Thanks to a recent kick of nostalgia and coming across pic related, I've been itching to create sort of "Hard Rock Western" setting. Inspired, but certainly not limited to: Ghost Rider, Longmire, Smokey and the Bandit. And maybe a bit of Mad Max and Knight Rider for spice.

I want to create something where you and a party of adventurers are running the roads, doing whatever you can to do right in the world. Whether you're running cargo, rolling for the law, or riding for vengeance, your job is simple: slam that hammer down, cause your time is short and the road goes on forever. There's gangs, and crooked lawmen, taverns and dive bars along the road to get news and jobs, and of course that CB radio can keep you in touch with your buddies.

There's weird things on the road at night, and always a danger of breaking down, but if you've got friends and allies, or a heart with a purpose, you'll keep a-rolling.

Depends on their function. Most biker gangs use choppers and touring bikes because they spend all day on them. Dirt and racing bikes aren't designed for it and would be uncomfortable as hell after a while.
If they're just riders for a regular gang, then dirt/racing bikes would be fine.

Them halos mean well, but they's got no idea when to keep those big flappin' wings outta other people's business. I've heard tell by some braver than me who ventured into Atlanta thinkin' they could siphon some fuel from the no-go areas in the metro area. They didn't even make it to the city limits before their hair started standin' on end. Said the sky turnt dark at noon and even with their brights on couldn't see more'n a few feet infront of them. Strange things in the shadows, looked a bit like men but wrong. They figured it was them things makin' all the howlin' they heard. Turned tail and booked it before they even made it off the turnpike.

Now, I ain't no historian or nothin', but most folks are of the mind that whatever happened before The Road happened there, in them big cities. Don't know what it was, but I damn sure know I ain't gonna be the one to find out.

GR is great all around, but my personal favorite is Ghost Rider 2099. It was made during Marvel's cash-in on the cyberpunk craze of the early 1990s as a companion title to Spider-Man 2099, Punisher 2099, and Doom 2099 (and later X-Men, Hulk, and a bunch of others), but the first few issues are a lot of fun. The artist went on to become a big deal.

I think we could take some inspiration from S.T.A.L.K.E.R.

Basically, "The Road" is an area that people are more or less stuck in and unexplainable things happen. I was going for a S.T.A.L.K.E.R. but with rural Americana vibe when I came up with the fluff pieces I wrote (I did the first ones for the rails and the cities).

I think making boundaries would be good. That was my idea when making the cities too dangerous to go into for "some" reason. That way you keep the rural feel without players venturing into big cities and changing it to more World of Darkness territory.

Ever take a big road trip through the west? Isolation is a big part of the road, sometimes you'll be going your way and not see a damn thing but the open landscape. Great spires of rock and wide open stretches of nothing but dirt and death. The only thing keeping you sane is the fading classic rock station and the occasional odd town on the road.
The lonely little towns that lie along your path are always a weird, the people are friendly, happy that someone bothered to stop by. It's just enough to leave you uneasy

I can never stop thinkin' of Stephen King's books and expecting to get ambushed by something spooky like a chupacabra.

Like maybe some people are drawn to the 51st state from the outside by some inner calling. It could be the wickedness in their heart or it could be some sort of massive guilt that they subconsciously feel they should be punished for.

On another note, what about people physically born in the 51st state? Devilier. Pronounced Deh-VIL-yay, en Francais-style.

This is the Unrecognized State, legally the 51st. But the land that made it was incorporated into the Union directly after the Louisiana Purchase. It exists both in and out of reality. Any nook and cranny backroad in the United States could land you here in your great-grandfather's time, but thanks to Eisenhower there is now absolutely only one road in: Route 666. There are laws here, but no governors, no taxmen, and only limited law enforcement. You see, this place was…gifted, let's say, to the United States as a way to cross the massive continent it had purchased. Old, old, OLD laws had stated that whoever could cross the land could take possession of it. During Meriwether Lewis and William Clark's great journey west, a second group of explorers was directed to build plans for a Great Western Road.

