No work related news, but I'm considering moving up north this summer. Nothing concrete on that yet, though, but I'll keep you guys informed as the situation develops.

You turn to Kim, who visibly hesitates when it’s clear the question is on her.

“I- I guess. We don’t have weapons up, but that won’t matter for a workup flight.” She says, poking at the baked potato side vaguely with her fork. “Everything flight critical is online now, though.”

Stasya nods, then looks at Tabitha. “I’ll have them do the flypast of Midway tomorrow.” She says. “The weather boys are saying this’ll blow past us by then, and we should be able to resume ops around oh-three or so. I plan to put them up for the flypast and a patrol then.”

Tabitha nods, “That sounds fine.” She says, unwrapping her own potato and salting it some. “Keep in mind your father plans to join us tomorrow for the remainder of the cruise.”

Anastasia blinks. “Dad’s coming in tomorrow? What happened?”

Tabitha shrugs. “He and Samantha decided they wanted the extra time aboard, and the CNO agreed.” She says with a shrug. “They’re coming in tomorrow with the Chance-Vought Greyhound and their fighter. We’ll have to work out spaces for both of them.”

“The greyhound is staying aboard?” Stasya asks, and Tabitha shakes her head at the question.

“No, we’ll just offload that and she’ll head home on her own.” Tabitha responds. “They’re in Pearl now, though, so we’ll probably see them sometime tomorrow morning.”

Stasya nods, and looks over at you. “How would you feel about meeting them on the way in and escorting them? I can arrange for another unit to do the midway flyby.”

Stasya nods. “I’ll give you the midway flight, then” She says. “I’m sure dad will want to spend time with you anyway, and I don’t want either you or him getting ideas of getting into a mock fight.”

Tabitha nods. “He would, too. He’s infamous for that kind of thing.”

“I almost beat him, last time.” Anastasia supplies. “Another second and I’ve had had him.”

“Too bad he got you before you got the second.” Stasya says. “I’ve told you, Father can’t be beaten.”

There’s a bit of a silence over the table then- both because you and Kim are too busy eating to talk and the others don’t seem to have much to say. It’s not too surprising- you’re related to them, sure, but you’re not really sure what to talk about. Frank usually asks about your football career- or used to, anyway, when you were playing in high school and for Annapolis. You talked guns, some, with Katya, and Rachel tries pretty hard to be a good ‘mom’ when you’re there, and you appreciate it, but there’s still not much to talk about. Especially not with Tabitha, who’s always kept a bit of distance between you and herself.

The silence stretches out long enough for you to almost finish before Stasya speaks again.

“If you’re doing the midway flight, you’re going to want to get done and rack out soon.” She says. “I’ll get the orders to your squadron CO tonight.”

You nod, finishing the last bite of your steak and emptying your water glass. “Do you want us to submit a flight plan before we rack out tonight or let our element lead know?”

Stasya shakes her head. “That’s up to your CO, but normally your element lead will file it. Go ahead and head down to rack out.”

You nod, indicating to Kim she ought to stand up and walk with you- she does so without any hesitation.

You walk back to the squadron berth in silence- Kim is probably nervous, doubly so because of what she’s said about continuing to fly. You’re not as bothered- you’ve already flown the Fenrir once before, though that in it’s most basic, locked-down mode, just to ferry it to the carrier. Hardly different than flying the advanced jet trainers off of and onto the Coral Sea.

You nod, somewhat dryly noting that the bay is filled with the rest of the witches- Ana is the only one not there, though the two drawn curtains over Billy and Una’s racks indicate that they’re already asleep themselves.

Jess and Becc are both there, though- and Jess is watching you with rapt attention.

“Evening.” you greet, and she nods.

“Flying tomorrow?” She asks.

You nod.

“Crew rest, then?”

You nod again, noting that Kim has already taken the attached head to change in.

Becc’s turned halfway around, not really paying attention- at least not till you start stripping out of the OD green flight suit.

You almost sigh at it- Becc visibly blushed, but didn’t seem able to stop staring.

Fortunately, it doesn’t matter as you fall asleep as soon as your head hits the pillow.

You find yourself in another dream- and it’s not the Baron Samedi visiting you this time, you’re reasonably sure.

You’re outside the gates of a graveyard. It doesn’t bother you- it’s just a graveyard afterall, and you’re not particularly bothered by the concept of mortality, especially not given who your protectors are.

