Some of you may know me, some may not. I have run several of these quests in the past. With the quarantine in effect in my city and working from home now. I figured I would host a good old 40k governor quest to get us through this time of boredom, fear and isolation...

Almost nothing is written about Halon Primaris, except a small excerpt from a Rogue Trader named Matheuz Blackwood mentioning it in the margins of his Captain's Logs recalling the exploration of the recently refounded subsector Selucia of the Sector Phrygia. While the reports don't go into details it speaks of several primitve lost colonies, that should easy to bring back into the light of the Emperor for a loyal and dedicated servant of the Imperium. Carved out and distributed, the mentioned habitable worlds in the old Rogue Trader report were divied up as Lord Governorships, some based on already established influence and close relationships with Senior Imperial officials and some through outright bribery. Some were also won by blood spilt on the battlefield, won through enterprise and guile and even a few were awarded out of sheer bureaucratic incompetence….
Sector Phrygia is fairly recently refounded, as it is a region known for strange warp phenomena and was previously shrouded in impassable war storms until just a terran century ago, when many of storms suddenly dissipated….
Previously relied on as a natural barrier for the Imperium, there has been a strong impetus to secure and colonize worlds in the region, to strengthen them against attacks from the T’au and other opportunistic enemies of mankind…

How did you become Governor of this world?

A. You are the second child of a prominent Noble Dynasty, your family has ruled a wealthy and powerful world for millenia and have established themselves in their local region, the world is highly developed and organized, and supplies large tithes of competent, trained soldiers, foodstuffs and war material for the eternals wars of the Imperium of Man. Your family was able to exploit their wealth and connections to grant you the chance to start your own cadet branch of your glorious Dynasty. Your family has provided you with a staff of servants to look after your every whim, while elite House guards and a few thousand security forces from your homeworld provide your protection, along with several extra ships full of supplies and a large cash gift.

B. You are a Victorious General of the Imperial Guard, the army under along with their families and settlers from the homeworlds of each regiment are given the right of settlement on this new world after a hard-fought campaign against vicious rebel cultists. The army under your command was able to finally secure a mining world, critical to production in the sector. After a long a grueling campaign against Cultist forces, who were cunning and fanatical, forcing your men to pay blood for every inch of rebel territory. After months of stalemates, you came up with an offensive plan and were finally able to break through and crush the enemy forces. You will start with a large army of loyal veteran troops along with their supplies and equipment.

C. Your uncle, Matheuz Blackwood, the famous Rogue Trader, was able to negotiate more than just a large finder's fee from the Imperium, he gained a governorship for your father. who served as a competent and skillful right-hand man to your Uncle for many years. Unfortunately your father passed just a few months before he was informed of his receiving of the Governorship. The title passes to you. Your uncle trusts family, and will expect you to perform competently and provide support to his expeditions in the region. Your uncle has also provided you with a ship, a large mercenary security force and several of his best people.

Ships

Each ship had their officers, crew and navigators transferred to your service, although you now are responsible for their wages and supplying and fuelling the vessels.
Bold Venture- Damaged Star Galleon in ill repair, a gift from your Uncle

Fitted to lead expeditions far beyond the borders of the Imperium, the ship has a large hangar bay, and storage areas for provisions, along with a large crew of servitors and other high-tech automated systems to limit crew requirements for long journeys.

In addition to these features, the ship has a large luxurious captains cabin, along with fine accomodations for a ship of its size for its officers and guests.

Unfortunately the last few expeditions have been unkind to the ship, with several of its engines being critically damaged, and in need of replacement, along with most of the weapons and void shield generators.

The ships basic weapons and shields have already been stripped down to make more room for cargo, and as it stands the Venture would have troubles against a ship a full class size below it. You should think of it as an armed merchant ship more than a proper warship...

Fiery Hand- Heavily modified Lunar-class cruiser, kitted for exploration, with several weapons removed for advanced augur sensors, and additional storage. Rumor has it that the ship and its captain was assigned to you, due to a dispute between Captain Harlan Giles and your Uncle regarding how the ship should be utilized.

Military assets
The Wild Boars- Mercenary company formerly in your Uncles service, made up of mostly former Elysian soldiers from the remnants of several regiments that were conglomerated and then forcibly retired. They are led by Colonel Bastien Durand and several veteran officers. They are an elite light infantry force designed for lightning raids from orbit, specializing in airborne hit and run attacks, and are equipped with Valkyries, combat aircraft and several light ground vehicles.

Arriving in the system, you are quick to notice not just one habitable world but two coming up on the scopes, one world slightly larger than Halon Primaris, and orbiting farther from the system star..

