The interesting thing is that those races were originally formed due to backwoods smugglers adjusting and improving their personal vehicles to be faster and more stable than any of the lawmen's vehicles so they would be able to outspeed everyone in a chase. That naturally led to some bragging which led to people challenging those brags which naturally led to races we see today.

The smuggler's innovation is one of the reasons so many personal steam vehicles have two pairs of front wheels. Greater stability and traction.

Though some vessels are known for valorous action in battle, The Dread Ram is noted for being a ghost ship.
Found on the Aporozian Glacier, it was set down pretty and intact as if it had been at a air field. It's boilers were found frozen over, but set so that such a freezing would not cause damage as is standard for landing in a cold area. However, its stores of coal were barren and its crystals were missing. If this were all, it could be said the pirates had made a controlled landing to take out their sleds, but all the land vehicles remained in the bay. No signs of anyone wandering away from the sight, no signs of battle, nothing. It was as if the crew had vanished in a routine landing.

Fictive dramas are old school radio stage plays and some are really popular, one of which was Pirate Century, a fictive about a future with airships that is now on syndication. The Harridan Queen was the villain of seasons 2 and 3 and was popular enough to get her own spinoff show that culminated in her faking her death. Fans of the show sometimes pull pranks about seeing skyships in bad weather because of Pirate Century.

Some other fictive dramas besides Pirate Century include:

Detective Rock: Well regarded new drama about a hard-nosed PI.
All the Good Men Gone: An old war series with some dramatized real accounts.
Mill Street: Ongoing soap about a young doctor, it has lots of cameo voice guests.
Castor's Cradle: A horror anthology hosted by famous radio man Rayden Castor.
Race of Champions: An old action series about steam racing which has a cult following.
The Vandal: A popular series about a masked vigilante, now in its 4th season.

Regular City Criminals don't change too much throughout history. Snatch the money and run, sneak away with the food, jump the person where others won't see or hear, that basic stuff is eternal.

Law and how is it enforced will heavily depend on the location. Some places are still feudal, there is quite many warzones or martial law situations, and then we have relatively civilized locations like Underland, some of the Chancellery or (potentially) the Darvinians. Angirmen kingdoms might be okay if you are not communist.
But we also have Yssia where you are safe unless your bribes to correct people run out. Most likely the Giant law system is not the most lenient. Dunno about Crowlords, have they gotten soft over the centuries?

How about this. Stiff radio taxation can be an attempt to curb them from truly becoming a boom technology. The older Standoff models are huge and very difficult to move and the brand new jutebox size ones are still a pain in the ass to buy and implement due to the taxation and initial cost. the big things so far is that it is a human-only setting, and there is no magic. The Big Macguffin are Kiep Crystals, which can be used to power steam turbines that are light enough to go on airships. most of the countries so far are industrializing relatively recently.

So far, there isn't a whole lot of colonialism, probably because nobody wanted to take the time to write it, but there is a fair amount of nationalism in the mode of 1860s central Europe.

Also metal allegories would be fun parlance. For instance, Brass being military easy speak for command officers due to their brass metals and brass uniform buttons. Copper in a steampunk setting likewise has a special place and "Copper" as slang for street officer law enforcement could be derived from their use of copper badges. Following this, the term "Tin-Man" could be a derogatory remark toward politicians as tin is a weak metal. It actually seems that there was colonialism previously (teaholds, parts of Giant lands, whole New Tynntarnian continent, perhaps parts of current CoDarvinia) but that ended faster as the british analogue Grand Parthesain suffered a volcanic eruption and the Year of Winter. The little Chancellory ports are remnants of this.

Therefore there exists no mobile versions of them and such airships lack them. No one wants a slight bump to kill half the crew. This danger is also the reason why they are taxed a lot.

Since the Crystals help with the boilers, then they are able to purify water by evaporating out the salt. And if they can keep their engines going, they can electrolyze the water for oxygen. Not at great rates and their diving time is still limited by Carbon Dioxide buildup.
Jules Verne was able to make the Nautilus plausible when they wrote it in 1872, and even in it the ship had a limit of a few days before needing to resurface to refresh.

Update: the banners of the Arvanthan Banner Hosts

As the Arvanthan Golden Age was coming to an end, the Asztalos dynasty was coming apart at the seams. Overextended and with a populace constantly on the verge of famine, the realm fell into civil war. This was exploited by the half-barbarian warrior tribes of the Northern Arvanthan Plain and led by the Veréb clan they swiftly conquered the exhausted lands of the Former Asztalos.

Though linguistically and ethically very similar, being the product of the same migration wave, Northern Arvanthans are culturally quite different from their southron relatives. Their society was internally remarkably democratic, structured around hosts of horse warriors that elected their Atamans, though of course foreigners, slaves and serfs are excluded from this process.

