You are Jonathan Wells, once a war hero during the great war, now the current governor of Arkuland. The first city in a new contient, built by the two superpowers (The Northern Union and The Eastern Wing Countries) after centuries of hostilities between them.

Currently, you are on your way back to the city with your economic advisor after dealing with a sensitive problem involving the fate of three Westerners who were plotting to assassinate you. Of all the suggested choices, You chose not to utilize torture to extract information from them as per the Humanitarian rights law . Both Superpowers are not aware of this incident just yet to avoid unwanted ramifications without solid evidence.

It was the other way around actually, It was you who would accompany her in her small automobile. She drove it by herself. For once, you sat in the front seat while Gustav was forced to sit in the back. You were still swarmed by heavily armored vehicles from all sides.

"I owe an apology..." said the hald-Northerner "From the first glance, i thought you are one of the Union's many, many power-hungry, exploiting pig of a man."

"I see..." The more she spoke about him, the more similarities you have found between you and him. A younger, reckless version of yourself. It was the perfect time to ask her for a small favor.

"Private Investigators? I can arrange that." said the woman with confidence " The thing is, both Arudelle and Nakea't have little faith in our minorities. With varying degrees, they consider them as an economic burden, an enemy to success and progress. They don't see them as another man or woman doing their best to thrive this city. We are all the same in Arkuland regardless of our origins or backgrounds."

She was quite the talkative person, definitely friendlier than yesterday. You enjoyed your conversation with her in the mean time.

"It was been a pleasure, Governor. Summoning us was the most appropriate thing to do. I suppose i should drive you to your new manor?"

"I chose another accommodation. Too rich for my blood." You admitted.

"Really? Your surprise me every second. Governor Ayyah was slowly making a palace out of it. If this is the case then..." Brief hesitation was dispelled from her tongue " Would you like to dine with me? There is a restaurant i know in the under-district. It is not your typical fancy, over-the-top one but their selection of cheap but filling meals from all corners of the world is outstanding."

Gustav gave you a concerned gaze. The Under-District is a nightmare for your escort with hordes of people everywhere.

There Under District was a sprawling city in its own rights only accessed via many heavily guarded stairways and a giant multi-purpose elevator complex named the Augur which you took.

Proper regulations would be difficult to implement here with so many people in a densely populated area. There were way more Law Enforcers stationed here compared to the surface.

You had a feeling that most could not afford bleeding Metra everyday for proper transportations which were scarce here to begin with. Most around you were walking on foot at a hurried pace. Factory workers, Manual Laborers, miners shared to the same grueling faces of hardship.

It felt strange not to be recognized ala your pre-war hero days. For starters, no one expects their governor to walk in these dark streets without a parade of steel. There is also the fact that no one had the time to care ; work, work, work.

You stopped at a restaurant called Four Bridges. It was ran by a four families, one from each corner of civilization. Eliza seemed to be a regular here from they way they greeted her.

"G-Governor?" The waiter was a small teen, he almost dropped his tray. The boy quickly returned to the kitchen to inform everyone. Luckily for you, Four bridges had few customers at this time of day. Aside from their occasional stares, they kept to themselves.

In a snap, Four couples rushed from the kitchen to greet you. Gustav forbade anyone to come this close to you. He remained standing next to you with his eyes darting at pertty much anything. You didn't mind it here really, they all seemed to be nice and decent folks.

"H-here is the menu..." If you focused more, you would hear the man's heart almost popping out of his chest. Eliza went for a Traditional Western Meal. Due to the scarcity of food and resources in their region, Westerners often relied on a soup-oriented diet with heavy emphasis on legumes.

Much to your surprise, they refused the large sum of money out of principle. They didn't work for it according to them. Eliza frowned upon you but chose not to comment about it.

These main menaces slowly gnaw the Under District resulting in higher crime rate compared to the rest of the city. The man also spoke of high import prices from both The Union and the Wing making life for honest men with relatively small income unbearable. Yes, you do remember reading about this in The Daily Khashrama.

