On the last episode of Planetary Governor Quest

The situation looks...bleak. Genestealers, purestrains and hybrids are piled high in pyres that fill the air with a cloying smoke. The Arbites don’t fare much better though. Few are the Arbites without injury, the wounded placing their dead into body bags and piling them up in a corner while the severely injured wait for treatment from an overworked medicae using a wrecked Rhino transport as a field clinic. Arbites, Judicators, and various gangers sporting an array of tattoos and guns that have seen better days set up gun emplacements and traps along the alleyways.

Your vox-pick ups hear the chatter of the gangers near the elevator “See what you do is take a can of that Mechanicus treated ‘nid meat, fry it up, put it in the batter of your flour ration, and bake it for an hour, and that’s how ya get a Ripper ‘scuit” explains a man that looks like a stunted orc, with jutting metal teeth replacing his originals, red ocular implants for eyes, and an arm replaced with a heavy rotating autocannon, belt and power fed to the weapon via two separate hoses snaking to a boxy looking package strapped to his back. He notices your band, and somehow manages to whistle for the Arbites leader, at least you assume is the leader, to come forward. A tall man, resplendent in gilded carapace that has seen better days strides towards you, flanked by two officers that look fresh from the academy, holding their shotguns like they were lifebuoys, the haunted looks on their faces telling you those weapons may be the only reason they are still alive.

“Who authorized the use of the Elevator? Low-Canton is under quarantine until the genestealer infestation is contained!”

“With respect to your position” The company lieutenant says glancing at the man’s badge “Arbitrator Krenshaw, but we’re here as a relief force. Order of the governor.”

“This quarantine was established by High Marshall Krent. The law is the law.” Krenshaw replies flatly.

“I don’t think your quarantine is going to last another assault. It’d be better if we reinforced it.”

Krenshaw turns to his men and dismisses them with a nod. He makes a slight gesture and the gangers with their guns aimed at you lower them, walking off. He walks towards your servo-skull, sighing. “We are at the breaking point. The heretics know these roads better than us, and can travel through the sewer pipes just as fast. They’ve been hitting every weakpoint in our line and sapping us of supplies and manpower. We’ve cleaned out the cells to press the gangers into service and cleared the evidence locker of every weapon to arm them, but even now we’re barely holding on. I honestly think this has just been probing. Every attack was sudden, without warning, and then they fall back far too quickly.

He turns to the rabble manning the stations around every junction. “What you see is what we have.”

Arbites officers intermixed with gangers from the Powerliches, the Sumpstains, and the Irongut Clan, manning shoddy looking Heavy Stubber nests and lines of stubbers, autoguns, and shotguns hidden behind walls of sandbags, debris, and corpses. Everyone has a gun, few don’t have a bandage, stitch, or some form of hastily patched injury.

As far as you can tell, there are 3 different alleys the genestealers can come from, but that doesn’t even begin to account for the sewers, and Emperor knows how many of those have an exit nearby...

Put grenade/shell traps and razor-wire in the sewers, erecting barricades, posting gun emplacements and teams of skitarii and rust-stalkers in there to create choke points and hard barriers. If we get the chance, we'll push forward and start taking them.

I'm certain those gangers know how to rig a Vietnam-style tripwire trap with an unexploed bolter shell or something similar.

Using tunnels to move around and support each other is a good Guard tactic if we take the sewers later.

Position a mix of mortar and heavy weapons teams in areas where they can manage overwatch and create kill-zones to approaches, preferably in buildings and with advantageous vantage points.

Reinforce the gun line and position the vehicles in areas where they can quickly move to support any potential breaks.

Use the sentinel to do a little scouting and see if we can determine their likely approach angles. Put down more ganger scum rigged traps in those directions, marked clearly so we don't detonate them, and dig in.

I think what we need to do is use hight to our advantage. This seems like a defensive scenario.

Try to move the gun nests to upper floors of buildings; heavy bolters / heavy stubbers. Control the entrances with snare-mines made from frags. Use Arbites and Gangers to fire from window slits. Reenforce them with Lightning Company. Put the mortar teams on the roof.

