Before probing the borders of the City-States, it would be best to learn a little more about them, which means questioning either Bootknife or Yselt, and since Yselt gave you no means of contacting her, it seems the goblin is your only option until she reappears.

In the meantime, you think it would be wise to begin scouting out Xipil's activities to the south. So far there has been no reaction to your assault on the independent dragon cult compound, but given that the young fire dragon clearly had designs on absorbing them into her growing army, it's unlikely that she's pleased with that turn of events.

If you're lucky, she may not even know it was you, but with her own magic and that of her followers, it's likely that they could have found out by now, and even if they haven't, they might simply lay the blame on you anyway.

You send for Aza'ra early in the day, keeping your lamia slave present despite Isyil's complaints at not being allowed to bask in the morning sun. The priestess arrives promptly, stepping inside as you lounge atop your throne, shaped by Ashuris and draped in the furs of the wasteland beasts you've slain, idly toying with the oversized lamia to distract her from her whining, two thick fingers dipping into the sensitive slit on the underside of her tail.

“Chieftain, you needed something?” Aza'ra grins, eyeing the squirming sorceress in your lap as her pale skin colors at your attentions.

“I want you to lead some scouts south, to investigate Xipil,” you grunt. At the mention of the fire dragon's name, the half-asleep Isyil cracks one eye open, shifting her position to peer at you curiously.

“I don't mind a chance to stretch my legs, but is there anything in particular you're looking for?”

That all sounds reasonable enough to you, though it sounds as if her forces are far less fractious and chaotic than Slaagyr's, which could be a problem should you enter into a full-scale conflict with the dragoness.

“I'll be extra careful then, I just hope your scouts can keep up,” Aza'ra smirks, resting a hand on her hip.

“Ask Or'kug about that, he'll pick you out some good ones,” you grunt, the tip of Isyil's tail coiling as her body tenses, your fingers pushing the lamia sorceress to a shuddering climax in your lap.
“Back soon then, and I'll be expecting a personal reward for my hard work, chieftain,” Aza'ra purrs, flashing you a wink as she turns to leave your hut.

With that out of the way, Bootknife will be your next port of call, and unlike Aza'ra, you're not particularly keen to invite the goblin into your hut, which means meeting him outside. Sliding your lamia slave from your lap to lazily curl herself up on the floor, you make your way outside, questioning a passing orc on Bootknife's location.

He's not too hard to find, the little goblin often to be found loitering near the slave pens. You aren't sure if he's got designs on freeing his former comrades, which is why you've told Za'ria and her assistants to keep a close eye on him, or if he just enjoys watching your slavemistress and the other females working the pens. Either way, he's in the same place as usual, hopping down off the rock he's perched himself on as you approach.

“Chieftain, you, uh... what can I do for you?”

You frown down at the goblin, who peers away to the side under your gaze, scratching at the side of his head.

“I wanted to know what you knew about the city-states nearest to us, or about anywhere we could find more orcs to recruit.”

“Nearest to here, hmm, well the three southernmost city-states are Yoantir, Kolach and Narr Vol, though there'd be some debate on whether the last two count. Errm, Yoantir's kind of like the route down south, pretty wealthy since it handles a lot of the elven land trade, but still kinda weak, since they're small.

Kolach and Narr Vol're in the Mohr Swamp, which is a shithole by the way.”

You grunt, waiting for the goblin to continue as he coughs.

“I thought all the orcs were driven out after the war,” you frown.

“Sure, sure, and the city-states made a show of getting right on board with that, specially the ones up north, but you've gotta understand how things work in the city-states. All it took was one ambitious noble thinking 'hey, no-one but me's got orcs, so if I recruited a band of orc mercenaries, that'd give me an edge on my neighbours', so then his neighbours start getting twitchy and figure they'll put out the word for some orc mercs too. Whatever else they might think of your people, no-one's denying that you're mean fuckers in a fight.”

I doubt the orc pirates would leave their home area so quickly for some promise of war when they probably live in relative luxury.
The noblewoman's probably hot but a bitch to actually enslave and probably has some tricks up her sleeve.
The trade route has potential but messing with it will alert the rest of the city states since they're so important.
I think we should wait for Aza'ra to come back then send her, probably along with some others as well, but she's the most familiar with traveling for a fair while to unfamiliar lands.

Trade routes is a big no-no, a lot of those orcs probably got a good gig going and don't want to fuck it up.

I would say mercenaries. They probably still got a lot of the toughness of Orcs of Old and most will probably still remember the time Orcs rules the areas they merc in.

Even if a large number of them choose not to throw in with a Warleader from the wastes, the ones that do are the ones we want, especially if we promise fighting and slaves.

Probably not exclusively, but I could see it being wrapped up in the broader portfolio of some other orc god.

The pirates are probably your best bet for now, while you suspect that the majority will want to stay where they are and enjoy the spoils of their raids on the merchants along the coastline, there will likely be some at least who are curious about your growing clan.

Leaving Bootknife to his vigil at the edge of the slave pens, you wander back into the main camp, tracking down Or'kug, the old orc listening in silence as you lay out your plan for him.

“I'll do what I can, chieftain, but don't expect massive numbers until we can afford to show up in force,” he grunts, giving a curt nod as he goes to track down a pack for the mission.

It feels like you've got everything in order as far as scouting goes. While it would be nice to send warriors out west as well into the deep wastes, you're reluctant to spread your forces too thin with the problem dragons to your north and south.

It will be quite a while before Or'kug returns from his journey, and the slave Sascha will most likely be gone a while too, if she returns at all. Hopefully Aza'ra should be a little quicker in returning, provided there's no unforeseen problems with the dragoness.

I think it might be smart to start mapping out the underground river leading up to our old camp, it should make movement and transport between the two camps easier, and should make it less likely to get ambushed through there if we trap it out and maybe post some people in there eventually.
If we have time, I wouldn't mind going on a hunting trip with Zo'rok and Dru'ak, now that we have some down time and relative safety around our area.
Might be good to feel out the loyalty of the skinchangers as well, have all of them accepted us as alpha, etc.

We overheard bits and pieces of an argument between him and Snofox, got a pretty good handle on his character, exchanged two lines where he asked us to stop Snowfox from doing something stupid and calm down and then we convinced Snowfox to try to assassinate Juk'ruk instead of gathering a lynching party and demand he be handed over.
Uncertain how much of that will get back to Ludger and how much he'd approve, but we should have the opportunity to either make a decent impression or to play them further off against each other.

The basic gist of their disagreement is that Ludger is conservative and wants to tough the shit conditions out because they are their best chance at survival, whereas Snowfox is really sick of everyone shitting on the Cragfolk and finally wants to do something.
Our goal should probably be to either get one of the two to turn to the orcs (unlikely to work because we're not going to offer them even the pretense of not-slavery, so Ludger won't like it, and we're heavily orc supremacist, so Snowfox won't like it), to get the Crag-Folk into more conflict with the other factions or to get the Cragfolk to be less united so more desert when the time comes.
