Hero killer's quirk didn't give him any type of physical enhancements yet still kept up and even outdid speedsters and super strength users, even elementals. Knuckle duster, a completely quirkless vigilante relies on nothing but his fists and training and is able to take down people with super strength and rock skin in straight fist fights, and is even on the level of high ranked heroes. This isn't like other super powered settings, anime law is a formidable force here and physical training will take you far in this world. Though I'm not saying we shouldn't focus on our cunning and smarts too, don't write off strength and speed because canon has proven that these can be trained to a level that can make us a real threat to quirk users, no matter how strong.

Somewhat of a last-ditch end-tier thing, but there's something which, theoretically, VERY few quirks could stand a chance against: Radiation bombardment. Sufficient radiation will destroy your chromosomes, your DNA. And with that, one's quirk will likely stop working, in addition to all the other terrible shit that comes with being seared by immense doses of radiation. Even those rare healing quirks shouldn't be able to do much against such a thing. The best part is that it'd be an invisible attack. Pull the trigger, and they might think your gun doesn't even work. But it's too late by the time they figure it out.So, you know, it might be handy for if shit ever goes completely and totally south to have a radiation emission gun.

The only way the main char in the show even gets into UA which is the only hero school in the country/setting is by random happenstance and having the person with the most BULLSHIT quirk in the world save him and then be forced to reveal his secret in front of him. Then All Might basically has to train this kid to be his successor and pull some shady stuff like "Awarding Assist Points for Heroism!" just to get his half-baked apprentice into the one school that can teach him how not to be a jobber during the tiny window he has, going so far as to pour a lifetime of training expertise into the kid in a few months.So no, since we dont have ludicrous amounts of money or an obscenely high intelligence like Batman and Oliver Queen I dont think becoming a hero without a quirk will happen here.

If we ever fall into action and confrontation it is either because of a total failure of the plan, or because we hold all the cards and are about to humiliate the opponent so utterly and strip the last thing that gives them any sense of superiority, them being able to beat us up because they have a quirk.
If we ever do find a way to get a quirk, we should never reveal to anyone that we've got one. If all records and expectations suggest that we're quirkless, we'll be severely underestimated by opposition. Especially if we get our hands on the precognition quirk we were talking about.
