Join a ragtag group of stone age hobbits as they try to carve out a living in the rocky foothills of a vast mountain range while attempting to reclaim their old homeland from killer dinos.

Other than that nothing tbch, I just adopted this from a ded chart thread because I already had a pre-made setting that fit the bill.

With the summer heat in full swing, the belfrogs croaking and the village lively with activity, some of the guys grow concerned for the soon-to-be-falconers who went missing. So a party of six volunteers head west beyond their last known position to investigate. After two days of exhausting hiking, they find a nice cave to settle in for the night. As they approach the cave one of them spies a familiar sight. Bones. As he turns around to inform the group, they are instantly pounced upon from nowhere. As the enormous felids dart from the tall grass and bushes they grab half of the group while the other half barrage them with slings and arrows. Most of the arrows prick the lions’ thick hides but fail to stop them. One slinger manages a headshot with a loud *crack* stunning it long enough for his friend to scurry out of its claws. As the four flee for their own lives they feel they can do nothing to save the other two who are dragged into the lions’ den. As they stumble through the darkness, one stumbles upon a Halfling skull and brings it back home to be buried with reverence.

Back home, the construction crew are pleased to announce that they have finally discovered every conceivable way not to build a hobbit-hole. To celebrate, they utilize the long daylight hours to complete enough hill dwellings to house most of the village in a single season.

Though saddened by the news of their friends, the prospective falconers are determined not to let their loss be in vain. But they are a bit more safe in their studies, staying closer to home and spending less time in the field, but slow progress is better than lost progress.

This seasons Raven Report: The raptors deliver another devastating attack on the fort and melted into the surrounding swamps.

Also, the summer harvest is starting to come in, the tribe managed to preserve some for winter.

This fall seems to be quite cold and dreary, as if mourning more lost souls wasn’t enough gloom. The builders, after a couple of non-lethal mudslides and cave-ins, do manage to complete enough hobbit-holes for the entire village. These dwellings aren’t nearly as nice a Bag End, more like basic hovels underground, but they are definitely less drafty and more insulated than the old wood and stone shacks.

The falconer students likewise find few birds to observe in the foggy highlands, but on the plus side they get to see how birds of prey deal with adverse conditions, which inspires them to keep keeping on themselves. Perhaps they are finally developing a real connection to the avian mind.

With the weather keeping them from most other chores, the archers resume training and continue to make gradual improvements. The wet weather effects the harvest however as it is hard to preserve food in the damp air. But there is still enough to last the winter.

Yet another raven courier arrives. They had planned to be back almost a year ago yet they’re still gone. The messages are comforting, at least to know that they’re still out there, but it also brings concern as the tides of war keeps shifting back and forth. This time the raptors are continuing to harass the fort, but finally the scouts have located their nesting grounds and are preparing an assault. Only time will tell if they are successful. As the air gets colder, we can only hope that the brave warriors hearts will stay warm and strong. So they can bring us back some delicious spice tea to warm our bellies.

Even though we've yet lost more people due to bad working conditions, the outside threat still seems to be the main issue.
It would be nice to create simple melee weapons (short spears for example) for every adult and start training militia.
Also let's have someone experienced to oversee any dangerous work to minimize casualties.

With your T1 crafting you already have darn nice stone tools and hunting weapons. So you've got stuff like clubs, wood-axes, fishing/hunting-spears. But like you said, the tribe has never trained specifically for melee fighting or war since the only sentient creatures they've met are friendly and wild beasts are just that. The raptors are the only thing that's ever been truly malevolent towards them.

Also, you have two different things going on here. Weapon Tech can be upgraded and/or weapon training can be upgraded.

Improved slings would have stuff like braided lines, better pouches, improved bullets and eventually stuff like sling-staves and kestrosphendon. (just like bows go from shortbow>longbow>composite bow>etc.)
While improved training would be just that, developing higher accuracy and techniques to improve the weapon's effectiveness.

In the snowy wonderland, the archers get the time to pick up their training again and northern elves are able to teach the eager cadets various tricks for keeping the bow dry and warm in the cold, stalking in snow, and firing accurately in steep terrain. This also improves their hunting skills and they are able to bring home lots of yummy practice targets so that the tribe don't need to depend on their preserves so much.

However, the falconers fail to find many birds of prey at all this season. The few they do find quickly disappear into the snowy haze. They don't manage to make any progress this season.

Meanwhile, our old potter friend has been spending the last year secretly improving his workspace in his minimal spare time. However, with things finally slowing down, he is able to resume his slow and methodical research into the secrets of burnt clay.

I suppose you could call it whatever hobbit word you'd like, but I guess it'd be something like Job Safety Analysis, "Safety First" Cultural Mores, Union Labor, Labor Organization/Hierarchy or whatnot, depending on how you want to spin it.

How many do you want to send exploring? With 20 on campaign, you only have 37 adults left at home.

With the spring comes the sowing season, and with so few hands to tend the fields, the falconers find little time to spend bird-watching.

Meanwhile, the explorers decide to head north to see what they can see. Taking the food preserves leftover from winter and a few goats to carry it, they trek northward. Seeing more mountains, hills, plains, and all the various associated flora and fauna. Giant Bison, goats, antelope, etc. Much like back home. Finally, running short on food and time, they return home with little incident.
