So me and me SO started this quest a while ago but I can't find the old thread in the archives so we're gonna start kind of fresh.
You are Qun, an 8 foot tall, red, muscular specimen of perfection. You possess the mysterious power of N.O.
You've arrived at the City of Bluff, a city of thieves, outcasts, and abominations. This place is unknown to the rest of the world to protect those who reside in it, follow their rules and you may just find yourself a home.
A woman behind an oaken desk with flags from all nations (and some you have never seen) posted behind it motions you forth and ask you, "Who are you and why are you here?"

"Hassanth na Qun'lun. And I'm no one, I've made no name for myself in the world."
She raises her eyes and looks at you skeptically. "A guy like you? Seriously?"
She begins typing into her machine muttering quietly to herself, "About 8 feet tall, 4 glowing eyes, no visible mouth, eyes of what seem to be a strange type of flame..."
She stops to examine you again and you form a jagged smile made of light. The woman shivers and continues typing. This is why you don't try to be sociable.
"Last question, do you have any abilities you'd like to report? You're required to divulge this information by law."

You decide to tell the truth. You just got here and you don't want to rock the boat over a simple question. She nods and and makes a single keystroke. 3 armed men dressed in bird like attire drop from the ceiling and surround you. Thunderous footsteps are heard from the hall adjacent to the reception desk. A giant.. man? He has to literally crouch to enter the room with a door at least 14 feet worth of clearance. He's all height and all muscle wearing similar attire to the other men. However it's clear that he is a much, much higher rank. His lips are parted, teeth grit and his mouth seems to be held open by restraints. His eyes and upper portion of his face are obscured by a mask and goggles. He limply throws a large collar at your feet.
"Submit." With that one word he shakes the room and makes his point clear.
The desk lady chimes in as your eyes meet hers,"It'll strip you of your powers while they escort you to Ave Maria. These are the Owls, Bluff's protectorate.They merely wish to ascertain your powers and threat level before they decide if they want to allow you to keep your powers. Please don't resist."
You're not liking being surrounded and you definitely don't like that your powers are a little unpredictable and will just as likely get you trouble when they find that out."
"Collar. You filthy magical creatures need to be regulated, and I will not ask again." His corners of his mouth curl upwards, "Unless you wanna be a man and show me what you got right now? You beat me, I let you walk away for now. I'm always itching to put a dog back in its place."
Despite the guys around you having their faces concealed, you can tell they're exchanging concerned glances. You know you can take them for sure, but tubby here might be a problem if lady luck decides to pass you by.

You've never been afraid of kicking someone ass or getting your own beaten. You would rather die right here than be anyone's bitch. You instinctively cross your fingers and make a quick prayer to lady luck. You crouch and leap high into the air. Reeling back your fist you prepare to show the Owls that this fight is for the birds.

Gonna be honest, I'm surprised you guys are fighting already but I respect that too. I'm gonna need 1d100 and 1d20 from everyone so that we can finally see what this guy can do.

You let your fist fly and a yacht shoots out of your right arm with near pin point accuracy instantly crushing the 3 Owls that were surrounding you. You land and the room is quiet, well what remains of it at least. Debris has littered the area and you are thankful that the place was mostly empty when you arrived.
"My men!" The giant bellows, 'You're going to get fucked fer that one boy!"
He pulls at a large tube that expands to a long spear that easily dwarfs your entire form. You're wiped from shooting something that large from your body and you know that you're gonna have to take this hit head on and block or use the last remaining amount of your strength to dodge.

You try to parry but you use the hand you just ruined with the yacht. Idiot! However, you manage to slightly move the trajectory of the spear and the flat end smacks you so hard against the face that it implants you in the northern wall. You realize that unless you can pull another big ass thing out another limb, you are going to die. The giant leaps from hi s position and twists your mangled form from the wall before dropping you on the marble.
" Captain Morel." the man smiles, "The Beast of Bluff they call me, and for good reason. I'm the leader of the Behemoth unit and I was wrong about you. You have the makings for an Owl despite the unfortunate fact that you're a creature. I'm not a monster, unlike yourself, so here." He throws a collar at your feet.
You eye them and contort your face.
"Put em on. Or I end your story in the first chapter. I give you my word that I'll make it clean, you've impressed me and I owe you for that."

You reach over, grab the collar and fling it across the room. "I'll see you in the sequel motherfucker."
Morel smiles and throws his head back to give a hearty laugh, "Damn, you remind me of a young me. But..."
He whips his spear around and aims it right at your chest, "Longinus has been waiting long enough."
The spear is deflected a foot away from your face. the force and momentum causes it to completely remove the top portion of the building, letting in a dense fog and slight mist. A beautiful woman stands there with a wing-like coat and goggles around her neck. Her legs are thick like trees and her left knee is elevated. She blocked that with her leg? Morel collapses his spear and takes a step back. "Commander Pripya..."
"Captain, I surely hope you have a reason for beating down a new citizen."
"He killed several of my men. Crushed them to death with a yacht!"
The captain turns to the boat and shouts, "You have 3 seconds to get up before you get stationed at the Bird Cage. Northwestern Hole division."
The yacht is immediately thrown to the side and the several Owls from before leap to the woman before removing their helmets and kneeling.
"Morel, I thought we were past this whole nonsense of faking injury to justify your killing of magic folk."
Morel spat, and motioned for his men to leave, "Easy how you talk to me Commander. We were both Captains not long ago."
"Yes, you are correct. Fortunately one of us grew up. Take your leave."
Morel looks as if he might say something, but thinks better and leaps through the freshly made skylight. The woman turns to you and puts the collar around your neck. "I'm not one to give choices. Only orders."

