Even with all the maintenance done while off-duty a full month ago, you felt that it is needed to reinforce your physical capabilities further. Looking at your previous confrontation with mahou shoujos, only one of them was won without the intervention of another mahou shoujo. With that in mind, you fill yourself with the determination to get stronger.

First things first, you start with some light warm-ups and stretches to prevent any injuries. Next, you did a session if cardio training to increase your stamina. At the night of the attack you're already worn out from your bout with Natsumi, and fainted from exhaustion after the battle with the plant familiar. By the end, it is safe to say you've seat a gallon due to all that exercising.

After a full hour training session, you grabbed a towel to wipe the sweat of your face and body. Still, you've got time left, so you check out the training facility for anybody you can chat with. The thing that caught your eyes first is a bleached hair man pummeling a sandbag with such an intensity that it's no surprise if it burst open any minute now. Of course, this man is Suzuki. Some tried to stop this man from hogging the sandbag, but most are frightened away by his glare. And by most of them you mean there's still a single person standing close, bothering the increasingly enraged SWEAR officer. An eye-patched man by the name of Maeda you know so well wasn't even bothered by the sheer aggression Suzuki exudes. Nearby, a single woman wearing work-out clothing that showcases her toned abdomen starts up a treadmill, ready to run a set or two. You recognized the woman Inoue, and her eyes meet with Suzuki. They exhanged a wave before both returning to their activities.

You start up a treadmill next to Inoue, intending to run a set beside her. She's pretty focused into her exercise, ears plugged up and not even realizing you're there. It takes you tapping her shoulder for Inoue to take notice of you.

"Ah... Sakurai-san, isn't it? Haven't seen you in a while.", she said, taking a moment to remember your name.

"Yeah, got myself some serious injuries when the base was attacked over a month ago. So, how are you doing?"

"Fine I guess. Things were hectic while you're gone with increased mahou shoujo attacks, not to mention our base is still under repair and shortage of operatives around."

After saying that, she seems to space out for a moment before you got her back to her senses.

"So, Inoue-san. Are you aware that Yuuki had returned back to the capital shortly after the attack?"

"Don't know, don't care."

Inoue turns cold when mahou shoujo was mentioned. She doesn't seem to dislike you in particular, but her deep seated hatred on those girls hints that she was affected greatly by them in the past.

"I saw you waving at Suzuki just now. You friends with him?"

"Yeah, hard to imagine huh? I grew up with him and his sister. He's such a hot head, you'd wonder why anybody would get close to-"

Somebody shouted at the top of their lung in the gym. From the voice, you can identify it is Suzuki.

"Enough fucking around asshole! You wanna fight?"

"Ara, ara~ Suzuki-chan's so short tempered! If you wanna duke it out, there's a ring over there. Just don't cry when you lose 'kay?"

You can practically see the fumes coming out of Suzuki's ears, and Maeda is wholly satisfied on his successful attempt at agitating Suzuki. You and Inoue both rushed to the scene, as do the other SWEAR staffs present there. Do you stop the fight or not?

Afterwards, both fighters are already ready on opposite side of the ring. Suzuki hangs on a corner with Inoue attempting to dissuade him from fighting. Not that Suzuki is listening anyway. Maeda cracks his neck and fist before strapping on his boxing glove. He climbs on his corner of the ring, howling, trying to hype up the audiences to no avail. It seems nobody is too keen on cheering for Maeda.... or so you thought.

Not a single person is excited for this fight. It seems that the crowd are more worried for Suzuki's safety than anything really. Looks like this isn't the first time someone got dragged into a ring with Maeda.

"Make sure to keep it clean, you two. We still need you fit for duty afterwards.", you said to the both of them, with only Maeda listening.

"Don't worry Sakurai-chan. Imma just show this uppity puppy what a real dog looks like, kay?"

And the match begins. Maeda's not looking like he'll be making the first move anytime soon, so Suzuki took the initiative. The half blooded Japanese man can throw some punches that's for sure. He's been maintaining a flurry of blows without looking even a wee bit exhausted at all. Still, it is clear as day to anybody that Maeda's just playing with him. The difference in skill is sorely with Maeda dodging and sidestepping gracefully past Suzuki's aggressive style of fighting.

