Congratulations! You(the players) are now a planetary governor! Show competence and loyalty to the Emperor and you may go far, even in the grim darkness of the forty first millennium....
Nestled in a distant corner of the Imperium on the southeast edge of the Segmentum Ultima lies Galantis IV. Sitting at the edge of the Imperiums borders, and surrounded mostly by frontier worlds and wilderness space. You are far from major Imperial authorities and may exercise more independence than otherwise. The endless needs of the Jericho Crusade, the defense of Cadia and myriad other conflicts have stripped the regions defences to a bare minimum, leaving little support to send you, if your world comes into trouble.
Galantis IV is a moderately sized civilized world, recovering after being ravaged in a series of Pirate raids. It will take time to repair the damage done and make the traumatized citizens to feel safe again. The central mountain range divides the main continent, into two halves. With the western region being drier, featuring desert and plainslands, the east features rivers and forests and houses most of the planets population in several large urban centers. Known for its ceramite mines, it has special production facilities that can use some of their mining yields to make carapace armor for the forces of Segmentum Ultima.

Abandon all hope, ye who enter. Civ quests require you to run them a lot more often and more consistently to maintain any momentum. This is still true if your quest is a hybrid of civ quest and normal quest, and for some reason the QMs that run 40k civ quests never give enough of a fuck. They peter out and die, usually fairly quickly. And I'm talking about quests with the exact same name used for this quest. Over. And over. A new one always shows up, and it always goes nowhere.

After a decades long campaign in the sector, you finally decisively defeated the uprising on Borean Prime with your own regiment spearheading the assault into the enemy lines, and your own men capturing the enemy leader, allowing you to hand over the Rebel Governor to the waiting Inquisition agents....

In recognition of your loyal service to the Imperium, you have been granted the Governorship of Galantis IV....

What regiment did you command during the campaign? They will form the core of your new PDF and support base on the planet

A. The 981st Elysian Drop trooper regiment, skilled in lightning attacks with light infantry and air support, you also have a large inventory of Tauros vehicles. Gets a minor bonus in open areas and fighting in covered terrain, ie urban, underground, and heavy jungles and forests.

B. The 352nd Mechanized Regiment, originally out of Armaggedon. They are well equipped for mobile warfare with chimeras and leman russ tanks. They even have a squadron of Baneblades... Gets a major bonus fighting in open areas

C. The 458th Vostroyan Infantry regiment, a large light infantry force, skilled in urban assaults and effective in cold climates. Their iron will, dicipline and heavy weapons help make up for their minimal vehicle support, consisting of a handful of leman russ tanks. Gets a major bonus fighting in covered terrain.

You, Lorenzo Von Hapsenzollern look upon Galantis IV from orbit in the transports that bring your beloved 352nd Mechanized Regiment, along with their families and shipload of volunteer settlers from around the sector. You also were given a number of other troops involved in the campaign, as they were given the right of settlement on your world as well, and they have also been folded into your PDF, in the form of several companies of Cadian infantry, 4 batteries of Krieger artillery and a company of elite Karskin troops seconded to you during the campaign as your bodyguard company....

Veterans of many battles, your men were relieved and deeply honored to receive the right of settlement, as it is a rare award, and spared them from fighting attritional campaigns to the point where their units are folded into others or annihilated entirely....

You eagerly look out over the peaceful beauty of the planet as your men begin to disembark for the surface...

The world itself is of relatively high value to the Imperium as a potential military staging point and manufacturing site. Part of your task is to rebuild and fortify Galantis IV and make it productive enough to being tithing again in short order.

The major urban centers were ravaged in the brief but savage fighting during the raid, with much of the urban population killed or enslaved, including the previous governor and his family. With the old palace only somewhat intact, we have some options of where we want to set up our new base of operations

A. The old palace, it is suitably grandiose and can be upgraded and fortified to protect us in the future. It is located on an estate outside the capital city

B. The Military fort, also near the capital, is relatively intact, and is well fortified against both ground assaults and orbital strikes, it however lacks the amenities and luxuries available in most governor's residences

C. Expand the bunker system, buried in the mountain range, the existing bunkers harbored a large number of people and were completely missed by the Pirates, not very comfortable but very safe and defensible, in the event of a raid or a full scale invasion.

The survivors are lower level bureaucrats and middle management as the wealthiest districts of the planet were sacked by the pirates, the residents either killed or carried away screaming as slaves... The main urban areas took severe damage in the raids and many homes and businesses were destroyed, however the rural areas are intact.

