of our destroyers, crippling it. A second shot narrowly misses another destroyer - in response, the Black Fleet moves in close to the station, using it as cover against the defenses from the surface. Our damaged ship is still out there in the danger zone, however, though the planetary defense guns are not firing at it for whatever reason.
Boarding pods and shuttles are now breaching the station. The Black Hound regiment is deployed, ferocious dog visors concealing their humanity, additional appendages preparing to deploy personal shields for the attack.

The station's defenses are almost entirely automated - turrets, bots, shields, bulkheads. Only a single alien personally picks up a lasgun to try and fight your Black Hounds - to little avail. Methodically, the regiment advances through the hangars, hallways, storage rooms and assembly areas. A single explosion is registered, coming out of a central part of the station - overall integrity and power remains, so it wasn't a self-destruct reaction, but whatever it was, it wiped a part of the goodies you were hoping to steal.
Within two hours of initial boarding, the station is under your control, along with fifty captive aliens, all belonging to the Sivan species, whose worlds mostly fall under United Federation control as one of the less influental members of that alliance, with whom we've had almost no dealings so far. Besides captives, you begin securing a variety of trade goods, machine parts, fuel and begin stripping anything of interest from the station that you can find. An interrogation of captives reveals that the now destroyed room was the central communications and coordination chamber, holding most computer data - an act of sabotage and denial by the station commander that they had prepared already, expecting the Imperial invasion force to soon fall upon this station. What they hadn't expected was you, which is why five small merchant vessels are still docked on the station and now under your control - four of them being small enough to be taken into the hangar of the Churchill.

The destroyer EFSS Davy Crockett was evacuated and then blown up safely, leaving nothing behind for the aliens.

The space battle around the gas giant seems to be concluding now as the invaders - clearly an Imperial raiding force - have secured that area of space and are most likely next going to head towards the planet.

Everything is hauled onto your ships, the larger civilian vessel having some of its parts stripped and taken. The aliens are left behind, none the wiser as to your identity, whilst the Black Fleet weighs anchor. The Imperials are now close by, but you are able to clear the gravitational field of the planet and enter hyperspace before they can do anything to you.
A successful raid - the Black Fleet brings home spoils that your scientists will begin studying now. You will have findings on them soon enough.

Robotics
Good news everyone! Our scientists are reporting that we might be in for a great leap forward regarding the issue of robots taking their rightful place in society.
To be more precise, with just a bit more funding we can put the two following models into mass production:
The Cy-L0N 88
Very cheap to make, durable and strong, these box-shaped robots are the perfect workers. Be it in mines, warehouses, factory lines or the cotton fields, the Cy-L0N’s will work tirelessly, easily outperforming human workers at a lower cost. In no time we will have millions of these bots doing unskilled heavy labour. And not to think of the export potential, we’ll make tons of space-dollars exporting them..
The PAL 9000
These robots are shorter in stature and have softer lines than the blocky Cy-L0N’s. They’re programmed to love their human friends, desiring to brighten our day and take care of all our household chores for us. Very affordable as well. It is predicted that shortly most household will sport one of these bots, their tasks cleaning, cooking, serving coffee, doing the laundry, watching the kids and providing emotional support.

The XAY-12 line will be sleek and customisable! Fit to be used as either workers or entertainers!

The government supports the development of new, cheap, mass-produced robots for domestic and industrial use - Cy-L0N 88s, PAL 9000s, XAY-12s, the models produced soon enough will have variations being made by different companies across the nation, small and large, who deal with the robotics industry.

Two key advancements are also now unlocked for us thanks to the alien tech we've analyzed - reliable artificial gravity drives for ships and stations alike on one hand and superior power generation through Cold Fusion Reactors, which can operate at lower temperatures, allowing for both smaller reactors doing the same job as before and a lower profile in regards to generators' heat signatures. This is a massive jump ahead for us, but do note - new technologies are not automatically applied to your old ships, to see what they have check the sheets.

Gentlemen, it is time to take our naval capabilities to the next level with a vessel unlike anything seen before.

The Foreshadow shall be one of a kind, several times the mass of any other ship in our fleet. Its appearance is to be that of a huge spider-web, arranged around a large central structure, with a lower, eye-like command module (naturally with an eyelid like shield for emergencies), and mounting various sensor dishes around its extremities.

The Foreshadow's web-like armatures are a single massive primary weapon, that fires sheets of energy in the form of a massive Black Pack discharge. These blasts are insanely destructive, more than making up for the slow firing rate and energy expenditure.
For defense, it will be both armored and shielded, with additional point-defense weapons existing at various locations on the Foreshadow's web, and may in fact be the sensor dishes seen in such locations. These weapons will be turreted and capable of attacking small craft with great accuracy.

The Militia of the Free State has been reformed per the Solar Marshall's vision, raising its overall discipline and combat effectiveness. The exact numbers will fluctuate depending on factors that include funding from the state, local funding, local planetary development and population.
The Free State's citizenry grows at a rapid pace year by year and with the addition of the junior militia we can expect a larger percentage to once more participate in the system, performing their civic duty. In the modern job market military jobs are a great opportunity for citizens as they guarantee stable employment - where previously we had more job positions than willing recruits for our armed forces we are now seeing the reverse, which is a phenomenon widely visible across other nations too as productivity rises at the same time as the human population does - even the rather pacifist Pavonid Union has recently seen fit to expand the ranks of its fleet and military.