Soon, even the seemingly inexhaustible strength owned by Suzuki seems to deplete as his movements become more and more sluggish. Maeda looks fine as always, preserving his energy through small but precise movements.

"Fucking.... coward! Stop dodging!"

Yet another one punch avoided by Maeda.

"You're strong Suzuki-chan, I'll give you that, but you're still wet behind the ears. Let me show you why they call me the Mad Dog of XX!"

Maeda suddenly stood still, tanking one of Suzuki's punches head on!

"Gotcha reta-"

In a blink of an eye, one of Maeda's fist had already landed on Suzuki's stomach. The sheer pact of the blow leaves Suzuki speechless, unable to recover from the pain in time for the next beating. A left hook straight to the face sends the once energetinc man to the corner of the ring. There, a vicious pummeling that makes even you cringe in pain begins. Maeda leaves a few seconds of gap for Suzuki to lift his fist in retaliation before continuing his flurry of blows towards his face. A monstrous grin can be seen clearly in the Mad Dog's face before you decided it's time to stop. You climbed up the ring and held both of his hand, shouting for Maeda to stop.

After that incident, Suzuki fainted for a few hours before he finally came to, face swollen with bruises. Inoue's impression on Maeda had visibly lowered far more than it already was and further reinforced his reputation. Administration shrugged off the outcome of the fight as "accidents during training" and moved on from it, possibly to avoid further complications. For the rest of the day, nothing of note had happened. Today's patrol was as peaceful as it can be. If you're a paranoid man you would think it is TOO peaceful.

Now, you are at home, and just finished an early dinner. The time is 8:30 p.m., and you're still not sleepy yet. What do you do?

You know how in anime and mangos that events like this are weirdly localized in Japan and outside world are never spoken off. It's easier like that since I still haven't gone that deep into worldbuilding and neither do I intend to touch on anything outside of Japan in this setting anytime soon. Mahou shoujos that are identified at an early age are taken in by the government as quickly as possible and kept in a super sekrit facility. Of course, the parents of these kids must consent first (not that they have much choice in that matter anyway) and given proper payment for their trouble. Those who committed manslaughter through their powers are arrested if they did not resist. Depending on the severity, they may either be kept in the same facility as the young ones or put to a much more intense correctional program should their powers prove too volatile. As for the violent ones.... well, you saw what happened to them didn't you? The process of reintegrating mahou shoujos back into spciety had been costly and rocky in the past decades, with only a few cases of successful reintegration. As such, the government is looking for a much more practical uses of their gifts such as law enforcement services.

With your (brand new) jacket on, you decided to take a walk through the a night in the eve of winter. It is an otherwise uneventful trip from your apartment to the surrounding area. In time, your mind started to wander off somewhere else. People you pass by slowly fades into blurriness, building lights and business signs merge into myriad of colours. The mist emitted from your mouth dances to the rhythm of passing vehicles, laughter of school girls on late night outing and sighs of middle-aged office workers. Then, something cold touches the tip of your nose. A single drop of snow. Immediately this reminds you of Yuuki, the girl whom you only spent a short while with but grew to be fond of. It is without a doubt in your heart that the feeling is mutual. Good grief, you're getting too sentimental for your age.

Scratching your head, you figured that you'd want to get more infos concerning the recent attacks against swear in the past month. You have some friends in the police force from back when you're still working there, so maybe they could help.

Idly, you twirl an empty coffee can in your hand before it slips, falling down to the river over the railing you're leaning on.

You switched your attention to that gruff and course, yet familiar voice. It is Inspector Takahashi, a senior member of the police force whom you were good friends with. He's a man of good morals, but knows when to turn a blind eye when he needs to, which explains how he's been in the game for so long. Can't say the same for you. Either way, you both had history of working together before and each had kept the other's back more times than the other can count. He'll answer to the best of his abilities.

