You decide to make some conversation, to pass the time at the very least. “Seems like a lot of effort to preserve some paneling,” you say as you begin working on a piece.

“Yeah,” the guy next to you nods. He is young, around your age, with side-shields attached to his eyeglasses. “You know how these firms are, they’ll run you ragged to save a few bucks.” He grunts, shoving a pry bar between two panels. “Never seen you before. New?”

You nod. “Just started today.” Without pausing, you pry the panel loose and get it away from the wall. “Just put this over there, right?” You nod to a stack of the wall panels in the middle of the room.

“Yeah,” the guy affirms. When you return and begin prying at the next panel, your conversation resumes. “Name’s Clay.” He wipes the back of his neck with a bandanna. “Been here for a little over a week.”

“I’m Allen.” You adjust your tool belt. “How long has this company been doing work here?”

Clay shrugs. “If I had to say, I’d guess maybe a month. Maybe more.” He gets his piece of panel free and moves it over to the pile. “From what I hear, they got a government grant to refurbish buildings like these. It’s profitable business apparently. Lots of people moving here from abroad, mostly Imperials from the looks of it.”

It's probably not weird. No one lobbied a senator to refurbish everything to help their refurbishing company. No imperials is installing bugs in all the buildings. No one's making you did holes in all the buildings until you find the hidden treasure.
