Welcome to Academy City. The time is evening, the weather is strained, and the date is January 25.

You are Kyril Torikov, Level 3 telekinetic ‘business owner’ and you were sitting in your office. Your top was splayed out on your desk as your wounds were tended to by Asuka. Around you, your guards did their best to clean the room. They did their best to ignore the crisscrossing scars about your torso and your obvious prosthetics. Not that the state of the room had any of them less nervous. You had gouged out parts of the wall, floors, and ceiling in your scuffle against the Guild’s rep. Neither of you emerged unscathed but as you were still present you counted it as a win, sort of. You had never fought a teleporter before, and they had been going easy on you.

This brief lull gave you time to contemplate your next move. Your mission was still to secure the district. The Guild’s decision to try and get rid of the competition certainly wasn’t helping. While you were hoping to deal with them later, it looked like you couldn’t ignore them for much longer. There were many solutions to the problem. First among them was to handle this yourself. The Guild, along with the rest of the district, needed to know you were not one to fuck with. On the other hand, Etzali owed you a favour. With his experience as a gang leader and esoteric Code M skills, he would be the perfect infiltrator to do what was necessary. Nayuta, as ever, remained a last resort. There was no need to go crying to her just yet when all you needed to do was put on the mask and become VERDICT. So really it was just two options.

“You do realise that your timetable is insane right?”

The clown had the gall to argue. This was a sanctioned assignment so you weren’t sure why he had to argue. If he couldn’t infiltrate and dismantle their leadership given his capabilities, you had to wonder how he ever led a gang effectively at all. Then again he did pick a fight with you.

“I don’t care,” you instructed, “You have a week, work your magic.”

You ended the call to him there. Asuka had moved on from fussing with your injuries to playing with your hair.

“So what are we going to do? Nothing?” Sagara asked.

“I’ve got someone working on it,” you told him, “Keep an eye on him and make sure he does what I told him to do.”

“You’re the boss,” he shrugged, “What are you going to do about the guards.”

“There is little one can do against a teleporter,” Asuka put in from above your head, “Trust my personal experience in the matter.”

“Still doesn’t make me comfortable that we have someone with that kind of power running around though,” Kyousuke added.

“So what do you suggest we do?” you asked.

“We need to take them out, deny them to our enemies,” Sagara answered, “Or at the very least keep them out of our business.”

“Or you could simply do nothing at all dear.”

Asuka’s suggestion drew a questioning look from everyone.

“I fear it is a wasted effort trying to contain the threat a teleporter poses. They will simply slip through your grasp like water.”

“Or you could just tell them to leave us alone,” Kyousuke retorted.

Asuka shrugged.

“If that is what old dear leader wishes then it shall be done, even if I feel it is the easy way out.”

“We’ll do our best to keep her out,” you decided.

Asuka pouted but accepted your decision.

“’For now, try and get feelers out for how she was hired. I’ll do a background check on my side then we’ll decide on what to do.”

With the matter settled the four of your retired for the night.

The time is now morning, the weather is crisp, and the date is now January 26.

“You definitely can’t kill her nii-chan,” Nayuta warned you.

The teleporter that had attacked you may have been a freelancer but she was still an asset for the City. They were a Level 4 by the name of Musujime Awaki. She was also the strongest teleporter in the City. That she hadn’t killed you yesterday could only mean a few things. Chief among them would be that she knew who you were.

“Maybe she does, or maybe she doesn’t but you still can’t kill her nii-chan.”

“Do I enjoy the same privileges?” you asked.

“Despite your best efforts, I’ve still managed to keep you in one piece,” she answered with a smile, “Besides it’s been a week or two since you have been hospitalised.”

You grunted at that. She probably couldn’t see the fresh dressings that you had underneath your clothes.

“The best I can do is to have you to sit a seminar on teleporter counter-tactics that Anti-Skill schedules every so often but.”

“I have to earn it?”

Nayuta shook her head.

“It’s not that but the fuddy-duddies upstairs need someone to take care of a ‘problem’ for them,” she even did the air-quotes thing, “But well, I’ll let you see for yourself nii-chan.”

She handed you a folder. The assignment was a simple assassination contract. The target was leader of a separatist movement and a Code M to boot. Their death would grease the wheels for Academy City’s upcoming peace talks with the Russians. You looked at Nayuta and asked,

“So what’s the problem?”

