Some of you may know me, some may not. I have run several of these quests in the past. With the quarantine in effect in my city and working from home now. I figured I would host a good old 40k governor quest to get us through this time of boredom, fear and isolation...
>>4153696Almost nothing is written about Halon Primaris, except a small excerpt from a Rogue Trader named Matheuz Blackwood mentioning it in the margins of his Captain's Logs recalling the exploration of the recently refounded subsector Selucia of the Sector Phrygia. While the reports don't go into details it speaks of several primitve lost colonies, that should easy to bring back into the light of the Emperor for a loyal and dedicated servant of the Imperium. Carved out and distributed, the mentioned habitable worlds in the old Rogue Trader report were divied up as Lord Governorships, some based on already established influence and close relationships with Senior Imperial officials and some through outright bribery. Some were also won by blood spilt on the battlefield, won through enterprise and guile and even a few were awarded out of sheer bureaucratic incompetence….Sector Phrygia is fairly recently refounded, as it is a region known for strange warp phenomena and was previously shrouded in impassable war storms until just a terran century ago, when many of storms suddenly dissipated….Previously relied on as a natural barrier for the Imperium, there has been a strong impetus to secure and colonize worlds in the region, to strengthen them against attacks from the T’au and other opportunistic enemies of mankind…

Your family has provided you with a staff of servants to look after your every whim, while elite House guards and a few thousand security forces from your homeworld provide your protection, along with several extra ships full of supplies and a large cash gift.- Bonus to diplomacy, persuasion rolls and to interactions with Nobility and High born characters- Access to family support and connectionsB. You are a Victorious General of the Imperial Guard, the army under along with their families and settlers from the homeworlds of each regiment are given the right of settlement on this new world after a hard-fought campaign against vicious rebel cultists. The army under your command was able to finally secure a mining world, critical to production in the sector. After a long a grueling campaign against Cultist forces, who were cunning and fanatical, forcing your men to pay blood for every inch of rebel territory. After months of stalemates, you came up with an offensive plan and were finally able to break through and crush the enemy forces. You will start with a large army of loyal veteran troops along with their supplies and equipment.- Bonus to Ground battles, administration and to interactions with Military characters- Start with access to elite veteran troops with top tier equipmentC. Your uncle, Matheuz Blackwood, the famous Rogue Trader, was able to negotiate more than just a large finder's fee from the Imperium, he gained a governorship for your father. who served as a competent and skillful right-hand man to your Uncle for many years. Unfortunately your father passed just a few months before he was informed of his receiving of the Governorship. The title passes to you. Your uncle trusts family, and will expect you to perform competently and provide support to his expeditions in the region. Your uncle has also provided you with a ship, a large mercenary security force and several of his best people.- Bonus to Naval command, persuasion rolls and interactions with traders, merchants and naval types- Easy access to ships, mercenaries, specialists and equipment purchasesD. A little bit of blood on one of the walls and some blast scars and obvious damage are the only clues as to what happened here. When your crew reaches what you presume to be the control room, it seems to have chairs fit for humans, albeit large ones. >>4163219>>4163222You must build up a proper PDF to defend your holdings, as the galaxy, and the frontier in particular, are a dangerous place, with Pirates, renegades and Xenos opportunistically looking to strike when mankind's guard is down stealing technology, wealth and human flesh for food or slavery. The current building blocks of your new PDF consists ofThe Wild Boars- Mostly ex-Elysian mercenaries, effectively the equivalent of 3 overstrength, and very well equipped Imperial guard airborne regiments. They are on the second year of a 5 year contract they signed with your uncle. Then there are the troops of the mountain realms, armed with flak quality armor and autoguns. In the mountain realms are made up of several distinct polities with their own elder councils that all are bound together by the same flag and culture, These polities are called Cantons, and are often based around towns and cities, some of which are virtually totally controlled by the guilds, while there are other truly politically independent cantons.Because of these divisions, the individual cantons are generally unwilling to invest heavily in a military force and as such have funded and fielded the bare minimum of force needed to hold off the Geno-lords.The limited forces they have however are quite skilled and professional, particularly in mountain warfare, with soldiers skilled at climbing and operating in freezing temperatures and high altitudes.
