Welcome to Marvel Civil War Quest! You are Dean Walters. Not too long ago, you were an ordinary loser. Now, you’re a superhero. Specifically, you have Thor’s hammer. This gives you incredible strength, durability, and even the ability to control lightning. You still haven’t quite figured out how to fly yet, but you’re getting there.

You’ve spent most of your time since picking up Mjolnir being trained at a military base by Captain America and Iron Man. Yesterday, however, tragedy struck when a group of superheroes who were broadcasting their heroism ran across a supervillain called Nitro. Due to their carelessness, the entire city of Stamford, Connecticut was destroyed, along with the lives of 619 people. Your first experience as a superhero involved you clearing rubble out of the way to help save any people that may have survived.

Although yesterday was stressful, you have a feeling today is going to be a lot worse. You get up and go through your daily morning ritual, and prepare to head out to check up on Tony. Last you saw, he was devastated in his office. As you step out, you nearly trip over a package left outside your room. It’s heavy, and wrapped in brown paper. A note from Tony is on top of it, which reads ‘Get dressed. We have someplace to be.’

It takes you a moment to remember what it might be, but when it hits you, you’re ecstatic. About a week ago, Tony said he was going to make you an armor out of Stark Tech, since you didn’t have any asgardian armor. This must be it!

> Tony asked you what you wanted your armor to be like. What did you say?
> A. Strong, but slow. You want your armor to be able to take a bomb and barely get dented.
> B. Fast, but weak. You want your armor to be fast as hell.
> C. It doesn’t matter, you just want it to look good. The most important thing is that it inspires.

Being melee, I suppose strong but slow

OP consider 2-3 skill trees perhaps for customization and RPG elements for next thread. Like one specialized in the hammer and another in some other subject. Example: Level 1 Mjolnir: Learn to accurately and forcefully throw Mjolnir as a swift short ranged attack. 1 XP. Level 2 Mjolnir: Learn to recall Mjolnir 2 xp. Level 3 Mjolnir: Learn to fly utilizing Mjolnir. 4 xp. Players need to choose between different skill trees competing for xp. Another skill tree could be unlocking/optimizing suit powers or our former day job expertise

You remember telling Tony to make you an armor that’s strong, even if he had to sacrifice speed, which he certainly did. The armor is big and blocky, but it definitely looks like it could take a hit. As you finish pulling it on with the helmet, you blink at the odd feeling of looking at the world with a heads-up display. Suddenly, you hear Tony’s voice.

“Dean, you read me?”

You nod, but then, realizing he can’t see you, “Uh, yeah. Yeah, I can hear you.”

“Good. Hey, listen, I’ll teach you to fly with that thing some other time. For now, I’ll just set you on autopilot. We’re going to a memorial for everyone at Stamford, and then there’s a meeting we need to be at. Put on a suit. And be careful. Heroes are getting attacked by civilians now. People hate us out there.”

You try not to let that spook you, and after you get dressed in the suit Tony’s prepared you, you take off. When you arrive at the church, you land next to Tony, and he presses a button. You feel your armor slide off of you and shrink down, until it’s the size of a coin. You put it in your pocket, and the two of you enter into the church. There are hundreds, of hundreds of people there, even a few superheroes you recognize. None are as noticeable as Tony Stark, however.

When the service is done, and you and Tony are leaving the church, you hear a voice from the other side of you.

“Tony Stark?” you and Tony both turn, to see a grieving mother, her mascara running. The woman spits in Iron Man’s face and follows it up with a stream of curses. One of Tony’s bodyguards begins to push her back, asking her to leave, which she takes offense at. As she’s screaming at Tony Stark and the body guard, you feel angry glares on you.

>What do you do?

You sigh, and then step in front of Tony. You mentally prepare yourself for the abuse, and she gives it to you for a while. You keep your mouth shut, and just let her scream at you for a while, and eventually she leaves in tears. You turn to look at the crowd that’s gathered, you even see cameras taking pictures of you, people with their phones out, recording you. You almost feel sick. Tony sighs, and turns to you.

“We should go,” he straightens his tie and tries to pretend he’s not affected by what just happened. “We really don’t wanna be late for this.” You almost suit up, but Tony shakes his head, and follows his bodyguard through the crowd. The two of you enter Tony’s limo, and you see the wall of composure he’s built up begin to crack a bit.

He turns towards you, “Right, so... now we’re going to speak to some very important. Steve’s going to be there, as well as, I think, Reed. I assume you know about the SHRA?”