“Well if you don’t see a problem with it then I won’t say anything nii-chan.”

“Why not?”

Nayuta made a face.

“Think of the repercussions nii-chan. This isn’t just a simple political assassination.”

You looked over the dossier once again. War weariness was starting to settle in to Russia and her allies. It was enough that several states were considering secession. They had banded together in to an alliance of their own and had delivered an ultimatum to the Russian government. Killing the mastermind would only serve to incite violence between the two. It was something that the City could then use to push for more favourable terms in peace talks.

“I still don’t see the problem,” you repeated.

“It won’t just be another civil war fought in some forgettable banana republic. This is the Russian Federation nii-chan. Who knows what this will do to world’s economy, not to mention the political landscape within Europe.”

“Can’t be much worse,” you argued, “not when the English and the French are having a go at each other already.”

That and you really couldn’t care less. Nayuta only sighed. Both of you then moved on to the practicalities of the assignment.

“Our target will be arriving by plane tonight and they plan to open negotiations with us before the official Russian delegation arrives tomorrow,” Nayuta explained, “this will be your best window of opportunity.”

“Hit them hard and fast as soon as they step out of the plane,” you agreed, “What are my tools if I get any.”

“If we’re trying to not be blatant about it then there’s the classic sniper set up for your use. We’re not sure what defences our target may possess so it might not be enough. Breaking out the big guns might solve that problem but it would be next to impossible to hide the City’s involvement. Unless you have a better plan nii-chan?”

The time is now afternoon, the weather is professional, and the date remains unchanged.

You decided on keeping it simple. If the target could survive an anti-materiel round to the face then you would deal with that later. In the mean time, you would be attending a seminar regarding teleporter counter-tactics. It was being held in one of the Anti-Skill offices but no one made a fuss when you invited yourself in. Those in attendance were Anti-Skill, making you an irregularity. There were more than just nervous glances. Then your lecturer walked in. You really shouldn’t have been surprised. Shirai was though tripping mid-stride as she caught sight of your chrome dome.

“What is he doing here?” she practically sputtered.

“The same reason everyone else in this room is.”

Your reply came off as polite though you were inwardly laughing. Of course that didn’t stop you from paying attention to the points that Shirai was making. She discussed typical teleporter tactics but the only thing that you got out of the lecture was that it typically took another teleporter to fight another teleporter. The nature of their Abilities rendered most of their options moot and it often came down to the specifics of their power and their application. CASIE noted that she was talking from personal experience. The only other option was simply be the Accelerator, since his Ability could interfere with the principles the teleporters worked with. Given the nature of your Ability, and your experience using CADME, you could probably do the same but you haven’t had the chance to try.

Shirai apparently had a busy schedule and was only able to address a few questions after her little lecture, and demonstrations. Of course you had several things to ask her afterwards but she only had time for one question. So you asked her about,

“So, what does the illustrious VERDICT require of me?” Shirai asked.

She wasn’t so much sarcastic as she was disbelieving. Maybe it was hard for her to fathom that you would need help with something.

“Have you ever fought this teleporter before?”

You showed her a picture of Musjime Awaki. That got her eyes focused intently on you before it relaxed in to exasperation.

“Her again?” Shirai’s tone affected annoyance, “Why am I not surprised at all?”

“You’ve fought her before,” you stated.

“Ah, that’s right, I suppose I have. What did she do this time? Our last encounter was rather inconclusive.”

“That’s classified information.”

She snorted.

“There is not much to say about her if you went through her records.”

CASIE guided your next words.

“Between the two of us,” you began conspiratorially, “she may have bit off more than she could chew when I went undercover.”

Shirai could only nod.

“I suppose she did not linger once she had your number,” you nodded, “She’s pragmatic like that.”

Shirai sighed.

“When I proved to be above her not in Ability, but in strategy, she retreated almost immediately. Before that she liked to toy with me.”

“Unprofessional,” you remarked.

Professionals didn’t gloat, or draw out suffering when they didn’t need to.

“I shall take your word for it VERDICT,” she summarily dismissed you, “Now if you’ll excuse me I have a patrol to complete.”

She turned about face and disappeared without a sound. There was no formal patrol schedule for Judgement of course. You left her to it as you considered your next move. There was still time before this evening’s job. You considered briefing in the gang with your findings but since you had mostly been working for the past few days maybe you could take a break.