>>4163438Then there are the forces of the Geno-lords, mostly the retinues and vassal troops of the various noble houses with the great houses being able to call on hundreds perhaps even a few thousand Geno warriors and many times that number of human slave levies, while lesser houses often can call on a few dozen to a hundred geno warriors at most.Despite their best efforts, the regiment's quartermaster and warsmiths were not able to recreate the production of their original equipment, although several attempts have been made, and they have developed a sort of heavy carapace-grade armor, although without power servos and ceramite plating, is inferior to the partial power armor that the regiment was originally equipped with.Due to the expensive and difficulty of production, only a few thousand suits of this armor have been made, with most geno warriors using flak-quality armor with chainmail overlays, and are armed with stub pistols and chain weapons, with only their greatest warriors and house members wielding their most ancient weapons. The original regimental equipment has either been lost, destroyed or are used as family heirlooms, with many heads of families wearing their distant ancestors weapons and armor.Without the effects of attrition from fighting constantly the original 4,000 strong Geno regiment has grown be over 20,000 warriorsBased on conversations with Tarius and others you have learned some of the basics of the Geno warrior creation process. Genetic material is taken from existing Gene warriors and fallen gene warriors and returned to the pool, from this genetic material pool there is a surgical and chemical process that changes you into a gene warrior. It takes 3 years to fully transform, and is often performed on children, where the enhancements have the greatest effect. There is a small chance of death from the procedure (5-10%) in children, lower in adults, however full grown adults benefit less from the enhancements and as such it is only done in the rarest of cases. For reasons known only to the Emperor, the procedures to become a Geno warrior only work on malesThe geno treatments increase toughness, speed and strength, extension of lifespans to 250-300 years oldThere are side effects, which include emotional and mental instability, especially at old ageThere is also a small chance of sterilization from the procedureThe Geno Lords often enhance their own progeny but not always, with a distinction made between their favored sons, the ones that are genos and their natural sons, non-genos. They are also known to use slave women and the human slave population in general as breeding stock, attempting to create the strongest children possible, and on rare occasions even adopting promising slave children into their own family.Natural sons are often treated as bastards by the more traditional lords, while other lords use them as administrative personnel and other roles where the physical stature is less important.
>>4163472Finally you have a contingent of armsmen, trained as naval infantry they are skilled in void combat, and boarding actions, they are however not accustomed to or trained for ground combat in a gravity well.
>>4163438>>4163472>>4163480While its generally considered that the armsmen and mercenaries should be kept separate from the main PDF forces due to their nature/specializationYou will need to blend the other two main forces of this planet into a cohesive whole, with the Geno-warriors fighting as heavy shock troops, skilled in melee combat, and the Mountain realm Canton troops, armed with rifles and more suited to conventional military tactics. The first decision is to keep them as separate units(they can be deployed together) or merge them into single large units?A. Merge them together, we need a uniform new armyB. Keep them separated, allow them to maintain their own fighting styles and equipmentC. Other(Write-in)
>>4163495B. they are way to different in fighting style and probably hate each other
>>4163495C. Other(Write-in)They have to learn that they are not ennemies anymore, but brother in arms now. However, they are still very different in combat style, and this matters tactically.So:- keep them as separate units- organise widespread military exercises aimed to train them to fight together against a common enemy.- encourage tactical discussions, comparisons of one another strategies, and study of the other's technique between the 2 forces, aimed to a common improvement and collaboration as whole- legally permit a geno warrior to become a mountan warrior, and a mountain warrior to become a geno-lord, if some soldiers boyj desire and if each of the forces permit it.
>>4163542*a mountain warrior to become a geno-warriorsorry, typo
>>4163542We need to know what do they think about each other. Like is this conflict between Geno-Lords and mountain realms is ideological so even the soldiers of their armies hate each other, or all the hostility is in the higher ranks and regular soldiers do not really care
>>4163542>>4163495this makes a lot of sense but could we get a sense of how these troops tend to feel about each other?
>>4163592The Geno-warriors are nobleman, and as such are very hung up on social rights and bloodlines and are more idealogically committed, while the the mountain realm troops are professionals who fight mainly for pay and prestige, the capitalist almost darwinistic meritocracy makes being the best/wealthiest the most important things to them
>>4163803so they do not dislike each other, just different motivations to be a soldier
>>4163542change vote to this, but without last point about transition of mountain army warriors into geno-warriors.