It was probably a spiral effect- a couple of early bad apples spoiled the bunch post-war which caused paranoia, and now it's all going downhill and probably won't end well at all. IMO the biggest thing that's keeping normal humans alive is that organization seems thin on the ground for most MGs. Even this Black Witch Coven sounds more like a small time group.

If MGs actually got any kind of organized, dedicated leadership and financial backing, they'd be a sincere threat to the world at large. You need dedicated task forces just to down one or two MGs. Imagine the resources needed to combat, say, a full squadron. It'd be a situation where it'd be 10 vs. 1000 and the 10 would be the odds on favorites.

In a stall parked in a rather secluded corner of the city, you and Takahashi are enjoying a hot bowl of ramen and some sake, a meal suited for cold nights such as this.

"So munch how's the SWEAR life going?"

"Been pretty hectic so far. Not even a week in and I'm already hospitalized. Just got back on duty today too."

Takahashi nods understandingly while wolfing his meal down.

"So, what do you want to ask me about. Don't worry, the uncle running this store's a tight-lipped man. Just fire away, pal!"

First things first, you want leads on who leaked information about the SWEAR officers in the hospital.

"That's a tough one. First of all, the info on the SWEAR members themselves are not exactly top secret, but these damn mahou shoujos seems to have their own channel on what's going on, legal or illegal. Well, around this city at the very least."

Next, you asked for information on the Mahou Shoujo group and what groups of criminals might be working with them.

"Man you name it, pal. Chinese triads, yakuzas, drug rings, these mahou shoujos had dipped into all of them. Clear as day that they've been helping these criminals for money, and they're smart enough to cover their tracks. The Black Witch Coven is the biggest of them all, taking hit missions and the likes. Due to their size though, chain of command gets blurry and they in turn gets sloppy at times while doing their job. The second most notorious group is the Jade Palace, a much more covert and smaller group fueling gang wars and protecting drug circulation in the underworld. Status quo in the criminal world had been shaken up so hard that even our old higher ups are losing their additional source of income, those corrupt bastards. I think a fair few even have their chains pulled by mahou shoujos that are privy to their backroom dealings!"

On to the last question, you ask for any rumors on the street you should know.

"Nothing comes to mind... wait! Yeah there is one! Word on the streets is that there is another faction of mahou shoujos on the prowl, and they're acting as vigilantes thwarting crimes and stuff. They're pretty sneaky too and nobody had ever caught them in the middle of the day. A welcome change to have a cute girl NOT trying to blast us polices' faces off."

After a few more servings, you concluded your little meet up with Takahashi and called it a night. He tried to get you to stay longer but you brought up that you have to go to work in the morning tomorrow. Exchanging goodbyes, you return to your apartment and fall asleep.....

[The next day.]

It is 12 o'clock. You're in a truck filled with other SWEAR operatives moving in to deal with another mahou shoujo incident. A girl had awakened her powers out in the open and is unable to control it. Multiple people are injured by her and it's not getting better anytime soon. She did not display any willing aggression so the main objective is set on subduing her. A simple and straightforward mission, or so it seems.

The truck stopped around 100 meters away from the target. A mini whirlwind had formed around the target who is crouching outside of a cafe. The wind movement around her shredded chairs and tables into pieces with ease, making it hard for anything to physically approach.

As per procedure, a barricade had been set up around the target, preventing civilians from entering the target's vicinity. The tactic that is to be employed in this situation wold be negotiations to calm down the newly awakened mahou shoujo before resorting to physical means. Just like last time, the operatives are divided to those who will engage the target directly and others who will stay back and guard the parameter.

Looks like you'll be joining the frontlines this time too. Difference is this time, your finger's on a megaphone switch rather than a trigger. You can feel small pieces of wood and metal colliding with your armor the closer you get to the scared little girl.

"Ready tasers. Only fire when she gets aggressive.", the squad leader says, reminding the men under his command including you.

"Sakurai, its all yours now."

