The idea is each psychic gets a power that is useful for utility and light combat at low level, but character defining at higher levels. Not every character will get a power, but giving the extreme limitation of 'only one power' or essentially a super power version of it avoids the problem of Wizards being able to do whatever they want.

Some example powers include;
>Moving inanimate objects around (telekinesis)
>Stop or cancel an object's momentum(?)
>Moving yourself around and flight (autokinesis)
>Creating heat, light or electricity (Pyrokinesis)
>Can detect emotions, eventually including objects and locations
>Gets vague hints about the future
>Can shift forms
>Creates psychic illusions
>Inserts ideas or images into peoples minds (telepathy)
>Teleportation to anywhere you've been (Jumper?)
>Can control animals

Just to name a few. As you can see, many of these may just overlap with more generic super powers, not necessarily all of them are psychic focused.

That's a pretty good one.

OH and you raised a good point. Basically I don't want any powers that are just direct and boring mind control. Something where someone can implant (or read) memories, or control dreams, or insert images into your mind, but nothing about actually directly controlling people. It's boring and always too strong to have as a power.

Overall the Tombs Troop is America's first and main Super Spec Ops Unit, I am currrently finishing up the first generation of it.

The Neutrals are the unaligned people who are doing their own thing, and are perfect additions to spice up campaigns in regards of many areas.

Had an idea for a mildly autistic teek who did some time as a villain when he was off med for the schizophrenia.

The concept is blatantly stolen from a short story, but he gets talked down by the teamafter they plop a psychic inhibitor on his head, and they get him back on meds. a few years later he wants to make amends for his wrong doing and volunteers to join them.

Teek powers with a particular flavour. He creates telekinetic limbs and a shield to smashy smashy with.

He can also launch himself with a teek boosted leap (without the ability to properly land mind you)

Hides his identity behind a suit of mild power armour with a few life support functions built in. (Built by a retired member of the team that 'saved' him)

I played him a few times and he was fun. Challenging but fun. Rolled crits like nobodies business.

He has to keep the inhibitor on otherwise his schizophrenia goes into over drive and becomes too paranoid / hallucinatory to function as his psionics tweak out his mental illness.

I put in a lot of effort to flesh out his rogues gallery and characterization including a way of speaking/acting that mimicked a buddy of mine who is a high functioning autistic software engineer.

joining us was a generic energy manipulator from the book who didn't have a name until I asked her what it was, and an alien, zombie, robot, demon who punched buildings in half and had been around since the dawn of time. Also no name.

His rogues included the people who used to manipulate him into setting up huge distractions to keep the capes busy while he occupied them, along with straight capes who didn't think he deserved a second chance.

Captain Ultimo being one of them. (Imagine superman as a hardline republican from the Bible Belt)

no giant mechs in my setting yet but I do have plans for regular sized power amour that could become mechs at later date.
Trojan is the more famous power amour users in my setting but that's well into his hero career. before he got the amour he was more like a decker from shadow run with attack drones, hacking and a SMG as his "powers".
but after helping taking down the supervillain illuminati (long story, think Wanted but with less suck) he got a lot more resources and built his own power amour modeled after his supervillan father's arch enemy as a final fuck you to his dad.

other then him there's the new York team who are all power amour users funding by the us government, their amours are all based off animals as a bit of a shout out to FOXHOUND from metal gear.

BEYONDION is the Mazinger. The first piloted mech of Japan made in the late sixties. It plays up the "god or devil" aspect of Mazinger by being powered by its hot blooded pilot's ID. The pilot actually remains cool and level headed outside BEYONDION because all his emotions are being siphoned off by the machine.

Many fear that BEYONDION might proof as dangerous as the kaiju and enemy machines it fights. There's a big Oxygen Destroyer angle there.

Mostly he fights insane Japanese Scientist DR NIGHTMARE, the not-Doctor Hell. He's found a way to bind the kaiju coming from the STRANGE DIMENSION into mechanical shells and wants to use his army of NIGHTMARE SOLDIERS to conquer first Japan and then the world.

The NIGHTMARE SOLDIERS take their forms from the collective nightmares of Japan. So you have monsters based on fear of radiation, military occupation, pollution, etc.

I'm the guy that talked about the "Japan vs Kaiju" Quest and the guy doing Statesmen write ups. I've had a hard week, I wanted to get a couple written up but I"m still stuck on the last few bits of PITT FIGHTER. I'll pastebin him when I'm done and see about pastebinning the other two.

I'd still appreciate ideas for mechs and monsters quest though. Particularly mechs. I just have BEYONDION, CHANGE MAN (Getter), and MAN FROM LIGHT as heroes. A final roster of eight or so would be ideal for the quest. It'll allow the anons to divide up into two teams of four or four teams of two.

Go with how Gardner Fox teamed up the Justice League. Starro shows up and then multiplies himself, and the League has to tackle his forms in pairs of two. This set up will allow you to develop how team mates interact one on one, and then bring them all together to defeat combined Starro,.

For "Cape World presents: Japan 1970" we got:

MAN FROM LIGHT, the not Ultraman who is very powerful and can use his powers to move monsters/people and erect protective energy bubbles, but runs on a timer.

BEYONDION: Single pilot shit kicker. Has incredibly destructive attacks but risks collateral damage.

CHANGE MAN: The not-getter based on Id, Ego, and Super ego. Its three forms give it great adaptability. Id is offensive based, Ego is defense based, and Super Ego is a balance. Its downside is that it isn't adapt at much else besides combat.

There has to be an almighty Real-type mech, the Gundam. If the Mazinger is a vulcan cannon, the Gundam is a sniper rifle. It has to be a single super-elite real mech with the mobility of a fucking mosquito that can rip shit wherever it goes.

AGATHION was an idea I had earlier combining the "magic and sword" mech archetype with the "dangerous to use Shin Getter Zeoryhmer" archetype, but I think the Cape World equivalent of Ideon should take a powder from the quest and only show up perhaps as a late game cameo. Ideon/Zeorymer were eighties after all, right?

I've been thinking about our Specture/Ghost Rider figure GHOST O' JARONE. I think he's got a good gimmick brewing as hell's hitman. Unlike Ghost Rider or Spectre he's not big into shock and awe. He doesn't go all BEWARE SINNERS I HAVE COME. He's a professional. He gets his list and he checks names off that list. He tells his victims who his is and what hes here for and gets to work.