You wake up with a heavy neck, your entire body feels exhausted and you're pretty sure that your rights had been violated at some point. The room around you is incredible despite the circumstances. You sit at a long, mahogany desk with each wall to your right and left being a waterfall and the one facing you a wall made of fine wood with some sort of symbol emblazoned into it. The Owl's mark no doubt.the ceiling seems to go up for about 10 feet with a bright skylight, not one made by you thankfully, and gives the room an almost surreal feeling.

You scoot back in your chair and you're shocked at your body. You're emaciated, pale red, and you're sure that you don't have your flaming head of hair. You must have really overworked yourself today, that or you've been drugged. Wait a minute. You look at the floor between your legs and notice that the concrete floor is stained with what was a shit job of cleaning up after what seems to be a bloody beating. It looks old and many fresher spots cover the floor. What the hell.. The door behind you swings open and you try to turn and fail miserably. Damn collar. Commander Pripya walks past you a takes a seat opposite you at the the table. She is more casually dressed now and she is quite the head turner.. Her ears are pointed, with a nose that is almost animal in nature, he hair is slicked back and is a beautiful dark red color that almost seems impossible, her eyes a grey-green that are at least two times large than the norm, and her lips full plump and painted black. She is wearing little makeup and boy does she not need it. He breasts, what you can make of them, are in a binder, but you can tell those melons are ripe for the picking. Her arms, toned and well kept. Damn! You meet her eyes again and notice she's giving you a piercing look. You clench your ass from the pressure. She folds her hands in front of her before speaking, "Mr. Qun."

"Uh yeah?"

She removes her gauntlets to reveal soft, feminine hands, "Many newcomers have come into this city with problems and even destroyed some public property in the process so you're nothing special for that. HOWEVER, no one has managed to smuggle in an entire boat into the city before. We ARE landlocked after all and it is quite... unwieldy to do so. Captain Morel claims that you even became aggressive with him and his men when he asked you to put the restraining collar on. You seem to be a npn-human and I must say a dangerous one at that. Purely, because of whatever power you were not anything you did. Owls are the elite her in Bluff and you'd be hard pressed to find some that can even put a dent on one of our lowest grunts. Captain Morel's men are above even that, and the man himself is a legend here in Bluff. Famous to some notorious to others. His hate of non-humans is well known and he definitely is not one to be trifled with for that very reason. Although, he can't seem to stop talking about you. He hasn't been this excited for sometime."

The woman cuts you off curtly, "However, I some questions for you Mr. Qun. Who told you to come here? You said you're a wanderer with no alliances to anyone but a man like you can't have gone unrecognized. And how exactly did you bring that boat here? I assume it has to do with your powers. Care to explain?"

"Your body? That's a little something-something the doc shoots into people that might be strong enough to snap the collar and possibly survive the explosion." Her face wrinkles, "It's only supposed to keep you docile and a little weak, it isn't supposed to make you into a skeleton."

You look at your arms and notice that you even have issues raising them. Maybe this is some new, more inconspicuous form you can change into? Pripya wasn't joking about that stuff in your system, you have a clear mind but it feels like you haven't slept in months. The door behind you opens again, and this time you know better than try to whip around. Pripya nods in the direction behind you and an Owl walks past you and hands her a stack of files that she begins to leaf through.

"No record of any person or persons that have even come close to your similar composition and description in or outside Bluff. You left the race part blank on your sheet when submitting your papers for living arrangements, so I am going to assume that you either did not always look the way you did or your people are from the Dark Country. The yacht you 'brought' with you was reported stolen several hours after it appeared. I'd assume you made a deal with the Matron of the City for a Thief's Blessing if you hadn't just arrived so it would have to be an inherent ability. Having a secondary form also bumps you up to a category 2 threat, which may or may not go away depending on if you are little more forward when I ask a question from here on out. So I'll ask again. What are your powers and who wanted you here?"

She gives you that look that made your cheeks clench earlier again, "Qun. I have a specialist specifically designed to extract truth from people, he'll rip the memories right out of your skull and leave you a drooling vegetable. Do not beat around the bush with me. I'm up for a position in the Aviary, and I know that you don't know what that means yet but I can assure you that you'd much rather find out after you've made the right decision. As for your friend, give me his name. Bluff is an asylum for the disenfranchised, a secret to the world, informing anyone other than Bluff-born or vetted people is considered high treason. Your friend is looking at a stint at Ave Maria."

