A closed jar prevents him from manipulating it but an open one allows his power to "grip" the liquid from the surface and yank the rest of the water away. Same goes for people. Stewart can't manipulate bodily fluids from the inside, but if someone's drooling then he can swipe some saliva once it leaks from the guy's mouth.A similar limitation is also imposed with Precision Control. The teddy bear that fell into the pool is eligible for manipulation, but not (ironically) an actual water balloon.

Water jet cutters are super lethal, but are also plugged to giant reservoirs. If we want anything portable at that pressure, it needs to be more of a short-mid range closed loop system than a projectile.