This approach also gives him a social life. I see him getting along with anti-heroes like MOUNTAIN LION and BUCKEYE. I thought about giving him a bar to run filled with souls of the damned and succubus and demons called FUGE (after the line O, Homo, Fugue from Faust)

I was thinking about Ghost doing his killing and sending souls to hell on the side. Statesmen aren't supposed to send people to hell, so he hides this fact from his teammates. They know he's powered by Hell, but Black Minister II is powered by an evil power source as well and he does alright.

I was thinking of having Brown Recluse suspicious of him, having a vague inkling he's doing stuff behind everyone's back. Ghost is fond of Black Minister II and sees him as someone to protect. He's a good guy, not like Ghost, and he doesn't want to see Black Minister II become as corrupt and dark as himself as he deals with his own infernal authority figure (his veil).

Is this a good direction for the character? I'd appreciate any feedback on these ideas for the character.

Also, how does Hell and Heaven work in Cape World or in Cape games in general? I see Hell being like the mob. They have their own business in managing and punishing souls, but they keep to themselves and those foolish enough to cut deals with them. They don't want to invade Earth or destroy anything. They're a business, not an army.

As for managing heaven and hell, I'm of the opinion that hell still tries to reach out to those who could be reasonably tempted by its power. If a deal can be made, they'll find one. It's usually one of those "swear loyalty to me, and I'll save your life" deals you see all over the place, but you can also have a couple of agents who are simply keeping an eye on things in the real world. Those agents are exceptionally few and far between, mind you.

What would Hell think of that Purgatorium casino in Vegas?

I like the idea of Hell offering deals. Ghost might even have some authority to do so. He's a hitman, but if he finds someone that Hell might be interested in recruiting he could offer them a deal like he was offered. Could make for a potential PC origin. "I was a super villain until Ghost cut me a deal. Now I work for Hell".

angels are very powerful beings, however due to ancient laws that both heaven and hell must obey their power on earth is limited to a few miracles and helpful words to mortals in need.
however a devil found a work around to this law. if he gives his power to a mortal and has them direct it the devil can use all their power on earth.
the devils began dealing with power hungry and debased mortals to have them act as "pilots".
the angels knowing that the earth is doomed if they do not act quickly, begin to make similar deals to courageous and heroic mortals until the loophole can be closed up.
the angel and evil "mechs" would look about what would you expect an angel or devil themed mech to look until they unleash their full power where they begin to look like a Angel from of Eva.

I don't quite know what that means but I'm assuming power rangers style mechs.
each ranger has a different power based off a body part (insert iron rod power joke here) when they make their robot they give said mech all the combined powers like say laser vision, super speed, super strength and other shit like that.

a big ugly looking thing that places more on practicality then style. controlled from a plane high above similarly to a drone.

All right. Quick world introduction, storytime, and advice.

The year- 20XX. The place- Sentinel City, a shining beacon of hope on the East Coast of the United States. [It's a stand-in for DC and NYC, with some influences from the west coast.] The League that once kept the city safe from superpowered evil has gone into dormancy, its agents reclusive. As crime spikes across Sentinel City, a new generation of heroes steps up to the plate.

Our five-man-band is decidedly varied. Merrick "Horizon" Carson, the Welsh industrialist whose "Canary Call" sonic weapons were stolen by his protege, and who now wields gravity powers; Leonard "Solution" Driscoll, a psyker 38,000 years too early; "The Detail", an anonymous mob of thirty secret service agents who clone themselves and are all tied to one central leader; "Phage", heir to a long line of vampires... and a vegan loser; and "Venatrix", his fiancee with power over shadows.

Together, they fight crime.

I'm going to append my questions before storytime.

Lots of options here like you suggested. Never underestimate the power of political lobbying and patents. If they want to make your product they have to do it through your company. Does this violate anti-trust legislation? Probably. But so do many things in real life. And you're rich enough to have lobbyists.

You might not want to be that dark though. But hey, corporate power is effective power.

Put them in situations where they have to interact with just one other character. Like an old-fashioned Marvel Team-up. Nothing develops character like contrasts with another character, and sometimes characters might feel drowned out when the entire group is assembled.

I was actually looking more toward keeping my *teammates* under watch more than the wider world. Lawyers and lobbyists can handle Joe Public who wants my gravity gauntlets for the construction industry; they can't fight off an eight-foot-tall hulk trashing my lab. The team, on the other hand, is always much closer together.

Session 1 (which I'm storytiming) actually was one of those sessions, since only some of us were here, and session 2 only brought everyone together near the end. We've been kind of erratic.

>For the sake of the free world, Detail's clone army throws themselves upon the acid, building him a bridge to the remote- but to no avail, as the superacid eats the first agent away to a slurry in mere seconds.

you are describing my setting to a tee.
everyone on earth, post rainbow event, has some potential for magic with adepts being able to teach them styles. of Couse they can learn themselves with no help but it's fairly hard.
adepts are people who have magical styles preloaded into their brain and body giving them sort of a instinct towards that style, so a guy with the dragon shift style would find himself hoarding valuable things because that what his style needs to power itself.
these adepts would become the first of a new age of superheroes and villains.
course there are more traditional Lex Luthor type super science villains and other bad guys but that's due to reality rewriting bullshit then anything magic related.

Reminds me of an idea for a setting I had based on Elizabethan culture. Not-Europe is at religious war with each other (protestants vs Catholics basically), and angels and demons can become involved if they have a body to inhabit. So the countries struggle to build massive and ornate Cathedrals (playing on the meaning of the name, "seat of power"). The Cathedrals are mechs angels and demons can embody and power, and they're ran by monks and nuns that draw the angel or demon into the Cathedral body through constant contemplation and praise.

Think Faust and Paradise Lost but with big angels with stain glass wings and flaming limbs.

Maybe a Cathedral from this world "fell" into Tokyo? Make it Shin Megami Tensei esque. And things get worse when its followed by other Cathedrals.

I like the idea of it being a weakling at first that gradually upgrades. It reminds me of the learning computer and Amuro's arc in Gundam. Players will have to be careful with it at first, but if they train up the pilot and the mech it can become very powerful and very versatile, capable of switching out weapon systems to suit the task at hand.