Population growth has indeed vastly overtaken the capacity of most native educational facilities, even with the creation of new private ones and planetary funded schools as well, there still remains a constant need for expansion, especially kindergartens on the three main worlds. The national government invests in the expansion of facilities and provides credit and support for the private sector as well. The effect of this investment should ensure a more educated workforce is available in coming years.
The people are happy with this course of action and approval of the government has reached new heights, thanks to the booming economy and overall internal stability.
In news from abroad, the Physicians' Syndicate of Mars has announced its victory in the war against cancer and MegaPharma, having developed and now spreading their new cure - faster and more reliable than common commercial treatments which still require patients to spend months or years under one therapy or another, staying dependent on their medical providers for the duration of their treatment.
Meanwhile on Earth - the Eurasian Alliance has by this point practically subjugated the entirety of Africa and Oceania through economic and political pressure, also binding them through treaties that see the EA controlling all space traffic there - only the Americans remain independent of said treaty.

Good news everyone, I, doctor Vindiktive, have invented a new wonder drug!
Trioxin 245 is a breakthrough to put it mildly. It is nothing short of the key to immortality! Evidence of my unsurpassed genius! Just a dose of this gas and vooom, the dead come back to life! And not only do they live again, they are immortal beings, nothing short of complete immolation capable of putting them down. And doing so will only send the Trioxin chemicals into the atmosphere, to return with the rain and reanimate more dead corpses, um, I mean patients.
True, there are some side effects regarding their mental state, especially their unscientific compulsion to consume brains in order to quell the pain of being dead. But you cannot bake an immortal omelet without breaking some civilian eggs.
Imagine the power. If somebody dare oppose us we just give them a few tons of this juice into the air and voila, a plague of the living dead tearing their planet apart! We will rule supreme in the universe as we continue the heroic pursuit of science in peace!

Allow me to once more suggest funding for another of mein brilliant inventions.

The C.H.U.D.* Biowarrior Initiative
*Cannibalistic Humanoid Underground Dweller

Using a mix of state of the art cloning technology, biological tampering, speedgrowth, toxic waste and the genes from the most evil creatures to be found, we shall create the ultimate biological weapon, biowarriors that will be the terror of the battlefield. Grown in vats and maturing rapidly, these monsters are cheap to produce en masse, their ability to thrive on a diet of garbage, waste and rotten flesh unparalleled.
Strong as oxen, highly poisonous, disturbingly stealthy and capable of taking impressive amounts of damage before ceasing to function, these beasts are more than capable of ambushing softer enemy targets, but also clever enough to hide if opposition is overwhelming. Naturally they are not sentient, that would be unethical. No, their intelligence is closer to that of a large primate, their only desire to sate their ravenous appetite. (Although they do occasionally demonstrate impressive skills in problem solving, cooperation and subterfuge, especially for the purpose of escaping their holding pens).
As a final strawberry on top, they are designed to melt upon death, returning to puddles of the toxic waste they were created from. Let us see the foe reverse engineer that.

The Alliance of Extraterrestrial States already includes trade treaties, mutual defense, scientific and cultural exchange, making the offer we extend towards America entirely pointless as they are already part of the AES. The Nomad Fleet has already made a favorable treaty with us and does not wish to be involved beyond that, staying neutral in the cold war between the AES and Eurasia.

Eurasia has however expanded its own dealings with the United Federation and the Free Enterprise Pact. Eurasian colonies are fully linked by Yamada Brand Hypergates and now a lane has been constructed that links Sol to the Federation's nearest major system - Izevlar, which is 400 light years away from Sol. Eurasia has been expanding the size of its fleet and army, which has prompted the ICS and the Americans to do the same in turn.

There are three systems that show great potential as bases for the Black Fleet.

A.Zeno-4A - 25 parsecs away from Tawagata, it lies in nominal human space, though only the rare exploratory vessel or far-out mining ship might ever find itself there. The system has some modest natural resources available in it, but miners can go out into other stars in the sector to search for what they need
B.Cerno-Omega - right on the edge of the human containment zone, the system is known to us because of the first mission to leave the containment area, which had the explorers stopping in this system to refuel. Aside from a single barren planet with small voltile deposits, it has an asteroid ring containing some minerals.
C.Esterpels - located three parsecs outside the containment zone, it lies on the very edge of former United Federation territory. At some point it was inhabited, but the war has driven out all settlers who may have exploited the system's resources. Several barren planets, asteroid rings and one tundra world with a breathable atmosphere can be found here.

You should also decide if you're going to build a Vowgate in this new base of operations and if so where it will be connected to - every gate is connected to a single other gate in another system after all. You may propose other details as well, such as the extent of development you wish for this outpost.

Frontier Initiative
The frontier is ours by right, nothing must hold us back. Containment zones be damned.

Therefore the state shall generously provide economic support for those daredevils seeking to found new settlements, colonies, moon bases, asteroidfarms, space stations and more (this both internally and externally of our current territory).

Also, any settlement of significant size will have a sheriff, equipped with a star carrying a small but potent forcefield projector. The law must be upheld wherever we set up, space banditry to be fought continuously.

Two high-value systems in particular are of interest to the explorers who venture beyond our borders, past the Ghoul Stars. The Viahan system contains an ocean world with rich native life and a breathable atmosphere as a ready-to-colonize planet and several other objects within the system rich in resources;
The Agrippina system is even better, containing one of the most Earthlike planets yet to be discovered, having widely varied biomes, along with a wamer planet mostly covered by rainforests and a desert world rich in minerals.

Even more curious is the presence of intelligent aliens in the Agrippina system - on both the first and second planet, the same species of reptilians can be found. They are scattered across those two planets, their communities warring with each other or living in isolation, their technological and social development ranging from completely primitive hunter-gatherers to iron age civilization-builders. In appearance they resemble both humans and Zian, though unlike either race these Agrippans have four arms.

Viahan is located 15 parsecs away from Tawagata, whilst Agrippina - 28, being on the outer areas of the human zone.