Sit Angry Ambull inside a bombed building if there are any. Protect it with Skitarii Unit Gamma. For now it'll just act as an emplaced battle cannon, considering it needs repairs. Any repair teams are to stay with them, if any of the Skatarii have the tech use skill they can aid repairs, but only as long as they dont come under attack themselves. Protect them with a gunline from Thunder company. All gunlines make hasty barricades. This is our fire base.

Make a gunline of Bulwark & Dagger w/ their Hellhound. Their job is to counter attack any weaknesses in the lines of the enemy. They are to protect the Hellhound as it advances to wash out buildings with flame. They are to be supported with Combat Servitors with heavier weapons and the Sentinel. Their job is to take out anything that tries to target the Hellhound while it does its job. They are to enact this plan, only once the enemy has reached maximum streangth. They are the spear head.

I question the wizdom of sending one of our strongest infantry units into the tunnels. Its clear that the tunnels are the enemies domain. We should draw them out into our domain with clear lanes of fire.
Also you are sending our strongest ranged infantry into close quarters. The stealers can stay in their tunnels for all i care. Just as long as they leave the elivator alone until the rest of the hive is cleared and we can re-enforce.

So this was just me misreading the QM's post and thinking there were only three sewer tunnels, in which case I had every intention of blocking them up and turning them into killzones.

Since it's three alleys and an unknown number of tunnels I'll amend my plan to trap the tunnels and barricade the alleys to create more killzones.

I'm uncertain that we have clear lines of fire, though we can certainly try it. However, if they're coming from a particular direction (sewers, alleys) and we make it untenable for them to approach from that direction without coming face to face with heavy guns, we can force them to move into the battlefield from a direction of our choice. This would be ideal.

As such, I suggest that we trap anything we can, collapse any tunnels we can't cover easily, and put the Skitarii inside our lines on a high vantage point to enable them to pivot and kill anything that gets past our cordon.

You relay your instructions to Krenshaw, and he in turn starts barking orders to the assembled fighters. Gangers groan as they undo their heavy stubbers and carrying them up to the hastily erected wall made of flakboard strips of air-car metal, affixing the heavy weapons to the parapets while arbites still able to hold a weapon take up firing positions in the upper floors of the surrounding habs.

The PDF and gangers start setting up mines and traps along the roads, and known sewer tunnels, in some cases, the gangers use volatile plasma cells and bolter rounds, rigging them to drop and explode on intruders that break the tripwire emplacements. Those that couldn’t be trapped have their covers welded shut and heavy supplies planted over them as your own soldiers scramble to take positions. PDF and Guard head to roofs and upper floors to create overlapping lanes of fire into the roads below while the Angry Ambull trudges into a corner giving it a perfect view of every possible entrance, the heavy vehicle covered by the Skitarri.
The mortar team could not find a proper roof to set up on that didn’t provide a reliable line of fire so they set up on the elevator behind the barricade, entrenched behind the wreck of a destroyed Tractor and the Dozer-Trac that pushed it there.

Bulwark and Dagger companies set up a line of auto and lasguns along the abandoned barricade, prepared to unleash hell on anything that enters their crosshairs. Behind them sits the hellhound, hoses checked, and flamethrower primed, flanked by Combat servitors hooked directly to your feed via vox implants.

Eagle’s Reach takes up position in a hastily repaired section of the wall, plugging the gap with its size, and prepared to either move forward or retreat.

The only thing I'm troubled by is the vulnerability of the sentinel. I'd kind of prefer if it was less exposed and more able to scout, but I guess this is an urban brawl.

Fire down the alley that trap array B is in.

Someone at the former sites of trap arrays C and D (the men on the buildings) need to get some makeshift trap arrays or just some explosives, unexploded munitions, whatever, and lower them down into the alleys on ropes as a means to restock those trap arrays. Det-cord (from the FFG Only War game, standard guard gear) would be ideal.

Hell, a cable or chain trap strung between the buildings to fuck up transports would be ideal. Have it lying on the ground until the transport's in view, then pull it taut when it nears, too close for it to halt.

If they can string monofilament between the buildings, that'd be grand.