Nodding, you get a walked a bit closer to the mahou shoujo. The wind movement almost made you lose your balance, but thankfully you were able to recover your footing before you embarrass yourself. From the info you've acquired through the comms, the girl's name is Sayuri Ai, a grade schooler no older than 11. Her mother was reluctant to leave the place when she awakened her powers, but was pulled away by another visitor of the cafe.

"Sayuri-san, please calm down. SWEAR is here to help you."

"No! You're lying! SWEAR soldiers shoot mahou shoujos! I don't want to get hurt! I want my mommy now!"

She's absolutely terrified, and perfectly, or at least, partially aware of the fate of mahou shoujos. Still, you can't go back empty handed. You must calm her down or at least make her lower the winds by a few notches so sedatives can be applied. What tactic will you use in doing this?

The sealed confines of your combat armor is opened as you opened your helmet, holding it between your right armpit. The menacing visage of SWEAR combat helmet is replaced with a much more human and reassuring face.

"See, Sayuri-san? Nii-san is not scary. Just calm down okay, everything will be fine. If you stop throwing a tantrum, your mommy will come and see you."

Sniffling, the wind around her seems to slow down and floating debris starts flying closer to the ground. Still, she's not wholly convinced that she's safe. You motioned the others nearby to lower their tazers and tranquilizer guns.

"Deep breaths, Sayuri-san. Count to ten."

As all the operatives lift their hand up showing that they are no longer armed, Sayuri's power proceeds to fade. She stand there looking at the ground like a child waiting to be punished. You approached carefully, not wanting to be shredded to pieces in a sudden burst of her power.

"Nii-san.... am I a naughty kid? Will mommy be angry?"

You sighed, putting a hand on her shoulder and smiling knowingly.

"Of course not. Come, let's go see your mom, 'kay?"

She nods, taking your hand and walking slowly to one of the SWEAR trucks ready for extraction. As she sits down, a medical team carefully administered sedatives in the form of a pill. The child meekly complied and quickly fall asleep soon after. As Sayuri sleeps soundly, the SWEAR operatives dismantled barricade and ready to evacuate the area.

Suddenly though, a bolt of lightning flies out of nowhere, incapacitating a few SWEAR operatives. The sudden attack sparks some nerves in your brain. You recognize that power, that voice, that face... It is Kaminari-sama, the mahou shoujo responsible for the murders of Captain Iwafumi and few others! And she's not alone this time as she brings two other mahou shoujos to assist her.

"Good afternoon, ladies and gentlemen! I'm in a pretty bad mood today so I'll just get this straight. Hand us over the kid and we'll walk away peacefully, simple as that. What say you?"

All of the operatives present immediately readied their rifles. The answer to this confrontation is clear. Only one side will come out unscathed!

"Ah, what a pain in the ass! Fine then, you wanna play rough? Kaminari-sama'll grant you your wish!"

Their main objective is to kidnap Sayuri for whatever nefarious purpose they had in mind. Command from higher ups told you and the others to prioritize evacuating Sayuri at all cost. She's a powerful mahou shoujo and letting her fall into the enemy's hands would spell much more trouble for everyone in the future! The truck containing the little girl is ready to go. Do you stay and fight or do you follow Sayuri and protect her?

You and around five others jumped into a truck with Sayuri's sleeping body secured on a bed. The vehicle then went full speed ahead, leaving the area. Explosions and screams can be heard, growing fainter as you get further and further from the battlefield. Just as your squad thought they could take a breather, the vehicle shook with great intensity, nearly throwing everybody down on the floor.

"Shit, one of them is pursuing us. She's fast! It's the mahou shoujo just now that uses lightning!"

The truck swerved wildly as the driver tries his best to get the mahou shoujo from your group's tail. Cracks of thunder emerges with each hit landed on the truck. Soon, the vehicle can no longer sustain more damage as it cease to move any longer. Bracing for the worst, your group quickly opened the backdoor of the truck, formed a firing line and closed the door immediately after. Kaminari-sama slows her flight, levitating just above ground in front of your squad.

She saw your face without the helmet and laughed hysterically. You're sure she recognizes you.

