Well all I can say is that the signal is pretty noisy down to the sample rate scale, so it's probably not a question of playing it slowly, reversed, or something like that. And I'm pretty sure it was originally the cicadas from Evangelion, stretched, inverted, transposed, and sent through the effect banks. So if there is a code it's something obvious in the repetitions like something from the show or Morse code, Gravity Falls cyphers, or anything else you won't need a specific web tool for.

I MADE IT ON TIME

I'd like to suggest again the idea of getting our helicopter pilots, tank crews, and bomber pilots in on certain EVA simulation sessions.

We need to develop combined arms Mecha doctrines that reduce the casualties of our conventional forces while increasing the support they give EVA units.

I don't believe that losing an entire air wing is an "acceptable loss," neither do I believe in the whole concept of treating EVA and conventional forces as having separate roles. Maybe the EVA is a big leap ahead in technology, but tanks, aircraft, and artillery still have a vital role in slowing and perhaps even wearing down Angels.

Plus, if we were ever attacked by a conventional force or a mixed EVA-conventional force... well, we'd be able to immediately respond rather than being caught off guard.

Double points for if we can get EVA pilots to take a role in directing conventional forces. If we can trust them to pilot a giant mech, we should probably trust them to talk with CAG and such to make requests for support rather than have us as the sole decision maker. We are in command, but EVA pilots should have their say which we can deny at any time.