He can double as the "kid pilot" archetype like the Eldoran mechs. He pilots a giant shape shifting imaginary friend with potentially limitless power, but he's a kid. 1.An angel of goodness and justice that possesses an evil supervillian. Sort of a twist on the "bad spirit inside a good man" theme. The conflict comes on whether or not the angel possessing this guy is moral or not. Can the party iron out an amicable sharing of the body? Could angelic possession be implemented as a kind of legal punishment? There can also be a plot line dealing with angelic possession. Sad, lonely, depressed people start to willingly give their bodies over to angels believing that all they can do is wast their lives. Is it moral for an angel to just take a body offered to them? Is it possible for two beings to share a single body? Can this arrangement be mutually beneficial?

When he takes one soul down they have another soul contracted for them to jump into. But Ghost is slowly cornering them...

Each demon is Halloween themed. One transforms its host into a scarecrow grim reaper with a pumpkin head. One transforms its host into a brutal vampire-werewolf that controls blood. Another turns its host into a a cackling witch phantom. They consider themselves "saints" as part of blasphemy. They are the saint of evil, the saint of sin, the saint of crime, the saint of bloodshed, etc.

3. Cain, as the one who committed the first murder, is in charge of murder. Its his office. Its his mistake and he has to fix it. He's the mythological bad seed. The one that despoils paradise. He's Loki. He's the serpent in the garden of Eden. He's Set. He's the first murderer, and the blood is still wet on his hands.

He reaches across the spiritual Earth into physical Earth to empower followers of Cain to police murder. He has many forms, and many attitudes like all gods. Sometimes he empowers Ghost Rider and Spectre capes to brutally dispatch murderers. Sometimes he empowers protectors that exist to protect and reform killers, protecting them with his mark. Sometimes he creates healers to deal with the fallout of murder.

Each one of them has power having to deal with his mark. Either as an offensive power (I marked this guy and will track him to the ends of the Earth!) or as a defensive power (I place my mark on you. Now the assassin cannot harm you).

I think the CHURCH OF CAIN could be an interesting establishment in Cape World. Storylines with them could help intro PCs into the Spiritual side of Cape World with stories that still grounded in Earthly affairs. "Church goer" could also be a Cape World "class" like Kellymen and Arthurian Knight.

Any ideas for cool names for "offices" of the Church of Cain? Like Hunter, Protector, Healer, etc?

"The Church of Cain" would face a lot of barrier in the form of the basic principles implemented in normal Christian faith, which would lead me to believe it would come about in the 60's IRL due to the shift from established religion or the 90's accounting for comic eras. I could see it being a source of the good old-fashioned paladins and clerics, as well as a group with good intentions and a negative social stigma (ha).

I'd say that naming each office after a patron saint would be an interesting flavor for it. Georgians for hunting monsters, Cosmasians for healers, Nonnatusians as sort of legal aide to support those falsely accused of murder, etc.

Because she doesn't have to. She has a 1-point Feature that says that for whatever inexplicable reason, no one can connect Princess's hero persona with her civilian persona. The Hero's Handbook writeup on Princess even specifically remarks on this.

Mind Programming!

The user can set any kind of trigger, and when the trigger is activated, the target does something, like a reflex. Like for example, if someone gets close to you on purpose, you instinctively push them away or something.

You could program yourself to instantly know what to do in a dangerous situation, not to mention all the neat stuff you could make others do.

Potentially, you could learn self-defense techniques without actually getting off the computer.

That's a staple in the superspy business. Sometimes, when preparing to go deep under cover, an agent undergoes hypnosis where upon repeating a certain memetic line, their psyche will be fully subsumed in that fake persona. This is for when their cover is potentially blown and are about to be captured, so that they can protect their identity until they can rescue themselves or someone else can rescue them and break the hypnosis.

It's also a major component for terrorist sleeper cells. Flip the switch, and you've got a long-trained insurrectionist or assassin on hand to do whatever.

Well in mine I have the Rao, a race of bird like xenomorphs as in a xenomorphs with a beak and feathers.
Due to a quirk in their biology they can get superpowers really easily though the usual comic book methods like radioactive bug bites, cosmic rays or just being born with it, which everywhere else in the universe tends to kill people.

The heroes there tend to be fairly self-centred and rarely consider the consequences of their actions on the wider scale, devastating whole countries and even planets in their constant fighting with one another.
The non-powered population of the planet lives in fear of the super population who they can rarely tell if they a hero or villain anymore and of their own governments which are performing increasingly more and more horrible acts in their attempts to control the supers.

They're kind of my satire/everything I hate about the big two, admittedly mostly marvel.

as mentioned above a lot of the "heroes" on Rao (the planet and the race share the same name because I'm not good at coming up with names.) where dicks. However there was one of them was everything a hero should be brave, kind, strong and always looked out for the little guy this heroes name was Star head.

Star head was once a simple astronomer, staring out into the depths of space and wishing for a world where people didn't have to live in fear.

One day he found a strange constellation that didn't appear on any star maps they ever made, however when he tried to report it to his bosses it had disappeared. No matter how hard he tried he could not get what he saw out of his head so decided to draw it, but when he drew the final line a flash came and his world changed.

Where once was a simple meek astronomer was now a demigod wrapped in Rao flesh. He was faster than a speeding comet, more powerful than a crashing asteroid, able to leap and fly over tall buildings in a single bound, and he was Starhead. He began helping his world in greater ways then his fellow heroes had ever done.

He fed the hungry, he gave homes to the homeless, he brought law and order back into to their lives. Rao kind finally got the breather they needed and began to advance incredibly quickly, there where even talks about colonizing a whole new solar system in the next decade, and they all owed it to Starhead. some even began to worship him as a messiah or a god that came down to earth, oh how right they were.

While his transform was great and powerful, it was also temporary. Lasting only a few hours until he had to change back. Not only that but those great deeds he had done took time and care which took away from his life as a normal being, he had even missed the death of his father and mother and his friends began to drift away from him.

He began to spend more and more time as star head, spending only the few seconds it took to draw the constellation as a mortal before he changed back.

The stress of being a entire worlds hero with not even a change to rest or someone to talk to about his own problems began to wear him down, until he heard the voice.
it told him that he could become Star head permanently if he craved the sigil into his own body. using a twisted knife that if he was in his right mind would have questioned why he owned and a mirror, he craved what was for many a symbol of hope into his skull and began the end of Rao.