Unmentioned in the ancient report that brought you to the system, you quickly deem the farther out planet Halon Secundus…

As you approach Halon Primaris, you additionally detect what seems to be a small barren moon in its orbit, along with an ancient long abandoned space station…

As you approach Halon Primaris, the Venture picks up wide-band unencrypted radio communications coming from the planet.

Halon Primaris seems to be a world defined by its closer than standard distance from its star, making it warmer and dryer than average, deserts cover its hottest zones near the equator, while the rest of the planet is generally covered in a dry savannah forest.

The western coast of the massive single continent is dominated by a large mountain range, that follows the coast almost entirely, occasionally bulging into the central desert and savannah zone.

Initial scans from orbit have indicated population concentrations in a several regions. With a large city in the equatorial desert region supported by a many scattered small towns and outposts, along with several large towns nestled in the western mountain ranges, and along the both the eastern and western coast.

There are several minutes of silence on the worlds communications as if the planet itself is digesting your words....

You begin receiving broadcasts from various settlements requesting more information and proof of your claims...

However one transmission stands out

"Karkand the Swift bends his knee for no man, I don't care if he's a bloody god, you'll have to rip my body out of my throne if you want it"

You look across the bridge of the Venture to your tactical officer Lt. Finneas Wainright

"We are being scanned by some sort of augur system in the mountains, working on sourcing it now sir-I mean M'Lord"

A few tense seconds go by before the Lieutenant reports that several primitive chem powered missiles have been detected, launched from the mountains at your ships in low orbit....

In the meantime you have received much more diplomatic exchanges from several smaller settlement, and most notably from another leader, calling himself the Grand Colonel, who claims to be the leader of this world...

He has invited you to a parley at his palace in the desert...

The Grand Colonel laughs at you over the Vox

Reluctantly, you elect to meet him at the palace, bringing a full company of armsmen in their best ceremonial dress and having the Wild Boars stand by with orders to storm the palace at your command or the first sign of trouble....

The dropships land on a massive landing pad it an dilapidated but oddly Imperial-looking city lying next to large oasis in the middle of the desert....

You are met by a group of hulking techno barbarian warriors, reminding you of childhood stories of the founding of the Imperium and the legendary warriors who fought with the God-Emperor....

"Come with us" The leader of the barbarian warriors says gruffly

You are lead to a massive building, bedecked in gold and jewelry, at odds with the degradation of some of the sections, as it seems only a small part of the palace and the city are still powered, the rest of the buildings dark and abandoned....

You finally are led to the throne room where a number of massive warriors are waiting for you, bedecked in what you imagine goes for fine fashion on this world, standing in front of a raised throne, with a crude Imperial Aquila carved into its base. Sitting atop the throne is a massive man wearing partial power armor with a faded Imperial Aquila on it, a power axe and what appears to be an archeotech pistol on his belt....

He slowly stands up and walks down from his throne, not bowing to you, but looking you straight in the eye and clasping your forearm, in the sign of a martial handshake.

"So is it really true?"

"Are you really from the Imperium?"

You have one of your staff show a pict capture of your Governor's charter, signed by the High Lords, and carrying the seal of the God-Emperor....

The Grand Colonel beckons you down a side corridor, and you motion for a few trusted guards to follow

"My people came to be here many millenia ago, with a great crusading fleet, conquering the stars"

He leads you down several flights of stairs to what appears to a hardened bunker section....

"This was once the command bridge of the Grand Cruiser Justice of Saturnya"

"We now use it as our most secure building on the planet"

He swipes his palm on a security reader and heavy doors grind open

You walk through a small security room with two heavily armed guards and enter into another complex....

He shows you to what appears to be an armory of sorts and walks you over to a void sealed lockbox. It makes a mechanical noise and whoosh as it slids open and reveals its contents.

It shows data scrolls revealing the last known orders of the Hydratic Fusiliers Geno Regiment and the 854th Expeditionary fleet along with the ships log's and finally the banner of the Regiment featuring Black Twin swords crossed on a field of gold, next to another banner of the Imperium...

You are briefly permitted to look at the documents, the orders detailing the exploration and conquest of this region while the ships log's indicated that part of the fleet was lost to the warp and appeared in the system, badly damaged, and surrounded by Inpenetrable war storms....

"My father would allow me down here when I was a boy"

"I knew someday the Imperium would come"

"Does the Emperor still rule? Did our might warfleets unite the Galaxy under his banner?"

You give intentionally vague answers, as he and his people seem unaware of the history of the last 10 millenia....

The tour continues, with you being lead to another room featuring several arcane looking machines and several large tanks...

They are overseen by what looks to be a geno warrior wearing a robe, along with several human assistants.

He is reading a data scroll when you walk in.

"Yuros! Come here, I want you to meet the representative of the Imperium, they have finally returned for us!"