The act is one that should be recorded in the history books. Shades of the truth make the earnest outpouring of emotions believable. "I really don't understand how this works... Things just come out of me and it can be pretty scary. I'm not a threat though, I can promise that at least. I got scared and the situation went sideways, I'll admit that."

Her face softens seeing you lay it all out like this. She eyes you up and down, almost as if checking you out. Taking a look for yourself, you notice that you've returned to your original form. Pripya sighs and scoots her chair forward, "Fine, fine. I believe you. I'll take off that category 2 but you're gonna have to move to Hole, it's a slum for non-humans. It'll make it safer for you in the long run and I think you'll be able to eek out some sort of a living there. Just to be clear, it's highly uncommon for people to be prejudiced against non-humans despite what you may be lead to believe. Hole is a place where some of them feel safe and being around their own kind is a personal choice, not a law or social convention. Non-humans are allowed anywhere in the city and can live anywhere. I simply recommend it to begin establishing yourself."

"And as promised, the one who sent me here, his name was-"

She cuts you off, "Save it. You were straight with me, so we'll call it even. Just tell me he wanted to help you and nothing more."

You nod and she leans back in her chair, chin pointed to the sky. "Anything else?"

She raises a brow, "We don't use money here. We are a barter and goods system. You live for free, eat for free, and you contribute. Reputation is the closest thing to currency we have, people knowing that you will keep your word or perform a service is key. Mind you that reputation comes from both ends of the spectrum."

Pripya stands and walks over to your side of the table and sits on the corner of it. She works her fingers around your neck and the collar pops off. You feel N.O. rushing back to you and you know all that entails so no reason to monologue to yourself about it! "As for your living situation..." she says palming the collar, "The denizens shall decide that."

She hoists you up from the chair. With such casual strength you briefly leave the ground. This woman is easily several feet smaller than you but you can't help but feel that she's putting on an act. Like she can't be what she seems. Pripya leads you through the building.

You are brought to THE GATES, although it kind of seems more like a glorified waiting room. You expected more from AVE MARIA from the way everyone talked about it. Pripya gives you a silent nod and leaves you with the front desk woman. You're processed and handed an IDENTIFICATION CARD. She motions for you to have a seat at the long wooden bench near the double doors. Minutes to hours as you sit there wondering when the last time you've eaten or slept. Captain Morel stands by the southern doors laughing loudly with fellow Owls, although you are unable to make out what they are talking about. It is here that you notice all the different shapes and sizes the Owls come in and the outfits they wear. There's a common theme, sure, but these are clearly different ranks and different groups. Everyone here looks experienced and you can't help but wonder where the recruits are. Reputation for you could skyrocket as an Owl, but you have no idea how the city works yet. You're a little afraid and even more worried about what this future has in store for you. Sweat begins to build above your brow as you realize that you have made your lifelong decision. You can't leave Bluff. Ever. You had someone on the inside get you in here, at high risk to themselves mind you, and you never stopped to think if this is what you should be doing. Enough. No time for regrets, the wheels of fate have begun to turn. You're startled as you somehow failed to notice two gangly, zombie-esque creatures in ill-fitting suits standing in front of you.

"A Mr. Qun? Bound for the Hole?" he points a long arm at your chest, "Is the Mr. Qun ready?"

The two tall gentlemen lead you out the gates and take you via a carriage to a literal hole in the ground. They bow and take their leave. You walk to the edge of the hole and look down. Lining the walls were thousands of interconnected houses and buildings. You feel a faint presence of something as you stare almost as if something far below was staring back up at you. To your left a long spiraling staircase stands. You make your way nervously, as you're pretty sure that these haven't seen any maintenance work in decades. The squeaks and loud cracks as you walk make your heart race but you eventually come to a bizzare marketplace bustling with people packed like sardines. You make your way aimlessly, seeing thousands of creatures that you've never seen before. You're grabbed from behind and a voice whispers in your ear.

"Follow me."

The figure is covered in a cloak and you follow him as best you can, almost losing him in the crowd more than a couple times. The scenery changes around you becoming more and more sparse. Eventually the figure stops and turns toward you, you are now alone. Your eyes dart around, noticing that the sky is no longer visible and you guess that you've been led to your death. The figure stretches to its full height standing a little more than a foot taller than you. A long, bluish arm reaches out from beneath its cloak and removes it. Standing in front of you is a toned, blue goddess. she is strapped with weapons and each hand has six fingers which crack as she stretches them. Brown thigh high boots meet an olive drab one piece overlaid with a tan, braided cuirass. Her hair is long and animated, only partially tamed by the ponytail she has it bound in. She runs to you and scoops you up, shaking you back and forth.

"Hey Cavia."

She smiles and sets you down, "I didn't think you'd get here so soon! I saw you get picked up by the Owls you idiot, what in the hell were you thinking?"

This is your friend Cavia Mosely. The only person in the world that has had your back.
