It would probably be a republic or democracy, at least of some sorts. Let's assume that the hard work is done via zombies, or they barely need to do hard work since they don't need to feed themselves. They got ample time to study, to hone their skills. And they are probably still bored. Participation in polticial matter is something they would want. Even though there is probably not that much to decide on when there is barely any change in their society.

I'm designing a necrocracy for my setting.

Magical pylons are required to animate the dead. This "reanimation field" distributes energy by each corpse of a person or animal that died within range of a pylon, each of which functions like a relay station for the magic. Reanimating a skelleton costs more than reanimating a mummy because the magic has to compensate for the greater lack of muscles. Same goes for reanimating mummies compared to reanimating fresh corpses.

These pylons have to be built, repaired and guarded. Using the most decayed corpses, skelletons, to do all this is very inefficient because they consume the most pylon magic. So human living humans are still needed for menial jobs, and to produce more humans to replace them.

Humans put up with this because they expect to be rewarded with a nice afterlife in the necropolis. The carreer progression for citizens goes something like: human - mummy -skelleton.

Sometimes workers die without realizing because they are automagically reanimated. This is bad because instead of having the reanimating field replacing biological functions entirely, the increasingly rotted organs will keep distorting appetites and the brain will keep misfiring until our citizen has became a stupid, ravenous zombie. To prevent this, the recently deceased are mummfied: they are emptied of internal organs, besides dried and wrapped for the sake of hygiene.

There are political factions of dead people (all voters and representatives must've already paid those rights with their lives) clashing over keeping the system closed or trying to export it worldwide, over rising or lowering the retirement age (at which point people are legally allowed to kill themselves), over mercy-killing foreign workers (slaves) or expelling them, etc.

Yes, YES. This shit right here is why I love /tg/. I've been waiting for proper undead lore for a long while and now I've got a nice basis to go on thanks to you fellas.

I'd like to add a new layer to the discussion, though. What if the undead are caused by "evil" biomes such as those found in Dwarf Fortress? Essentially anything that dies in the region rises up again as long as they still have something of a body left. They could still die if thrown in lava or dragonfire and once you cut a limb off the limb gains it's on sentience.

Yeah Undead dont have to worry about general cleanliness. But skeletons which presumably make up a big majority of the population (since their flesh eventually falls off) dont have any excrement or bodily discharges.

Now there might be trash and stuff everywhere, but that would still attract flies, rats, stray dogs, etc which would cause other problems - imagine what kind of magical diseases a rat might carry, it could still fuck up the undead.
PLUS, cleaning up garbage would generate a ton of jobs too

There's an equivalent on the ethereal plane and the plane of shadow- a cult of ghosts and a cult of wraiths, respectively. They believe that deep down, inside every skeleton, is a ghost, and that all skeletons must be freed from their biological cages.

However, in practice they can't do much. Wraiths and shadows use negative energy to do combat damage, and since undead are healed by negative energy, they're practically useless. Ghosts can manifest on the material plane and do spooky stuff but also have a lot of physical limitations and undead are notoriously difficult to scare.

They're more of a joke cult that no one really pays much attention to except when they need a good laugh.

The zombies pay their lich lords to refresh the spells that keep them alive. At the very top you have the ruling caste of inteligent undead, the Lords of Death if you will. First among their number is the draco-lich Ryrvad, an ancient entity who gave over his entire existence to the gods of undeath. Beneath him are the noble clans of vampires and liches who control various districts of the city. These landed gentry make up Ryrvad’s court and are given titles such as duke, earl, baron, and count. A mortal could theoretically join the lower ranks of this caste by gaining enough of the favor of a vampire or lich to be rewarded with acceptance into the clan and transformation into the corresponding sort of undead.

Beneath the Lords of Death are the Commoners, mainly mortals of various races who have come to call the city-state home. However, some lesser intelligent undead can be found among their number. The Commoners are mainly necromancers, disciples of dark gods, and skilled workers of various kinds. They are often servants of the Lords of Death, but there does exist a small middle class of Commoners who are relatively wealthy merchants or craftsmen. The undead who can be found among the Commoners are of “lesser” kinds than those permitted into the clans of the Lords, such as vampire spawn, dhampirs, zombie lords/skeletal champions, and ghosts. Mortal commoners are guaranteed their right to remain mortal, provided they pay a weekly blood tax which is in turn used to satisfy the vampire population. Common necromancers are forbidden from attempting to control intelligent undead under pain of permanent death with no right to resurrection. Lords of Death may control Commoners of mortal or undead persuasion if they are the Lord’s direct subjects.

A caste apart from either group are the Mummy Priests, the religious leaders of the city. They guard temples devoted to Ryrvad and the gods of undeath, and perform rituals in them night and day.

The Mummy Priests are, predictably, exclusively mummies. They are groomed for the role in life until their ritual suicide, preservation, and reanimation. They exert considerable authority in matters of faith, and often act as advisors for the Lords of Death. They are considered above Commoners but still under the Lords.

Beneath Commoners are the Serfs, unintelligent undead controled by necromancers and Lords. They consist of zombies and skeletons made of the corpses of humanoids and beasts alike. They are used for manual labor, beasts of burden, and cannon fodder. Commoners slaughter an ox for food? Ressurect the skeleton and have it pull a plow. Kill a squad of paladins? Now they harvest turnips.