Though many southern noble families despaired at being ruled by half literate northern barbarians, their rule stabilized very quickly as the newly created Hetman promised peace, stability and a stop to wild unsustainable adventurism, which was enough to sooth the war-weary lower classes.

The first Hetman distributed much of the conquered land to his vassal hosts which would go on to form a militarized upper caste ruling over local serfs, firmly anchoring his rule over Arvantha. An exception to this were the 3 hosts of Koháry, Úylaki and Althanni which were elevated to Household banners of Arvantha and form the core of the Royal Army along with the Royal host itself.

Though the Veréb dynasty has largely kept its promise by remaining uninvolved in foreign affairs and ushering an age of peace (outside small scale minority rebellions which have always been a mainstay of Arvantha), their rule has left Arvantha behind the times as successive monarchs saw technological and social change as either unimportant or an outright threat to their rule and the stability of the realm. The banner hosts remain one of the most stable pillars of Royalist rule in Arvantha though they are being shaken from below, as serfs revolt against the unjust tyranny of the hosts and from above as foreign powers and rival warlords descend on the masses of Bannermen cavalry with airships and all other sorts of technological contraptions.

Hope is not completely lost for the Bannermen however. A small but ever-growing movement of agitators and ideologues calling themselves the "Banners of Spiritual Rejuvenation" have put forth a daring synthesis, a union of the old and the new, transforming the fossilized ritualistic landlords of the present into the lethal high-tech warriors of the future. Strange visions of men flying steeds of steel and aluminium and arcane plans melding engineering and rune magic emerge from their writings. If this is the start of a new dawn or merely the last rays of a dying breed remains to be seen.

I think them as varying from civilian haulers to noble racers to swift scouts to dreadnoughts.
First ones were transports to Isthmus War, due the horrific conditions in there.

I dont think that the dreadnoughts should be too massive or excessively steelplated though.

Suggestion: turret tracking and trajectory calculations are archaic - long range shots are impossible between moving airships? This means that air combat needs to happen close. Weapons are either gatling analogues, rapid firing cannons or big clumsy things meant to bombard the surface?
Ramming is an option due ranges and speeds involved. Results naturally vary. Previous decades saw even successfull boarding actions, but the time of those is almost over.

Surface to air flak as well cannot be perfected - perhaps issues with reliability or range etc?

Remember also that airships are big and useful, but nations still need boots on the ground. Hence the meatgrinders.

Normal dreadnoughts exist in this world. I always assumed that you can't get an airship as heavily armored, thus both naval and air ships are required. Otherwise it's kinda unbalanced.

In the long run airships most likely are going to become better than naval ships. Particularly after dieselpunk jadtech gives us planes and all that fun. After that naval vessels certainly help logistics but are not combat vessels themselves. This mostly because of rule of cool, not everything needs concrete logic behind it.

But in current era it feels that no-one is entirely certain and doing bit of both. Dreadnoughts are the trusted tech of the previous conflict and the airships are the raising star.

Crystal steampunk has kept the airships practical in shipping transport and as being able to wage war on ground troops. Ship-to-ship combat in the air is still akin to how normal navy's fight each other from a distance, but their major use is to be placed assisting ground troops advancing on a large area and shelling other ground based military targets.

Idea for Yssian Flag.
The flag is simple design (about the Lake Yss) that is easy to replicate - and as they desire to build their national spirit, the flag is everywhere.

The official and true heraldry is such a mess of so it is not used much.

Anyone has ideas fot the last IEU Glacier valley nation? It is heavily involved in Arvanthan conflict and really needs to be detailed soon. I support rolling it if no one has any inspiration for them

Arvanthans vary a lot but are at least decades old to others. Old breechloaders are still in use? Not much rapid firing rifles or guns at all. Exept the massive amount of gear they have been given by their unofficial allies.

I think it looks pretty damn cool. Really kinda captures that "we're the bad guys here" look. Or maybe that's just how I interpret it because of Yssia idk lol.
As for the IEU, I support rolling them because that usually gives interesting wildcard results. Would suggest splitting the big snake blob into 3 or so IEU countries though to add some variety though.

For the gear, i imagine "classic" Arvanthan infantry to look like Crimean War Russians with unsophisticated greatcoats and outdated muzzleloaders and some early breechloaders. For support you'd have napoleonic era bronze guns and a dizzying amount of various cavalry units - bannermen hosts, north-eastern cavalry archers, royal household lancers, nobility-only hussars, irregular/bandit cav, etc.
Of course the entire thing is trying to modernise itself asap so you have a bunch of anachronistic gear mixed in like gatling guns and airships.