The sounds of fire keep the other fighters in their place, no time to set up new traps. Mutants spill into the southeast alleyway, their numbers diminished, but not decimated by the roof fighters.

The genestealers protecting the truck throw themselves into the trap, the detonation scorching the hybrids to a crisp. The transport powers through, lasfire and autgun slugs pattering off its reinforced hull.

The grenade detonates before the team gets to react. The soldiers, the weapon, and the ammunition explodes outwards, injuring the shooters next to them. The wall guns go silent as the gunners are pinned to avoid the cooking ammo.

The Skitarii cannot see over the barricade and the gunners of Shatter company and cannot fire.

It's better than not tank shocking them. We have a tank that is little more than a rolling promethium tank close to them. If they fuck up the flame tank and it goes up like a bomb the barricade is done, I'd rather they fucked up the Leman Russ or the Skitarii. Plus the tank has a good chunk of HP.

All hell breaks loose as everyone lets loose at their targets. The tank rolls over two of the genestealers as the hissing creatures move away of the monstrous vehicle. attempting to climb tha barricade are well defended by chitin but even that natural armor buckles under the constant fire of the defenders. Arbites, gangers, and PDF cut down the hybrids in the open. The Sentinel takes aim and fires the moment the lascannon has cooled to nominal temperatures, punching a hole in the truck. It's still moving.

The purestrains behind the barricade attempt to swing at the Angry Ambull, their tearing claws biting deep...and taking away superficial pieces of metal.

The truck guns its engines and rams the wall. The vehicle unfortunately is trapped, rear wheels no longer touching the ground as it runs endlessly in the air. More purestrains pour out of the newly glowing hole in the truck's cabin. More of the abominable pure strains erupt from the ground as the manhole flies into the air, the purplish xenos spilling up like a backed up line disgorging toxic sludge.

Hellhound crew to work on righting the tank. Unless the tank can actually fire safely, in which case have it fire at the purestrains in the southern/central portion of the map (red lines).

Skitarii to fire on the remaining purestrains (purple line).

Angry Ambull leman russ to advance to marked position (orange diamond) and fire on purestrains (orange arc).

Mortar team to fire on purestrains in marked position (gold oval). If this is danger-close and the mortar team cannot fire on it, mortar team is to fire on purestrains in southern portion of map.

Sentinel is to move to marked position (green diamond) and fire on purestrains (green line).

Heavy stubber team on top of building to fire on purestrains as marked (blue lines) unless incapable of required reposition (I'd think the gun's on a swivel and they can turn it, if not that's fine I guess), in which case they are to fire on the purestrains in the southern portion of the map.

The genestealer truck isn't doing anything and is in all likelihood stuck so deep in the building that shooting it further risks an explosion which would be dangerous for our troops on the building, and the creation of a pile of rubble from the collapse that the genestealers could climb to get up on the remainder of the building. I don't want to do anything to endanger our remaining stubber nest.

We also need all available fire on the genestealers approaching the elevator, the defense of which is our strategic goal, and the delicate mortar team on said elevator.

The genestealers do not even have a chance to open their mouths in a threatening gesture before they are drowned in the combined fire of the defenders. Shotgun pellets, autogun and stubber slugs reduce them to shreds as lasfire burns holes into their hides.

The Skitarii close the distance with the surviving genestealers, transonic weapons shearing through flesh and chitin as the weapons vibrate molecules apart.

The fleet assistance we're getting from the space marines likely will amount to no more than one strike cruiser.

The building of ships takes years to decades for even the smallest classes, but refits can be faster. However, if we give the segmentum or sector navy a reason to come here, we'll become a port of call for repairs and have a much easier time calling on sector/segmenta resources.

The easiest way to do this is to set up an AdMech temple for the Cult of the Micro-Omnissiah or some other tech-cult that manages micro-forges because they work on very delicate internal control devices for the Imperial Navy. And those need to be calibrated, and hauling ass all the way across the Imperium to do it takes forever.

I suggest we findout some of their concerns, then blow them away with the news of the 7 years to prepare for the hive fleet and how we intend to do it. We need to get everyone on side and cultivate a seige mentality. Remind them that we've won against the nid before and we'll win again. We should keep it a state secret, just with the senatorum until we have ratified a response to be implemented in the hive and sector.