>>4163542>>4163508>>4163561>>4163592>>4163803Due to significant difference in fighting styles the two forces are to be kept separate for now at least, but we will start to combine the forces by launching combined military excersises against common threats where the two groups will learn to appreciate and rely on each other to defeat their enemy. In this we will need to use/hire trainers to mold this new army to fight against the myriad foes of the Imperium. To that end Colonel Durand and his men have offered to play an opposing force in excersises and do some grav-chute and rapid assault training with the troops, but they lack proper armored vehicles and are very much a specialized force, it would behoove us to hire more mercenaries for now, or at least a training cadre to get this army up to snuff. At the same time the first round of tithes have come in, and while your subjects cannot pay you in thrones, they can pay in terms of machinery, raw materials, crops and slaves. You have introduced thrones into the economy by paying the geno-lords and the guilders with it from the infrastructure project, but local bartering and lesser currencies are still very prevelant.Your new administrative staff has put together a list of the goods and the income comes to 20,000 thrones worth of sellable goods. You should either stockpile them or call your uncle to divert a freighter to the system where he will pay for the goods in cold hard cash. You could alternatively use the items given to you and free the slaves to expand the Imperial settlement or start a state owned business.A. Use the astropaths on the ship to contact your uncle regarding selling the tithed goods(along with mercenary/specialist contacts and items to buy)B. Start a state-owned farm estate at the Imperial settlement using the goods and slaves given with the tithesC. Other(Write-in)

>>4163830B. Start a state-owned farm estate at the Imperial settlement using the goods and slaves given with the tithes

>>4163803Looks like they can both learn from each other : the Geno-warriors could learn to be a bit more perfectionnists in their personal training, while the glory of the Emperor (and the defence of the planet, and their loyalty to us) should be more of a motivation for the mountain realms troops.
>>4163969> Looks like they can both learn from each other Where do you think you are?

Sweet, I enjoy these settlement quests. I read them at work.
I saw we strive to be a relatively puritan solar system, maybe eventually attract a adeptus soritas convent to set up shop. Holy world this shit on the edge of the galaxy.
>>4171423then we will need to finally build a temple to God-Emperor. We keep delaying it
>>4172864fuck. wrong board.
>>4172668This is the way.But we'll have to be carefully not to move too fast and lose our influence and autonomy to the church faction that will inevitably take root.
>>4165301I will do a relations update soon. And a post later this afternoon
>>4174814Relations updated to current status, people have been very pleased generally with how things are going so far
>>4165924In light of your previously enacted policies there have been several issues that have begun to crop up...The largest one being tens of thousands of slaves have left the plantations and begun walking west towards the Imperial settlement and the mountain realms, claiming they want to serve the state in the PDF or as workers. Rather than be a well controlled and organized affair it has resulted in lines of ragged families and individuals attempting to cross the desert to what they believe is freedom. It is critical will develop a more official and organized means to have liberated slaves join the PDF and state administration. How should we deal with the crisis?A. Allow the Geno-Lords full latitude to bring the slaves back, including use of lethal force on any who are not compliant (Geno-Lords +1, Mountain realms -2)B. Send out teams to rescue and organize the fleeing slaves giving them supplies and their freedom as soldiers and workers(+2 Mountain realms, -1 Geno Lords)C. Intentionally do not involve yourself, letting local leaders deal with it on their own (-1 Geno Lords, +1 Mountain Realms)D. Other(Write-in)
>>4175002A. This is still their slaves, they can do whatever. Why will mountain realms be pissed that much if it technicly isn't our business, and we stated that slavery will exist in next 10 years
>>4175085They still do not like slavery, and will support anything that chips away at its legitimacy and sustainability
>>4175002So we're already at max relations with mountain realms?
>>4175163You can above Max but you dont get additional benefits
>>4175002>D. Other(Write-in)We said it was at 10 year plan, not an immediate plan.Only a limited number of slaves will be selected to serve the state / PDF and be freed each year. Who will be selected is decided at random, and can be a slave anywhere. This will be made widely known, especally to all slaves. Slaves not selected have to stay at their workplaces, and will be send back there, peacefully if we can, by force if necessary.
>>4175248so A but with making things clear for slaves first, I like it. Don't think it will help much tho. Telling people who are desperate enough to cross the desert to just wait for 10 years does not looks like a thing that could work. Also "selected at random" sounds cool, but why not take best people first
>>4175248The slaves have heard rumors of freedom if they make it to the Imperial settlement, the importing of wives as freed slaves did not help quell the rumors
>>4175289It would work too, but then we would have to design an easily tampered with selection process
>>4175306"The rumors were false. The women were an exceptional mesure, and part of the limited numbers"
>>4175306>>4175389Making clearer communication is part of the write-in.