The gates are closed and locked- not that that matters too much. You take a step towards them- and are intercepted by a tall black man in a tuxedo. “That’s not a place for you, boy.” He intones gravely, then cracks a grin. “And you know it.”

You nod, and he motions with the expensive bottle of wine in his hand. “Come, have a drink.”

And just like that, you find yourself seated across from him at a table in a building near the cemetery gates.

“So, I hear you’ve talked to Baron Samedi.” He says, pouring two glasses of wine and pushing one towards you. “So you’ll know then what we want you to do.”

You nod, and he smiles again. “Good, good.”

“Here’s my part of the deal. The man you’re after been defiling graves, looking for something.” He says. “Graves of men and witches your daddy put into the ground. Graves best left alone. You know that’s not something I can allow.”

“Baron Samedi did warn me about it.” You say, causing the Baron in front of you to nod.

“I’m sure. Your father was careless with his gifts, and nearly snuffed himself out. Baron Samedi was more than happy to make a deal with the pretty little girl that came by to keep him out of his grave.” His grin practically splits his face as he continues. “But I don’t think he expected her to win. You’re more prepared for it, but if you have to bargain with us for your life, you’d better hope whoever comes to do it catches his eye and plays poker just as well.”

“He’s desecrating graves best left alone, boy.” The baron says, suddenly. “And the things he’s digging out of them are going to cause problems. They’re going to create a problem for you, too. Keep that in mind.”

He stands, finishing his wine. “I have to go. Baron La Croix will speak to you next, I’m sure. Keep in mind what we’ve told you, understand?”

You nod- and wake up. Checking your watch, it’s 0330- time for you to get moving.

Pushing back the curtain, you notice Billy and Una are already up- they both look over at you and you can see Una pause and mouth “damn” to herself before Billy nods. “Mornin, Morgan.” He says. “Looking forward to this?”

Not super keen on the new divine story aspects, but that's more a matter of personal taste. I kinda liked the 'modern but with magic' aspect back in '89, and adding divinity into the mix changes the stuff Frank did from 'cool stuff he pulled off because he was good' to 'cool stuff he pulled off because he had help'.

You nod, feeling a small smile work it’s way onto your lips. “Yeah,” you respond with a nod. “Anxious to get in the air for real.”

“Ah, the boy can smile!” Una says, her voice quiet enough to not wake up the rest of the witches, but loud enough to carry her meaning. “They’re all doomed.”

Billy laughs. “Kat told you what’s up?”

You nod. “Flight plan’s filed for us, we’re just doing the flyby of midway.”

“Yeah. I’ve done it twice before, the Japs love it. You know why we do this, yeah?”

You nod again. “Midway was considered a turning point in the pacific, and it was the first real joint operation the USN and IJN engaged in during the war. We lost a carrier, they lost two, but they crushed an invasion fleet. We flyby to honor the engagement’s Japanese losses, just like they flyby to honor ours.”

He nods. “Close enough. It’s symbolic, but we make a single, high-speed pass of their field on sand island, then do a break and climb. Easy enough to do, I’ll call the break, we’ll break away from each other and reform at angels ten or so a few dozen miles away.”

You nod- simple enough.

“We’re going unarmed except for base load- with us, that’s a pair of sidewinders and a pair of AMRAAMS. I know you don’t have your weapons systems up with your computer, that’s fine. You’ll still be loaded, you can work on it in the air if you want.”

“But I’d advise against it.” Una states. “It’s easy to screw up and you really kind of want the support cart for that.”

You look back at Kim’s rack. “Is Kim up yet?” The curtain is drawn back over her rack, obscuring it from view, but there’s no sound coming from in there.

“Yeah, she’s in the shower now.” Una says.

“We’re going to head up to the life support shop and get geared up.” Billy says. “Be up there in about.. eh, twenty minutes should be fine.”

“Our birds will be out on the flight deck by the time we get up there.” Una offers. “We’re the first flight of the morning, but we won’t be spotted till we’re ready to go. It’s still a bit wet on deck, so be aware of that.”

“Bring a poncho for your witch, is what she means.” Billy offers.

Una nods. “Yeah, that. Alright, we’re out. See you topside.”

It’s fair enough, you suppose- you’re not sure you’d want to hand your underwear off to someone you barely know, either. Of course, the implication is clear enough- though you’re going to let it pass without comment.