I particularly like the idea of using the sky pirates to capture more tech barbarians for the gladiator pits and pdf training. Including creating celebrity pdf gladiators to face against tyranids captured from the poles and genestealers from the underhive. This is to create a hatred (hartred talent) for the tyranid in the hive, experianced by all levels of the citizens and pdf. This I support though, I would have to say that using the existing infrastructure and such to softly expose people to the nid more and more while training fighters against them at the same time is full on beneficial. It could also be expanded to enticing gangers, underhive scum, and even brazen upperhive youths to going into the pits to fight against captured nids perhaps.

On the whole, we need to exploit all possible manpower. Be it the techno barbarians, gangers, sky pirates or whoever. Bringing in mercenaries through rogue traders, anything and everything. Mobilizing the poor into work brigades, all crime punishable by forced labor.

One of the ways i'd like to do that is by creating a government 'commonality' fund to purchase a few weapon templates of high quality and venerable design, and allowing anyone and any of the noble houses to produce them. This will maximise production, and take it out of the hands of just one group (like Ozman).

The government will simply form a quality control body, that assesses that the products are "Senatorum Official" quality before purchasing them.

The first such template i would like to find is for a Heavy Bolter. As i think that this should be our main heavy weapon, because:
- everything uses heavy bolters, from tanks to chimeras to flyers to guard infantry, sororitas, arbites etc, and we can upgrade them all at once for little cost with a better variant
- heavy bolters can use variable ammo, such as infernos rounds which are inexpensive
- Infernos rounds set targets on fire (reducing movement to a half action), but can also do suppressing fire at the same time (also reducing movement to a half action), this is especially useful as a Hormagount moves 60m in one turn (virtually guaranteeing they'll be in melee on the second turn if not impeded.)

This does not stop us from using other heavy weapons, such as heavy flamers or mortars as the situation dictates, and we could easily add these to the list of the weapon templates we're upgrading in the "Commonality Fund".

I suggest the Solar pattern Heavy Bolter, as this is a fast firing bolter design. The Rogue Trader or Admech should be able to get ahold of it. I suggest it be upgraded to good quality, to make it realiable, and Devotional engravings, to better help the men resist fear effects and fire the heavy bolter.

Just to be clear. Im not saying we should only focus on weapons or ignore things like water and food shortages, but we're on a war footing now so best make use of it. Infact one of my ideas is to use the acid rain to flush out what ever is blocking the hive sewer system. Probably a big nid or nurgle down there, thats about to get a sirprise. I also think we should try to fix the food shortage and use it as an incentive to get people to work for the Administratium, because we cant really function without someone looking after the treasury.
But anyway im waiting for someone to suggest how to fix the food shortage.

I suppose we should table the idea for an organisation to take up the slack left by the Inquisition. Give them a budget and everything. Maybe the Siroritas? Arbites? Maybe this:

We'll need to start making more food because we have a shortfall and regular food riots. Also water tribals. As we improve food, we'll improve industry. We just need to control the food to get people into the right jobs.

Well actually this brings me to another project i wanted to create. But i just didnt want to be a one man show of project ideas.

One of the improvements which i deem most cost effective (your mileage may vary) to the PDF guardsmen, is giving them stimms and steroids to either beef them up physically (high strength) or provide a much more robust (high toughness) constitution, that can take things like pain, bloodloss and infection. This can be done by implanting a gland as a form of bionic augment. A bit like space marines, except it isnt a whole set of organs, its just a gland, making them whats called gland warriors. Given that by luck we are in cooperation with the Admech genitors, this should be an extremely easy modification to make and probably good quality too.

Well, so are humans.

The Sky pirates are good because we can just draft letters of marque to hire them and supercharge our efforts to press all the techno barbarians into service. Also the techno barbarians are sitting on lots of mineral resources that we could use. So its using one stone to kill two birds, three if the sky pirates become integrated into our force structure when the tyranids come. A force of trained pilots is usefull, play up the fact that they once were part of our force that defeated the last invasion. Also the sea pirates are probably heretics, although this is unconfirmed.