Several smaller outposts and colonies in other systems of less note are also being prospected now, filed under "Elsewhere" in the Census. More info on those another time perhaps.
Terraformation efforts on Sulfuria and Gobi have turned both planets more livable, allowing for more settlers to settle there as well now.

Construct vessel
Gentlemen, the sacred seers of the Order have had a revelation, a glorious vision that came to them in a sacred trance brought about by mind altering drugs of the highest order. It is time, time to take our naval capabilities to the next level with a vessel unlike anything seen before.

E.Societal policy
Set up the Agrippina anthropological society for the study of and interaction with this alien culture. While we will not discourage human settlement on these planets we shall do our best to ensure that we do not infringe on these native peoples rights (as we see them).
At the very least, encountering a pre-space age native alien society will have our universities buzzing with activity for years to come as we learn their language and culture.
It is best that we not repeat mistakes of the past in our interactions with them.

The EFS military elites

Solar Marshall Javier has put forward a new military initiative, the creation of two small elite military groups at the service of the state. One that will protect it s foundations at all costs, and the other will be send for avoid the inevitable or ensure victory in critical locations. Both of them will receive an elite training, as well highly quality gear and equipment (that can be mod to their preferences).

The Free State Honor Guard

An elite formation of guards that will protect important monuments, buildings and government personal.
Specialized in protection at all costs at the risk of their own lives if necessary, and in handling difficult scenarios against their mission. Above their armor they have some ornamental decorations (laurels and human symbols often related to freedom) and clothing, at their back on an attached mantel the symbol of the EFS. They usually carry small smg s, shotguns, carabines, revolvers and short swords. Of course they use other weapons as well, and have access to land and air vehicles.
The Free State Honor Guard has even a cavalry section, made from our indigenous animals from Nigel 'World as well some horses.
The Guard will be present in EFS feasts, state manifestations, parades and marches.

The Extrasolar Special Forces Section
or ESFS
Small groups of elite squads that will be vital for important missions to the state, and critical war objectives for the army. Often works alongside ESIA operatives and can become their "heavier support" if is requested. Their training makes sure they become first and foremost highly adaptable and efficient on their missions. This is ensure by training in many different VR scenarios and in many training grounds across the EFS.
Their armors are usually painted with a dark blue and grey pattern, unless missions needs specifically other types of paint. They have a vast arsenal at their disposal. Thet are part of the army.

The colonization of Agrippina will hopefully be conducted with moderation whilst the Anthropological society studies the native aliens. We hope to learn much from this in the future, yet with the end of this decade we now look back to what has been accompllished since its start - the EFS' population and economy have more than doubled in this decade, with no sign of stopping. New opportunities present themselves and the galaxy is changing.
You may now do your FACTION PROJECTS - major endeavors performed by your faction over the last 10 years; Your personal projects - smaller actions made by a character; Executive projects - for those in a government position, what you've used it for during the mandate.

In the capital of Dagda, not far from our massive robotics factory, we will construct an imposing structure: the central server vault. Vaguely inspired by an Aztec pyramid and built to titanic proportions, the majority of this structure resides underground. It is constructed like a massive bunker, with shells upon shells of concrete and plaststeel armor guarding the large servers deep inside. They serve both as a central knot to our interplanetary network and as the central point for our new initiative to publicize and promote the brain interface tech we have received from the migrant fleet. A 3-Dimensional world is run on these servers that people can enter and interact with as if it were real, it will for all intents and purposes be real. Here people can come together, learn, play and do experiments, the possibilities are endless. The greatest achievement we will aim for though, is to fully digitalize the personality of those that want it, probably due to high age or a fatal disease, to make them immortal in this digital realm or even give them an AI avatar body.

The Deston Group inspired by the likes of other EFS founders, has decide to create a great city for the EFS. This will be made by their hands and by the hands of any settlers interested in joining it. Euphori Destonia is inspired on the same style (respect of nature, freedom ..) and vision (made for men ecc) of Etar City, albeit with some differences. The style is more spartan, militaristic and the vision is more patriotic too. The city is thought and design for be highly defensible and for evacuate has fast as possible the civilian population. The city was design by some expert architects, Sulfaria administration, as well the Solar Marshall Javier Deston and Planetary Marshall Johan Walker.

Has follow here is what it will be build in it:
- The City center with the tall skyscraper Castro Salazar, given to the EFS for be the administrative city center.

He express some concerns on the matter of the recent military expansion of Eurasia. But beside that point, an army reform was still needed. Of course he also thinks something must be done for the marines, improving them and expanding them would be beneficial for the fleet. The Solar Marshall is very open to any suggestions, modifications and so on. He also thanks everyone of the council for allowing him to serve again with the second mandate it s nation. He has left some last military dossiers, for the future solar marshall on it s old table (future military turns).

Executive Project: Make Space-Amish
The Kowloonian refugees, stranded in both time and space, are to receive ambitious and long-term support from the Department of Migration.
Most of this is the conventional kind like teaching, jobs yadayada. But in a controversial move Mechahawa insists on providing them with the option of not being entirely assimilated into our crazy future society. Their old-earth culture, language and religion are all deemed worth preserving.
Therefore, they are given the option of receiving their own settlements, green (and sparsely populated) worlds like Nigel’s World ideal. With generous start-up aid and somewhat restricted access for outsiders (The Order of the Divine Shadow being subcontracted to act as a go-between when needed), it is projected they’ll have self-sufficient communities of their own, the world of the past living on in a time bubble.

Faction Project: Grind numbers (spending 11 IP on this)
The Order continue to spread the message, missionaries preaching, special discounts offered at the Incense Domes, a new temple in brutalist architecture opened, commercials on the BOX, the Shadowian Youth League holding jamborees and flocks of fiercely faithful being groomed for frontier settling.