One thing you noticed upon landing here is the lack of sensors or any kind of early warning system, you would set up outposts all over the planet with powerful augury stations, scanning orbit and the skies for intruders

During the raid, the pirates bombed the ceramite mines and looted the storehouses around them, stealing the recent yields

In the meantime you have been petitioned, particularly hard by the wealthier urban citizens, to focus on assisting on reconstrution of homes for them, as many of them are still living in the city ruins or on the streets....

Sound good, the lower classes will probably like us more.

But some of the remaining elite will probably start hating us ..... is not a major problem but they could help in fixing the world.

Then again after building the mines we could go for B&C, that will give a lot of work to them (too wealthier urban citizens, large landholders and industrialists).

Or we can just make new nobles from our army and wipeout the remains of the old nobility.

You contact Hermann Stahl, formerly a colonel in the 352nd, as he was previously your right hand man in the regiment and now serves as your prime minister, dealing with the day to day governance of the planet.

After traveling around the planet and surveying the damage, he has identified several key road segments and bridges to be repaired which will improve planetary trade and make it easier to move our troops around.

It will cost 40,000 to fully implement the plan and improve your standing with the population

You are asleep in your quarters when you are alerted by your guards that the sensors on the Fort briefly picked up 3 contacts in high orbit, likely a flotilla of some sort.....

You make your way to the command center, when one of your men informs you that they just received a tight-beam communication from orbit.....

You decide to reject the gift, and politely ask the Xenos to leave, while sending a message to your men to go on a state of high alert.....

The Xeno seems to be displeased for a moment, their facial expression changing for just a snap second before responding

"Of course My Lord Governor, it would be rude for you to take a gift from someone you barely know...."

"The Tau Empire stands ready to trade with you for your valuable ceramite ore and is willing to pay you generously for it"

"I will leave you with this communication device, that will let you contact any Tau ship from several systems away, if you decide to change your mind about the Tau and the Greater Good"

With that, the Xenos turn around and board their ship.....

You return to your quarters to draw up plans for additional defenses, and are able to get a few days of peace and focus when you are alerted again....

You are forced to run to the command center. When you arrive your men stand up to salute you....

"Bloody hell, what is it this time? The Xenos again?"

You have your men give the Rogue Trader the coordinates, again outside your fort, in range of the weapons there, for your security.

Once again you don your finest uniform and move out to meet the Rogue Trader who has landed in his Arvus lighter in a clearing outside the fort, with a small retinue of guards

"Greetings Lord Governor, I am Ferdinand Del Kruptman, I heard that this world had been given a new Governor and came to meet you about establishing a business relationship, you being on the edge of Imperial space and all"

"I would love to buy some of your ceramite yields from you, and perhaps other things of interest as well"

He goes on to offer you 10,000 thrones per shipment of ceramite, which he will pick up every month.....

This represents about half of our production yield, which we can use the other half for our own production or sell/trade it to the other interested parties. We can also do things to improve our yields like utilizing advanced mining equipment, and setting up more mines.

He also expressed an interest in establishing an outpost on your planet. He is willing to pay 50,000 thrones up front cash for the rights for 10 years.

The Rogue Trader can offer many things most Imperials cannot, such as rare items, including Xenotech and Archeotech, if you have the cash.

He can also offer specialist contacts, for mercenaries, admech personnel, navigators and other special groups.

Finally he can offer you star maps and information about the local star system as well as the surrounding space, but beware trusting Rogue Traders too much, as they are unlikely to tell you about any interesting finds that they would rather keep for themselves.....

There are several mercenary companies available, which are effectively small private armies, complete armies with equipment and supplies....

A. A Harakoni airborne mercenary company, now normally works with Rogue Traders and Admech explorators, dealing with xenos and renegade human settlements, and assisting in reclamation of artifacts
B. Mechanized mercenaries from Hochwald, recently severed from Imperial service and looking for work
C. Veteran Mordian infantry, who war is the only job and life they know, far from home, looking for a new campaign

Items
D. Power armor, designed for human use
E. A small shipment of plasma guns
F. A small shipment of melta guns
G. A small shipment of hurricane bolters
H. A small shipment of human sized bolters
>>
>>2979200

Intriguing. What is the Hochwald company's asking price, and how much do the power armor and mini-bolters cost?
>>
>>2979207
50,000 thrones for the Hochwald mercenaries, they come with a regiment worth of mechanized troops in leman russ and chimeras, with a few rare variant vehicles mixed in, including punisher leman russ tanks, and a few banewolfs, devil dogs and hellhound light vehicles