Not gonna work, but sure, go for it. I'm still voting A
>>4175002A. Allow the Geno-Lords full latitude to bring the slaves back, including use of lethal force on any who are not compliant (Geno-Lords +1, Mountain realms -2)
>>4175389This might just spark some anger at the fact that we only freed a small group of people, and only because our settlers wanted some fucc
>>4175306Night is getting away from me. I’ll pick this up in the morning, sorry guys
>>4175461>>4175248>>4175085You work with the Geno-Lords to corrall the runaway slaves and bring them back to the farms, however you have your men work with the Geno-Lords, and attemtp to explain the policy, to mixed success, with some slaves accepting their fate, but a few having to be put down violently in front of the others to maintain order. With this improved communication the relations change is +1 Geno lords and -1 Mountain realms
>>4176971However going forward, you will need to improve enforcement measures and communications with your subjects. To this end you ask Varus Lapland, your Master-at-Arms to find some of your best and most loyal security officers and their men to serve as your new enforcers on the planet. The men, given advanced weapons and their finest dress uniforms, along with documents and a few administrative staff, are sent to every major settlement on the planet, to work with local leaders to ensure your will is upheld and to contact you about any discontent or disloyalty. As these men are not enough to truly enforce the laws but mainly to prove as a symbol and communicate, they cannot serve as a proper police force, but can be expanded into one over time. The enforcement bureau with time can be built out into a secret police force, constabulary, and spy network to serve all of your internal security needs.
>>4176978You are reading reports from the newly formed enforcement bureau in your office when you hear the ship's alarms go off. "This is not a drill, all crew to ready stations" blares the vox in the corridor. You buckle on your sword belt, and gun holster and straighten your jacket before walking down the corridors to the bridge, where you take the command chair...."Sir, report 5 contacts on the edge of the system"Before you can react and give orders, you receive a wide-band vox message from the contacts"Greetings Imperials, I am Jalop, son of Hark, greatest merchant in all of the eastern galaxy and grand envoy of the Karelian Trade League" the Xeno says in a nasally clearly non-human accent"We come in peace to trade"While you don't have much intelligence on the Karelian Trade League, you have heard the Xeno's are known for trading and occasional acts of Piracy in Imperial space. Trade with Xeno's is expressly forbidden, but your world lies on the outer frontier, far beyond the eyes of Imperial authorities....Scans of the Karelian ships, show what appear to be 3 transports, and two warships escorting them. Which follows the pattern in which the Xeno's are known to travel the region, in well protected trade convoys.Doing some quick mental math, you may be able to take them in a naval fight with your two ships, but you would put the odds at 50-50 whether you could beat them....How should we handle this?A. Tell them to leave the system immediately, we don't trade with Xeno filthB. Ask them to meet you in a neutral location, perhaps the abandoned space station, and see what they have to tradeC. Give the crews orders to get to battle stations, power weapons and set a pursuit course(Begin naval combat)D. Other(Write-in)

The energy is stored in bloodstones, which can be inserted into their weapons, which function as force weapons and guns firing psionic ammunition, very powerful, but heavy use can quickly deplete the bloodstones.Acuity is an advanced drug manufactured by the Karelian trade league, and is their most popular item.Using it temporarily increases the users awareness and intelligence, your Uncle was fond of using small amounts before major negotiations, to give him the edge over his competitors....Acuity is known to be highly addictive however.Leaguer weapons, armor and cybernetics are generally considered inferior to Imperial designs but are more easily accessible in most cases, rather than dealing the with Imperial Bureaucracy or the Admech.
>>4177392What are we willing to buy/sell to the (Write-in)We have 70,000 thrones on handWe could sell slaves and get up 50,000 thrones for 50,000 slaves, with the Xeno's willing to pay an Imperial throne per headWe could sell some of our excess food supply to them and make another 5,000 thronesWe currently don't have any specialist contacts to sell them nor advanced technology(aside from geno-warrior tech)We could get a small crate of bloodstones for 50,000 thrones and 10 Eidolian weapons for 50,000 thronesThe only military equipment you really think is worth buying is leaguer combat armor, which is carapace quality, and for sale for 20,000 for 1000 human-shaped suitsFinally there is a Acuity with a tub of powder going for 50,000, enough to last a single user a long time, or lots of users a short time

>>4177595+1 on thisIf we getting on this drug, we need to figure how to produse ir ourself, we cannot rely on xenos traders for that
>>4177458>>4177595>>4177838You opt to sell 50,000 slaves and buy some combat armor for your troops and acuity for yourself from the League trader. The sale of the slaves angers the mountain realms -1 relations but nets you 50k to offset the acuity purchase and the combat armor brings you to 50k on hand
>>4177595>selling human slaves to xenosWhat manner of fucking heresy is this, we even voted to free the slaves over time. This is directly against everything we have done so far.
>>4177938This 10 years freeng slaves plan was to make peace between facktions, not because we care about slavery. But yeah, this is differently some heresy right here. I hope quantity of people who knows about this deal is very limited, or passing-by Inquisitor can just ask one question and we fucked
>>4177948Unfortunately the number of people who know about the deal is reasonably high, as the Geno-lords who sold the slaves are aware, as are some of your ships crew and administartion, however the chances of an encounter with an Inquisitor are very low on the frontier, at least for now. As we are a newly colonized backwater on the ass end of Imperial space