Personal Project: Retirement
Brother Mechahawa, mounting his motorbike, rides into the sunset. There he’ll eventually settle down and become the student councilor at the local high school in some quiet town, mentoring a band of troubled youths brought together by adversity and a desire to solve the local mystery regarding some stolen artefact at the local museum. But that is a story for another time.

The first order of business was setting up a facility for the Gold Project - the League established a biolab at a site of their choosing. Afterwards, they begin studying the genome of other known species. The study of the Mopolans as an example shows that these aliens have an alternative to the human adrenal gland, one that produces a form of Ephedrine, which allows them to deal with low blood pressure, help with alertness, concentration, appetite suppression and helps agains motion sickness. Experiments were made with integrating this into the human body, but the short story with that is that it clashes with adrenaline and its role and necessity for our organism. The adrenal gland can be removed and replaced with an ephedral gland, but with that one must regularly take adrenaline artificially. Having both glands at the same time causes conflict in the nervous system, but some scientists are hopeful that with further research there can be a way for the two to coexist. More promising and successful have been the studies of the Drazerii, which eventually led to the desired initial outcome - through gene splicing, a human can be given denser muscle fibers now, though not fully matching what a Drazerii body naturally has, it is a great gap closer in the arms race as one jolly geneticist with a love for pugilism says.

The studio is established and staff are hired. After a poor performance with The First Admiral, an opportunity shows itself with the hiring of a big-name director from Earth, who in turn brings over a fair number of experienced staff and actors from the homeworld, whilst also scouting widely across the EFS for local talent. Thus in the mid-70s, director Pierre Vinne saw the studio gaining some traction and success, but much like the hit movie Nokori, this would have a sour ending. In 2279 it was discovered that Mr. Vinne had been abusing his position and through it - his staff. The scandals continued to mount one after another and as the disgraced director was eventually brought to court, the studio suffered a hit to its own reputation which soured the release of Last Shuttle on Agrippina, otherwise considered a decent flick. Depite this, the foundations of the studio remain and with willpower and luck it can definately make a comeback in time.

A massive temple was erected using the great pool of resources and favors that the CSS had accumulated over the years. The servers were set up and a new world was designed, the fabric of a noosphere weaved together. The Alpha and Beta tests went well and in 2278 the virtual world was finally open to the public. Within two years it was attracting users in the hundreds of thousands and with no sign of stopping. It was the talk of the town, a great topic of discussion and interest in the public eye, sparking debates and with corporations abroad looking to make their own spinoffs. Yet at the decade's closing, tragedy struck in the form of a cyber terrorist attack. Led by a radical puritan cleric of the Divine Shadow by the name of Seamus Hind, the terrorists secured control of both the temple itself in the physical world and the administration of many of the largest running servers inside the noosphere. Declaring this to be a creation of evil that will one day destroy the spirit of humankind and professing to act in its name and by the guidance of the Divine Shadow, the terrorists caused unspeakable horrors, distorting the virtual world to deliver immense pain through sensory overload to the users, whilst also methodically wiping out every one of the digitalized people and their AI bodies.Upon finally being apprehended by Prof and security, Father Hind showed no remorse for his actions, insisting that he had saved the souls of billions. The terrorists were caught, but not before killing hundreds and scarring thousands.

Euphori Destonia is established and grows to be one of the two primary cities on Sulfaria, fostering a local culture of rugged frontiersmanship and self-sufficiency. The efforts of the Destons themselves are largely neglected by the populace, however, though no further negatives come out of that beyond a simple apathy towards this industrialist dynasty and its involvement in the city's creation.

The army improvements are successful in further raising the quality of the troops, making them more versatile in their skillsets and bringing in experienced officers and NCOs from across human space to help with the organizational structure. Though still small, the army of the EFS is perhaps the most professional and well drilled in human space now.

Across the 70's you manage to attract investors, modernize your equipment, blueprints and production methods, increase output, bring in profit, more investors, more facilities, more workers - a cycle of success after success, putting you on an upward trajectory that continues still as your formerly small company is now one of the industrial leaders within the nation in terms of its value, productivity and the amount of people you employ. This brings with it a significant amount of influence.

The Kowloonians, disadvantaged as they are, take to the skies once more with hope. About a quarter settle on Nigel's World, again that many - on Agrippina, where soon reports come of them entering into contact and partial hostilities with an isolated tribe of natives. This may cause some trouble in the near future, but hopefully it will have only been contained to that local area. The rural lifestyle suits the refugees better than urban living, thankfully.

The order's growth is stable, integrating the faithful among the Kowloonians into the Church, with those priests who had received prophetic visions being of particular interest to the learned brothers they now join. The Church of the Divine Shadow can consider itself to be the religious organization with the largest singular presence within the Extrasolar Free State now, with temples on every planet and shrines on every large space station!

FP - Success. You establish two factories, one on Dagda producing heavy equipment and one on Selestine producing packaged foodstuffs and various commercial products. What you produce is aimed largely for the frontier, for people who are embarking out into new territories to establish outposts and to expand the reach of mankind and thus your produce is valued well in this time.

PP - The Director gains access to a very special network for information in the form of [REDACTED].

EP - Whilst several sites across the nation are established, some within the agency are unsure if its byzantine organization is leading to any good results, with so many separate training sites and subgroups. That the cyber-terrorists and other dangerous elements have managed to conduct such horrific attacks in the nation during the past decades has disturbed many. From now on, with a more internal focus, ESIA will get a chance to prevent similar incidents within the nation before they happen.

The developers you put in charge of making the new AI finally put out a product towards the end of the decade. Marketed as the new HasturOS 2, they promised a lot of new features and improvements, but customers have been somewhat critical, saying that practically nothing has changed and they can't even plug in physical earphones now. Critics claim this was just a ploy to get more money out of the users by selling the same product again. Blaming it all on a couple of developers in your team doesn't help public perception. Thankfully, it wasn't a rogue AI or something that attracted a terrorist massacre, so it could have gone worse.
Bringing in new minds is one of the things that had those AI developers joining in. The quality of your recruits is rather mediocre, but there's some hope in the heir apparent (Design them as you wish).