"Oh goodness! I can't believe it. Not only am I given another chance for redemption by Mother, I also get to kill the guy who caused it all in the first place! Hahahah!"

Her maniacal laugh quickly changes to that of rage.

"Forget about kidnapping that brat! I'll enjoy tearing you limb from limb you asshole!"

Thunderous clouds forms just above the mahou shoujo as the fight begins. You too readied yourself for battle, putting back your helmet on. Do or die, only one will prevail!

Sparks start to fly towards your squad. Each spot zapped by the flash of white sizzles, demonstrating the sheer lethality Kaminari-sama possesses.

"When I'm done with you, you'll wish you're dead!"

The intensity and speed of the projectiles she deliver would knock out anybody in a single hit that's for sure, and so it did. One operative slowed down to catch his breath, only to be launched backwards at great speed upon being hit. Of course, your side isn't going to stay on the defensive. In the time lapse between each of her shots, your squad sprayed her with bullets, though most were zapped away. Soon, the battle devolves into a battle of focus, on who will lose their momentum first.

Kaminari-sama's techniques are sloppy that is for sure, and against trained combatants it is a matter of time before she makes a mistake. You feigned exhaustion, which lead to her turning her attention to you instead of one fo your squad members she's already aiming at. A total of 5 seconds gap as she turned to you earned her a few bullet wounds on the abdomen, shoulder and legs. The bird is now too injured to fly, or at least that's what it looked like at first.

Sitting down, bloodied, Kaminari-sama howled at the sky. The storm clouds above her suddenly struck one of your squad members down with blinding thunder. Soon, two others were done in. You wasted no time to end this fight once and for all, but your assault rifle was shot off your hands by her. As it was that night you first met her, you go berserk, instinct guiding your actions. Pinning her down, both of your hands clasped tightly around her neck, choking the life out of her.

"L... t me go-okh!"

She's clawing over your armored arms to no avail. A heavy force hits you in the back, which is Kaminari-sama's thunder. Still, that did little to lighten your grip on it's owner. Soon, her eyes grow faint and her struggles stopped. The skies cleared up and the storm cloud disperses.

Kaminari-sama is dead.

You fall beside the mahou shoujo's corpse, ready to faint, until you heard your surviving squad mates screaming. With whatever amount of strength left in your body, you take a peek. A woman clad in black, akin to that of a witch, effortlessly wrangled open the truck's door, your comrades lying either dead or unconscious. She took Sayuri and cradled the little girl's body within her arms. You tried to reach out for her but your body betrays you and shuts down.

It has been nearly 2 weeks since your failure to protect Sayuri. Scratching your head, you're not so sure you want to do it right away.

Sitting on the opposite side of the Chief and Ms. Izumi, the lady initiated the conversation.

"I'm sure you're puzzled as to why you are called, and why I'm here. Our intention of calling you is related to the mahou shoujo assistance program we did 2 months ago. You were one of the many across the nation involved in this program, and it brought mixed results despite only lasting for a few days."

"I am glad to inform you that Yuuki's breaking of protocol during the day the base was assaulted not withstanding, XX prefecture branch of SWEAR are one of the very few that showed close to zero implications whatsoever. As such, we have decided to redo the program and focus on the prefecture that gave favourable results and the staffs responsible for it. Yuuki spoke fondly of you, and we are thinking of putting you in the center of the program, and much more personally involved in it this time around. To that end, we ask for your cooperation. Of course, you would be properly rewarded for your trouble."

Redoing that program huh? Is it a good idea? Friction with mahou shoujo had been at an all time high lately due to increased unlawful mahou shoujo actions around the nation. Anti-mahou shoujo sentiments had spread far further than it was before. Would the public be happy with a mahou shoujo working with SWEAR who's trying to stop them in the first place?

Completing the procedure, Ms. Izumi collects the forms that were signed and sealed them off within a briefcase. She excused herself, bowing and exiting the room before you. Since you had nothing else to talk to the Chief, you too made yourself scarce.