I could go for that as well, I rather like the idea of some old school hard boiled detective type. Would also sync well with my idea of founding our own Commissariat/Secret Police force.

So ive been waiting for a long time for governor phase. And in that time i drew what i think the PDF might look like.

As with all 40k drawings this might not be canon and this was probably sketched by a guardsman with no talent without even being noticed by who he was sketching, and may not even reflect reality.

Items of particular note:
- the large flak armoured gladiator belt buckle.
- knee high laced riot boots.
- tox resistant rebreather and overcoat.

I think we should help Pogron first regardless of the issues presented, barring one of them beeing very serious

Mariana and Ozman are going to antagonize each other, so if we help one we lose the other ones vote and are back to a tie

Grant will antagonize Saveur(who is against us) and that should give us some time to deal with his problem before he decides to switch sides.

Witch leaves us with Pogron, who doesn't have anu outstanding issues with the othwr houses and is currently against our proposition. If we help him and bring him into the fold we can gain a vote and possibly not lose any.

The image begins to move, sound crackling as the cogitator activates it vox-cast arrays across the room.

“We have been slaves of the Imperial yoke for too long! Today we claim independence from the Imperium! Today the people of Barundia are free of Nellon! Free of oppression! Free of Imperial tyranny!”

He turns to a distant figure the hololith processes, the hazy shape forming into the form of an Administratum adept. He hangs from a noose tied to the cannon of a Basilisk as angry people beneath light his robes on fire. It stops midway as a cheer erupts from the crowd.

“That was sent to me through one of my men. He was beaten within an inch of his life and chased to Hive Barun. He died shortly after. That was on a Pictcorder attached around his neck.”

“So lord Ozman, what are you saying” you ask already knowing the answer.

“Barundia, the whole continent lordship is in open revolt.”

“Well then it’s clear that I didn’t steal you weapons Ozman” Mariana butts in. “Those rebels did, the ones you never uncovered.” she jabs. Lord Ozman bristles but doesn’t give in.

“My lord, as much as I would prefer to handle this myself” he says through gritted teeth. “I request the aid of my fellow houses in suppressing this rebellion.”

Ive taken a look at the Industrial sector again, and we DO need to kick start that to kick everything else off. Mainly the production of fresh water, which can be used for crops. Then the crops and water can be destributed to those who join our employment. This will be mainly employment in the Administratium to catch up on 4 years of lost taxes. Also the acid neutralisation can be used to save housing and stopping even further degredation of our population. And the acid collected can be used to flush out whatever nurglings are backing up the sewers.

If you read the book "The Dictators Handbook", the first thing you learn is that all governments are dictators to some degree. And an essential part of being a dictator is having an iron grip on two things; the military and the bank that funds the military. A typical problem is when the head banker pays your army to remove you. But beyond that you have little to worry about, even things like hereditary position arnt actually a problem, they are even favoured by the nobles that you have to keep happy. This brings me to the next point; the nobles you have to keep happy need one thing; a budget. And most of all they need to be stopped from finding out which amongst them has the largest budget. If the budget ever gets thin, then you'll be killed and replaced by some other noble that promises to make the budget swell.

So baring all this in mind, im not just in favour of controlling the spies, i want the whole PDF and the house guard and anyone else that knows how to fire a stubgun. But im also casting an eye to the Administratium and its 4 year backlog of taxes. But before we get to those, i think as it stands now we need a spy organisation with as far reaching and roaming authority, and for that we need their consent.

Speaking as someone with an MA in National Security Studies, the purpose of a spy organization is to foresee threats and (occasionally) conduct covert or clandestine interventions. ANYONE can have a spy organization, and I'd expect ALL these houses to anyways, limited only by the resources they devote to it and the tasking of the organization. Getting the support of the other houses only gives the agency AUTHORITY that they wouldn't have had otherwise. The right to examine records, or to search without a warrant (not all spy agencies are entirely clandestine). The fact is with enough resources, the question of authority becomes moot. We'd be able to find out what we wanted to anyway.