You nod slowly. You knew about it, albeit mostly because you read about it online recently. The SHRA is the Superhuman Registration Act. It was proposed not long after the Mutant Registration Act, and has been stuck ever since. You read that the proposal only really needed one big push to put it in effect. Was that Stamford? What was Tony planning?

“Right, well, mostly we’re going to discuss it. A few representatives from SHIELD and the US government are going to be there. You prepared for that?”

You give a shaky nod, this is all getting to be quite a lot. You weren’t expecting being a superhero to be fun and games, but this was way more than what you’d expected.

You frown, and turn back towards Tony, “Are you ready for it? I mean, I’m still new, I haven’t even picked a name yet, you’re Iron Man. You need to focus on more important things. Sure, you can’t save everybody, but you can’t let that stop you.” Tony nods, seeming to take your words into consideration.

You pause for a moment, “Tony, where do you stand with the Registration Act?” He frowns, and looks down at his feet.

“Before, I was prepared to walk in there and oppose it, but now? I can’t help but wonder if we were more regulated, people would be safer. I mean, for every hero that actually saves someone, it feels like there’s a dozen kids who gets himself and others killed because they wanted to play hero. Stamford never would have happened with Registration.” He reaches into his breast pocket, and pulls out a crumpled piece of paper, one that seems like it’s been folded over a hundred times. He unfolds it and looks at it intently.

“This is a proposal I wrote. I’m going to present it at the meeting, and I hope I’ll have your backing. Believe it or not, the people at Washington want your opinion. You’ve got a lot of power there, and you’re still mostly unknown.” He hands it to you, and you look over it.

It proposes the Superhuman Registration Act, but with numerous added points. For one, something called the Fifty State Initiative that puts a superhero team to every single state in the United States, as well as reforms the Omega Flight, a former Canadian team, which, if this passes would be remade with American Support.

You nod, handing the proposal back to Tony. “Hey, man, you’ve got my support. This thing... we’ve got people who can level city blocks we have no real way of identifying. That’s scary.” Tony nods, seeming to relax a bit, although you’re not done speaking. “But, like.. how’re you gonna implement it? We need to be pragmatic here.”

Tony shrugs, “I’m not in government, I have a tech company. But, the idea is pretty straight forward. We have the Avengers and other licensed superheroes getting all the unregistered superheroes to do so. We’ll develop ways of tracking new supers, so we can help make sure they won’t hurt anyone. Simple. If it gets pushed too far though, I’ll do everything in my power to stop it, believe me.”

You nod, and for the rest of the trip, you and Tony chat casually, trying to keep spirits up. When you finally arrive, the two of you make your way inside. You finally stop at a large room, with one big round table. You can pick out several faces you recognize. Reed, Steve, a woman in a SHIELD jumpsuit that looks familiar, the guy on his cell phone from Tony’s meeting the other day, and a few dozen government officials. You and Tony take your seats, and the meeting begins.

A lot of it you don’t completely understand, but soon enough, Tony’s proposal comes up. He makes his speech, and looks around the room. You can see Reed and the SHIELD woman nodding in approval, although weirdly, Steve seems to be absolutely still right now, as if he’s doing his best to not show any emotion. You nod in support, and Tony grins at you.

The meeting ends soon enough, and you notice Steve storm out.

You frown, but nod. “Captain, excuse me if this is out of line, but you saw Stamford. If we don’t keep tabs on heroes, things like that are going to continue happening. I’m not one hundred percent behind Tony, but he’s proposing something that’ll keep people from being hurt. Isn’t that what being a hero is all about?”

Cap frowns, and crosses his arms over his chest. “Of course it is, but when I was starting out, the American people knew something that it seems like they’ve forgotten over the years. It’s a little thing called freedom. Our country was founded on the basis that Freedom was every man’s right, and to take it away is truly wrong. Tony is taking away people’s freedom.”

He sighed, and seems to soften up a bit. “You’re young, and still new to this, but you need to be wary of people trying to use you. I’ve known Tony a long time. When he truly thinks he’s doing the right thing, he’s capable of horrible actions.” He turns and begins to walk away, “I have to go talk to the director of SHIELD now. You need to watch yourself, Dean. Don’t let yourself become a weapon.”

You let out a deep breath. That was intense. You almost thought for a moment, he’d deck you. You return to Tony, and let him know you’re ready to go.

Once the two of you are back in the limo, he looks back at you, “Is everything alright with Steve?”