Kim actually seems excited- enough so that she hurries you out of the squadron berth and out into the passageway, her tennis shoes sounding out of place on the deck, especially compared to your boots.

You elect not to comment, though you do favor her with a smile when she looks back to make sure you’re following close behind her- she turns back to making sure she doesn’t run into anything in the passageway as she hurries towards the life support shop.

On arriving, you find Billy and Una have already come and gone, and there’s a second poncho sitting out for Kim, who makes her way to the changing room.

You change into your own flight suit- like hers, yours is fully self-contained, with no need for a separate G-suit or survival vest. Your parachute is still separate, of course- but other than that, all you have to do is grab your helmet.

Your helmet, like Kim’s, is a plain, unadorned navy gray. While personal artwork on them is allowed- even encouraged in a lot of cases, You haven’t had the chance to see to yours- and, even if you had, you’ve got no idea what you’d like to have painted on it.

Kim emerges from the changing room a second after you stuff your helmet in your flight bag, hugging down the cuffs on the long sleeves of the Fenrir’s flight suit she’s wearing. She looks faintly embarrassed at it- again, it’s hard to blame her. You hand her a poncho and she accepts it gratefully, throwing it on quickly.

“Ready?” You ask and she nods, suddenly quiet again. Nerves, you think, motioning for her to lead the way.

She walks more slowly now, up through the passageway and out into the chilly night air. Even now, the deck is loud- you can hear the sounds of the crews moving aircraft up from the hangar and the thudding of rotors as the plane guard helicopter spools up. Papa Legba is already on the deck, parked near the island, while Billy and Una have already begun their startup procedures- you can see their navigation lights blinking and the rising whine of their paired turbines.

Kim walks a little slower across the deck as you greet the crew near the nosegear, fitting the breakaway link to the nosewheel and getting your take-off weight for the catapult crew. You start your walk-around only to be greeted by your chief, up on deck with a cup of coffee in his hand.

“Morning, Chief.” You return. “How are we looking?”

“Everything’s 100% ready to go except the weapons systems. You’ll have basics if you get in trouble, but no BVR yet, unless you can get that worked up in flight. We loaded a pair of AMRAAMS and a pair of sidewinders anyway, and your guns are topped off.”

You nod- you’re not expecting trouble, but it’s still not decent for a fighter to go anywhere unarmed. He looks over as Billy starts rolling towards the catapult. “Better go get mounted up, eltee.” He says, turning back towards the island. “I’ll watch from up there.”

You turn as he does, heading up the ladder and making your way into the cockpit, getting strapped in before pulling on your helmet and hitting the VDNI toggle.

“How do we look?” Kim greets you, sounding distracted.

“Clean and ready to go.” You respond, feeling her starting up your own jet engines, the high-pitched whine beginning to transition into the roaring scream as they hit their start point and take in fuel. “Billy and Una are rolling.”

“I know. We’re good to roll now, Reactor online, sensors online, all systems nominal. Closing us up now.” She says, closing the canopy down over you and her own armored plug hatch over herself. Your ears pop as the cockpit pressurizes, though you don’t notice, instead following the deck marshal as he directs you onto the port side catapult.

You can sense the catapult crew as they do their jobs, fitting the tow bar down into the catapult skid and setting the breakaway link before scuttling away. The shooter, watching them, gives you the signal to run your turbines up and you do so, feeling the power deep in your chest as they roar into full throated life, afterburners cracking on. You hold it for a few seconds, as Billy and Una go in a cloud of steam, their purple jet plumes a hundred fifty feet long behind them.

The shooter sends you five seconds later, and the sudden Gees slam you back into your ejection seat. You’ve got complete control of the aircraft, and you watch your airspeed climb upwards as you launch off the deck, you gear coming up almost as soon as you’re off and climbing with a roll to bleed some of the excess energy.

“Diamond one-two away.” You announce, confirming you’ve cleared the carrier and you’re in powered, controlled flight.

“Form up on me at angels thirty, heading two-five-five.” Billy orders as you continue your climb. “We’ll go high for the flight in, and drop to cherubs five or ten for the flyby.”

“Two.” You respond- a good wingman never says anything he doesn’t need to, that much was hammered in in advanced flight.

“How’s it feel?” Una asks- half to you, half to Kim, you’re sure.