And I have no idea why you think we need their consent. We have those 10 million thrones for a REASON. Those give us one of the most flexible forms of power. Use them to make an agency.

Different strokes for different folks. All classic counterinsurgency techniques use both carrot AND stick, but we have a problem. Traditionally, rebellion against the Emperor is both unlawful and heresy - the rebellion is quelled by simple force of arms and the Inquisition given control to weed out the remaining bad eggs. In THIS case, we can't just do that. We have the following constraints:

1) The docks and other areas in rebellion must be functional afterwards, both for defense and the simple continuation of governance.
2) We must have sufficient skilled manpower remaining to man these assets at capacity.
3) We have limited forces. For obvious reasons (time, our continuation as Governor) we don't want to call in the Guard.
4) We dont have the Inquisition, in any meaningful sense.
5) We can't afford to (overtly) negotiate, for fear of setting the precedent that rebellion gets you ANYTHING.

I propose the following strategy:

1) Contain and firewall (no travel) the areas in rebellion, to prevent them from supporting and encouraging each other. A COMPLETE information blackout on the fact these areas have rebelled is necessary to keep them from encouraging each other. We need them thinking, "It's just a few of us against EVERYONE!" This cannot be maintained indefinitely, however, given the interdependence of the different houses.
2) Skillful use of our own propaganda to divide and subvert the rebels. We need to understand their cause and their goals to do this. This needs to happen very quickly.
3) Military action against rebel strong points to deprive them of organization and support. Prioritize communications, security and transport nexuses, in that order. If we control these, we can put our message out, own the fortresses and heavy weapons, and can move our forces at will. The remaining rebels are mostly locked in isolated pockets.
4) Military action against the individual pockets in sequence to purge them of rebels. Concentrations of individuals or fortresses in open rebellion will be crushed with overwhelming force. Surrender or desertion can be passed off as "civil unrest" wherever we can do so plausibly. Behind the scenes (with Stormtroopers, whatever law enforcement or such Inquisition forces as we can find) rebel leaders or officers must be found and dispatched without mercy - we can't afford to leave the seeds of rebellion, and the only time we can offer clemency is when absolute repentence of the rebels is seen. No compromise on this matter can be offered - the Emperor is never wrong. The grunts we might be able to ignore more.

Yes... i suppose maintaining martial law might be necessary given the threat posed by the tyranids. But dont expect the Nobles to be toothless if you start interrupting their affairs. I'd prefer, atleast for a short period, a secret approach. Not because i fear telling the public of the tyranid threat, though the people on this planet seem to have as much courage to exist as a soufflé. But because theres some secret preparations we might want to put in place before we start the preparations proper. Two such examples would be; setting up our own spy agency and possibly contacting the sky pirates, using their services and eventually winning the right to use their weather anomaly to hide things in, like a new inquisitorial fortress.

The two main criticisms i have of your plan are thus:
1.) it would work very well in the US, but not so well in 40k. This is because noble lords already have the power of life and death, so there is no legislature to circumvent. If they tire of you, they will simply become belligerent and less cooperative with the Senatorum, which is basically the same thing as our animal wrangling lasso. This is most obvious with the way you want to quetly do away with these rebels, rather than make a massive example out of them.
2.) The Law of Unintended Consequences. If i were to try and divine the future, one part would be that a certain cell of these rebels goes underground at some stage of the plan, and slowly rots the foundations of our hives. This happens because when not made an example of, how unsuccessful, tiresome ideology and most importantly, not graced by the Emperors light, and UNSUCCESSFULL. I think you missed a couple of the subtleties of my cunning plan.

1) all who overtly defy and rebel are crushed without mercy. This is plainly necessary.
2) those who surrender are granted clemency after they are seen to absolutely repent. This is to avoid having to kill too many skilled workers.

The end game in this is that leadership that can't protect and is kept from leading is often seen as functionally illegitimate, especially as time goes on - the longer you can make them appear powerless, the less power they have in the minds of the public. Nah, not a hegemony. Closer to the theoretical basis of "shock and awe", where the idea was to use bombs instead of troops to neutralize critical points to prevent mobilization.
