An evil, near-godlike being was sealed away by the good guys in the dawn of time. Now he's freed by some upstart bad guys that know not what they are doing at all. The forces of good tremble.

But then it turns out the evil force doesn't want to do villainy anymore. He's done like a million years and wouldn't want to go in for another round. Maybe he's even contemplated all his villainy and realized he was in the wrong, and no longer has his heart to it.

What sort of shenanigans could he get into instead?

Depends on the state of the world.

They could rise from the dreaming death when the stars are right and raise their ancient City of Horror from the briny depths and raise to wakefulness the shapeless nightmares that once dwelt there in the dawn times. They could do all that and then take stock on whats happening in the world.

They would see the mismanagement and wars both petty and grand but they would also see the awesome shit that's been happening whilst they slept.

Shit like indoor plumbing.

Then they would look at their city. Yes it was a grand old place, perhaps the city of all cities, back in the Neolithic times. But now it's just so much slabs of basalt covered in sea slime and kelp and populated by shoggoths who are, not to put it too bluntly, morons.

Time to travel the world and take copious notes. Soon (relatively speaking) the world will have king it needs and a capital it deserves and a new golden age of prosperity and wonder will start.

Thing is, there's likely people in the world who are already able to practically dictate terms to politicians just due to how much money they control.

And nobody knows who they are.

Money is the most efficient way to control things and anyone who works with it in real life also knows that it is the most TIME-CONSUMING way to control things, requiring quite literally endless management to keep it growing and stable, and impacting the lives of individual people on such a minor level (at least that they are consciously aware of) that of the said economic god walked down the street in average clothes they would never even be recognized.

The only guys who can afford to bail on spending 100% of their time making their money work are guys who don't care if they loose it or who really weren't even in the top ten fiscally speaking and so didn't have nearly as much power as they thought anyway.

They aren't really that powerful.
Seriously, being wealthy in a continent where wealth is incredibly unevenly distributed and where you can easily favorably collect bribes and make deals that benefit yourself doesn't make you powerful, it just puts you at the top of your wealth demographics in the pissant economically improverished country you live in.
A guy who's worth billions of pesos is worth less then a lot less in currencies of greater value. You can live INCREDIBLY comfortably mind you because you have put yourself at the absolute top of that nation's wealth bracket and thus you can have practically anything you want, but ultimately you fail to approach the actual wealthiest people on Earth and you aren't actually that important in the larger scheme of things.

But he's bound by cosmic forces and a contract signed with blood to be evil, and the bad guy.
So he does it BADLY. A villain that actually wants to be nice, IS nice right up until he apologises for having to do evil things and then does them.

Or he settles down to a nice modern suburban lifestyle with absolutely no idea how to live and fit in with society.
Ball comes into your garden? Stick it on a pike in the front garden as a warning.
Stray dog? Free food.
An obviously owned dog craps on your lawn? String it up and crucify it by it's own entrails in the garden, and summon a pox on the house of it's owner.

Or he settles down on a farm, and has zombies do all the labour because he can't relate to people, or even speak modern languages.
He bought the farm by invading with a small force and giving the owner a bag of gold coins because someone explained commerce to him.

I'm imagining he owns a book shop, but mostly as a hobby. His main source of income is archeology and history books. He digs up old shit he left behind and then writes about it.

The day that the things beyond madness came from between the stars he got a really grumpy expression on his face. Pulled the shotgun out from under the counter and stepped outside.

The Things are massing in the sky, distorting the light unnaturally as people scurry away in fear to find a hole to hide in, trying not to look up at them. He calmly takes aim at the nearest Thing and fires. It only looks like shotgun in the same way that he only looks human. It sure as shit wasn't lead that came out of the end of that tube.

In the tongue of unwords spoken before time he roars at the unspeakable host