The time is late afternoon, the weather is warm, and the date remains unchanged.

While the four of you agreed to meet, it was Asuka that summoned you all to her location. She was taking tea with her cute and adorable juniors at a nearby tea shop. You weren’t surprised to find Sparky and Shirai with her.

“Ah and here are our escorts for the evening,” Asuka started, “Gentlemen.”

You shared a glance with the other two boys. With a shrug, the three of you rolled with it, bowing and offering an arm to each Lady of Tokiwadai. Asuka took yours without a doubt and no preamble. The other two looked a bit more reserved. Your girlfriend led her juniors off,

“Come we must partake in leisure activities that are typical of the commoners.”

It was probably a private joke since Sparky started laughing before following on. Shirai as ever looked disagreeable but nevertheless accompanied the group in your social gathering.

“So, what exactly are we doing?” Kyousuke just had to ask.

“Why isn’t it obvious, we’re attempting to eliminate her,” Asuka pointed at Shirai.

“What?”

“The process of eliminations is rather simple but I would rather be convinced beyond reasonable doubt that she was not the teleporter I am looking for.”

Sparky paused in the middle of calling down thunder. Shirai was still understandably annoyed.

“I’ve had enough of your disingenuous accusations!” she exclaimed.

“Oh?” Asuka raised her eyebrows, “Do you want to go little one?”

“It’s obviously not her,” you interrupted, “She doesn’t look like the type to run from a fight.”

“Haah, that’s Kuroko alright. Besides, she was with me all day yesterday,” Sparky trailed off.

It didn’t take CASIE to register the growing embarrassment.

“Yes? Do go on Sparky,” Kyousuke didn’t let up.

“Yeah, it’s alright Sparky, us nii-chans won’t judge,” Sagara added.

From Asuka’s expression, this was probably her aim all along. You yourself wondered what misadventures the Ladies of Tokiwadai got up to.

“Slander, lies and slander I tell you,” Shirai protested but did not deny.

“Well it certainly makes collecting choice items really easy,” Sagara added.

“I-it’s worse than that,” Sparky finally had the nerve to interrupt, “She does that and more.”

Sparky had her arms wrapped around herself, pretending to shiver.

“There there child, show me on this doll where Shirai has touched you,” Asuka affected concern.

She even had the time to produce a scale figure of Meigo Arisa.

“Onee-sama!” Shirai exclaimed, “Why can’t you accept my love?”

You think of the three causing a scene, only one of them was actually serious. Was this bullying? You didn’t question it much when everyone else was having a right laugh. The six of you settled in for dinner and a nearby josePH’s. It took Sparky long enough to figure that you and yours had had a run in with a teleporter of some kind.

“Well I was eventually going to run in to one,” you admitted.

“No doubt it is because of your uncouth barbarian face,” Shirai spat, “So tell me then, how is it that you’re here and with two different identities no less?”

Honestly you were surprised it took that long for her to pop the question. She deserved at least an answer.

“Somehow, I don’t believe that at all,” Shirai remained sceptical, “Especially when you’re all smiling like that.”

Everyone except Sparky was. The latter looked torn.

“Maaa, if you trust onee-sama to keep quiet about it then this Shirai Kuroko will trust in her judgement.”

“You know, you actually sound admirable when you say things like that,” Kyousuke pointed out.

“Indeed, at this rate you shall be a respectable member of society yet,” Asuka added.

“Hey, give Kuroko a break, she’s not always that bad,” Sparky leapt to her junior’s defence.

“Onee-sama.”

Sparky could only bring her face to her palm.

“Do not worry my cute and adorable junior, she shall be fine so long as you follow my example as a senior,” Asuka tried to reassure her.

Sparky was not assured at all in the slightest.

The time is evening, the weather is starting to rain, and the date remains unchanged.

It was cold and miserable as you perched yourself near the top of a weather tower. At least you had had dinner. If all went well then all you needed was to make an easy shot and then go home for a nice warm bath. You had a good vantage point, being able to cover both the taxiway and the exit of this private airfield. The seating was awkward but that was more an issue of comfort. Plugged in to the ATC chatter, you made out the Antonov-148 on approach that carried your target. It would be hard to miss since your target would be the only female aboard. It took another fifteen minutes before the plane taxied to a stop right down range, a few hundred metres from the immigration building. It was a window of opportunity given to you, and a snub at the arriving dignitary.