With an hour or so left, you walked to a nearby bookstore to get some books that'll prepare you for the coming program. Who knows if its Yuuki or some other bundle of trouble that'll be sent here from whatever facility they're kept in. For now you focused on getting a book that would prepare you mentally for the task at hand. After half an hour browsing through the many rows of books present in the store, you picked out 2 books involving children psychology. One is a simple guidance book and another more resembling a thick university textbook. Both costs a bit of cash, but its good to always be prepared.

A heavy drinker for as long as you've remembered being around him, he can drink down everybody in the police department without breaking a sweat. You slowly turned around, looking over the bench you're sitting on. On the other side, two woman are present and one of them is standing with one of her legs on the table, singing a manly song from the 80-s in a drunken stupor. Yeah, that's definitely Ms. Izumi. Unfortunately for you, your eyes met with hers, and almost instantaneously she sobered up, fixing her outfit and sitting properly. Of course, you closed your eyes and gave a knowing smile, turning back to your meal and pretending that you didn't see anything.

Of course, this whole incident will not solve itself that easily. What you can only perceive as Ms. Izumi's arms wrapped around you above your shoulders, her hair dangling above your head. When you look up, you can only describe Ms. Izumi's facial expression as that of emotionless malice.

"Ichijou.... Sakurai. For this sin you must die!"

With great speed she switched over her posture to that of a chokehold on your neck. She boasts quite the unnatural strength for a woman that looks like she spend most of her time within an office. You can feel your soul leaving the body....

"Oi, you bitch! Let him go!"

Takahashi jumped into action, trying to rangle her arms off your neck.

"Akiyama-san stop!", her female companion said as she tried to pull her away.

You wake up on your apartment's sofa. Your neck hurts like a bitch and your memory of last night is blurry at best. So, let's recall what happened.

All of the restaurant's patron are now focused on a comical spectacle happening nearby. A woman choking another man as two others try to separate them.

Despite the severity of the situation, none of the people present there are willing to help, not wanting to be dragged into it. The restaurant staffs did try to extinguish the situation, but Izumi's grip will not loosen. This is of course bad for you as humans require air to live and her chokehold is making both rather hard to do.

"Forgive me, Akiyama-san."

Izumi's meek companion pulled out a small cylindrical object which she would later point towards the drunken Akiyama. Something was sprayed at her face, causing her to shriek as she let go of your neck to cover her eyes. This allows the restaurant staffs to grab the horrible drunkard and toss her out.

"This isn't the end, Ichijou Sakurai! I'll chase you to the end of the world!!!"

Now that the little brawl had ended, the captive audiences returned to their meal. Tonight's incident will surely be posted somewhere on social network and video sharing services. Izumi's partner goes to both you and Takahashi to apologize.

"I'm sorry for my friend's... rudeness. Please don't hold a grudge over this!"

She skittered off out of the restaurant, no doubt banned from visiting it ever again alongside Izumi. Takahashi turned his attention to you after that.

"Well that was something ain't it, buddy?"

You couldn't answer him as you've already fainted. Izumi's assault had rendered you unconscious and there your memory stops for the night.

Takahashi left a note for you on the coffee table. It says that he drove you home and carried you up to your apartment, leaving you on the sofa. That's why you wake up in your house instead of on the roadside. At the very least you did not lose your life last night. Looking at the clock, there is only half an hour before your shift begins! Not bothering to clean yourself up, you grabbed your bag and rushed to catch the next train.

[Now, I'm open to writing a side story where you will change perspective to another character for a while and play in an event in their life. You can choose which one of the 4 I've given in the choices or just stay as Sakurai for now.]

Clouds of smoke escapes Takahashi's mouth as he inhales the final puff off his cigarette. Spitting on the remains and extinguishing it, he tosses the butt into the item compartment of his car. He is now waiting for someone outside of a 5 star hotel alone in his car. Why is he here? What or who is he waiting for? These question will be answered soon enough.

