I think the major problem for Goto is that it is working. Keeping Kongou at arms length must a have been a trial before now. Job never knew how good he had it.
I'm still pretty sure it was a good decision and these are the "ahah funny" consequences and not "you fucked up" consequences, but I doubt sometimes.