Beneath all other castes are the Untouchables. Undead who are less useful than Serfs and repugnant in the eyes of mortal and undead alike. Mostly ghouls and ghasts, worms that walk, and gravecrawlers. They are more or less literally untouchable to many Commoners, especially in the case of gravecrawlers on account of their calcifying aura. They maintain the sewers and foundations of the city, feeding on waste(unused corpses, criminals, and the occasional unlucky Commoner) and watching for those foolish enough to attempt to sneak into the city through underground tunnels. Worms that walk in particular are persecuted, forced to live as outcasts in the most isolated places they can find due to their status as “failed liches”.

I'm thinking a combination of both.
The small country started out as just a section of particularly spooky dark land that undead had an easy time rising within that additionally just generally attracts undead of all stripes and they've built a civilization.
I don't think vampires fit in with the major population of Skelebros since there's no blood around.
Unless with the rise of human/other tourism they come in since they won't be hunted down for operating publicly. The skelebros hate this cause they walk in like the haughty high class assholes and start acting like they run the place when they weren't here to build it.

This is gr8. I've been mulling over an undead, desert nation for about a week now. Some thoughts.

Taking inspiration from the Chimera Ant Arc in Hunter X Hunter, I think it'd be cool to portray Undead at first as little more than mindless automatons, doing whatever they need to do to to serve their city, their Lich and ultimately continue their species. Robbing graves, raiding small villages and so on to give the Lich a new batch of skellys to turn into fully fledged undead.

Over time the Skeletons become more and more complex. Beginning to show signs of human like cognitive ability and develop personalities, even wearing clothes to differentiate one from another. The smartest skellies develop specialised skillsets and are made leaders. Eventually a chain of command develops, with the strongest, smartest skellies on top and barely sentient skellies as little more than slave labour at the bottom.

Skeletons have their own politics and conflicts among eachother, but at the end of the day The Lich is the absolute authority and every Skeleton is programmed to follow it's orders. The top priority of every Skeleton is to do whatever papa Lich says and usually that is to just continue helping it make more skellies.

However, when a dumbass band of adventurers decide to kill the Lich, all hell breaks loose. Without the guidance of the Lich, several high ranking skeletons decide to break off from the city and instead seek to become Liches in their own right and establish their own undead cities.

Upon seeing the loyalty of his friends, the Pharoah decided to retain his mummified form instead of resurrecting. He built the Necropolis in the ruins of his ancient capital. The whole city is built on bittersweet nostalgia, a sincere consolation for a small group of ancient undead who endured long beyond what anyone could possibly endure. Its the only city of the dead in the world, which otherwise reacts to ghosts and zombies with terror and pitchforks.

I can imagine the distant sound of constant rumbling, like machinery, throughout the craftsman's districts. Something only generally heard in the most industrious of dwarven cities- but curiously, instead of the hiss and whistle of steam-driven pneumatics, there is just a constant, clacking rattle. This is Valder, Necromancer Lord of Felheim, Master of the Felheim Legions, and Wielder of the Felgauntlet.

Yes, those are his titles.

He grew up in a 'fallow era' - so named because the Gauntlet's whereabouts were unknown in this period. In fallow eras, Felheim always became turbulent. Pockets of civility remained, but were adrift on a sea of rampant savagery. The dead, unchecked and ungoverned, wreaked havoc, forcing the living into acts of desperation.

Valder became a warlord specifically to obtain the FelGauntlet. He aquired it at a young age and ever since then, the undead ruled felheim. If everyone was undead, he'd need not require taxes or need cities the same way living people for that matter. But he does, when his armies can capture of a settlement, an enemy can reclaim it and immediately recommence taxing the populace as Valder obtained the dead from the graveyards and those that resisted his rule.

He sought and obtained the Gauntlet for the control of the dead, not as a conqueror, but as a peacekeeper. Undead would exist in Felheim, necromancer or no, and his job as its master is to ensure people that can do their daily business without fear of being eaten by zombies and with the sense of security only a tireless guardian force can provide.

He's still feared by the Cherrystone kingdom and leads an invasion against them, but atleast he doesn't massacre ALL the townsfolk he comes across, lest he have no tax revenue. The villagers fleeing could mostly be running in fear of the sight of undead rather than any atrocities he's may not be committing.

Then again, he is a viking, so slaughter is to be expected.

I was thinking of a hirearchy based more around age rather than the specific class of undead, seeing as most types of undead flow well into one another as the process of decay takes over. Such as, maybe as the flesh of a zombie decays, they grow smarter and evolve from being a drone worker into being a skeleton, and so on and so forth. Liches or whatever could be the highest intelligences, maybe due to the fact that they have reached such a point of decay that their bodies need to be maintained by the magic just to stay together. I'm thinking that maybe there's a giant crystal that keeps all the undead alive, or maybe the living embodiment of undeath sits vacant and uncaring on his throne as the sole arbiter and maintainer of this entire kingdom that has been built up around him. Something like that. I'm also thinking that the divide between zombies and everyone else shouldn't be as pronounced to make the transition between classes easier among other things. I'm thinking that the council of the oldest rules over everyone. Also, since nobody dies, I'm thinking that the system is kinda due for some problems as the middle class swells without fresh zombies to take care of them and nobody ever dies. Maybe the elders are artificially keeping undead preserved and younger so they stay in the lower class, something like that. I'm also thinking it would be pretty kino if the kingdom was underground, or upside down under a cliff, or in a different dimension or something. Underground would be pretty cool I think. Maybe on the surface it could be a massive graveyard of uniform gravestones, and when you go underground there's the edge of the kingdom, so when people bury their dead there they get taken by the city's "undertakers" and they leave money or something on the gravestones. That would be cool. I gotta draw this it sounds sick.

i caved. im gonna try to build the tombcityin minecraft here is the pallet for buildings and terrain. once the buildings are done ill add colorfull sails and marketstalls and stages etc to reflect how lively the city is