“So far, so good.” You respond simply, quietly reveling in the Fenrir’s flight systems. It’s the same feeling you have right before the buzzer in competition, the same thrill in formation, right before the snap. Adrenaline flooding your system- you’re excited to be doing this. You’re for real flying a fighter jet solo, it’s systems live, and live weapons on your hard points and live ammo in your bins. A smile- a real one- splits your lips then, hidden behind your oxygen mask.

“I’m working on weapons now, Morgan.” Kim notifies you. “Papa- The computer, I mean, learns fast. We should have full functionality by the end of the flight. You’ve got the sidewinders now, I’m working on AMRAAMS and computer assisted queuing.”

You nod- you know she can feel the approval, just like you can feel her excitement and wonder. She’s sealed in an armored capsule in the back- nothing for her back there but a few MFD displays, and even those, she’ll rarely use. But she’s also got full access to the whole range of sensors, and if she wants, you know that she can see through the fighter’s eyes- just like she’s doing now. While the adapter system isn’t the same as being plugged- the image is displayed on the inside of her helmet- it’s as close as she’s going to get if she decides against flying.

But still, buried under the excitement, is the fear, deep and pernicious. There’s something more to it than fear of failure or of simply ‘not wanting to do this’ - something that you doubt she’ll ever say. You let it go- no reason to think about it now.

The sun is starting to rise in the East, behind and to your left, the first orange rays just starting to poke up through the blue-gray of the pacific night. You turn to look at it- it’s gorgeous, you think. Almost as gorgeous as sunrise over the football field or the rifle range.

Almost.

You’re lost in thoughts for what seems like a while before Billy contacts you again.

“We’re coming up on Sand island and Midway. You ought to already be feeling their air-search radar.” He says, his voice coming across pretty naturally sounding, without too many of the pops and the static of a radio. “We’re going to begin descent now. Nice and easy, we’ll keep the flyby subsonic. I ain’t trying to work too hard, here.”

“You’re no fun.” Una cuts in. “Let’s go in fast, give them a real show.”

“Woman, I swear-”

“Let’s let Morgan and Kim pick.” She suggests. “It’s their first flight, afterall.”

“Yeah, that’s fine. What’s the call, Morgan?”

“We’ll keep it traditional.” You decide quickly. While the Fenrir is very impressive in full blowers, this isn’t about showing off the most advanced fighter in the world, it’s about honoring the men that came before you.

“Good call.” Billy confirms. “Ok, follow me down, keep it nice and easy.”

You start a gentle sloping descent, more closely related to an airliner, you think, than a high performance aerospace fighter. The blue waters of the early morning pacific greet you below, rays of sunlight glinting off the tops of swells.

Somewhere down there, seventy four years ago, sailors and airmen of the world’s two largest navies- once seemingly destined to become the most bitter of enemies- fought a battle against a common foe that cost five thousand lives, hundreds of aircraft, and nearly a dozen ships. At the end of it, The Yorktown, Hiryuu, and Soryuu were all on the bottom, with the Kaga and Akagi crippled, their air groups decimated, and sailing East, towards America's west coast yards for refit and repair for the pacific campaign that would follow. While cooperation back then was far more tenuous than it is now, the two nations have enjoyed a close relationship since then, reinforced by the soviet war. Currently, the only other nation to enjoy as close a relationship to the US is the UK- and even then, the marriage of your aunt Jessica Bishop to the imperial princess Katsumi in the 90s was a major event politically, enough that some people consider the Imperial nation the US’s closest ally.

Sand island, it’s ‘temporary’ base visible as a small town of tents and prefabricated structures standing on the low island, clustered around the war-era concrete runway pops into view, with eastern island, the larger permanent USN base right next to it. Papa Legba draws identification boxes around the groups of Imperial Japanese Marines and airmen who emerge from their tents and quonset huts to watch your two Fenrirs fly past, dipping your wings in salute before breaking away, turning to the north.

“Not bad.” Billy says, leading you back up to your patrol altitude. “They love that kinda thing, ya know?”

“Yeah.” You respond- You’ve only ever seen your aunt Jessica once, and that better than ten years ago, but you know that that kind of thing is a big deal to the Imperial Navy.

“Now it gets less interesting. We’re not headed back to the carrier, but we’re gonna fly a patrol. I’ll let you pick our first point.”