You clasp the robed mans hand "Well met"

"Yuros serves as our genecrafter, keeping our stock pure"

You look around the room before being whisked along.....

You are shown the armory, where a few polished pieces of Great crusade era are kept in void sealed storage and brought back to the throne room...

"We will gladly follow the Emperor again and be his servants now and always"

"However, the regiment has been effectively disbanded, with the warriors and their scions now ruling this world as its lords"

"We wish you to confirm our rights and incomes as lords of the lands we currently rule"

There is low audible grunt/hiss from the crowd of assembled nobles in the throne room just from speaking his name...

"He is little more than a common brigand, hiding with his people in the mountains"

"His people have been a thorn in our side for centuries, pathetic natural born human slaves who have escaped our rule and dare to challenge their Geno overlords"

"They have turned the mountains into a self sufficient fortress, and have resisted all attempts at diplomacy and several attempts by previous Grand Colonels to bring them to justice"

"What's worse is they have no respect for bloodlines! They have their elders vote in a council to determine their leader! Pathetic!"


"We would be deeply indebted to you if you were to use your forces to snuff out the rebel and the scum that follow him"

We'll try our hand at diplomacy with them first. Should that fail and they refuse to see the emperors light and refuse to pledge themselves to the Imperium shall we purge them from the face of this planet.

We are not here to slaughter humans, but to return this world back to Imperial rule and guidance. This done with less bloodshed the better, but should they fail to see the light then there shall be no recourse or other options left but to purify them.

You order Tarius to ready his men for war, informing him that the loyalty of himself and the nobles that follow him are of the utmost importance and that following your orders in the coming days will serve as their first test of loyalty to their new Planetary Governor....

You then call in your shuttle and leave, returning to the Bold Venture.

You immediately order your communications officer Ensign Matilda Langley, to open narrow beam vox communications with the Mountain complexs where Karkand is likely hiding.

Half a day passes before you receive any confirmation that your requests to open a line of communication are received...

"We have heard you have made a deal with the Geno-Barbarian thugs that call themselves the nobility"

"We will never submit to some highborn whelp, gene-enhanced or not"

You are quick to respond

"I am not here to slaughter humans, but to return this world back to Imperial rule and guidance. That this is done with less bloodshed the better"

"If you submit to my rule, I promise fair laws and fair treatment of your people"

"If you reject my offer of submission and peace, I will be forced to cleanse your lands with holy fire of Emperor's fury, you have 2 hours to respond"

In just under 2 hours they respond, agreeing to meet with you to discuss further.

Karkand, their leader claims to be fearless, and even agrees to meet you on your ship, if you would let him...

You agree to meet him on neutral ground, on a mountain plateu several hundred miles from the nearest settlement

You land with a shuttle full of guards and patiently wait for several minutes for Karkand and his people to arrive at the meeting place.

Much to your surprise, rather than seeing a ramshackle convoy of vehicles coming up the mountain trail, you see a large object on the horizon, an airship approaching.

The airship glides down with a slow graceful landing, as a small statured man in fine robes, and two grim-faced guards step out onto the plateau.....

There is a lot of tension, as Karkand approaches you, his guards in tow, as everyone has their weapons holstered, but ready to draw at any time.

"Greetings, they call me Karkand the swift, I am the ruler of these lands"

As he gets close he sees the Aquila on one the banners carried by your guards.

"So it really is true? You come from the Imperium from the stars"


"I am"

You make the first move and grasp his hand as a symbol of peace and friendship.

Holding it tightly you say

"I am the ruler of this planet, by grace of the God-Emperor of Mankind"

He looks slightly impressed when you say that

He responds

"All my advisors told me not to meet you, that we do not bow to tyrants, since the first slaves fled into the mountains and made it their home"

"I am no tyrant"

"I give my pledge of protection and fair treatment to you and your people"

"But I must have your oaths of fealty and loyalty first"

"You know I have ships in orbit right now, there is no other way Karkand"

Before he has a chance to respond, you are suddenly shoved to the ground by one of your guards, as shots ring out, coming from the airship..

Despite being pulled to the ground and covered physically by one of your guards you still can make out the glint of light reflecting off a gun barrel on the side of the airship, and one of your guards dropping, clutching his leg, while you see Karkand drop too, holding his stomach, two of his guards drop too, seemingly dead from multiple wounds....

The next 20 seconds feel like an eternity as your squad of guards rounds the side of the airship and opens fire with their lasguns, wounding the gunman, who drops his gun and stops firing. As your men rush to capture the gunmen, he pulls out a snub pistol, and with a ragged yell of "Freedom!". puts the gun to his temple and pulls the trigger, ending any chance of interrogation....