After helping his friend return home that night, Takahashi remembered in the middle of the trip home that Sakurai was carrying a plastic bag with books in it when he arrived at the restaurant. Of ocurse, he didn't bring it along when carrying Sakurai. He contemplated for a while whether to spend nearly half an hour returning back to the restaurant and acquiring the books or to just forget it. With a heavy sigh, he chose the former.

Luckily, the staffs of the restaurant kept it safe before any patrons were to take it. Thanking them, Takahashi quickly reached for the warmth of his car and away from the biting cold of the night. Putting aside the damned books, Takahashi saw something... incriminating.

He very much recognize the man walking past his car. He reports to the fat tub of lard nearly everyday! It is Machirou Munakata, commissioner of the XX prefecture police station and one of the most corrupt son of a bitch Takahashi ever knew. Of course, he alone would not catch the attention of the inspector. A girl in high school uniform is with the commissioner, and they are so boldly locking arms in public! Not able to get a proper angle to record this moment (for "insurance" of course), Takahashi slowly tailed the couple on his car, careful not to be discovered.

Of course, there is another oddity in the mix. Two other girls, now in middle-school uniform, are also tailing the couple. They're not very subtle about it as the people around them are very much aware of their actions. When Commissioner Munakata arrives at what seems to be his car and drove off with the girl in tow, their stalkers are very much frustrated, probably due to lacking any mode of transportation to give chase.

Within the frustrated duo, one of them frantically looked out for a cab to catch while the other's busy fiddling with her phone.

"Tough luck kiddo. From here on out, this is where the professionals work!"

Takahashi's car sped through the night, tailing Commissioner Munakata and the mysterious girl. Whatever dirt he can dig out of him tonight will prove useful in smoothing out anything he attempts to do within the bounds of law next time, and by god this has been the problem for years with him and especially his close friend Sakurai. For a moment he wondered if all the lives ruined because he closed his eyes are worth it, and if he should've just followed the same path as Sakurai. No. For every one life he failed to protect he had save another 10. It is a necessary evil for the greater good.

Commissioner Munakata's car was parked near a boutique, his young companion seems like she'd just launch herself into the store. At least the relationship is not one sided. Like a fool, Munakata was stringed along like a puppy by the admittedly beautiful high school girl into the boutique. Takahashi knew Munakata as quite the snark and narcissistic person, so him being subordinate to a woman younger than him seems..... odd.

Looks like the inspector needs to go on foot now if he wants more evidence. He then....

Figuring that a lone man entering a boutique of all places would've been suspicious, Takahashi settled for taking photos through the store's window.

When the duo entered the boutique, you can see from the outside that a worker is stopping them. Maybe it is because it's already closing time as its already nearing midnight. The girl isn't backing out of this however, and Munakata was visibly coerced into helping her have her way. A man that looks like a manager came out from deeper within the boutique to see what's going on. Shockingly, the girl simply walked to the manager and opened her mouth. She is not speaking but more of... exhaling air? Whatever that is that she just did, the manager's attitude made a complete 180 degrees turn. He barked the workers to accommodate the high school girl and suitably she took her time to pick a expensive looking dress.

Though the workers are not looking too happy about this, they could not go againts the words of their boss and reluctantly took an unpaid overtime. When she's finally satisfied, the girl and Munakata took to the counter for payment. The commissioner's eyes widen upon seeing the price of the items his companion had bought. The girl did not flinch at Munakata's panic upon seeing the numbers, but instead puts her finger into Munakata's mouth. The commissioner responded with.... suckling the finger?! What the hell? She pulls out her finger from Munakata's lips, cleaning it with a wet tissue. The old man in turn is on some kind of trance, surrendering his credit card without any protest.

The picture's not as good as he wants it to be, but clear enough to discredit any denial of forgery. Takahashi stood close by the boutique as Munakata and the mysterious girl walked out of the store, eavesdropping. He heard bits and pieces involving spending the night at a well-known 5 star hotel, and there is only one such place nearby. The inspector rushed to his car to get to the place first before them.

As he entered the car and closing the driver's door, a hand blocks it. Looking at who's doing it, Takahashi saw a hooded man. The only thing that can be described of his face is young, but with little trace of youth left. He looks lanky, but is able to hold the door open despite Takahashi trying his best to close it.