What star head once thought was a constellation was in reality the key to a prison for things cast out from the universe and they wanted out. They gave Star head their power in order to fulfill a ritual for their release. They needed to plunge a world to the darkest of despair and bathe their avatar in the blood of its last son, and what greater despair could be found then the founder of a golden age destroying all he had built?

What happened next were seven days and six night of hope being absolutely destroyed. Those who tried to fight back died, those who tried to bargain died even harder and those who chose to lie down and give up were stung up, brutalized and kept alive for all to see.

However, not all died that day. Mr. amazing, a known power supremacist and super genius had a change of heart and tried to save as many as he could by sending pockets of his species away into space with his new born son being sent to a "friend" out in the reaches of space. in the final moments of his world he fought off Star head with all he had until the last rockets could be sent off.

Star head had done it he had killed a entire world but he couldn't complete his ritual as soon as he had hoped. So he turned his attention to the wrecked world and began to build his own ship and army to hunt down the last son as well as the other remnants of Rao.

The remnants became space gypsies, constantly on the run from their pursuer and mistrust full of any and all super beings no matter how friendly they seemed.

As for the last son? He landed on a little blue planet named Earth.

Oddly enough, the one superhero campiagn I was a part of, one of the baddest dudes was on our side. She was known as the Bog Witch, a Louisiana voodoo queen with lots of magic available to her and a fancy for bugs. She was effectively our immediate superior. She was assassinated by a sniper, only to appear again several sessions later in a cave like nothing happened. Unfortunately, that's when the campaign ended.

Pic was the character's overall style.

What's Ki?
In my setting I explain powers in general as coming from a single energy source that pervades everything, sort of like the Force. If you manipulate that force directly you have the power cosmic, godhood, or high level magic. If you can interact with it through ritual movements and language, like computer programs of the universe that's magic. If you channel it through your body because of genes, either because of evolution or genetic damage, you're a mutant or meta, possibly an alien. Channeling it through scientific means creates superscience. Finally channeling through phisical training and spiritual enlightnement is called ki (chi, chakra, haki, reiki, cosmos, nen, banana fana fo fana)

There are two major types of ki using Baseline Ki and Focused Ki.

Baseline Ki is something that can be reached simply by being close to phisical peak performance and being focused in a goal, usually danger or bloodlust, but can be reached by competitiveness, anger, or fear. This is used subconsciously and considered as just part of being 'peak human'. Champion boxers use it to punch harder and absorb blows, parkour runners and acrobats use it to lighten their weight and reinforce their traction and grip, ninjas use it to make them stealthier. This is where Batman and Shang Chi fall. So does Karate Kid, but his futuristic baseline is higher than present baseline and his high human peak is higer too, meaning that, compared to a present day martial artist he is superhuman using superhuman levels of ki, but in the future setting he is just a peak human.

Focused Ki is learning to grow, channel and consciously use this energy. It involves special exercise routines and intense meditation training, to a point it may detract from learning pure martial arts or other abilities, explaining why characters like Shang Chi, who should be able to learn it, eschew it. Focused Ki requires conscious thought, but can be trained to a reflexive level.

Focused Ki, also called Ki manipulation can do things from increasing strenght, speed and toughness, to true superhuman levels, to shooting energy balls, controlling weapons with touch telekinesis, sensing abilities, controlling elements, flight and even more esoteric stuff that borders, and even becomes, actual magic.

The diference in training regimen would explain why someone like Iron Fist, who can punch through tank armor, is not the greatest martial artist, and has a good chance of losing against Shang Chi who spent all his training in becoming the Master of Kung Fu.

This theory is also useful in unifying anime-style powers. Naruto is a misture of Focused Ki and Spellcasting, with Rock Lee having to stick to pushing Baseline Ki to it's limits. One Piece actually shows Sanji and Zoro going from Baseline Ki, to learning the basics of focused Ki by theselves (Flambe Shot, 36 Pound Cannon) and then learning more from training. It also shows Luffy learning to use Focused Ki directly on top of his mutate powers. Kenshin from Samurai X is pure baseline Ki, a lot of Ki and really well honed, but to a scan that shows metahumans he would appear as normal, as a peak human, despite being able to do bullshit that is by any definition superhuman. So would Samurai Jack. Goku and Kenshiro meanwhile are Focused Ki users and would register as metahumans. This even works with DBZ style scanners who only detected powerlevels when Ki is being actively channeled. Goku would sense that Shang Chi and Iron Fist have some level of Ki, but a scouter would only notice Iron Fist.

Capes are god tier when use right.

I've always had a soft spot for capes that have a function though. Like how Superman's is super durable and can wrap around and protect people, or how Batman can ninja-glide with his, or how Spawn's cape is alive.

I always wanted a super whose power was just having a super-cape. Sort of like that one Grant Morrison Action Comics issue where a kid steals superman's cape and it ends up helping him out when he goes up against criminals.

well there a few I been thinking of using.

for a short game you could have him be on the run from some gritty 90's antihero type. the key here would be making sure your arch is sympathetic and that your players would want to help him. you could also play it any number of ways tongue in creek, grim and gritty or out right parody.

for a longer game you could make it part of a vast conspiracy to get rid of supers entirely. they do this by first taking out the supervillains that no one would miss.
in this one you could get away with making your arch unsympathetic you just have to make your players think of the big picture and realise that their not going to stop after their done with the supervillains and come after them next.
this one your kind of have to play a little bit more serious too though there's never a need to go full on grimdark. on the plus side though if one of your players wants to play a supervillain but the rest don't then you could justify the two sides teaming up in order to combat a larger foe and have one of your players play the supervillain.

I've been thinking of using capes as a signifier of growth and tone shift for my super setting.
like at first the superheroes are outnumbered and underpowered to deal with the super villains In the normal hero fashion so they have to get tactical, cut down on any frills and bells and cheat their asses off to win and become as gritty as their foes. but as they get stronger and start winning they start putting those bells and whistles back on and start adding to them, until finally they put on their capes and take back their dreams of becoming true heroes.

Working off the idea of characters having "Impact" ratings. How would the thread feel about "impact" write ups? Like how to incorporate different elements and powers into a setting so that the world feels fresh and interesting in a high impact setting or strange and fresh in a low impact setting.

