This is one of those aspects of WHFB's setting that I've always found really dumb and not funny enough to make up for it.

There are dwarf societies which are continually and regularly at war with Skaven clans. Estalia and Tilea have sewer guard corps who fight Skaven all the time. One of the Emperors of the Empire was Mandred Skavenslayer and his assassination by Skaven led to a 400 year interregnum of suffering and civil war for everyone.

So: people not believing the scale of the Skaven threat, sure. People believing Skaven are only another type of Beastman, great. Skaven not existing at all? Fucking retarded.

Yeah in one of the Gotrek and Felix Novels Nuln is attacked by hordes of Skaven surging out of the sewers to the point of open war in the streets and the aristocracy, who were in the middle of a ball, were taken hostage. After the Skaven were repelled Felix' own brother who saw and even helped kill one will only admit that the city was raided by an admittedly large horde of beastmen.

I'm sure that the aristocracy came to believe in the skaven threat or at the least were a little less dubious about it but the average middle class+ go back to willingly putting their heads in the sand.

The answer is less obvious than you might think. While I'm sure they do have a language, only the Skinks are the ones who need it - Saurus are programmed killing machines, Kroxigors are Literally Retarded and Slann speak in Rees. Kroxigor lore states they often need Skinks to tell them what to do, and while their brains are tiny their language centers are well-developed, which suggests they do in fact talk.

I admit, to have skaven that is worthy of keeping, you would have to raise them from birth. Even then, it might be futile to try, yet it would be an interesting experiment. With a better "upbringing", it would be possible to have cheap, easily available troops, or workers.
Working with adult skaven is kind of impossible. What i wanted to say about the slave-thing was that, that it would be hearth warming to see it being surprized by being offered food, and a place to sleep. Healing is a nice fetish, in most cases.

About the damage, right now im reading Skavenslayer, and i have to say, the book reflects TW:WH2's gameplay well. Ie:Skaven infantry, if used against anything stronger than a dead baby, will be routed, and slayed. Gotrek and Felix might be buffed by their weapons, but there are multiple instances of "The Best of xy" being taken down by pretty normal folks.

Because the GW business model for Fantasy was unsustainable. They went from having a big audience that bought a few models to a much smaller audience that bought a whole shit ton of models. The rules of the later editions reflect this. The reason fantasy failed was because there is a threshold where even the few people that are buying shit tons of models won't buy anymore, certainly not when there's not that many people left to play with.

Skaven don't make themselves known and when they appear, they tend to attack targets they know won't fight back or they'll have an easy time battling, so there'll be little to no survivors. The lizards use volcanic rock and some iron for weapons. The skinks use shortbows again like they did in 4th/5th ed.

Lizardmen have a feathery appearance to adapt in cooler environments (lose scaly skin, gain feathery; bonus move, ward; deflection from missiles)

Just something to change up a small aspect that makes them an old world faction with just enough flavor to make them slightly different from core lizardmen but not drastic enough to rewrite a faction book.

As far as I understand if the Skaven are widely seen enough, they're just passed off as another variety of beastmen - hell, even their craftsmanship is shoddy enough to be mistaken for Orc or Beastman work, and their monsters probably wouldn't be far off from a half-glimpsed description of a minotaur or tuskgor. There was actually a short story where some Bretonnians bring a bunch of Lizardmen eggs to Bordelaux for cooking purposes, but they hatch, get loose, and lay more eggs and hide out in the sewers and under the docks. I want that to be more widely known, even if the canon is dubious, because an infestation of feral Lizardmen is way more awesome than some rats - and it'd be a great excuse to have Lizardmen battles in the Old World.

Frankly, even if the Lizardmen have some sort of tadpole form in their spawning pools, I could see the story still playing out - a Bretonnian chef wants to make some weird/delicious dish out of them, an idiot assistant sends out a mundane meal instead so he doesn't end up cooking them, and they end up growing to full size and running and hiding anyway. It might even be a little better, since you could easily explain a whole bucket or two of wriggly tadpole things, but it's harder to explain maybe a dozen eggs turning into an infestation.

If I remember my old lore correctly, skaven infestation is less prevalent in bretonnia than in the empire. Coupled with the lack of cities, it makes sense that they would not be very aware of it.
Still, beastmen are beastmen, and if a questing knight falls into a tunnel, he will slay for the lady.

If you're looking for bretonnian advantages, they actually have the best navy in the old world, and the coastal knights are based corsairs, as they follow Manaan and can use guns.

GW hasn't really touched the naval side of warhammer since the general's compendium, and even then that was bare bones as fuck.

They mentioned dusting off man 'o war for inspiration and featured a tiny clipper ship with six fucking cannons on it, so I don't think they really had a problem with the mismatch.