Its 10,000 for 100 bolter rifles and 10,000 for a set of 5 human made power armors, enough to equip you and a few key members of your staff
>>
>>2979200
What about the plasma guns and melta shipment ?
>>
>>2979227

That's not a bad deal for the mercenaries. Is it a one time purchase or a constant payment? I'm neutral on the mini-bolters, but I think we should buy the power armor.
>>

>>
>>2979232

>>2979247
Yes they have a small airfleet, carapace armor, and a large number of rare, special weapons but cost 100,000 thrones for a 5 year contract

(Or just one, if everyone agree )

Is there any chance we could start a SP chapter on our planet or one of our moon's? Give them free rein (which basically amounts to them crusading and occasionally picking some soldiers) whilst leaving us to run the planet.
This gives us a few benefits:
- basically a free military and bulwark
- prestige amongst other worlds (useful for marrying up)
However, negatives as well
-they typically use a world as a fiefdom
-definitely no heretek or meeting with other aliens

we need more power/influence (or just interest) for a chapter to move here and drop a fortress monastery.

(only a new chapter could be interested, and that depends on too many things. Plus Astartes are useful for some things but i would prefer to at least control our planet. If we manage to fix GalantisIV and then take our solar system we could maybe give them a moon. If someone is interested, however it is unlikely and it is preferable to do it when you have much more power. Or to not do it at all since Astartes prefer to fully control the planets were they have something. For me is a no, this is our soil.)
oh and informations. we barely have them.

no. the small rebel fleet was destroyed ... and we (Lorenzo Von Hapsenzollern) don t have a fleet, a space station or a spaceport.

that or have a lot of manufactorums.
right now we don t have a local star map, we don t even know our surroundings .

Galantis has been settled around 400 years.
Currently our PDF consists of an active duty mechanized regiment, the Mordian mercenary regiment, and a half dozen local conscripts from the planet. We also have a reserve of several more conscripted regiments we can call up if neccessary and a veteran regiment made up of recently retired troops....

The Krieger contingent is relatively small, less than 200 men, who operated artillery pieces. They currently help man the defences of Fort Tarsis.

The Cadian contingent was also around 400 men, and most of them retired and entered into our reservist service

We have no spaceworthy ships to speak of besides your personal shuttle, which is not designed for anything more than short range trips and is incapable of warp travel.....

Galantis IV needs burger-tier roads if we're going to mount any kind of resistance to the Tau.
>>
>>2982088

since i don t want to wait, i will change to the roads because for us are important.

But the manufactorums, expanding the PDF and expand the defensive outpost system are more than critical for us.
also on a minor note a secret police is needed (for avoid xenos&heretics to establish forward base or give us major problems)
>>
>>2982112

I agree completely, I only feel being able to transport supplies is marginally more urgent than being able to manufacture them to begin with. After the roads are laid, we'll ramp up our Manufactorums and get a bootleg !Not!Gestapo up and running. I feel a Tau-sparked rebellion is likelier than a Chaos uprising, but this is 40k and it only takes a single Nurgling to doom a Hive.
>>

I'm convinced this is the most pressing. I feel less like this is "Planetary Governor Quest" and more like Planetary Council Quest because we're all debating, weighing, and arguing before coming to a majority rule decision while pretending this guy (The Governor) is the real ruler. For public morale purposes.
>>
>>2982125
Also for help us in the movement of our tanks.

we could understand when we know who our neighbors are.

The Tau usually prefer to approach the higher ups, and then the lower classes.

Since they have fail with us, they will try with our population (i doubt they can do it, since the raiders before the rebellion were probably dark eldars and the usual hate on the xeno).

Or just keep trying with us.

The perverse Xenos cannot be allowed to sway the people of Galantis IV to their twisted ideology. Necessity is a cruel mistress, and we may trade resources as necessary, but we must never allow cultural concessions, and we must stamp out the taint of the alien wherever it can be found.
>>
>>2982154
For sure. It would be better to be auto-sufficent, if we manage to do that.

we can "hope" (not really) that the number of enemys in this sub-sector is great enough that a military tau expansion, would be seen as an act of aggression by many other partys interested in our strategic location.

You decide to expand the road system, this will increase surface trade by increasing the number of lanes in major highway segments between the planets larger cities and towns, while building roads out to the smaller towns and villages. It will also increase the speed which we can deploy troops on the planet...