For instance, teleportation. High impact would have teleporation as public transport. Inter dimensional gates are guarded by lonely, elite super teams always on standby in case of emergency. Public support groups exist to find and rehabilitate "ghosts" created by exploding teleporter accidents. Bio-technology is revolutionize as bad cells can be cleanly teleported away and surgical procedures can be performed without a single cut.

In a low-impact setting on the other hand teleporation is rare, but it exists. There might be a single super human that can use it who is hounded on all sides by people and groups that want to exploit or protect him or her. A superhuman serial killer could be using their powers of teleporation to stealthily kill and main their targets, the only sign of their actions being a faint quantum trail only one of the PCs can see...

Do Impact write ups sound like a good idea? How should they be structured? What should go in them?

I came up with a kaiju/giant mech/etc. setting once based mostly on a pun based on the knifegun gag from Let's Destroy Shagohod!, before adding in more alien/bizarre factions. Not so sure it would apply in /ccg/ though.

As for my superheroic setting, giant robots/mechs and kaiju are as common as any other supervillain and gimmicky character with super powers.

Superscience and it's problems on long term settings

Why IS Reed Richards useless?

A problem with superhero comics, and the rpg settings based on them, is the logic hole provoked by super/mad scientists not changing the entire world. Superhero settings suffer from mixing fantasy and sci-fi ideas and characters while trying to keep the setting in a 'present day'. But if you have a science hero, a super scientist, like Reed Richards or Tony Stark in setting, it gets hard to explain why humans aren't colonizing other planets, why they haven't invented cures for most, if not all, diseases, why are there fuel or energy problems.

My response to that is two fold: First it's because their tech is too futuristic; Second is that they have mental problems.

The tech level is way too damn high
The first thing we have to analyze is that supertechnology is centuries ahead of it's time. Not only in ideas, like DaVinci having the idea for the helicopter some four hundred years before technology allowed it tobe invented, but technologically too.
Iron Man creating his armor is like if DaVinci not only invented the helicopter, but also the advanced metalurgy, the advanced plastics, the fuel, the eletronics and computers, the rotor design, the combustion engine, the helicopter blades design, the petroleum extraction and refinement industries necessary for the fuel and plastics, the mining techniques necessary to create the eletronics, the programming necessary to make the instruments, the aeronautics science necessary to create the rotor, etc.
When Reed Richards sells his patents it doesn't have an immediate impact on the tech level of the world because he doesn't share this background technology, making it like giving the complete schematics for an attack helicopter to a bunch of medieval scholars.

Given a team of top scientists and a couple of decades, a company can reverse engineer some breakthrough or next generation tech, usually something that can bring great profits, but it takes a lot of time and effort to come to fruition.
Another thing this creates is technobabble. Because their mad science is so separate from the normal in-world science that there are no appropriate words to what they are doing, so mad scientists are forced to use the closest words to explain to other people. When a mad scientist mentions 'reversing the neutron flow', they are actually doing a very complex process, that has nothing to with neutrons, flow and it has only a passing resemblance to reversing anything. But this is as close as modern language can get.

It's called MAD science for a reason
The big thing, for me, that stops superscientists from changing the world is that they're crazy. From Reeds autism, to Starks egocentrism and problems with dependency, to Luthors and Dooms obssessions and narcissism. Somehow getting the brilliance necessary to create supertechnology distorts the mind into madness. What else would explain a small time thief, like Captain Cold or Shocker, creating amazing technology and then using it to rob banks and fight superheroes, instead of patenting it and making billions? Madness.

What I did in my setting:
I took a page from Genius the Transgression, and separated genius from Super Genius. A Tony Stark equivalent is NOT a normal human with an armor, he has a superpower, SuperIntelligence. And that initial flash of SuperIntelligence always brings with it some form of madness. This is a recognized phenomenom across the universe and most species consider it necessary for a species to reach space travel. Usually this flash of brilliance and the technology it advances is proportional to the original intelligence and interests of the person.

This reminds me of two ideas I had for example heroes for the "Super hero age randomizer" Silver Age.

The "Science Hero" example would have been a guy that takes the best parts of Walt Disney and Howard Hawks. He's a rich, imaginative futurist who believes in human progress and heroic destiny or all mankind. He believes the human mind can overcome all problems, and demonstrates this through his inventions.

The problem is, his inventions only work when he uses them, and no one can figure out how they work in the first place. The ideas come to him in dreams while his mind wanders among the thought-forms of Mental Earth and when he awakens he brings some of his dreams with him. His inventions are living dreams-modified thought-forms- and only he can understand and use them because they're his dreams.

He thinks of them as useful prototypes, and spends his time trying to reverse engineer dreams into reality. Its supposed to be a little pottery-metaphor for the creative process.

He lives and works in a giant "City of Tomorrow" that's sort of like Tomorrow Land, and he struggles with the fact that not everyone can live in his dreams. How many people-and what kinds of people-should live in his dream city? Dreamers? Thinkers? Doctors? Philosophers?

His rival is a scientist that tries to make technology into dreams. His reverse basically. He's an explorer of Mental Earth, a dream-astronaught. He believes the Future City is harmful because it hurts imagination. It tells people that THIS is the future and THIS is the path we should funnel our resources and effort into. It says we should spend time making this one man's dreams reality rather than dare imagining alternatives.

He's not wrong, but it was never this character's intention to stifle creativity with his dreams. It's something he struggles with during his character arc.

The character and his team could be used to explore the concept of "retro futurism". Eventually some of this character's dream-tech gets outdated by actual technology while still outperforming "real tech" in other ways. The food pills aren't neccesary because Cape World found ways to beat world hunger (Super Builders like Kentucky Rain and the creator of Gemstone and the other Idaho bots making super-potatoes). And his "tele-wristband" are crappier versions of cell phones. But his energy systems are light-years ahead of what current technology can do. They convert the already comic-booky radiation and electricity of Cape World into an infinite power source that can do anything.

It's no good as a reliable organization if the roster is changing every year.

Being a Prohibition-era gangster, having a BAR and Thompson available to him only makes sense. Since they're hell-powered, they naturally hit harder than their conventional counterpart.

All that's said was that she comes from money, yet she tried not to be spoiled by it - she's a relatively responsible rich girl. As for whether they're grooming her to be heir to the empire (whatever that empire is), it's as good an angle as any; after she became powered and took up the hero business, it's been harder to tend to any specific imperial duties. Her parents support her heroic endeavors, but they're worried for her and for the future. It's uncertain if we're going for the "secret identity" angle to complicate matters further.