The Foundation has produced somewhat mixed results as some of your more capable minds were busy with the estate during some of the crucial months. There have certainly been some results achieved and your people weren't idle, but what they failed to do was in getting some nice media attention on themselves to capitalize on their charitable work. No influence was gained from the Foundation's work, but at least the new estate is a fine looking complex and the lands within its wider reach can be used for a variety of purposes, be they agricultural or other.

Joining forces with a retired clone soldier, a reformed gangster, a priest of the Divine Shadow and a private investigator, your party begins its crusade - first going into the poorer urban communities to tackle local gang crime and socio-economic troubles, then gradually moving up - facing off against the largest mob boss on Dagda - the dreaded Big Tony - to emerge victorious, saving many a struggling ramen chefs from his protection rackets. His rival, "Shuttle Bomb O'Shanassy" was no easy foe either, but eventually both are locked behind bars and all is good. Yet this was nothing compared to the final chapter in this campaign - venturing into Neo Nippon. There, you joined forces with a vengeful cyborg ronin, keeping both their face and voice hidden from you. Investigations and deadly street battles both continued, vibrokatanas meeting gauss shotgun pellets - eventually your party stood at the estate of a local kingpin, who you had discovered was a major factor in the internal politics and economy of Neo Nippon. This Kingpin, Mr. Hattori, had involvements in many shady businesses and also with the broader Nipponese community - and your investigations had revealed that he was behind the elimination of the Ashi clan, who had been his debtors for a time, eventually refusing to meet his exorbitant demands and shaming him, threatening to expose his dealings if he ever tried anything against them - that is why Hattori had waited until the Ashi were all gathered in one place, so he could eliminate them all in one fell swoop.
It was before this final battle that the ronin finally revealed their identity - Hana, the estranged younger sister of Tagara, she had left the family several years before the wedding after a minor squabble. She wanted to go to the wedding, but had missed her shuttle flight narrowly and only reached Dagda the day after the attack. Not having been privy to the truth behind her family's troubles at the time, she began the long march towards vengeance, which 10 years later would lead her here, alongside you.

The final battle against Hattori and his cyber shinobi would be legendary - one that can not be retold with just a few words. One thing was certain at the end of the day, however. Though this could not bring back the dead, their memory was avenged and the planet of Dagda now had several fewer evils to deal with.

With several mostly successful jobs behind you, you've started making a reputation for your group that has gotten you into the outer circles of the Human Sector's criminal underworld. You're not dealing with low-ranking thugs any longer, but you aren't exactly speaking with the big bosses themselves - you are instead now part acquainted with a loose community of individuals with specific skills, one that has opened more doors for you and your people to make a living.

With funds acquired from several jobs, you buy a small vessel and some Eterani Syndicate-made equipment. You find yourself a nice secluded spot in a worthless star system within EFS territory - one that has been scouted and found uninteresting, having no name besides an old astronomical designation of letters and numbers. Using the techniques employed by your forefathers for generations, you set up a base on a midsized asteroid on a steady orbit around an object in the system.

Finding his Alte Kameraden was an adventure in and of itself for Piet. Gesicht had, as usual, changed identities multiple times, including once during the process of Piet hunting for him. He'd gone trough Delta Pavonis, New Perth, Morgansworld and Luna before finally being found in a place of ancient power for his kind - the american city-state of Las Vegas. It was over a game of poker in one of the temples of luck in that city, by slipping in some old code phrases, that Piet finally got Peck to drop his facade and give him a genuine smile. After cleaning the table up and making the black man a bit poorer, Temel went up the to the 20th floor, packed his things and swiftly left with Piet - on to find Umberto, who had apparently been trying to revive space racing in the system of Eterani, The italian was, in fact, somewhat successful in that venture, making a bit of a name for himself, yet after a long streak of victories the thrill of this race was starting to run out. It was easy to convince him, the words "I'm putting together a team" being more than enough.
The trio moved on - W.T. hadn't been found on any planet so far, thus the logical next stop was the Migrant Fleet. As luck would have it, they made a stop in the Lugus system just a week after Umberto's joining. As the fleet was conducting repairs and resupply at the orbital shipyards, its trading shuttles and freighters had brought goods and people down to Dagda's surface, in Neo Nippon's gleaming market district. From there the gang followed the trail to an underground fighting arena where they found W.T. engaging in a high-stakes fight against one of the local champions in unarmed martial arts. Good old Banzai got his ass kicked, but he was not too unhappy with it as he claimed the'd just thrown it to get a fat stack of crypto. Sure enough, after a day of absence, W.T. returns to find his comrades, having just bought a new kit of equipment - just in time to get back to his real work.
It looks like the gang's back together.

The mandate of the High Executives is now over
Please campaign for and vote for candidates to fill the positions of:
Fleet Admiral, Solar Marshall, ESIA Director, Migration Director, Minister of Culture, Minister of R&D

There are already some (NPC) candidates for these positions, such as Vice-Admiral Hawkins, familiar to the veterans of the New Kowloon operation. He is a candidate for the position of Fleet Admiral, supported by some in the Assembly. As part of his agenda he promises to "Bring the greatest of attention to detail in the organization of the fleet and its preparation for modernization and expansion in the face of growing threats both human and alien."
A candidate for the position of ESIA Director has also arisen in the face of Thaddeus Wolf, a man with years of experience both in the secret service and in national politics. He has campaigned on the expansion of internal security within the nation, vowing to never let another large terrorist attack occur on our soil.
(Both candidates start with the equivalent of one supporting vote for themselves).

