I don't think the midori failsafe is to make sure the memory's get wiped. I think this is specifically for the scenario in which a Homura has enough balls to fight the memory wipe and learn what's really going on.That they are fully ready to accept and handle the responsibilities all of this shit entails. That would cause a horrible persona-cascade though so the key then becomes this: how do you make sure the right Homura survives. By making absolutely sure that the right person will be in the right place to ensure it. Without Midori here would anyone even think of using the golden weapons for this?