He's a huge, lumbering golem. I don't see why he can't fight.

I'm not sure you can give Veritas a full supporting cast of deities, especially if they're representing strictly American values. If there is, Veritas is the one who stands out the most because freedom is one of the single biggest pillars of the American identity and what people feel strongly about. One of the main things Tornado Allie has going for her is that she's the designated "sassy black girl" of the group. That said, it's only difficult to build PR for her because it's hard to keep a lid on her, not because she's unruly or anything. She's also not one of those Tyler Perry "angry black women" either who don't need no man and vigorously fight their way up the corporate ladder. On paper, she tries to pose herself as the voice of reason, what with her Catholic upbringing, but since she tends to butt in at times when she's not asked for, she can be overbearing at times. Since she's characterized as "flirty and just a bit lewd and crude," part of me thinks she should be some sort of party animal. It only recently dawned on her, ever since she got into the superhero business, that most superheroes and superheroines are friggin' hot (some moreso than others if they're explicitly characterized as "attractive"). Being around all these unreasonably sexy people seems to have flipped a switch in her. She used to prowl for a good "soldier" to take her home, but now she's in a whole 'nother league of characters to pick from.

That's what I initially thought when I read Libertas's synopsis. She just kinda showed up and has been inexplicably drawn to all manner of cause involving freedom. I picture Rat Pack being incredibly industrious. At last a part of the swarm is always building something, and they take things with them as they travel. A group of bad guys can easily find themselves trapped behind a quickly assembled cage in mere moments or find that they're suddenly surrounded by weight sensitive proxy mines that only a rat could walk over without setting off.

Rat Pack is small, numerous, intelligent, and organized. When you fight Rat Pack you fight a tiny civilization of architects. That alone is pretty powerful, but I was thinking about a handful of the rats being low-level "mutant" rats with super powers. One can cause tiny fires, for instance. But they can share these powers through the hive-mind, temporarily giving the entire Rat Pack their single power. So a single rat that can throw a single spark becomes a mob that can throw walls of fire.

Should there be certain "face" mice that take over duties talking to people? What would they be like personality wise? Would they even think to give themselves names being a part of the Rat Pack?

Working on Kentucky Rain's write up, and as weird as an Elvis Impersonator is I feel there's potential in the character for an interesting look at why heroes wear masks and adopt code names.

Its to make them feel confident wielding powers and fighting cosmic evil. It's to give them a persona, just like how tribal cultures use masks to take on the aspects of spirits and gods. Peter Park cant' deal with this shit, but maybe SPIDER-MAN can! That sort of thing.

What KENTUCKY RAIN does is simply use Elvis and his swaggering mannerisms as his persona instead of so say, calling himself Rain-Boy and wearing a raincoat.

He looks weird to other super heroes, but that's because they'll looking at him like an average person would look at a super hero: a guy in a flamboyant costume acting out a part.

There was talk of a cosplay culture in Cape World Japan where super humans try to bring manga characters to life, and mangaka sometimes create stories and characters for a specific human to "act out". What if in America there's a subculture of celebrity impersonator super humans?

You'd have super-John Wayne and super-Marilyn Monroe and super-James Dean and super-Bogart.

Men and women would adopt the exaggerated personas of super-stars to give themselves the confidence needed to be super heroes and do dangerous things.

Maybe Cape World Vegas' Hollywood Casino has a super team composed of A-grade impersonators?

Eh, that's a bit of a stretch. Super-impersonators aren't as big a thing and would be localized to small pockets, and super cosplay is one of Japan's national gimmicks. Plus, the idea of impersonation was brought up much more elegantly in one of the older threads: one of the Vegas casino's house supers has the power of hard-light illusions that allow guests at the casino to feel like they're dining with old TV and silver screen stars. That's even before you get into people who can alter their image.

This talk about super heroes adopting personas makes me think of something. Would heroes copyright their personas? Would up and coming heroes latch on to a legacy for the confidence and publicity a certain outfit or mask entails? Would you have pockets of super humans all borrowing the legacy of a popular hero? Think a group of guys that dress up as Batman. What would Batman think about that? Or in Cape World terms, what would Captain Justice think if there was suddenly a team of Captain Justice knock offs?

What would the Generals think if they suddenly found a not-Generals composed of fanboys and fangirls?

Well imposters have happened in comics plenty of times. Death of Superman brought various other Supers like Cyborg Superman,Steel and Superboy and the current death of Superman brought Chinese Superman,Lois as Superwoman and Lex Luthor the Superman. People like Superman are awe and inspiring so it makes sense if something were to happen to them they'd latch on to the legacy.

Batman on the other hand seems to have some copyright to his name with Batman Inc. but his death brought Battle for the Cowl where Jason Batman used guns,Tim Batman got his ass handed and Dick comes out as the new Batman. The Dark Knight also showed Batmen imposters and they're too incompetent to be Batman. Their hearts are probably in the right place but they go about it wrong and they don't have any of Batman's training,gadgets and/or code.

So going off of that a team composed of not!Generals would be interesting. I'd imagine Doc would be flattered but the rest of the team really creeped out. Especially Blue Cobalt because her impostor is a man in drag.

Some guy then shows up wearing the costume and using the name and the estate hires the PCs to get him to change. What do they do?

What happens if they find one of the PCs has an outfit detail or gimmick that "infringes on their intellectual property". How would the PCs fight a "bad guy" like this?

There could be a super hero named "Mr Gimmick" who was active back in the Silver Age who changed out his gimmick and costume constantly just to build up a bank of copy rights.

Hey guys I'm relatively new at M&M and trying to figure out how to build a character to understand the mechanics but I'm getting stuck at some stuff.
I'm trying to make a power using that would be basically a force-field that's used as an action, but I also want it to be able to make it a barrier to cover a few allies nearby, and always anchored to the character.