Besides the campaigning, discuss the primary agenda for this turn.

Construct vessel
Gentlemen, the sacred seers of the Order have had a revelation, a glorious vision that came to them in a sacred trance brought about by mind altering drugs of the highest order. It is time, time to take our naval capabilities to the next level with a vessel unlike anything seen before.

The establishment of a new national company with mining stations along with Iron type fortresses has been approved, but on the matter of naval buildup there must be a further discussion:

Newly appointed Fleet Admiral Hawkins has put forward two plans: One for modernization and one for expansion. He believes that the navy is currently outfitted largely with outdated technology in the fields of power supply, shielding and engines. The implementation of our new Cold Fusion reactors would solve the large issue of power management which our ships have been shown to face during exercise - many of our vessels are too heavily armed for what they can support. "We don't even have any models featuring plasma thrusters, even though we have the technology available to us - and for good reason, because our ships are too over engineered in their weapons departments and underpowered in the essentials!".

His modernization plan requires funding and production capacity of 300 to install better reactors and modern shields on our current ships. "That's not even including an upgrade of our propulsion systems, that would require even more." he says.

As for constructing new vessels and having forces stationed on the frontier, a proposal with an equal budget as the one above is given which would see ten new ships added, mostly frigates.

Do you approve of the Admiral's proposal, do you wish to add more or have less?

The Black Fleet returns six month later with new spoils. The site they raided this time appeared to be a military production and supply outpost belonging to the Empire - they waited on the outskirts of the system until the fleet that was resupplying had left and then attacked swiftly. At the cost of one destroyer and some Black Hound casualties, the fleet was able to (Optionally) take alien captives and more importantly recover both examples of missiles and the necessary technology - in the form of designs and machines - necessary to produce such missiles. In translation, these can be called "Swarming" missiles and they are designed to be able to overcome point-defense systems. A Swarmer launcher shoots large volleys of individually small missiles. If equipped with fusion payloads, they can make up for their size quite well enough - all it takes is for a few to pass through an enemy's defenses in order to deal serious damage.

Some changes are being made now.

Influence points are scrapped, since keeping track and spending is too wonky. It's all back to soft power and fiat now.
Personal projects are also gone.

The economic system changes to reflect the times. The state is no longer a single central planner that is managing its own assets - most enterprise within the nation is private and the government now has to take into account money. Accounts are in F₵ millions.
When making turn proposals you may include a budget that you would assign to a given action - otherwise the National Assembly's budgetary committee (That's me) will decide on one. Spending more than you have means covering the difference with loans.

A budget of 100 Million F₵ is deemed to be enough for the construction of a single space elevator and the installation of modern gravgen on our space stations - this will be done by the year's end.

In space news, the stalemate of the Federation Civil War (As official news channels call it) has been disturbed - Imperial forces managed to break through the disputed territories in a large and bold raid, reaching the core worlds of the Federation and attacking the important Dardbal system, home to major industrial centers. The raid destroyed space stations, space elevators and hypergates, captured or destroyed numerous civilian vessels and bombarded ground targets across the system before pulling out, avoiding battle with the reinforcing Federal fleet. This is a blow that will be felt both economically and morally - the message being clear, that the Empire can in fact reach those star systems who thought themselves safe from the war.

The Valhallans are quick to take the hand that we offer them, signing trade and travel agreements with our state and giving praise to our leadership for its generosity and initiative. Our more secretive activities are also commenced. Our allies currently seem skeptical in regards to giving the Valhallans anything, but they're not really actively opposed to what we're proposing - given some time our Diplomatic Corps should be able to sweettalk them into making life a bit easier for the Republic, which is currently looking to gain more legitimacy by reorganizing itself by adopting more democratic policies. Life on the picturesque world of Asgard is fairly serene and the pacified locals have dedicated their resources over the past three decades into raising their quality of life under the ambitious goal "To banish want". Though not quite utopic, the conditions in this now pacifistic, yet isolated nation have been good, with a rich cultural renaissance occurring, with their delegation to Selestine bringing several beautiful landscape and architectural paintings as gifts.. The Autonomous Zone has been slow in adapting the most modern of technologies - for instance they are only just now looking to set up a modern stellar infrastructure to link them to other nations - namely ours.
This diplomatic outreach has been received rather ambivalently in our nation as most people are unsure what to think about the strange people of Valhalla.

Back home, the Selestine space elevator project has proven to be a success - the knowledge of making plasteel, a material widely used in the Federation, has allowed us to erect a great spire with the necessary paramaters to be used for the transfer of goods or people from the surface of the planet up to orbit, thus allowing the most difficult part of space travel - planetary entry and exit - to be avoided. This should increase the economic growth on Selestine, we believe, as the elevator's base, situated in the outskirts of Etar City, is now being filled with traffic looking to load and offload wares.

ESIA expansion and improvment

With the advancements in the military, it s only natural that we ensure that even the ESIA remains in perfect shape and at the same pass of other star nations. Here a simple list of what we think the ESIA needs for better do it s duty.

- Additional equipment and gear
- Training programs for more specialized agents with different roles (infiltration, sabotage ecc ..)
- New GHOST fireteams
- Access to different vehicles (air/land/sea) for their specifics, as well robots/drones
- some cloaked shuttles used for aid ESIA in ESIA activities while they collaborate with the navy

also allocate the funding that the Minister suggested to help deal with our migration issues.>>4523006

The Migration ministry officially appeals for a quadrupling of its existing budget. (20)
While this may seem extreme, we are in dire need of it as our population is currently exploding by the millions every year, and our original budget was assigned at a time when we were but a small colony.

