We start this new session with the beginning of a mysterious confrontation with a group of astartes, riding aboard a damaged Astartes Strike Cruiser, bearing markings of the Crusaders of Dorn chapter, who have been labeled Excommunicate Traitoris....

Meanwhile on the Surface of Tarkon IV, discontent is beginning to rise as the just short of 2 million refugees have arrived and being escorted from detention areas to specialized vetting facilities, with a required sit-down appointment with a Planetary Government official, who brings out their personnel file and asks them sensitive security questions about political affiliations(if any), religious interests, and to declare their faith in the God-Emperor, with some plebians being remarkably trusting of government bureaucrats, awe struck by simply interacting with an individual from a upper middle class directly addressing plebians and the common citizens of the Imperium...

In addition due to some of the more harsh measures implemented some of the commoners have formed Citizen's Councils, apparently something the commoners came up with during their 6 month stay on the cargo ship stuffed with refugees....

They permit their people, deemed fit adults, to vote on who should rule them, electing individuals to a council of varying numbers, depending on the size of the population they rule, the largest being almost 200,000 people, the former governmental body, previously ruling nearly all the refugees on one of the smaller freighters....

They demand home rule rights, and the right to settle as separate town... far from other populated areas, in a favorable settlement location, their home rule rights include the right to elect their own local rulers and exempt from conscription, with their direct taxes paid to you doubled....

You will have to wait to make these decisions, as the Astartes shuttle, begins docking on the station, its boarding clamps activating as the telltale machinery noises, moving several servo arms and the sudden dulling of noise from the airlock chamber when a seal is created....

Through the tiny glass porthole, you can see White armor, offset by yellow, and a helmeted Astartes looking through it.....

It finally opens and the 3 of the mysterious Astartes, they introducing themselves as the Crusaders of Dorn, Sergeant Corrigan McKinley, Librarian Carson Brannock and Chaplain Arlen Donnelly

They claim that they were betrayed into invading the warp, and were left to die there by the Imperium....

They have been travelling for nearly 6 months, after initially invading several demonic worlds along with the forces of another chapter, the Graven Fists, they managed to cleanse half a dozen worlds before being intercepted by a small chaos fleet, the Librarian telling you that there was a frenzy in the warp as the various factions of chaos rushed to take in their share of new Astartes devotees, Astartes being one of the prized assets of an chaotic warband or faction, with small fleets prowling for weakened Astartes chapter fleets and individual lost ships, slowly destroying or disabling the Astartes ships, with several Ultramarines successors gathering their forces, and inviting other chapters to join their "Abyssal legion"
the legion was challenging a large chaos fleet, when the Crusaders of Dorn and their cousins were intercepted attempting to join the fleet, despite their reservations about the Ultramarines....

Unfortunately the Crusade fleet was defeated and scattered to the warp, leaving the sons of Dorn to have to fend for themselves.

They shortly afterword encountered 2 separate chaos fleets, including a twisted fleet of Imperial hulks, barely operational ships fitted out with lots of weapons and little armor, functioning as inexpensive chaos arsenal ships....

From another side approached the 2 Slaaneshii warships, the Battlecruiser and the Calidora, an ancient Battle Barge, attempting to capitalize on the easy prey.

They ripped through the fleets escorts and several cruisers

It only took a few minutes battle for the Fleet commander to call a general retreat, falling back to a preplanned position....

Unfortunately a Chapter transport and 2 Strike Cruisers were all that remained of the combined chapter fleets, given the Strike Cruisers small speed advantage over the Chaos forces, the Astartes decided to load up as many of their brothers as possible on to the least damaged Strike Cruiser, sending it away while the the other 2 ships create a distraction...

Crammed, along with the Chaplain and Librarian ,74 Battle-brothers, 12 scouts, in various levels of training and progession and an additional tactical squad of 8 Astartes from the Graven Fists, the only survivors of their chapter, a Squad Sergeant serving as Chapter Master for the grim survivors of their once proud chapter....

They managed to travel for nearly 6 months, constantly being pursued by Chaos vessels, until they spotted an opening in the warp, and approached it towards your world.....

They have attempted to communicate with Terra but claim that the warp is unsteady, and dangerous and they are having issues making contact.... Their librarian also claims he was taxed by the effort of keeping the horrors of the warp from breaching the hull, having little mindfulness and energy to do anything else...

They also make several comments about distrusting that Damn Saint Bassillius and the Ecceliarchy, asking they have a strong presence on our world, and in the sector, you state they have a small presence on this world and a fairly strong presence in the developed worlds of the sector, with many frontier worlds possessing primitive or developing civilizations with strange beliefs that are not entirely in allignment with mainstream Imperial cult worship...

Though you only know littleThe of Astartes mainly due to your close association with the Dark Angels, particularly Sergeant Zachias, who has proven invaluable in reforming our army and building a truly professional, sharp unit... Claiming they are as good as some of the finest regiments in the Imperial Army.
(Especially once the gland warrior research is completed) You can now read their subtle expressions better and believe they are being sincere....

Unfortunately they claim they are low on supplies and have several wounded, and they are requesting our assistance along with humanitarian supplies, including food and medicine and wish to only stay a few days, long enough to recover and go to the aid of one of the many distress Signals, flooding the warp from Imperial worlds in the sector....

You decide to deal with the heretics first, a process more complicated due to your security forces harsh treatment of the refugees, being less cooperative with your men in the investigation, however it is believed all serious heretic threats have been caught by our security net, and are under close oberservation, our men are simply awaiting for the order to strike at the Heretic cells....

There is a certain appeal to their offer but overall it cuts against our own authority. They're refugees that we willingly took in in good faith and they should adhere to our rule, though limited self government is fine. This needs further discussion and dealing before anything is set in stone.

While relatively few in number they are on average very well educated and most of them have a high level of technological understanding, coming from a world more wealthy and developed than Tarkon IV...

They will do well as factory workers and managers, as well as farmers, especially when higher tech equipment is utilized, allowing us to get into more sophisticated manufacturing, making processes more streamlined and efficient, and automating certain aspects of the process, such as preprogramed servo arms, performing repetitive tasks...

I'm not entirely opposed on dropping conscription and letting them mostly self govern, provided the actual place they'd be settling would be harsh enough to warrant it.

Deal as good as they requested? That's not gonna happen.
Anyone who wants to live on a world with a fairly good climate while still having largely the right to self rule and be absent from conscription needs to be a veteran.

Probably a combination of modern day entitlement and years/decades/centuries of being able to rule themselves. Remember, while the Imperium itself is an extremely bureaucratic empire where the people must obey, there are hundreds if not thousands of planets under the imperium that have various levels of tech, cultures, values, and personal forms of government. It's fairly likely that while they willingly followed imperial law, the government may have been a form of democracy/republic where they elected their leaders or even voted. It could also have been the opposite, they may have had a standard assigned leader/governor and after becoming refugees and leading themselves for a while, they realized they prefer it and weren't willing to give up their new found personal autonomy and ability to be part of their leadership/right to vote. Of course that's all just speculation and theorizing.

I fully expect there's at least a couple of Khorne cults around, but since the system is already rigged so that those willing to fight end up reaping more benefits from the society, they will not be starting any trouble for you personally, since your will and strenght is constantly being tested on all fronts and you keep growing stronger with each challenge, so they'll respect that, even if you're a loyalist.

If anything, the sleeping Khornate elements within our society will help curb down the Slaaneshi and Tzeentchian elements that might pop up.

Best part about Khornate cultists is that they do respect strenght and under your rule, the planet has grown very, very powerful. Of course, they may spread the taint to the weaker worlds, but that's what the Inquisitors are for.