Once again, You thanked your advisor for the ride and this overall experience. You found Roza trying to remain as civil as possible with a handful of pesky press hounds wanting to shatter any privacy you have in your humble house. The Manor could certainly be a fairer stronghold for your privacy.

You couldn't imagine the power required to run the whole city. It must be an unbearable task to maintain everything to avoid potential disasters "By the by, i don't believe you have taken your salary, no?"

"I haven't." You shook your head, every single Metra you had spent so far was from your own.

"Forgive my revolting appearance, I had quite an accident last week." His voice was raspy and muffled , the mask itself was engraved with 'healing symbols' that were twirling on its own. Looking at the mask for a good minute would be a dizzying task.

Proposition F-48: Working Egzah Proposal

Ever since the city of Arkuland was founded, A single day of the week (Thursday) was designated as a non working day where all governmental workers and employees would take it as a day off. However, The Da'eea has put some pressure on Governor Ayyah to implement the Egzah which was the norm in the Eastern Wing Countries: Another weekly holiday for Easterners (Wednesday) for their religious practices with no Northern counterpart.

To the Northerners, this is blatantly unfair to have two days of the week free for the Easterners. Furthermore, certain companies would add extra bonuses for those who would work in Egzah as an incentive for their Eastern workforce. The suggestion here is to revoke this privilege for the sake of fairness.

To the Easterners, The Egzah is their holy day in which they would commune and mediate. Those who abandon this practice would have their souls 'tainted' over time. Da'eea controlled businesses and some eastern companies do ensure that their employees perform their weekly practices . Some private companies pay slightly less to compensate these lost days for even ground. Said practices could last from minutes to hours which is said to 'cleanse' one's soul.

The suggestion for a half working day was also denied by the Da'eea. their reasoning was that the soul needs a 'refractory period' before the soul would get corrupted again by everyday life. To deny them this day is an aggressive attack on religious freedom , possibly a discrimination even towards religious easterners.

There has been some attempts to reach a middle ground but all were met with failure and disagreement.

Easterners make 47% of the populations (Northerners are 46%, Territorians are 6%, Native slaves are 1%) . Of the 47%, 85% commit to their religious practices, 10% are on and off while 5% do not practice any religious practices according to last year's survey.

Due to the often overcrowded/poorly managed prisons and penal labor camps, Halkendrakt Securities has proposed establishing one of its efficient private prisons in Arkuland. Said Company promises high rehabilitation rates , they back their claims with reports of past years in which the rehabilitation rate is as high as 68%. Rehabilitated individuals are shown to be functional and productive members of the society with greatly reduced chance to commit another crime. More manageable prison and controllable environment (albeit slightly more expensive in its first stages) means lesser incidents for both the prisoners and the staff.

However, There are ethical concerns regarding profiting from incarcerations as well as their supposed screening methods. While the company promises their very best, their experiences with Easterners are fairly limited as they only have branches in some of the Union Countries and few territorial ones. There is also a palpable concern of the private concept of itself where possible corruption could grow unchecked by the government inside the prison. One last point to consider is the possibility of discrimination from normal and private prisons where they are regarded as 'luxury' prisons due to their extensive rehabilitation programs with almost no reliance on hard labor. Our scientific departments are yet to fully study the local fauna and flora of this biodiverse continent. According to a rough approximation: more than 35% of the wildlife possess some sort of arcane capabilities which is utilized for offensive or defensive measures. Forgive me a rough answer as me and my advisors have yet to discuss this issue. But as far as my opinion goes, there has been a lot of bad blood between us these first three years, they find it hard to embrace our civilization and we find it hard to afford them much sympathy. There is no way to escape such a fact. I hope that we can start by having a few members of there people learn our language and our people and send them back out to garner sympathys between us. A slow process but not impossible. I do fear though that we have centuries of blood ahead of us, as the differences between our people are far to great for a easy peace. Much like the north and the east once was no?