Our nation was founded by daring frontier settlers, it is our sacred duty to continue expanding, and our own ancient history provides us with a blueprint to follow.
We will construct a new brand of colony ships, titanic vessels in the shape of pyramids. They will be able to take tens, if not hundreds of thousands of people with them, floating cities journeying into the great void in search of Eden.
These super colony ships, in addition to all the features we expect of colony ships, will also be quite capable of defending themselves. Some models will have battery after battery of missiles, others will have single giant lasercannons. And all of them will have hangars capable of sending forth swarms of fighter crafts.
The shape of a pyramid, in addition to being easy on the eye, will also be most beneficial to potential first contact with less evolved species. At the mere sight of our grand vessels, the primitives are sure to prostrate themselves and worship our colonists as gods, in due time constructing pyramids of their own where they can bear forth offerings of gold and other precious metals to our envoys.

Reports from the Migration Ministry have indeed shown that the current rates of population growth are outpacing economic growth and the efforts of the government to provide living and working spaces for newcomers - most are successfully integrated into our society thanks to all of our previous efforts, yet it has become a matter of sheer volume in recent years, with the population of the Free State practically doubling every decade, now growing in the millions every year - thus, the percentage of Low-income and impoverished people in the nation has increased over time, straining the welfare system and general public order. It is hoped that the reinforcement of this ministry's budget will be able to repair the dam before the waters break it, as overall social cohesion is still in a good place.
After a good night of celebration, the bureaucrats at the Ministry are now getting to work, hiring new staffers, expanding their databases and putting more money into the various aid programs they are managing. A concerned section of the socially-minded public is relieved to hear the announcement that MoM is expanding its programs, though financial projections for this fiscal year are now looking more gloomy, with a larger overview of public spending showing that it is still rising at a rate higher than the projected increase in yearly revenue. Thankfully the treasury reserves have amassed some surplus over the past years and can withstand short-term shock.

Terraformation now allows us to more easily and efficiently modify alien worlds and mold them in our image - to control climate patterns and to delve into deep crust engineering. Organisms introduced into the local biosphere gradually shape the natural world and our genetic research into native alien life also advances, putting new exotic dishes on the table at the same time as cattle herds are introduced in Agrippina, Gobi and Sulfuria and the green belts on Nigel's World expand.

Genetic research, both in our nation and the inclusion of advancements from Mars and elsewhere, have led to a new age for our species. The homo sapiens sapiens is now free of rot and decay as every known disease and deformity from old Earth has found its cure, whilst genetic tailoring on children allows them to experience a brighter future, free of disability and - for those with the desire and means to afford it - perhaps even enchanted abilities. Humanity's victory over disease is one that is not so bombastically celebrated as a war or sport might be, yet it is felt across our systems and planets as billions of people and many more yet unborn can look ahead into the future with more hope.

The FSSAC is established to promote sports both at an amateur and professional level. The basic organizational outline and structure is set up by the Ministry of Culture, but the question now is - how much will the government invest into actual infrastructure - new stadiums, networks, advertisement, contracts and prizes, the development of merchandise and so on - if we want the profits to go towards the treasury we'll have to front the initial bill.
Vote on both categories

1.Amateur sports
A.Large investment(70 million) - we need to both encourage people to be more active and provide more facilities for that, these won't be so profitable for us directly, but they are instead an investment into the people's health.
B.Medium investment(30 million) - let's not go too overboard. We need only lay some groundwork and do some propaganda promotion, the private sector will handle the rest down the line
C.Small investment(10 million) - let's be careful with this money, if the people want to pay for sports they can do it on their own time

2.Professional sports
A.Large investment(100 million) - We have to go big if we're going to expect any profit to come back to us. State of the art facilities, famous players and coaches, interstellar tournaments - we're all in!
B.Medium investment(50 million) - What we must do is to jumpstart the sports industry and get people more interested in it. Through public-private partnerships down the line we will see to it that free market enterprise will expand the franchise whilst we get to retain a sizable portion of what they'll be earning
C.Small investment(25 million) - The market will handle what must be done, we're simply subsidizing it for a cut of the profit

The first steps took a couple of months before things really got rolling. The Ministry of Culture was able to deftly negotiate with various private contractors, managing to make good use of the budget assigned to this project for the construction of new facilities across our worlds and then for all the tasks that followed. Leagues and championships were organized, rules were laid down, advertising was started and sure enough, the new season of Futureball was a big hit across the networks and in people's homes, projected by modern BOX entertainment sets. The people gladly consume the spectacle, but perhaps also as important is the fact that participation in sports and exercise increases steadily across the populace. In the long term, this will help maintain healthy bodies that need less medicine and a healthy body helps a healthy mind. It isn't just Futureball that gets promoted, however - a wide variety of sports, ancient and modern, are brought into the public's eye, with something for everyone. Categories are set for athletes, ensuring that naturals are playing with naturals, augmented athletes showcase their artificial limbs and organs in fantastic demonstrations of superhuman ability against each other, whilst the Robotic Basketball Association pits machine against machine in this old Earthen ritual, delivering spectacular dunks that our ancestors would be proud of. The first seasons of these new sports shows pave the way for many more to rise in the future and this will ramp up over time, increasing the profitability of this biz.

In Space News, something a bit less cheerful - a terrorist attack on the Pavonid Union Congress has left a large part of that nation's leadership dead or maimed. The culprits remain unknown and the surviving politicians quickly descended into squabbles over the assignment of blame.