"Listen, I need your help man. You're tailing that girl and the old man right? The girl is not normal, and I need your help to stop her!"

"Who the hell are you? I'm a cop! I'll arrest you're insisting on wasting my time!"

"No! I can help you! That girl.. she's a mahou shoujo! You know what those are right? Please! Let me follow you!"

I figured the facility was under a different department than SWEAR. Ice queen acts like she outranks SWEAR itself. SWEAR having access to their location also seems like a bad idea since we're chock full of people that get motivation for revenge in the name of our fallen brothers every other day.
Depending on how much of a bigshot this chief is (At least big enough that a public scandal about him and JK girls wouldn't result in everyone going "Who?") he or his drinking buddies might have enough hands dipped into that secret pie.

The young man nods, opening the passenger seat's door as Takahashi unlocks it. Wasting no time after that, Takahashi's car sped through the night taking the fastest route to the hotel as possible. After a few minutes of silence, the hooded man spoke up.

"Natsumi."

"What?"

"My name is Natsumi."

Takahashi pauses for a while before responding.

"Shun Takahashi. Inspector in the XX Metropolitan Police Department. How did you know she's a mahou shoujo? Why didn't you report her to SWEAR or something?"

"Her powers... you've seen it haven't you? It's not something you would notice without close observation. I don't know if I should tell this to you Inspector but I'm not exactly on good terms with the law either."

"That's all the more reason for me not to trust you. For all I know, you might be in on this alongside her."

"N-no! I would never-"

"Hah! Chill, kiddo. I would've arrested you on the spot if I'd knew you will try something funny on me. Truth be told, you being here might prove useful for my investigation. Just follow my lead alright?"

They arrived at the hotel approximately 5 minutes earlier than the commissioner and the mahou shoujo. Takahashi knew he would not be able to tail close, so he trusted Natsumi to follow them. The young man was given a walky talky to communicate with.

"Mr. Takahashi. It seems they are going to their hotel room now. I caught the number of their room. It is room 203 and they seems to be heading to floor 6. I'm in the lobby currently and I'll take the next ele-"

Communication was cut off suddenly from the other side. Was he attacked or something? Takahashi reopened his item compartment and rummaged through the sea of cigarette butts. He pulled out a pistol and hid it inside his jacket. Stepping inside the lobby of the hotel, he must decide what's his next move is.

The inspector's eyes wildly scans the lobby. This is Natsumi's last location before communication was cut. Forget about digging the commissioner's dirt, he wouldn't even be able to sleep if something happened to the kid. Sprinting from corner to corner, Takahashi fails to find any trace of Natsumi. Then, his eyes caught the boy's figure, limping out of a hallway leading to the hotel's bathroom. He immediately goes for Natsumi, noticing splotches of crimson on Natsumi's hoodie.

"Damn it! You're bleeding! How bad is it?"

"N-No! Just a sprain at worst. The hotel staffs, they attacked me out of nowhere. Pulled me to the toilet and started roughing me up. I.... retaliated."

"Does that mean the girl knew we're tailing her?"

"I don't know. Didn't have time to interrogate them."

Stopping for a while to think of his next move, Takahashi decided to pursue the mahou shoujo anyway. Not like they have enough proof to call SWEAR on her. Plus, she'll definitely run on the first sign of things going awry.

The duo is now on floor 6. The room they're looking for is just across the hallway. They need to approach it silently from here on out so he'll have to relay his tactics to Natsumi now; What kind of approach will the inspector use?

Yeah. This seems a bit above our abilities to deal with and now we've gotten a temporary partner that's mostly a liability since he hasn't told us anything about what we're dealing with, is covered in blood, possibly compromised, is known by the target, and has a weird smell.Our boss is also probably going to recognize us.

Clearly we need to just slap a bug in the room somehow and stay away as far from killing range as possible. The problem is that neither of us getting to within mind control range is a good idea.
Maybe bug a vase or something similar then trick the staff into bringing it into the room?