She got out, glowing yellow amongst the mundane security guards in suits. Before she was offered an umbrella she glanced about, lingering little as her searching gaze ended in your direction. It didn’t seem like she spotted you. Likewise, you could only make out parts of her body given the umbrella. CADRE was doing a good job estimating her position for you but you never knew what tricks she had up her sleeve. Waiting until she was done with immigration might give you a clearer shot. More than that and you would miss your best chance to catch her outside. Sighting the rifle in accordance with CADRE’s directions, you,

The Metal Eater MX in your arm was steady, given that your had locked your arm in that position. Without hesitation you pulled the trigger, letting loose a veritable volley of steel. Downrange, it caught your target at the arm. The umbrella fell away with her as the yellow glow around her pulsed once, twice then winked out all together. The guards around her looked around for the shooter but you were well outside immediate detection range. One of them picked up the body. He didn’t get far as you pulped his head like a melon as soon as he stood up. They definitely turned and ran in your direction now. You didn’t plan to be here when they arrived so you were just going to have to hope that shock and blood loss will finish your job. Slinging the rifle over your shoulder, you leapt away in to the night, content with another job well done.

You tore your attention away from the evil sprite and eyed the rest of the conference table nervously. Kaoru gave you a sympathetic look. Teacher just smiled in his usual carefree way though you knew he was certainly not carefree. It was hard to be with the Queen of England and Her Royal Highnesses, Princesses Rimeá, Carissa, and Villain, sitting across the table.

“I am a firm believer of negotiation first and foremost.”

Othinus merely scoffed. Her Majesty watched impassively as you pocketed the rabblerouser. It didn’t do much but at least she was out of sight and not insisting on outrageous and inappropriate acts. You probably should have done this earlier. Still, this was only the second step to world peace. The fighting between the United Kingdom and the Franco-German alliance had to stop. You were hoping your relationship with the Anglicans would give you an in. It had, if only to grant your party an audience with Her Majesty.

Everyone in the room had a common desire for peace, but their terms had differed. Amongst them, the only one you could count on being on your side was Kaoru. Teacher wished for a white peace, with everything returned ante bellum, which, for a conflict with no CB, was only logical. Of course logic was malleable in regards to international politics. You decided that,

There was no doubt that you needed the aid of the British Royal family. There was also no doubt that they did not need you. Your right hand may be special but that was only because it could be used to negate magic. It was certainly the core of the conflict but it was not how the conflict was being fought. Despite the magically frozen Channel, the French and the Germans were using conventional forces. You knew this, they knew this but that didn’t mean you were undesirable. Far from it, and if the situation wasn’t so dire you could boast about being the keeper of the Index, the ‘slayer’ of two distinct Angels, and able to go toe to toe with Saints. Sure you may have had help but that was why you were sitting here at the negotiation table. Teacher had said that your right hand could be a hot commodity given the right situation. It was also why you were following his lead.

“Come now Ellie, let’s at least drop the formalities, for old times’ sake.”

“Oh you know me so well Kong, yes let’s before Carissa decides to jump the poor boy,” Her Majesty replied.

“Mother!” the second princess shouted.

The two elders shared a laugh at the table.

“I have a feeling she’ll end up like Atalanta at this rate.”

“Would you like to make a wager on it?”

“Whether she will eventually be charmed by this young man in particular or that she will eventually find someone suitable?”

“Hah the second one is a fools bet, and if I know Kongming as well as you do, then you’re hoping I will accept the former.”

“You know me too well Ellie.”

“Honestly I would prefer him with Villain but I know she’s still holding out for her hero.”

The third princess immediately protested,

“Mother of course I do not. I will do my duty to the crown, even if I must lie back and think of England.”

“Then perhaps we should let the lad decide?” Teacher suggested.

All eyes turned to you. You gulped as you were forced to choose.

The two elders returned to their laughter. It didn’t look like the girls didn’t share their appreciation for your choice. You were put on the spot God damn it.

“Such misfortune,” you muttered under your breath.

“Well then Mr. Kamijou, are you sure you wish to help?” Her Majesty finally turned to address you, “You’ll be listed, to grow great in fame, and be shot at for six-pence a day.”

“Surely the pay’s much better these days,” Teacher argued.

“It’s a quote from Charity,” both Villain and Kaoru spoke.

The two eyed each other before nodding, having acknowledged each other as equals. Her Majesty spoke again,