The attack itself was done through bomb - that itself is a simple enough matter, highly explosive material detonated in the right place at the right time. The real questions are about how it got through government security. A number of guards died in the explosion, one had fallen ill the day before and another had not shown up at all. the CIA investigated the sick man, the SIC investigated the missing man - no leads on either.
We questioned the survivors, acquaintances, people in the area - it was going on for days. No outside personnel had entered, that was what security adamantly claimed - and so we investigated the dead and their homes. There were those who were on the outer perimeter, of whom some remains could still be found. No clues there. Then there were a few who had been so close to the explosion that little to nothing was left of them. One was completely destroyed physically by the blast and in searching his home, we found scribblings on the walls, a rotting corpse of a dog, its blood used to paint lines and a number of rough carvings of wood and stone, arranged in what must have been a chronological order as the further one goes down the row, the more refined they get.
We questioned the people who knew this mad man. He had few friends, having rarely spoken to them in the past two years. His neighbors complained of noises from his apartment at random times. Coworkers said he was always serious, dutiful and focused. Records and footage of him from across many past months show him sometimes walking city streets at night, taking his vehicle out of the city - where footage ends. Sightings of his vehicles led to a decayed fishing town, greatly depopulated due to an industrial accident that had killed all life in the lake and made life around it hazardous two years prior. Locals there were not eager to talk to strangers, but what we got out of them was that some city fellow had been visiting their town every now and then, but he almost never spoke to anyone, instead just lingering around, taking long walks and leaving shortly after dawn.
The guard had worked in the kitchen staff of the Congressional Palace before changing jobs 18 months before the attack and investigating that led us to finding that there were a number of secret spots across the complex, in one of which we found evidence of bomb assembly. A general picture of the process has formed, but the motives of this madman remain uncertain and it is around here that the trail runs cold. No known contacts.

What shall be done now?

Indeed, a corporate concession had seen land around the lake area given for the establishment of a factory complex, one that had cut corners with evading environmental regulations. Many rumors swirl around that contract and insidious relationships with Representatives in Congress. The guard, however, was not a resident of the town, nor had he ever visited it prior to the contract signing. He had no relations with it at all. Yet his mad scribblings did speak of "Enemies of Heaven and Earth" in what investigators presume are the earlier (more coherent) writings. Later writings devolve into unintelligible gibberish.
The region is home to several religious organizations, chiefly distant branches of Reformation Christianity with their typical doomsday cult mentality. The guard was found to have visited one of these churches several times, yet he was barred from returning after several mad ravings he had delivered during a mass, exclaiming that the priests there were false prophets. No other religious institution was found to have welcomed him, though similar stories of expulsion were found in two more temples in the capital city.

Eventually, as investigators were about to give up, a single thing of interest showed up as crossexamination with our databases and those of our allied intelligence agencies were conducted. The scribblings in the apartment - after going through English, devolving in grammar and then turning into gibberish, the seemingly jumbled lines were not so random. There was a match with something discovered by the ICS fleet years ago, during their counteroffensive in the anti-slaver campaign - this was writing in an alien language, one identified with the Zoram species, who were the chief perpetrators of those attacks on human space, though almost nothing has been heard of them since the successful ICS campaign. This is not just any language either, it appears to be an obscure old script used by the Freed Zoram, those who did not bow to the Stareater Empire and instead pushed out of their original core territory, settling further away from the Empire and only loosely remaining in their outer sphere of influence.
The guard, as it turns out, was a Nova Bogotan native and possibly a victim of the raids, liberated by the Syndicate - on that we are not fully certain, however, as his name does not match any of the names in the list of freed slaves. His immigration to Delta Pavonis did occur after the liberation, however.

The joint task force, sat together in a smoky room, is now made up of agents mildly disturbed by their findings. Something was indeed fishy about this whole affair from the start. What now?
>>
>>4527502
The senior agent, already on his 2nd pack of cigarettes for the night and possibly 9th large coffee, sighs in frystration.
- The more answers we get, the further from the truth it feels like we're getting. Look into those Freed Zoram folks, see what their philosophy and beliefs are and see if we can match anything with the writings we found in that nutcase's place. We fan out, looking into three different matters of interest:

Firstly, the corporate concession - it was granted to Plastemuji, a subsidiary of Yamada Corp, specializing in heavy industry, chiefly metalwork - they were producing plasteel here and it is noted that the spouses, parents, children or lovers of at least seven Representatives have acquired luxurious new estates in the last two years.

Then on to the liberated people - a long consultation with authorities from Nova Bogota and Zhongshan(which was also a victim of slaver raids) has revealed that the total amount of people missing, presumed captured, during the alien raids is somewhere in the 100 000-200 000 range. The great liberation was in 2269 and since then no new attacks on human space have followed. Around ten thousand humans were freed, the rest still missing to this day - the Syndicate fleet pushed on to the edge of the human zone of space and even beyond, yet could not find the slavers. Curiously, further cross-references show that around a quarter of the people from the list of the liberated are no longer living on their home planets, have not died there and are not found (at least not under the same name) in any other place.

Now on to the Zoram - their species is numerous, boasting one of the largest known populations in the tens of billions. They existed as a polity on the periphery of the United Federation before its Civil War broke out. The Raktun, declaring their Stareater Empire's birth, allied or subjugated much of Zoram space, but not all. From what little we know, some doctrinal dispute occurred that firmly split the Zoram into two groups - imperial loyalists and Freed Zoram, who largely migrated in a coreward direction, though still remaining in contact with their old brethren and the Empire and sometimes trading or even acting as allies in the war, a position similar to the Drazerii. Beyond that, however, we know next to nothing of them, except their general molluscoid appearance and that only one of their languages figures in most Federation translation-modules, the one used by the imperial loyalists. The United Federation might know a bit more about them, the Stareater Empire certainly knows more, but the most could definately be learned by venturing into Free Zoram space - something no human explorer has done so far as it lies at least 500 parsecs coreward ("north" on the map) from Sol.

The investigation is over at this stage, nothing more can be learned just on the Pavonid Union's capital planet Caladan. For now, all files are being kept secret.
