Welcome to Academy City. The time is lunch, the weather is fine, and the date is January 20.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’ and you were being punished. Karma was a bitch like that. You were back at your childhood home, the orphanage known as Cypress Park. Along with Kyousuke, you were serving lunch to the kids. Overseeing your punishment was Aneue. She wasn’t aware of who you were though it didn’t slow her down in the slightest. The reason for Kyousuke was because of skipping town last year. Aneue was still muttering that she only managed to find one out of four so far. As for you, the reason she gave was because you were a bad influence on her charge, having her skip classes and ignore curfew. No doubt she had caught your fifteen minutes of fame earlier this week. You couldn’t believe Nayuta had sold you out like that.

Given the smiles and laughter around the dining table you didn’t think this was much of a punishment really. The only missing face was Mum but there wasn’t much you could do about it. Kyousuke thought otherwise. He wasn’t a Child Error so he could probably be forgiven for that. After lunch he was keen on dragging you out to go plinking. It was how he was going to spend his weekend, assuming Sagara didn’t need him for anything. You yourself had some unfinished business with a certain vigilante and had gone to your boss for some help.

Speaking of your boss, she was doubly enjoying herself as you waited on her and the kids. It was rare to see her with kids her age admittedly. She was still in primary school, even if her mental maturity was closer to yours. You had already intruded on her weekend time already so you,

Nayuta deserved her day off and she hadn’t been much help for you so far. That and you didn’t want to risk exposing yourself further to Aneue. Kyousuke agreed and the two of you left as soon as you could.

“So where do you usually go for this kind of stuff?” you asked Kyousuke.

“You know the bridge above the cargo terminal? Near where we stole that train from?”

You did.

“Well I usually nail some targets cans up there and then camp out on the maintenance building. It’s maybe three, four hundred metres out so it’s good practice. With the trains going in and out, nobody really notices.”

You fed the address in to your GPS and drove out in that direction.

“And if I said we could be shooting something else?”

“If this is a job then you gotta pay up man. Ammo ain’t cheap and all I’ve got are training rounds right now.”

“And you’re fine with that? Just shooting a guy because I paid you to?”

Your friend shrugged.

“Why not man? I could always use a little extra for the retirement fund. Besides I’m the oddjob guy,” he sounded proud, “Anything Sagara, or Tadakuni, can’t do, I can.”

You suspected that he also did things that your other two friends wouldn’t do. It was good to know. You parked up a block away from the rail terminal proper before slipping in to the maintenance building. Kyousuke apparently had a key for the emergency staircase. You didn’t ask where he got it from. From the roof top, you could make out the targets with your superior optics. CADRE could make the shots easily. As you watched your friend put rounds on target with ease, you considered asking him for help.

“Yeah, still got it,” Kyousuke was satisfied with his performance.

Then he turned to you,

“Want to have a go?”

You weren’t sure if he knew you used a targeting computer.

“And turn off the aimbot will you?”

He did apparently.

You took off the helmet and swapped it out for your civilian guise. Obviously Kyousuke had dialled in the range for the sight but apart from that you were on your own. There weren’t any obvious indicators for wind save for the light swaying of the targets. Even then you couldn’t tell in which direction it was coming from. It was of no surprise that your first shot went wide and far off in to the distance.

“Not as easy as it looks huh?”

Kyousuke was looking through the extra spotting scope.

“Wind’s blowing west by the way, if you haven’t noticed the way the windmills in the distance are facing. Speed is decent but not consistent though, you’ll just have to guess.”

You tried again. It was a mere graze but it was better. Obviously, Kyousuke had been doing this for a while now so obviously he was much better than you. It made the decision to hire him to help all the easier.

“Well I definitely think you’re the right man for the job,” you finally said, “What’s your going rate?”

“Usually I ask for an advance but since we’re friends we can talk money afterwards. 90% of it is tracking the guy down though.”

You sat up and had him take notes on the last target you had missed last night.

“You do realise that there’s a cheaper solution right?” Kyousuke spoke, “Just put out a bounty on him. Sooner or later, someone’s going to go out and get him. I don’t even have to track him down and shoot him.”

Huh? Why didn’t you think of that before?

“Of course, I’m probably going to end up collecting anyway.”

Well it was nice to know he was so confident.

“You have anything to do later today? I was going to check in with Sagara anyway so he might have some information or maybe a job if you’re looking for one.”