Initial scans show that the station has been holed in a dozen places and that it doesn't correspond to any current Imperial designs.

Another issue of the settlement is that the limited building supplies and the relatively low quality of the land, which lacks minerals or good soil for farming.

Ive decided to change the effects of using slaves to no effect mountain realms +1 Geno lords

The mechanist guild is pleased you decided to use their services and give them a large government contract, but upset that you used slave labor rather than guild workers, thus neutralizing any gains your made with them

The Geno-lords are always ready and able to provide slave labor at market prices to any of wishes to use it.

Slaves are sent out under the supervision and watchful eye of guild engineers to build the rail lines, laying tracks, grading terrain to flatten it, and using explosives and mining equipment to create tunnels through mountains and rough terrain, while others use construction equipment to build bridges to ford rivers.

Even with the Mechanist guild overseeing the project, you are still forced to spend much of your time over the next six months checking its progress and making sure the political tensions do not boil over into conflict as airways and railways bind your realm together.

You must build up a proper PDF to defend your holdings, as the galaxy, and the frontier in particular, are a dangerous place, with Pirates, renegades and Xenos opportunistically looking to strike when mankind's guard is down stealing technology, wealth and human flesh for food or slavery.

The current building blocks of your new PDF consists of

The Wild Boars- Mostly ex-Elysian mercenaries, effectively the equivalent of 3 overstrength, and very well equipped Imperial guard airborne regiments. They are on the second year of a 5 year contract they signed with your uncle.

Then there are the troops of the mountain realms, armed with flak quality armor and autoguns. In the mountain realms are made up of several distinct polities with their own elder councils that all are bound together by the same flag and culture,

These polities are called Cantons, and are often based around towns and cities, some of which are virtually totally controlled by the guilds, while there are other truly politically independent cantons.

Because of these divisions, the individual cantons are generally unwilling to invest heavily in a military force and as such have funded and fielded the bare minimum of force needed to hold off the Geno-lords.

The limited forces they have however are quite skilled and professional, particularly in mountain warfare, with soldiers skilled at climbing and operating in freezing temperatures and high altitudes.

Then there are the forces of the Geno-lords, mostly the retinues and vassal troops of the various noble houses with the great houses being able to call on hundreds perhaps even a few thousand Geno warriors and many times that number of human slave levies, while lesser houses often can call on a few dozen to a hundred geno warriors at most.

It takes 3 years to fully transform, and is often performed on children, where the enhancements have the greatest effect. There is a small chance of death from the procedure (5-10%) in children, lower in adults, however full grown adults benefit less from the enhancements and as such it is only done in the rarest of cases.

For reasons known only to the Emperor, the procedures to become a Geno warrior only work on males

The geno treatments increase toughness, speed and strength, extension of lifespans to 250-300 years old

There are side effects, which include emotional and mental instability, especially at old age
There is also a small chance of sterilization from the procedure

The Geno Lords often enhance their own progeny but not always, with a distinction made between their favored sons, the ones that are genos and their natural sons, non-genos. They are also known to use slave women and the human slave population in general as breeding stock, attempting to create the strongest children possible, and on rare occasions even adopting promising slave children into their own family.

Natural sons are often treated as bastards by the more traditional lords, while other lords use them as administrative personnel and other roles where the physical stature is less important.

Due to significant difference in fighting styles the two forces are to be kept separate for now at least, but we will start to combine the forces by launching combined military excersises against common threats where the two groups will learn to appreciate and rely on each other to defeat their enemy.

In this we will need to use/hire trainers to mold this new army to fight against the myriad foes of the Imperium.

To that end Colonel Durand and his men have offered to play an opposing force in excersises and do some grav-chute and rapid assault training with the troops, but they lack proper armored vehicles and are very much a specialized force, it would behoove us to hire more mercenaries for now, or at least a training cadre to get this army up to snuff.

Only a limited number of slaves will be selected to serve the state / PDF and be freed each year. Who will be selected is decided at random, and can be a slave anywhere. Scans of the Karelian ships, show what appear to be 3 transports, and two warships escorting them. Which follows the pattern in which the Xeno's are known to travel the region, in well protected trade convoys.

Doing some quick mental math, you may be able to take them in a naval fight with your two ships, but you would put the odds at 50-50 whether you could beat them....

How should we handle this?

what we have is a good amount of money for do many things, we have a planet to work on let s do a bare minimum of trade with them.
With the amount of money we have right now, we can invest back on the planet and establish the rest of our basic stuff (farms, mines, some industry and that temple. if we further build up industry we would have also be able to branch in the military one, allowing us to equip the PDF properly)

We should contact our uncle and imperial space for establish trade here, bring settlers/tools/machines and specialized people.