Very few people even knew about the existence of the Road, and it was considered a military and political secret until well into the Seventies and Eighties. However, there have been people who used the land, most notably the old rail barons, who saw an opportunity to slam rails down on territory they wouldn't have to negotiate treaty for. But they made a bad deal with a REALLY bad contractor. The Devilier Railroad was, in a word, Scratched. It still operates, but in a very different capacity. After World War Two, the existence of the Road, and Devilier itself, became a state secret. i think there should also be a focus on tall tales and folk heroes. back in the wild west and the colonial era legends were common. bards werent there but there were storytellers or "conteux" as they call them where i live (quebec).

i have this setting where legendary characters grow in power and strength the same way deities do as their legends and stories grow.

I assumed one of a couple things. either they get their funding from the government as usal if were still going that route where society exits and route 666/ the 51 state is still in federal jurisdiction think like a B.P.R.D with more V-8's. or their payed to keep the peace( and occasionally look the other way) by the truckers guild that organizes a lot of jobs on hells highway like legit cargo, smuggling, bounty hunting or other odd jobs the desperate might take.

maybe they do it out of a sense of duty to the people and the law itself.think the Main Force Patrol in mad max their charged with protecting long stretch's of highway that's barely under their control and their forces are stretch to the limit but still they do their job. after all people still live in towns on hells highway so they protect and serve their friends and neighbors. perhaps each precinct is self sufficient with sporadic contact with other precincts occasionally they compare notes and get into arguments over jurisdiction.

Interesting, I like the idea of it being known to the government and being used to secretly. But perhaps having Route 666 be the main and safest way in and out, but not the only way there.

It looses a lot of the mysterious and feel if it can be controlled and contained by humans, even if by proxy through contracts.
It might work better as something that isn't really understood and but is still exploited by those daring enough to pass through. It would be hard to control who goes in or out when you can't even draw a definite border around the State .

I'm currently organising lots of the quotes and information from the thread.
There are a few things that need to be clarified/decided on, since there have been lots of different ideas for various things.

When/Where is the setting?
Is it an alternate 70s/80s?
America after a minor apocalypse / supernatural event?
Can people go to the cities? Or are they still populated?

Are there "Monstrous Americans"?
Are they openly accepted? Where can they be found?

The 51st state has a bunch of things.
Was it always there, or was it created in a big event?
What is it's nature? Is it a place where he'll is closer to earth? Is it a weird space-time anomaly that spans most of America?
How does one get into it? Is there a specific road or can you just wander in there? Is it only able to be found by those who know the way or are utterly lost?
How much is publicly known about the place? Secretly known?
Is there a name for he place? Or is it just called "the 51st"?

If these things can be generally answered/agreed on, then there will be a more clear setting.
Right now I just have lots of ideas on a notepad.

The 51st state is...peculiar, to say the least. Not found on any map, of any date, this state connects all states of the U.S. of A. Of course, things tend to happen, especially here. The Road takes all, even if you don't know it. The origin of the 51st state is shrouded in lies, legal tape, conflicting accounts of when it was formed and where it goes. In here, anything can get in, if you know how, and for the right price. Humans, Devils, and other things...

This land was older than any of us, I reckon. The voodoo witches called this land Nueva Mundo. The Englishmen, Neverland. The Ispancialos, El Dorado. Countless tales of lost lands appear to be linked to this place, but no one knows for sure. But one thing is for sure: There be demons here.

Not a fan of all this. I thought the setting was more occult/heaven/hell/dark magic, not fantasy tropes. More Dresden Files, less DnD.

I'm leaving the classes deliberately open so people can interpret them into their own story. Wizards are any sort of magic users, be it houngan vodoo practitioners, hobo mages or native american shamans.

Fallen could just as easily be demons raised from hell.

Lawmen:
There's no written law in Devilier, no law recognised by any sort of government or authority, but that don't mean there's no law at all. Some brave, foolish, driven men and women have made it their life's work to bring the law to the Endless Road. Each man's reason is his own, some probably don't even know why they do what they do, but they are the people who cannot stand to see lawlessness or injustice, who loathe to see evil triumphing and the innocent suffering. And there is a lot of suffering in Devilier. Often armed with little more than a tinstar and a sidearm, they travel the Endless Road dispensing their own brand of justice, be it from the Good Book, from the laws of the United States or their own personal code. The Lawman refuses to allow thieves, killers and rapists escape, pursuing their quarry to the darkest, most distant ends of the 51st state, leaving them on the end of a rope or in a shallow grave with six slugs in the back.