This will cost 20,000 thrones to implement

It is just another day of paperwork, and you are starting to drag as the afternoon wears on, while you have a servo skull and a secretary there seems to be an endless number of documents that require your signature, and you have to try to read each one carefully, just in case you accidently sign something important....

You are suddenly snapped to attention by alarms blaring all across Fort Tarsis...

You quickly call in your assistant, who helps you put on your armor, and buckle on your holster and sheath for your bolt pistol and powersword before briskly making your way through the tunnels under the Fortress to the command center......
>>
Rolled 45 (1d100)

The staff in the command center salute you as your enter, old habits from the Guard die hard.....

Your attention quickly shifts the Augury sensor officer.....

"Sir, we have detected a flotilla of 3 ships in orbit, we also have detected what appears to be aircraft deploying to the surface, over a dozen of them"

"Is is those damned Tau again?"

"No sir, these ships have a different profile than the Tau ships from earlier, they seem to be of Imperial origin...."

You order all forces readied, and the reservists mobilized, as everyone waits for more details from the Augury officer....

The ship profiles match a soulcage-class Chaos slave ship and 2 idolator-class escorts....

Fortunately they lack planetary bombardment capability, but they likely see Galantis as an easy target for slaves and loot..... They will soon learn otherwise....

The enemy aircraft split up into several groups with a group making their way to the capital city while others make their way to other major towns and cities....

Several enemy aircraft come into range of our anti-air defenses....
>>
>>2982253
The anti-aircraft has some effect but your men's inexperience operating their weapons clearly shows, as only 3 enemy aircraft are shot down....

the soulcage-class Chaos slave ship as probably a lot of troops. Not many weapons.

Hull: Transport
Class: Soulcage-class Chaos Transport
Dimensions: Approximately 2 kilometres long, .5 kilometres abeam
Mass: Approximately 10 megatonnes
Crew: Approximately 30,000 crew plus hundreds of thousands of slaves
Acceleration: 3 gravities maximum sustainable acceleration
the idolators have some weapons and are smaller.

Dimensions: Approximately 1.5 kilometres long, 0.5 kilometres abeam at the fins.
Mass: Approximately 5.7 megatonnes.
Crew: Approximately 15,000 crew.
Acceleration: 7.6 gravities maximum acceleration.
This trio will probably remain in orbit.

---------------

the shuttles don t have lot of troops.

the problem is the devourer dropship, they can put on the ground a good amount of troops and even vehicles.

a marauder bomber can go both in void and air combat, and unload a good amount of bombs.

So

You quickly order your mechanized forces and all other forces to gather and converge on the location of the enemy landing point....

The enemy troops are quick to land and get organized, already digging into to defensive positions....

It looks like they are light on combat vehicles with a handful of Leman russ tanks and a large number of trucks, likely not expecting much of a fight, as they seem to lack much in the way of heavy weapons...

A tactical plan is quickly drawn up, with the Baneblade squadron pushing against a selected point in the enemy line, backed by the mordian infantry, while mechanized troops wait in reserve to exploit a breakthrough, their role to enter the ring and force the enemy the enemy fight attacks from both sides once a breakthrough is made. The rest of your infantry force will launch a general offensive all along the enemy defense line, providing a distraction for the mechanized troops who will be doing most of the heavy lifting.....

The attack is a total success, with the enemy troops breaking and panicking at the sight of the oncoming Baneblades, who, with assistance from your mechanized forces proceed to slaughter the enemy in massive numbers....

Your mobile forces are also able to capture the enemy aircraft, all still parked on the ground as well as a large number of enemy troops....

They are able to corrall over 2000 heretic troops into a small area, they are still armed, but seem aimless and leaderless....

Some of them approach your men, foolishly and vainly pleading for mercy, saying they were forced to join the heretic pirates, but most bear symbols on their flesh that speak otherwise....

Even veterans generally dislike wholesale slaughter, but the few unfortunate gun crews selected follow their orders, riding trucks to where the heretics are being held....

They begin to set up their weapons, heavy bolters, and autocannons around the guarded group of heretic prisoners...

the heretics scream and yell obscenities at your men as they slowly realize what is about to happen.....

Its all over in less than 30 seconds, as the bark of heavy bolter fire and staccato of autocannon fire ring across the open plains....

>>2983217

I want to know which type of traitorous scum these profligate deviants were, I'm confident in our capacity to handle a rampant Khornate horde or Slaaneshi secret society, but a sufficiently competent Nurglite cult sowing sickness or a Tzeentchian cabal undoing our infrastructure from the inside-out would be the end of our Governorship.