Well on one hand, you wanted to touch base with Kaoru and see how she was holding up. You were meddling with her investigation after all. Hopefully she hadn’t caught on just yet.

“You do that, and get the bounty posted up,” you told Kyousuke, “I’m offering half a mil at the very least. That enough?”

“Should be, at least for the down and the desperate,” he answered, “Not my usual going rate but I’ll deal. See you later.”

You had dropped him off somewhere in School District 7. Then you called Kaoru. The call dropped before she could pick up. She was probably a bit busy. You remembered the last time she was busy. It involved defusing a bomb, or a speeding vehicle, you weren’t too sure. Still, she was probably calling you back so you gave it another five minutes. Nothing. You called her again. This time the call didn’t even connect. Apparently the number couldn’t be reached. You wondered why that was. While blocking cellphone reception was pathetically easy in this City, Kaoru had more sense than that. Something fishy was going on.

Leveraging your security access given your status as law enforcement, it was almost trivial to trace her mobile phone. It came up empty, as if her phone had been shut off and ceased to exist forever. You had followed her tracks however. Apparently she had gone to Judgement Branch Office 177. That wasn’t exactly strange. She had friends and classmates there. Then she had visited your mother’s apartment. That then set off some alarm bells. A quick message later and you were pleased to know that Last Order and your mother were both fine. Touma had come in for some lunch and some help. Kaoru had been simply tagging along. The last time her mobile phone’s signal was tracked it was in School District 10, near Kyouko’s. Between then and now, the signal had simply disappeared.

Hopefully there wasn’t anything wrong but you had a feeling Touma’s luck was at it again. Your next step was to,

You left Nayuta a note. As for your car, you had to leave it at home. Thankfully it wasn’t that far a walk to School District 10. It was cold. Given that this was January, you weren’t that surprised but the closer you got to Kyouko’s place the colder it became. There was no one outside or inside. You opened the door to her usual throne room and were met with a snow storm. It wasn’t just snow. Sure, it had piled up and when you had opened the door it had come spilling out. A biting wind accompanied it. It chilled you through your clothes. In the middle of the room was a ring, a circle of yellow. That was the source of it all. You moved in closer, despite the cold. It was only mildly uncomfortable for now.

It looked like a portal and if Kaoru was on the other side then that would explain the lack of signal. As it was, there were no signs of her in the room, nor were there signs of anyone else for that matter. Touma should have been with them too. Maybe he was around somewhere. If his right hand was supposed to nullify the supernatural then you didn’t see why there was a goddamn portal shitting out a snowstorm here at all. Quickly, you left the room. It was quite evident you were underdressed for it but you weren’t going to step in to the portal just yet. The rest of the building had been left mostly intact but the cold was seeping through the walls. You had no sign of where anyone had gone.

It was a good thing it was still technically winter in Academy City. Finding proper arctic gear was even easier. Once properly equipped and supplied, you came back to the portal stepped through. The other side was just as snowy and windy as when you came through, only it was dark. Well maybe it wasn’t dark but it was cloudy enough that sunlight couldn’t penetrate. It was a frozen wasteland that you could barely see through. You could pick up loud thundering booms in the distance. CADRE recognised it as some kind of modern munitions but given the weather it was harder to be more specific. Your GPS was scrambled but soon enough it returned. You were surprised by where you had found yourself.

Welcome to Russia. The time is dark, the weather is stormy, and the date remains unchanged.

You could at least make out some tracks in the snow but it was fading and fast. It was at least an hour old given the weather. Whoever was pulled through the portal, whether it was Kaoru or otherwise, was out there somewhere. In the time it would take to mount a proper expedition the tracks would be long gone, possibly whoever had made them as well. If it were Kaoru’s, or even Touma’s, then you didn’t even want to think about it. Though if you continued on you yourself ran the risk of succumbing to the weather. You weren’t prepared for a lengthy stay in an arctic environment such as this. At best you could maybe make a shelter but food would be an issue eventually. That was assuming you could make your way back, and that the portal remained stable.

You weren’t prepared for this and it would do little good if you were to add yourself to the casualty list for nothing.

Welcome to Academy City. The time is late afternoon, the weather is frosty, and the date remains unchanged.

“Nii-chan, there you are,” Nayuta’s voice came through your helmet, “I’ve been trying to raise you for the past half hour.”

You weren’t gone that long you hoped.

“Sorry for worrying but I think we have a problem,” you replied.

“I’ll say.”