“Yeah. They’ve been completely abandoned for about twenty years, I guess.” Una responds. “We’ve flown by them a couple times, there’s still some stuff you can ID, like those big transport subs they had, but it’s all rotting away. Good sensor practice, though.”

“It’s still hard to believe they just abandoned all of it.” Billy says. “Like, one day they just decided fuck it, back to the hood. Abandoned everything on the surface, sealed up their cities on the seafloor, and stopped communicating with everyone. The UN’s mars affairs fuckers says the seabed cities are all dead. Blacked out, no power, no nothing.”

“Sounds creepy.” Kim responds- you can feel it in the back of her head, faintly.

“And no one has ever gone in to see.” Una says.

The fifty miles are gone in less than a minute, the tiny island, surrounded by corroding derelicts. The airfield on the island is broken up and becoming overgrown, small sea grasses poking out through the concrete. The few martian buildings are dilapidated, the sea atmosphere eating away their sheet metal walls, while the rusted hulks of two of the big martian supply submarines lay rotting away, beached at some point.

They show up on your sensors, though, predictably, they’re dead- no heat or energy signatures, no movement, no anything.

“It’s creepier than I thought.” Kim mutters to you from the back, shuddering slightly.

You track over the abandoned buildings- the ones made of thin sheet metal, storehouses, you guess, maybe visitors houses, are corroding away, the salt air eating the sheets, leaving gaping holes, edged by flaky rust. The two beached hulks lie like dead whales, somehow both organic and not at all, their round edges now holed through and almost decomposing, the salt air having worn holes first in the protective paint, and then into the metal. There’s no power sources down there, no signs of life, no thermal readings worth mentioning- just atmospheric heating of the metal.

It really is kinda creepy, really. It’s almost like they just vanished, one day- left everything where it was and disappeared. As far as you know, that doesn’t just happen- everyone has to go somewhere. Right?

“Yeah,” you say, following Billy as he turns his fighter to the north, putting the dead atoll behind you. “It is kinda creepy.”

“Glad to get away from it.” Kim responds.

You grunt a further agreement, then fall silent, focusing instead on your flying. The computer helps, of course- while even the backup systems are fly by wire, with the main computers active, the Fenrir flies smoothly, but there’s a barely-contained feeling of aggression in it, the feeling that the fighter wants to fight against others like it, to really be pushed to it’s edge. You know the feeling all too well- it’s what’s driven you to compete the way you do, to push yourself as hard as you do. You want to test yourself as much as possible, to discover your limits and push past them.

You fly north for almost half an hour before turning back towards the fleet. You’ve only just hit bingo fuel as the Saratoga rolls into view over the horizon, the Antietam, her escorting Ticonderoga-class cruiser and one of the Burke-class destroyers, the Higgins, both visible nearby as well, separated by a few miles from the carrier each.

You turn outbound again from there, swinging wide around the cruiser, noting how the computer both tracks and does a threat assessment on it while also IDing it as friendly, indicating that it won’t auto select weapons and queue the ship as a target.

“Yeah.” Kim says, keeping the annoyance she feels at the question out of her response. “Not much to see out here. Just the other patrols.”

“Mhmm. Did you just get that odd MAD reading just a second ago sugar? I wanna make sure it wasn’t just us.”

“MAD? Let me check.” Kim says- you can feel everything else disappear for her as she disappears into her sensors, drinking in data like she was born for it, her mind agile as she selects, cross-checks, and references incoming sensor information and checks it against known patterns. “Yeah, there was a weird spike about fifteen seconds ago across the fleet, along with a mass detector reading-”

“Yeah.” Una says as Kim sends the data over to you along with her interpretation of it, though she talks it through with you too.

“See there, that big MAD reading spike at the same time there’s a mass detection reading?” She asks. “They coincide, so they’ve got to be the same thing. But it’s above us and about five hundred miles out.”

“Well, no one’s called us about it.” Billy opines. “And we’re at a little under half tanks. We’ll roll in to land unless we’re told to stay up here. You’ll go first, Morgan.”

“Two.”

You call in for landing clearance- noting that the deep navy blue Wyvern- famous for being Chance-Vought’s in house testbed- and your father’s aircraft- is on deck, parked forward of the island. Their company greyhound is visible as well, also painted in that distinctive navy blue.

“There’s mom.” Kim sighs- she doesn’t sound too pleased.