I was thinking some kind of burnt out war veteran, the survivor of the dark war that was waged against Devilier by the US, which was ultimately lost. How can you fight against an idea, a place that never ends, that is never the same? Devilier has no government, no ruling authority, but the soldiers the US sent in came back with horror stories and the scars to prove it.
Like with Nam, some of the soldiers just stayed in Deviliar, unable to adjust to life back in the States.

I wouldn't want a Vet to be a class, but it'd make a fine background.

"Mainliner"
Drugs. The biggest business in all fifty of the United States. Makes sense it'd find it's way into the 51st as well. Like everything else though, drugs didn't go unchanged by their journey on the Endless Road. Stories tell of tweakers smoking rock laced with vampire blood, slamming heroin dissolved in Holy Water into their veins or doing lines of coke cut with the Devils seed. Some OD, some gain almost mystical abilities, but all of them are addicted, and most end up dead. that doesn't stop all manner of travelers from using. From truckers trying to stay awake to complete that last minute midnight run to Memphis, Lawmen looking for a faster draw or wizards looking to commune with ancient forces, those who use are as varied as the drugs available on the Endless Road.

What it says on the label. The Devils spunk, powdered and snorted. Makes user desirable to the opposite sex, increases libido, removes inhibitions. Like viagra mixed with Spanish fly from hell.

Red Rock
Any kind of crystal laced with Vampires blood. Grants increased strength and immunity to many types of damage. Creates vulnerability to fire and silver. After effects wear off user is sensitive to sunlight and garlic, and heavy users might experience send and third degree burns from exposure to the sun. Some users experience a strong hunger for a rare steak afterwards.

What I'm saying is, you're most likely to focus on the cars and the weirdness of the 51st State, or you're on foot shooting the bull while waiting for your drink.

I reckon that comes down to the GM. If I were running this the PCs would spend as much time on foot as in the cab of a big rig.

What I like about BoL is the minimal stats, minimal number crunching and scope for action and adventure.

/tg/s homebrews and collaborative efforts usually die within a week. You want something to go the distance you gotta go simple, doable, easy to access.
You'll never get the perfect system and people will bitch about your mechanics no matter what.

You take BoL, add a low magic system, racial adjustments for supernatural races and some kickass car combat and vehicle upgrades and you got a game.

I think it might be hat we are leaning heavily on western themes and ideas.
While not bad, and an easy way to fill the "Americana" part of the setting, I do kinda feel like we are neglecting Rock n' Roll beyond bikers and the devil.

The system was discussed earlier in the thread. Myself and some others think that Atomic Highway is the best bet. Vehicle rules are great (combat and customization included) and the overall mechanic(s) are simple yet have a good feel. And mutations + psychic powers rules cand be easily tuned for low-tone magic and some monsters/demons. Plus it's free.

How about we use AH as the "recommended" game system due to it having a focus on vehicles and we write about what changes to the rules (if there are any that are not just fluff) we make to get it to fit Breaker 666.
Then we include tips for GMs how to adapt their preferred systems to play the setting, but not as in-depth.

The creature + mutation sections are already sufficient to create almost any entity. Basic & vehicular rules are fine as they are. Weapons and armor are fine if perhaps a bit lacking in details. Vehicles stats and customizations are near-perfect.

I think the only thing that cannot be solved with a few minor tweaks is a magic/occult powers system. But I right now I have no idea where to start.

Also, if you really want to go there, you might want to get an equipment section, since it is somewhat lacking in the base game. But that is purely optional IMO.

Well, the problem with magic is that you can have : A) A complex system with a list of spells (ie d20) B) A light system with a list of spells C) A complex "freeform" system (ie Mage)

But I've yet to find a system that is D) light and freeform ; which is what I think we need since we won't have the luxury to build a coherent & balanced spell list on a tg collective fluff effort that's going to die down quickly.

It depends where you enter Devilier from. If you roll onto the Road from the Deep South, it looks like a Dukes of Hazard episode, or something from Justified. If you're out West, it's the free, open roads like Wyoming, Utah, Montana. A Trucker who rolls out of Phoenix is gonna be driving in the desert for a looong time.

God help you if you turn onto to the Road from Kansas, though. That turn is EVIL.

Devilier was a military secret for a long time. There's old Indian War forts (haunted as SHIT) along the side of the Road, all the way to big military convoys that have been on post since WWII.
