On the other hand, you've literally taken out practically everything that resembles player agency at the table. You've minimized the capacity for player discussion by locking attributes into specific boxes and left them up to the whim of PC stats more than they do your players. Are you trying to get them to play a video game or are you really trying your damnedest to run a fun session with your friends? A lot of this is unnecessary and shouldn't be there in the first place. I don't want to sound demeaning, but you've managed to become more cluttered than 4th ed. I wouldn't run a session with you with all that. There's actually some interesting implications from the two sets of data we've received.

We see that it is a level 8 spell, which implies this is some sort of Vancian system. The question then becomes "what type of Vancian?"

Let's look at 3 guesses: straight level, D&D style "double minus 1", and "squared" (You'll see why in a moment.)

We know from the stat list that your mana is the average of your ENS and Composure. We also know that the maximum a stat can be, pre-racial modifiers, is 3 times your level.

Let's assume maximised relevant stats, and look at the math.

Straight level: At level 8, we can expect a caster to have a max of 24 mana. This spell uses 14 mana. That seems very mana hungry, but the other numbers make it obviously worth it.
HP at level 8 maximizes at 192, and physical resistance at 24. Meaning it is impossible for any level 8 enemy or character to survive this spell. Potentially that's the point, but it seems slightly unlikely.

in the D&D (double minus one) system, an 8th level spell is accessible at level 15.
A level 15 mage maximized mana is 45, meaning this would be just under a third of their total mana. That's not unreasonable.
Health maximizes at 675, and physical resistance at 45. These numbers make the saves make more sense, but the damage is still monstrous.

At Square of spell, things get...interesting.
Mana is 64, meaning this is roughly 21.8% of teh mana pool. Not unreasonable.
HP is maximised at 12,288, and physical resistance at, well, 64.
And THIS is where all the numbers make sense. the spell is dealing (at level 64) 8400 damage, or roughly 68% of a character's health, half on a save, and half that if simply in the orb.

The save penalty is just beyond the raw ability max allowed, meaning the save HAS to be notable.

Guys, I think this system reaches to level 100. It's only at level 64 this 8th level spell makes sense, given the data we have.

You create a breach in barrier between dimensions and momentarily allow Say-Tyr to exert his power in the Prime Realm. Say-Tyr manifests as a Large sized eight-legged goat with white fur. His twelve horns are extremely elaborate and stretch well beyond the back of his body, and are decorated with tattoos and murals. Each of his head cultists since the beginning of time has added one new picture to the horns. A shimmering orb 30 feet in diameter surrounds him.
Say-Tyr will not follow your orders and will do as he pleases. Any creature attempting to command him or use any kind of enchantment spell on him will cause him to target that creature. Otherwise he will under nearly all circumstances charge in a line of 150 feet before disappearing. Nothing can stop him except terrain blocking effects that explicitly say they are immune to damage.
Any creature caught in the line must make a Strength Saving throw or they take 66d6 magical bludgeoning damage. On a successful save they take half damage. Any creature caught in the orb that surrounds him takes half damage and has advantage on the saving throw.
Additionally, Say-Tyr's bleating forces anyone caught in the orb must make a Charisma saving throw. On a success the creature is immune to this effect of this spell for 24 hours. Failure causes the creature to become a goat. The statistics of the creature don't change, just its appearance. This is permanent but can be dispelled via dispel magic, remove curse, or similar. If a target is turned into a goat and reduced to 0 hit-points by the damage of this spell, they are instantly killed (in goat form) and their soul is claimed by the Abyss to become one of Say-Tyr's harem. Any creature that cannot hear the bleating is immune to this effect.

Guys, it's very worth noting that the horns are specifically noted to be "extremely elaborate". Seeing is clearly not in reference to the decorations, since mention of the decorations is appended on to the description of the horns as a seperate factor regarding them.
Which means the horns are not straight lines, likely twisting and curving back on themselves Say'Tyr-knows however many times.
Say'Tyr's horns almost certainly have FAR more space than 58,000 years' worth of High Priest doodles.

So my next project down the pipe is finishing pic related, a sort-of joke setting made from /tg/ and /k/ crossover and at that time ridicoulus idea of what if Trump becomse president.
As you can see, one of the factions is called "Horde of the Wolf", a bunch of super human animal whorshippers who turn their enemies into savage beastmen soldiers. I would like to replace them with Say-Tyr and his whorshippers, as there is quite some design space for evil she-goat harem army fighting against crazed survivalist and over-the-top knights.
On the other hand, since we established wolf and goat to be bitter enemies, maybe I should place Say-Tyr further West and have that be the reason the horde is pushing so aggressively for the setting? I'd be open for any ideas, for the glory of Say-Tyr.

it could be argued that Say-Tyr = Yog-Sothoth, given Yog's impregnation of Shub, but Yog is on record as sleeping around a bit, so it is just as conceivable that Shub is Say-Tyr's main bitch, and Yog was just a one off fling. additionally Yog is described as a conglomeration of glowing spheres, which is hardly goat-like.