The character in question's "power" is that she's a human energy factory/battery with super speed (mental and physical) and a kinetic barrier around her to keep her safe when moving super fast (but only herself in this case).
Now when she uses special equipment, that energy can be used as ranged energy blasts and can do the area safety-bubble wearing said equipment, am I representing it correctly here?
I'm assuming I'll have to remake the personal forcefield power she has naturally too, correct?
Also is it just the program being wonky with the whole DC for the shield since I chose Burst and I should ignore it?
Sorry if these questions are retarded, the only tabletop I have played is 5e D&D starting 9 months ago and I wanted to learn some more systems and this was a sudden jump in difficulty to grasp.

What do you think of settings that have 'past' generations of supers that lived in the 40s and 50s and so forth, with the lore making it seem like things were Golden and Silver age in tone back then, but modern times have more 'grounded' or 'gritty' heroes.

One of my last M&M PCs was based on this premise. He was THE ORDINATOR! Everyman John Smith was just a regular stand-up jack, until the rise of the Axis, when John rose up to serve his country! While at war, he was accidentally exposed to powerful alien Nazi superscience, transforming him into THE ORDINATOR! Using his newfound generic flying brick powers, he joined the other capes in taking the battle to Hitler, and survived into the 50s, having a wife and children, until one of his archnemesi blasted him with an Time Beam, sending him into the far and distant future of 2015!

He literally just moved into an apartment, wore a sweater vest, smoked a pipe, respected the police, and acted like a cliche patriarchal 50s dad and everyman....

And then he started fighting urban terrorists in power armor who cared nothing about civilians and made the villains in his time who mostly kidnapped people and robbed banks [and yes did some murders and killing and collateral damage, but had *some* humanity] look positively heroic by comparison.

It's coming, I hope to have it by Sunday at least. I've been going slow with the write ups because I've been plowing through Ghost Rider and Spectre comics trying to find inspiration for Ghost O Jarone and Cape World Hell.

Amusingly Its given me a lot of ideas for things other than Ghost.

I think when I'm down with the Statesmen I'm going to move on to doing short write ups of themes and how to incorporate them into a setting. They'll be write ups of teleporation, mind control, matter creation, magic, aliens, super powered races, etc.

They'll all be about things that change the world, and the write ups will include a handful of characters and how to work these elements into a world so as to keep it like our own or make it fantastically different.

Any hot issues we want to talk about in this (or the next) thread?

We got one already with the "Extrahuman, Ghost, Ms Crytpic, Haunter, Otherthing" team...sort of. They're more X-Files.

I guess to be really 70's you'd need a Satan/demon themed character, a character that has a "dark side" they have trouble controlling like Ghost Rider and Werewolf by Night (and Hulk to an extent), and a Wizard like Dr. Druid/Hellstrom/Strange/Stanna/Magick.

And a vampire lord. Because Tomb of Dracula was on of Marvel's flagship titles.

How would you make a vampire cool? I guess we could use that idea for a super from Transylvania who pretends to be a vampire but is actually solar powered (and gets some power form moonlight).

I think the "group therapy" team idea works. They help each other deal with their respective monster hunters, demonic parents, self loathing and vampire sires.

If Palmetto's group is about finding a way to fit into society and Ms Cryptic's group is about investigation then this group is about becoming comfortable with oneself.

Here's an idea: An angel that fell and went to hell and she's struggling to find a way, any way, to get back to heaven. She encounters resistance from both her demonic and angelic kin. Maybe we can tie her into myths of characters that fell only "half way" like Islamic Peris and Irish Faeries?

She has horns and a tail and blood red wings and she's ashamed of all these things and hides them with big hats and coats.

I think it would be neat if at least one of the "therapy team" had a "finishing movie". What I mean by that is that Ghost Rider had special cold hellfire that didn't burn but seared the soul decades before Daniel Ketch and the Penance Stare) and Man-Thing burned people afraid of it.

Some sort of fear-creature maybe? It takes the form of people's nightmares and so it's always bound in a creepy suit of armor. The poor creature would have torn itself to shreds (because it is what it fears most) ages ago but several kind ghosts have taken residence inside it hoping to find some way of rehabiliting the creature that was probably once a man. But its understandably taxing and several of them just want to give up. "Caretaker stress" is the theme of the character.

Good ideas so far? What do you think?

hey guys I've been trying to come up with names for a super team and I was hoping you guys could help me out?
the idea behind them is that they're a team of special operatives who work for the USA and all use mech suits modeled after animals.
the general naming theme would be weapon animal sort of like foxhound from metal gear.
three members I've figured out names and roles for are

Savage Rat, an old as shit Vietnam Vet who got serious PTSD serving as one of those soldiers that had to chase Charlie through tunnel systems. Is armed with a tricked out stunt motorcycle with machine guns, missiles, and rocket boosts as well as gauntlets that let him fire off powerful metal coils. He uses these coils to pull off acrobatic stunts or to grapple enemies. The coils have retractable needles hidden in the grooves that are filled with a deadly neurotoxin.

Fire Bat: Batman if Batman had an obsession with fire. A professional saboteur that likes big explosions and big fires. Completely silent, mentally unstable, and an expert in ambush tactics and guerilla warfare. His cape is made of stealth-cloak technology and can render him invisible. He's armed with way too many flame throwers. He has two on his shoulders, two on his arms, and holds two in his hands.

Fighting him is like fighting Vulcan Raven but he's invisible. You have to find him before he finds you or he blasts the shit out of you.

Has a fear of drowning and water.

Group needs a real vampire. A burnt out immortal who is the grandpa of the team. Think the Nosferatu from Shadow of the Vampire. He's old and tried taking over the world, but now he's struggling to care about a world that's changed so quickly in so short a time. He used to be able to nap for decades without worrying about missing major cultural changes. He hasn't been able to do that sense 1900.

Actually this isn't a very good way to do that in the system.
See, Protection ranks are capped by PL and most heroes already have their dodgeparry and toughness reaching the cap. So power rolled up as this won't do a thing.

However, there is a power called Deflect in the corebook. It lets you spend an action to use it's rank as an active defence (dodge/parry) against all attacks at nearby allies; additionally instead of regular 10 bonus to the rank, you roll a d20 and add a 10 if it's less than 11, making sure you always roll pretty good.

Characters usually have personal toughness separate from their action array even if it's same general powersource.
For example, the mage archetype has an array of attacking spells; and separate, constantly active flight and forcefield spells, on which he also has a separate alternate effect for scrying.