A portal to the Russian tundra in the middle of a snowstorm was more than just a security breach. It was Code M. Someone was responsible for this and maybe responsible for Kaoru’s disappearance as well.

“Officially, the City will deny its existence and cordon off the area. Until we can figure out how to close it, or find the one responsible for it, you’re on your own.”

Well that was certainly put a damper on things. Because as best as Nayuta could tell, Kaoru was no longer in the City, and neither was Touma. Chances were good they were on the other side of the portal, along with Kyouko.

“You’re going to go looking for them,” Nayuta didn’t question you.

She simply knew it for a fact. Finding your friends was your first priority. Capturing the one responsible would come in time. She sighed and continued,

“I can get you some equipment but if you’re going in you’re going to need a team.”

Went unsaid was the fact that you were going to have to find the members yourself. Aside from your mother, you didn’t think anyone else would have cold weather experience. Not even you did. Still that was one but surely, a two person team could not possibly be enough.

Making a list of candidates was easy. Assembling them in to a proper expedition was harder. You started with the easiest and perhaps most essential recruit, your mother. It wasn’t hard to convince her, especially since it could be phrased as a family holiday. There was even a Sister on site, more specifically #10777, to help coordinate with you. Last Order wasn’t exactly happy at not being allowed to go but at least she could receive parts of the experience from #10777. Both you and your mother had agreed it wasn’t something that she would enjoy.

Your next stop was Sagara, and Kyousuke, both of whom were rather busy. Though with the situation explained and your request given, it was the Cyclops of the two that smiled and said,

“You have no idea how big of an excuse I need to get away from all this work.”

While you couldn’t really care less about THIEF, you weren’t sure it was a smart idea to simply pack up and leave.

“I’ll get Mishka to keep things running smooth. It’s not like she doesn’t have the resources for it,” he replied, “And besides, when was the last time we went on an adventure together?”

“Well count me in,” Kyousuke agreed, “if Kyouko’s gone missing with them, who’s gonna sign my pay check?”

It was strange to find Kyousuke to be more pragmatic than Sagara. You supposed that he had to make a living somehow. There were two more candidates that you thought would be great to have. Unfortunately, they were both Ladies of Tokiwadai. Of the two, Asuka was probably the one who would no doubt jump at the invitation. Sparky on the other hand was a Level 5 and she might not even want to go. You had to,

There was no point in asking for permission if the person in question wasn’t going to go in the first place. Thus you set off to find Sparky. You were surprised to find her taking tea with both Queenie and you girlfriend. The atmosphere wasn’t tense. It was more of an insincere civility, between them all. Of the three, it was Sparky who was fidgety and uncomfortable. No doubt the three of them were waiting to see who would metaphorically blink first. Around them sat more Ladies of Tokiwadai as maids, or ones in training anyway, flitted about. It was a veritable tea party. You recognised ones of Queenie’s, a girl with ringlet curls, sitting at a table with both Shirai, and Kongou Mitsuko. It was amusing to see how conflicted Shirai was at being surrounded by enemies yet having to remain civil. You supposed that the followers would reflect their leaders.

“Have a seat dear,” Asuka greeted.

A maid had deposited a chair at the main table amidst the dark mutterings of the other tables.

“Ah VERDICT, how nice to see you again,” Queenie greeted you to maintain decorum, “Have you come to finally repay the debt you owe me.”

“I’m fine thank you for asking,” you replied.

She scowled at you briefly for not playing along. Then it was gone and she was back to sipping tea with a smile.

“Now, I’ve been led to believe that you are organising an expedition to Russia,” she continued.

“For the record, this will not count as our honeymoon,” Asuka added.

Sparky’s attention was grabbed. Hopefully it wasn’t about the honeymoon statement.

“That’s one of the war fronts,” she said, “What do you want this time Aniki?”

“It’s nothing so devious Railgun, he is simply searching for your lost paramour, among other things,” Queenie answered.

“He’s not my boyfriend,” Sparky’s tone was even.

“Either way, this represents an opportunity does it not?” Asuka spoke instead, “A chance for you to finally feel like you have changed the world.”

You could guess at what Sparky wanted. That was a cost of bringing her with you. She wanted to stop the war after all. It was strange to see both Asuka and Queenie work together in concert. You were surprised that neither of them made the choice for you. Your reply was,

“This is a simple search and rescue,” you stated simply, “What she does after we’re done is simply up to her to decide, as is the decision of whether she wants to go.”

“I’m coming with you,” Sparky interrupted.