You frown at the mention of Steve, and shake your head. “He doesn’t like this. He says he’s opposed to your proposal, and I mean... look, it’s not like this idea is without problems, but fighting is only gonna cause another Stamford.” You left out a few things Steve said, if only because you want to think about it more.

Tony seems to consider this. “Damn it Steve... I figured he might have a problem with this. I hope I get a chance to talk to him before this progresses too far. Steve’s a stubborn bastard.” He turns back towards you, “But you’re with me on this, right? I need to know who’s got my back. So far, it seems like it’s just you, Reed, and Carol. And frankly, Reed and Carol’s support isn’t exactly comforting.”

You nod, “I’m with you. I don’t one hundred percent agree, but we need to be united right now. After Stamford, people are gonna be looking for a leader, and seeing heroes fighting each other isn’t going to help anyone.”

Tony grins, “Right! You agree. Good.” The car starts, and you realize you’re going back to the base.

You’re curious, as you’ve met both Carol and Reed, and they both seem pretty great to you. “What’s wrong with Carol and Reed?” you ask casually.

Tony shook his head, “No, there’s nothing wrong with them, alright? It’s just... alright, Carol would do anything someone with a badge told her. She’s not exactly an independent thinker. And Reed... well, Reed’s a great guy, but he’s also forgotten his kid’s birthdays because he was making some useless machine. Not to mention, neither of them are all that grounded. I need people that represent what the average person thinks. Frankly, that’s why I’m doing all this with you. I can’t afford to lose touch now.”

You nod. You’ll admit, you kinda liked the idea of Tony Stark hanging out with you because you’re just that cool, but this makes way more sense. You shrug, “And, what about the opposition? Other than Steve, who else do you think is gonna have problems with this?” Tony shrugs, “Hard to say. I can’t see Luke liking it. Falcon, he’s gonna be with Steve no matter what. The young kids. They’ll all probably join up with him. The idea behind his side is prettier.”

You nod, pretending you know who any of these people are. “Hey, uh... if it comes down to it, you should let me handle Steve. He knows you, I’ve got a better chance going against him.” Tony looks at you funny, but nods. “If it comes down to it. But it’s not going down to that.”

Finally, you arrive back at the base. You’ve got plenty of free time now, what do you want to do?

>>
>>42477428
>> B. Get some practice with the new suit.
>>
>>42477556
Problem is the villains already will ignore it. So that rings hollow.
>>
>>42477609
That's the point. Villains are quite clearly villains, and heroes are quite clearly heroes. No vigilantes or wannabes skirting the line, and when a hero gets caught he gets processed so he can't put a toe out of line from then on.
>>
>>42477636
It also will limit the amount of people willing to try and be heroes if they get smacked down for it.
It also gives villians a list of how to and where to find heroes if they can hack a government database. Which to Ultron or Modok would take seconds, to do and then walk down the list.
>>
>>42477686
>What are paper-only info systems?
>>
>>42477726
>What are horribly inefficient government systems?
Besides the fact that government bureaucracy will always slow things down to a crawl. Any villain who's smart would simply find such systems steal the info from them and then eliminate everyone on the list. Centralization is flawed for that very reason.
>>
>>42477783
Maybe the solution is storing them in a place that nobody would steal from, with somebody who would be interested. Why yes, I am suggesting turning the blue spot on the moon into a library.
>>
>>42477783
You can make the same argument about police officers. Citizens should just be armed with guns and do their own thing. No need to officialize neighborhood security and register those people into an armed force. What if someone gets a hand on a list of police officers? He'd take them out one by one.
>>
>>42477867
>What if someone gets a hand on a list of police officers?
Well for one thing that'd be one man with a gun. Not one Cybernetic legion army with artillery. Furthermore police are a public service dedicated to a variety of actions. Superheroes are private, usually reserved for fighting disasters.

Your average schlub won't try to kill police officers, and if he does he'd only get so far before he's noticed and jumped on. Ultron could hit every hero at home, all at once.
>>
>>42477951
why should they be private? They are individuals who are actually capable of standing toe to toe with a cybernetic legion with artillery.
Regular vigilantes have no legal authority and without goverment support, neither do the capes.
>>
>>42478105
Some of them, with forewarning, However, centralization will let the bad guys take potshot assassinations, or failing that take hostages.

Their anonymity is their shield. Not every super can go about in public in open view and not get wasted. Tony and Reed get away with it because of money and science bullshittery. Cap should by all rights have been sniped by now.

You get out of the car and return to the base. The day is still early, and although you can think of a million different things you want to do, most important is messing around with your new Stark tech. You head out to the training field and suit up. You take a moment setting up the field, since you don’t have someone to train with currently. Since Stark was heading to Stark Tower to work on something himself, it seems you’re going to have to figure out how to work your armor on your own.