Every one of the Ruinous Powers keeps slaves, to serve them is to condemn your soul to everlasting chains! The more pragmatic among their blasphemous ilk retain prisoners to labor in the Materium as well, those wretched men, women, and children who've stayed faithful to the God Emperor in spite of their corruption, but after all they've witnessed and been forced to endure, it is our holiest duty to give them death's peace.
>>

You contact the local Ecclesiarchy to send over some priests to purify the ground and the captured aircraft of chaos taints....

Meanwhile your men celebrate this great victory over the pirate raiders, whos fleet quickly departed the system after the destruction of their ground forces....

It has greatly boosted morale of your troops as well as the confidence of the population in your ability to protect them, as they have been victimized by many such raids in recent decades......

The next few weeks are relatively quiet until you get word that the Rogue Trader fleet has entered the system, and have begun delivering the last of the equipment we bought from them as well as establishing their outpost, near one of our towns, Sheradon.

A quick flyover and reports from the local townsfolk are that the Rogue Trader has built a small fortified outpost, complete with some large barracks, an armory, a dining hall and some large storehouses...

While the current policy is still to have the Rogue Traders mercenaries and other staff keep to themselves, you have been petitioned by the town leaders of Sheradon to allow the Rogue Trader's men to come visit their town for food drink and whores, as many of the local business leaders desire to bring in new customers, loaded with coin.....

it s time for create "some" relationships. (now it would be better to do it slowly, we are already a startegic position if we raise too much interest still at this stage we are gonna have great problems)

But don t use all the thrones, remember that we probably need to repair and give fuel to the spaceships we are gonna buy; especially the cheap ones.
remember that we still need to rebuild the manufactorums, expand some more the defensive outpost system and expand the PDF (that right now is just our old army).
this 3 things are vital for secure and defend the planet (alongside a bigger road network).
now if we manage to acquire a small fleet (decent&cheap) giving to it even the staff, the next step in space would be a space station.
for that we probably need a help from a forgeworld, or we could built it with just our own founds slowly. ( or ask Del Kruptman for some help)
>>
>>2997070
*Strategic
If we manage to get some spaceships (maybe ; 3/5 are ok since we need to add all their costs [buying it, probably repair it, recruit crew&training, fuel, ammunitions for the weapons + upkeep], we will probably need to build at least some space docks (were they can attract and remain there) instead of a space station, since we still have other problems to resolve.

Unless we want the ships to just stay there in orbit (still consuming energy) or come down to the ground .

You summon your astropath to make contact with the local Cardinal World first, Redemption IV was a small feudal world until it was the site of a skirmish between a small local militia and a group of chaos pirates, when it appeared all was lost, a miraculous thing happened, with the militia leader rising from the dead and leading his men to a glorious victory over the raiders, saving the colonists....

After collapsing back into death, Captain Felix Jorgen began being referred to as St. Felix by the local people, leading the Ecclesiarchy to later name him an Imperial Saint and build a large cathedral on the planet....

You are able to send a message requesting a group of priests sent to bring our world closer to the Emperors light. The Ecclesiarchy agrees to send you several priests.....

You are also able to contact the nearest Imperial Navy outpost, the Admiral there seems willing to part with an old Sword-class frigate, being retired from the Sector Reserve fleet....

They ask 100,000 thrones for the ship, which comes with a crew and a navigator....

You decide to opt to open a production line making Chimera Armored transports, the workhorse armored vehicle of the Imperial Guard....

While not equipped with the most powerful weapons or the heaviest armor, the Chimera serves well as a battlefield taxi, getting troops directly into the action, while protecting them from small arms fire and artillery shrapnel. It also allows your troops to move quickly across large spaces for strategic redeployments....

They can be optionally equipped with either multilasers or autocannons....

You also get word that the priests from the Ecclesiarchy have finally arrived and have set up in a series of buildings in the Capital City to begin preaching to the masses, as there was virtually no Ecclesiarchial presence aside from a few small temples and shrines, mostly in the countryside....

They are led by Arch-Deacon Vaz Grimatus, a dour faced man, who has recently landed and is demanding a one-on-one meeting with you....

"Greetings Lord Governor, I have inspected this world, and found it's faith lacking, especially considering there are nearly 100 million souls residing here..."

"The places of worship, are an embarassment to the God Emperor and the lack of dues payed to the Holy Church of Terra are borderline heretical...."