Just have an energy channel attack (strength-based damage). And also a melee weapon as equipment.
Strength+Weapon+Energy all stack by default. If the weapon is omitted, you just lose that damage.
But of course the PL cap should be measured by full power, with the weapon, so losing it would lose you some of the damage.

I think there should be a medical one. Something that specializes in super humans. When a person things they have a super power they're required by law to check themselves into a SUPER CLINIC to make sure they aren't leaking a death-aura or radiation or killer brain waves or anything like that. The patient's records are completely confidential baring certain exceptions. Criminals don't get a right to privacy, their power-readout is a matter of public record.

SUPER CLINIC policies vary by country. Some are more public about its information than others. Collectivist countries usually keep a super human database-but its not usually available to the public.

SUPER CLINICS are a way to make sure super humans aren't walking disaster areas while not being super registration. Super powers are treated not as disease, but as a POTENTIAL disease. If you don't get yourself checked out and you accidentally heat vision someone to death you might get sued.

And there's plot potential with SUPER CLINICS.

The PCs have to protect a team of doctors as they operate on a dying nuclear super man. A team of bad guys want to make sure he explodes and are attacking the hospital.

The information banks of the Super Clinic gets leaked. Everyone is upset and no one knows who to blame, but a lot of super humans are having their information and ID put up on underground black market auctions. The PCs have to infiltrate the auction and take it down.

Politics could also be fun. One group wants more Super Clinic involvement, maybe requiring testing of "probable" super humans, like sons and daughters of super humans or those exposed to a super power creating event. Some would want less Super Clinic involvement, or maybe even none at all. If files ever leaked and caused bad things to happen than this side would have plenty of ammo for debates.

So are Super Clinics a good idea? I'm going to say yes. And they should go in Cape World unless anyone has an objection to them.

I mean think about it. If someone in real life developed some super power the first thing they're going to do is see their doctor and find out what exactly is causing their body to break physics.

I'm imagining a planet full of super humans based on broad power stereotypes. You'd have a race of flying bricks. And a race of telepaths. And a race of stretchy people. And a race of guys that shoot energy.

Could we add this as the 4th Alien Species in Cape World?

Greys (secretive race that few believe exists)

Chromen (Cobalt Blue's people. A vast empire devoted to uplifting inferior species. Sort of like Victorian England meets the Spanish Armada)

Dancante's People (Space nomads and pirates that can fly through space by talking their atmosphere with them. They prey on the shear size of the Chroman armada, their eternal enemies)

These Guys. (A species of several races, each with their own power and role in a caste system.)

I suppose if there's any topic today I'd like for it to be about Aliens in Cape World and Cape stuff in general.

Remember, the very first cape was an alien.

Earth X also had something like that. Mutants and super humans were created by the Celestials are a kind of immune system for the Celestial baby growing inside the Earth. They naturally evolved toward Asgardian and Eternal like races: extremely powerful, but the Celestials possessed a trump against them in the form of a deliberate flaw: they were shaped and limited by the collective unconscious (which is why they're based on mythology) and by the direct thoughts of the Celestials themselves.

I can see some sort of STD bacteria working like this. Way in the past it just gave whoever had it just a little bit more strength and durability. As the alien world evolved and developed they started cultivating the bacteria into strains through bloodlines. Some of the races of this alien culture are starting to speciate as they create blocks to prevent interbreeding between certain "castes".

The "flying brick" Superman type caste uses gene therapy and controlled breeding to make sure that the "super strong" caste and "flying" caste can't produce fertile young. At best they create someone infertile like a mule, so they aren't able to make a viable rival caste. Only "paragon" can breed "paragon".

I think this planet could be a cool setting in general. What "roles" would the caste bloodlines have? I suppose the "paragons" could be the rulers. But what if they maintained power by being good at exploring and trading with other worlds? By extension of these facts, they're also good at conquering other worlds and protecting the homeworld from invaders.

The "paragon" bloodcaste (I kind of like this term. Can we use it?) probably held back starship and space suit technology form developing on the planet. What they have is stuff that relies on their raw power to putter around the galaxy. Their space ships are man-powered, basically.

Man powered star ships. They're basically glorified backpacks for the Paragon bloodcaste to store their trade goods. And the Paragon bloodcaste isn't the only bloodcaste interested in keeping the ships like they are. The telepath bloodcaste are the navigation computers (like in Dune but more so). The energy-creating caste are the engines.

The United Bloodcastes (can we use this name?) Are rivals to the Chromen. While they're incredibly powerful they usually have to settle for lagging behind the Chromen because the Chromen are a united empire while the Bloodcastes engage in infighting. The Chromen also have an edge in technology and believe in advancing their technology at all costs.

The Bloodcaste knows that in an all out war, they would lose to the Chromen. But so far the Chromen are content leaving them be...for now. But they definitely see the virtue in "uplifting" a race as stagnant as the Bloodcastes. It's only a matter of making sure the Chroman empire doesn't leave itself vulnerable in the wake of a victory over the Bloodcastes.

The Grays are the only group whose MO is really unknown. We know that they're the universe's version of Unicorns. They're rare and most everyone thinks they're a myth.

I can see this working. It also ties into Extrahuman's story. He got tired of watching and guarding and wanted to live among the people his people protected.

CAPE WORLD PRESENTS: GHOST O JARONE IN: VENGEANCE AND MERCY

You play as GHOST O JARONE. Your Boss has contracted you to take the soul of an Earth-supremacist with a hatred of aliens, specifically Chromen. You bust into his hide out tommy gun spitting hellfire and corner him, but he reveals a trump card. He's hidden a Chroman child somewhere in the city. And its slowly dying.

He demands an escape route for himself in exchange for the child's location posted to the internet. No problem, you think. You just torture him a little with the horrors of Hell, see how smug he'll be then.

But he knows about the rumors. He knows that you don't play by the rules other capes do. That's why when you broke in he phoned the police.

CAPTAIN JUSTICE shows up. And he's not going to let you torture a captive super villain with hellfire. He believes a super human search party can find the child in time through telepathy and super-speed searches.

To make things even more complicated MOUNTAIN LION shows up. She took a bounty on the perp offered by the child's family and has a stake in him. You mayyyyy be able to convince her to side with you. Or not. She's a wildcard in this situation.

The clock is ticking. A child's life is in the balance. WHAT DO YOU DO?

It's sort of dark for a Cape World introduction, but it introduces a lot of elements in a simple and quick story.
