Oh slight concern is that you don't have as much line of supply as you'd need to reach them--you get 5 hexes out from your side of the map, then need a supply camp or fort to extend further.

As recruitment isn't an action but can be done freely, you could still achieve all your intents but using a free action to place a supply base--I will assume this is amenable unless you state otherwise.

It's considered a Taking By Force.

Coups and naval battles are the +10 Favours. As I apparently was too thick to convey anywhere obvious in the rules, during the trade phase 1 Petrol -> 1 Favour, so you can buy all the favour you want directly with petrol so it's just nice to get the extra resource.
