Tempestia Draconis is clearly an ancient Battle Barge. Closer examination shows numerous reconstructed turrets and later additions of slightly different design on top of the old superstructure. From this a keen observer can make two educated guesses:
1) This ships has seen quite a lot of battles over the years
2) This Chapter cannot afford or for some other reasons will not restore ships fully, like GoR do - it seems that their repairs were done primarily 'in-house', possibly by some freelancer frontier techno-mages, but not by established AdMech shipyards.

Population of Varda does not react to the new edict well, but Kvei Lohar reports that all is not as bad as could be expected. Most of the people are used to being treated with quite a lot of respect and live generally free and happy lives as compared with most of the Imperium, so this new policy is quite a shock to them.

Vardan Imperialist Council is created - a movement of citizens who believe that Varda should return to Imperial, rather than Chapter rule. It is not a big organisation, but is getting more traction with every passing month. They primarily organise protests and have loud debates in public squares. Do you:

Both Xenos and misguided imperials attacked Varda before and were only removed and repelled due to the sarcrifices of our chapter.
To ensure the safety of Vardan's future generations, the currently sparsely populated planet must grow stronger and less dependent on outside protection or immigration.
The best and only way to achieve martial, economic and political growth in the long run and allow Varda to take its rightful place among this sector's beacons of humanity's strength is population growth, as no matter how hardy and determined a people is, it still needs raw numbers to lead humanity to a future the Emperor would be proud of and the Vardan people were born to lead.

I'll just try and illustrate the effects of this policy so a final decision can be made.
So let's ignore the immediate consequences, they've been and gone so whatever.

Firstly there are significant social impacts. As we can see this is the first time the Vardan people have outright disliked the Chapter. As this is hard to quantify I will move on to the material cost.

Over a period of 20 years this policy will cost us around 500 wealth in lost income, for a benefit of ~600k additional population.
Over 50 years the cost is 1,250 wealth and the benefit is ~2.4 million in population.
Over *100* years this is a loss of 2,500 wealth and ~11 million people, which by then is still less than a third of the population.

Over just 20 ears that's enough money for a strike cruiser (more of which I am so often told we need). Or a squadron of 4 frigates. Or a fully equipped battle company including vehicles and aircraft.
Not to mention that the vast amounts of money lost could be used to expand the population in other far more efficient ways. Simply ringfencing 25w of our income per year for pro-family social benefits would be infinitely better and less offensive to the population.

In conclusion, I think this is an extremely wasteful course of action. More so than any other we have ever taken. Having said that, if no one is willing to change their mind so be it, and I won't mention it again.

I'm in a bit of agreement, keep it for what it's getting us now but over the long-term this does not seem like it's economically worth unless those economic effects subside a bit over time. Possibly note as something for revisit and a decision on whether to renew or allow to expire.

Dravion introduces you to his Chaplain Ferratius, who wears an ornate helmet in the shape of a dragon-skull and to the Captain of their First Company, Wragion, who is missing left half of his face, lost to some xeno beast, by the look of the scars. Dragrock can't help himself and cracks a joke about seeing prettier gnar behinds than his face. After a brief explanation on Mormarkian xenolife and hasty apology from Trianon, your hosts laugh and tension dissipates, allowing everyone to enjoy the meal and each others company. Finally, after servitors remove the silver plates with scarce food leftovers, Dravion turns to Trianon:

Another hour in paint and a helpful guy in photoshop who took care of the aquila later and this is the result.
I'll probably leave it at that unless there's some feedback I could somehow integrate with my mediocre skills in MS Paint.