You decide to focus on the basics. Your armor, and Mjolnir can wait. For now, you need to learn how to actually hit things. For the rest of the day, you practice, going over drills and battles in your head, again and again. By the time you wrap up, you feel a remarkable increase. Sure, you’re not as good as someone like Captain America, but you can certainly hold your own in a fight. Your coordination and reflexes have very much increased. You take off your armor, and head back into the base, sore and tired after a long day. You’re ready to go to bed, but before you can do that, you bump into Carol, in costume, along with some other guy. He’s very muscular, with dark hair, and maybe it’s just the glowing red eyes, but he looks pretty not happy. Carol smiles upon seeing you, although the other guy just looks at you. “Oh, Dean! Good to see you. This is Simon, uh... Wonder Man.” Simon nods at you, and looks around, “Do you know where Tony is? We need to talk to him.”

You frown, they look serious. “Uh... what’s up? I mean, is everything okay? I can call him if you need him.”

Carol sighs, “Johnny Storm was attacked outside a nightclub. He’s out cold, but he’s stable. Not only that, but Steve’s gone missing. He had some argument with the Director of SHIELD, and now he’s gone. It seems like a lot of other heroes are gonna join him as fugitives.” She doesn’t exactly sound happy, although she’s trying to hide that.

You call Tony, and let him know that Ms. Marvel and Wonder Man want to see him, and you let him know about Captain America and Johnny Storm. He lets out a string of curses, and promises to be there as soon as possible. You relay that to Carol and Simon, minus the curses, and all of you set out to wait.

You look between Carol and Simon, “Well, uh... this is how it starts, right? Captain America’s doing his thing, and because of it, we’re getting hunted, and fighting amongst ourselves. How are you guys? You have families?” The two look at you oddly, and then Carol turns to Simon.

“Yeah, he’s new,” and then turning back to you, “If there’s one thing you don’t ask about another hero, it’s their families. I’m... estranged from my family, and Simon’s brother is a supervillain.” She, to her credit, tries to keep the conversation jovial, and you nod. You supposed that made sense, but you hoped it wasn’t a requirement or anything. Your family was fine, more or less. Your parents were retired, and lived in Florida, and you still chatted with them occasionally. Your older brother was some engineer in Texas, and although you had been jealous, you still cared for him.

Your thoughts were interrupted when Tony entered the base, in full armor. As he walked, his helmet slid back to reveal his face. “Carol, Simon. My office. Dean, you should get some sleep or something.” He doesn’t stop walking, not even to give out the orders. Carol and Simon follow him, leaving you alone.

Before going to bed, you decide to try and eavesdrop on their meeting. Although you can’t make out all of it, you can make out bits and pieces of their discussion. Most of it’s about plans for the Registration act, and what to do if certain people join up with Luke. You come up eventually, and although Tony says he trusts you, he’s not sure if you’ll be up to what’s to come. He also says he and Reed are planning on something in case you switch sides, or aren’t able to do it. As the meeting is wrapping up, you step away from the door, and head back to the training grounds. You’re determined to learn how to at least get the hammer to come back to you. It takes a lot of practice and focus, but you get it down eventually.

Finally, you’re done. You text your family, letting them know you love them, and then you head to sleep. Your dreams are conflicted, and you’re worried about the future.

And, I’m sorry, but I’m gonna call it there. I’m tired as fuck, and I’m gonna try and sleep a bit. I might continue this in a few hours, if this thread’s up. If not then, then certainly tomorrow. I’ll stick around to try and answer as many questions as I can, but seriously. I’m fucking beat.

Well that isn't foreboding.

Thanks for running.

Thanks for running!

Yeah that's pretty fucking creepy.

Though I know he's talking about Project Ragnarok. First thought was the Negative Zone Prison.

Are all the characters the 616 versions of themselves?
>>
>>42483193
who knows? Gotta meet them all and find out.

They're all my own interpretations of the 616 characters. Occasionally I might borrow from a different version of the characters, but they're more or less based on the 616 version of the character during the Civil War.

If you are running tomorrow can you tell me what time range you're expecting? Translated to Eastern Standard Time would be nice.

Kay.

I hope we have the chance to tell Spider-Man that revealing his identity might be a stupid fucking idea.

280 replies mate. Bump limit is at 300 so I would notify people in this thread when you're making a new one and then create a new thread if you feel like continuing.
