Order them to scout out the district and scavenge for materials. Like say looting a junkyard or something. If we can only choose one order them to scavenge.

We keep underestimating the usefulness of goons. We even had the option to upgrade them into being able to gang up up on really strong enemies and win. Damn shame we never took it...

Let the generals do their own thing if we keep micromanaging them they are gonna get irritated with us eventually. Not to mention they might have some great ideas they wanna work on their own.

Most of the Companion quest are either costly (Touma) or need more planning (Youmo) but some are direct. Other opportunities usually best take in weekends where you will have more time. If you want to take the UA opportunity, you will need to make an appointment first by either call them or call Deku.

So:

Planning and dont micromanage is locked but still unsure about about Ito VS Training and Loyalty vs Scavenge+ scouting. Also if you guys want to train goons for tactics, you have to get Touma or Youmo to personally whipped them to shape.

Touma is still busy with his research so it is up to Youmo. Jo and Yumi are not the fighting type and Yukko is more into brawling than tactics.