SWQ deviates from Strick Witches cannon proper in several ways, and SWQ89 in turn deviates from SWQ in several ways. "Because it happened in Strick Witches it can happen here" is weak evidence at best. Sorry to burst your bubble.

“Not looking forward to seeing her?” You ask as the response from the carrier comes back granting you clearance to land.

“Not really.” Kim admits. “And I’m not looking forward to telling her I don’t really want to fly.”

“You don’t?”

“I don’t think so.” She says, guilt all over her as she does. “I mean, I kinda like it, but I’m not sure I want to do it, not really. I’ll stay on for this cruise, I guess, but I don’t think I’m going to stay with the fleet after this.”

“Mmm.” You respond, focusing instead on the glide path Papa Legba is displaying for you. It’s much easier to bring the massive fighter down with the computer active than it was without it- the computer helps by monitoring your power settings all the way down, and by letting you see the target mark on the carrier’s deck ‘through’ the fighter’s fuselage. It’s not a perfect three wire- you snag wire two- but it’s good enough for you as you lurch to a stop, your aircraft halted by the massive steel cable strung across the deck.

The deck crew hurriedly taxis you to the elevator, where you’re directed to shut down. You do so with some regret- there’s still almost a half tank of fuel in the fighter, surely it’d be better to use that than have to pump it off, but you’re not in charge of the flight.

They chock your wheels as you feel the last few systems begin shutting down as the computer goes into standby- you unplug a second later, suddenly blinking in the dark as the cockpit’s lights come up a bit to help you see again. It’s easy to forget that, while you still see with your own eyes while plugged, you’re still getting enhanced imaging- not only is there light amplification to optimal levels, but there’s also infrared, ultraviolet, and X-ray spectrum camera data being turned into a composite image for you.

The canopy unseals and cracks open and you reach out to hit the retract button on the console, opening it the rest of the way as the deck crew unlatches the nose ladder for you and Kim. She’s already up out of her armored capsule, making her way across the small section of fuselage it’s ok to walk on to the ladder before descending. She throws on a poncho at the bottom of the ladder, the bottom of it falling down to just past her knees.

You follow her down as you watch a small procession approach from the corner of your eye- the captain’s there, in a duty uniform, walking next to a man in a simple tan flight suit. A shorter woman is on his left side, talking excitedly at the two others.

Of course, you know who they are instantly- Your father and Aunt Samantha. The mother of fighters and the eagle.

They stop as you pull off your helmet and salute the captain- she returns it, a faint smile on her lips. “Hello, Morgan!” Frank greets- he doesn’t salute, but waits till you’ve put your hand down to offer a handshake, from which he quickly pulls you into a back-slapping hug. “Watched your landing. Not bad, sounded like you were too little, though.” He looks over as Kim joins you, mirroring her mother’s position. “Kim! you have to keep him straight up there!”

You shrug. “Computer recommended settings.” You say, after Kim doesn’t respond. “She was busy with some other things.”

He nods, then looks up. “Hey, let’s get off the flight deck.” He suggests. “Pretty loud out here! We can go catch up in the mess!”

“Or my wardroom.” Tabitha offers. “It’d be more private.”

“Ice’s box it is!” Frank says grinning.

You’d hoped he’d skip the lame attempts at humor. You’d have been disappointed, but you expected him not to anyway.

Given the chances the war is going to begin before the end of the cruise, it's going to be fun. Also an interesting contrast with '89 where Merlin was our biggest asset both while flying and on the ground.

If I remember right, they were historically used as agumented archers, then for augmenting ship cannon. But with the invention of strikers, they were shifted almost exclusivly to them. I believe it was put as something like "IT doesn't matter how powerful your artillery is if it doesn't hit the target.

Sure you could, but the amount of military-viable witches is extremely low. Going off the curent US pop and tthe "1 in a quarter million is a witch" there are only some 1300 witches in the US total, and most of them will have aged out.

Hey Ghost, when do witches ago out of useful military service magic-wise? Ice, who's in her late 30's (I think) was "rumored" to not have flown in years, which implies she still could.

The original justification for "teenage" part of "pantless teenage girls with planes strapped to their legs" was that the witches magic power peaked at 20 or so, so they couldn't provide enough power to run strikers for more than a few years. Ghost pushed that back (dunno about PF), but there has to be a ceiling, otherwise most active witches would be 5-10 years older; there's a reason conventional military isn't fielding 15-year-olds.