“Or not.”

“Then I suppose we shall have to pack warmly,” Asuka finished, “I trust you shall enjoy some peace and quiet so long as no one is aware of where we went.”

Queenie whipped out her remote and pressed a button.

“Oh don’t worry about little old me, you kids enjoy yourselves,” she said cheerfully.

The time is evening, the weather is cold, and the date remains unchanged.

Before you, stood your expedition. Including yourself, your group numbered six with another promised to join you on the other side. As promised, Nayuta had acquired some provisions and supplies for you. It didn’t include weaponry which you easily supplied. Alongside that was a crate of vodka. You didn’t know who brought it but it was a welcome addition nonetheless.

The rest of the block had been cordoned off as Kyouko’s palace was given an improvised renovation. The entrance had to be big enough to fit your mother’s half-track after all. Since the portal was large enough for her to drive through, it seemed like an obvious choice. It provided both shelter and a transport in one robust package. In your mother’s words,

“If it’s good enough to invade Russia, it’s good enough for us.”

You really couldn’t fault that logic though it was strange to hear her say it. Sadly the FlaK38 had to be left at home, for lack of space and ammo. Still this should be enough to last you for a while. You just hoped that all this preparation was not in vain.

It was a bloody shame but what could you do? Getting caught by the City while working for the Mad King was definitely not on your to do list. It was hard enough trying to find a way to end his suffering without him noticing but it was another if you had to do that while the Bobbies were on your arse. Worst part was one of them was a Paki and the Paki was Sikh. They were pretty much the biggest example of law and order in the magical world. You, you were pretty much the opposite, except you were a good guy see? As long as the world kept turning and the average bloke could live his life without the other side bothering him then you’d fight to keep it that way. And the Mad King was an anti-thesis to that. If you thought Teacher’s obsession with the ambrosia-blessed bitch was creepy well this took it to another level. It didn’t help that the target of his affection was a blasted lich as well. It didn’t help that the lich was a crimelord despite having the shape of an innocent middle school girl.

You sighed. This bloody City had more magical problems than you could even care to remember. It wasn’t as bad as say, London and their current troubles, but until the war died down you didn’t think you could do much good. You weren’t comfortable with Her Majesty deciding to fly the flag a bit to keep the Frogs on their side of the Channel. Still while you were laying low outside the Tenth maybe you could look in to the girl with the blade that used to belong to a certain Count Mircalla Karnstein. A sword that used to belong to a bloody vampire might not be the best of things on a young woman’s natural development and growth after all. Now, what was her name again? You knew she was the daughter of one of them stuffy British lords after all. So, step one, figure out how to gain access to the female-only portion of the City. It couldn’t be too hard right?

HarlemBrother: I tried to clean up whatever footage I could find and here are my conclusions. VERDICT uses an M1911A1. It’s old but completely functional. There are no modifications I can identify but the ammo might be military grade. His car is a 2012 Chevrolet Camaro SS. This was perhaps one of the bloodier crime scenes you had to investigate. It had taken a while for the paramedics to actually move the bodies from the scene, entangled as they were. They had been riddled with bullets and their blood had gone all over the place. It was a simple case review to keep investigative skills sharp. Your colleague had been watching the security camera footage. It had been his reaction to that specific point in the footage.

There was no way those bodies had moved of their own accord. Sadly, as far as the official story went, they had heroically sacrificed themselves to protect their erstwhile saviour. It was a solved case since VERDICT was involved.

“Another open-shut case,” your colleague finally replied, “Dunno why we have to even look at VERDICT’s old cases.”

“The name’s VERDICT and the verdict’s guilty,” you joked, “Always is, always was. Really wish we knew what the hell is going on though.”

“Supposedly they have a different mandate.”

“Yeah, I’ve heard about it before. Protect the City at all costs. Looking at the messes left behind I don’t think it’s worth it.”

“Still sometimes a power like that is needed. Endymion could have been worse.”

“A fat lot of good he did during New Years though,” you complained.

Your colleague shrugged.

“Dispatch to all officers, we have a disturbance in District 1. There have been reports of gunfire and struggle.”

Since the two of you were the closest you were the first on the scene. Again the room was a mess with a beaten and lacerated corpse amidst the junk. Gun-shot wound was inflicted post-mortem, you concluded. Perp was making sure the vic was dead. Your colleague only had three words to say,

“Fucking Ability Users.”

“Fucking Ability Users,” you agreed.
