As the frigate touches down to the docking berth, you check yourself over. You’ve equipped your Omni-tool and Amp as usual for every time you leave the ship and put on your Officer’s Uniform as well. Under your jacket, you’ve slotted your pistol in a shoulder holster, making sure it’s within easy reach. Citadel Security has apparently been cracking down on weapons but you should be fine.

As you walk towards the airlock, you see that Leo is leaning against the door, reading something on his omni-tool. He’s wearing a leather jacket with the N7 symbol emblazoned over the heart as well as a white t-shirt and jeans. Looking up as you approach, he smiles and deactivates his tool.

“Looking Spiffy Commander,” he greets you. “Just wanted to wish you luck before you left.”

“Thanks,” you respond, the corner of your mouth quirking upwards slightly. “But I think I’ll be fine.”

The LT shrugs as he pushes off of the door and steps to the side, “You never know when you might need it.”

You roll your eyes in response as you step into the airlock. “I’ll see you later.”

“See ya later,” he echoes as the door closes.

A (relatively) short elevator ride later, you enter the Human Embassy in the Citadel’s Presidium. You were a little surprised by the sheer amount of greenery and luxury that the Presidium displayed, especially on a space station. Clearly, the Protheans did an excellent job in building the massive station.

Upon giving your name to the Receptionist VI, wou were immediately ushered in to the Councilor’s office, where David Anderson and Donnel Udina awaited you.

The former Captain stands up as you enter, “Welcome Commander. It’s good to have you with us.”

The Ambassador gestures to the chair next to him, “Please sit, we’ve got a bit to cover before our meeting with the Council.”

Easing into the rather comfortable armchair, you take a quick look around Anderson’s office. The decor is spartan, and all the colors are muted, mainly variations of white and grey. There’s a few plaques on the wall all commendations for various military actions, as well as a picture frame on his desk, turned away from you.

“How are you feeling?” Anderson asks as he sits back down. “Has it really sunk in yet?”

“Mostly,” You reply, sinking back into your seat a bit. “It really sounds like being an N7, except with more bosses to report to. How long does it take most people to adjust to becoming a Spectre anyways?”

Anderson chuckles, “The big differences will show up as soon as we have you appointed. As for your question, Shepard accepted the position and responsibilities pretty much instantly.”

You nod, processing that info while Udina pulls a datapad out of his pocket, “We forwarded the footage from your helmet cams to the Council and, after going over it, they’ve agreed to hold a hearing to interview you for themselves. Normally, a senior Spectre would handle the evaluation, but most of them were killed during the Battle of the Citadel so the Council will be handling your case personally.”

Well, that’s a bit unexpected, but you think you understand.

“Each of the Councilors will have their own priorities when interviewing you,” Anderson adds in. “But Tevos and Valern aren’t likely to be antagonistic in their questioning.”

Udina nods in agreement, “But let us worry about that. You should focus on what they’ll be asking you about. Valern will likely try to evaluate your mental state and if you’re a good fit for the position. Tevos will likely see if you can keep the peace, which translates to maintaining the status quo. Sparatus, on the other hand, will likely needle you on anything he can find, including subjects you are sensitive about.”

“Any questions?” Anderson asks. “Or should we move on to strategy?”

You think for a moment before realizing something important. “Yes sir, something I just realized. What happens after I become a Spectre? How will it affect me in my duties for the Alliance and what is expected of me if I run into any conflicts of interest?"

Anderson sighs as he leans back in his chair, steepling his hands in front of him. “That’s a good question Commander. Officially, the only authority that can command the Spectres is the Council.”

You frown, “And unofficially?”

“It’s much more complicated,” Udina answers instead. “The chain of command becomes… muddled, depending on the race in question.”

“Salarian Spectres are almost always former STG Operatives and there’s no doubt in anyone’s mind that they’re still loyal to the Union over the Council,” Anderson says. “On the other end of the spectrum, you have the Asari, who generally seem to choose Spectres with no previous attachments and have them swear loyalty to the Council. It’s far more effective than it would seem.”

“Turian Spectres have a tendency to vary wildly in their loyalties. It’s mainly due to the Oaths they swear,” Anderson continues. “Some hold the Oaths sworn to the Hierarchy over the Council and some go the other way. And some find that abandoning their Oaths to the Hierarchy makes their Oaths to the Council meaningless.”

“... And Shepard?” You ask.

Anderson stands up and walks towards the balcony that overlooks the Presidium, crossing his hands behind his back. For a moment, he looks very tired.

“Shepard’s Position was something we played loose and fast with,” He says as he turns around, piercing you with his steely gaze. “On paper, she maintained the same rank within the Alliance, but in practice, she was outside the chain of command. As for conflicts of interest…”

He walks over to a crystal decanter on a shelf set into the wall near his desk and pours himself a glass of an amber liquid. Taking a sip, he begins to speak again.

“You’re aware how Shepard ordered 1st, 3rd and 5th Fleets to save the Destiny Ascension during the Battle of the Citadel?” Anderson asks as he stares at the picture frame on his desk. “Well, the fallout from that is still being felt heavily. Some humans feel that it was a betrayal, sending our soldiers to die for aliens. And yet, our relationship with the other Council Species has never been stronger. We’ve received invitations to cross-train with other militaries. Violence against human civilians in Council Space is at an all time low. The Turian Primarch himself gave a speech at Shepard’s Memorial.”

Udina clears his throat, drawing attention back to him, “Now, there’s a few things I must stress before you meet with the Council. It’s very important that you maintain a level of proper decorum. While hostility is allowable, it’s extremely important that you do not lose your temper. In addition, insulting the Councilors will only make you seem petty. Do NOT let them put you on the back foot with their questions, it’s very important that you stand your ground without being too defensive.”

“Now, we will be meeting the Council for a private Hearing, before moving to a more public setting for your appointment. That is, IF you are appointed,” Udina looks up from his datapad. “Any last minute questions? Or should we leave now?”

Anderson and Udina exchange a look, before the latter brings his Omni-tool up and scrolls through several files, “I believe I noticed a few items on your file. Ah, here they are.”

He clears his throat, “You were born on Shanxi and you actually lost your mother due to the actions of the Turians. Sparatus will likely ask you if you harbor any resentment towards them for it. Your…unfortunate home situation will likely be a concern for Tevos and she will definitely ask you about it. All of them will likely question you about Operation Nightfall, so be prepared to defend your actions there.”

“That’s all,” Udina finishes. “We should be going,”

You nod, processing the info and falling into step behind the Ambassador as he leads the way, the Councilor walking up to stand next to you. Those are some heavy topics they brought up. You hope you have some good answers.

The Citadel Tower stands at the Heart of the Presidium pointing out to the void between the arms. While the outside is a beautiful alabaster edifice, the inside is darker and decorated with plant life and fountains. Of course, your trained eye picks out how the chokepoints and sniper nests are hidden within the elaborate dressings. Beneath the glass floor under your feet, an impressive garden filled with luminescent trees and grass. You’ve heard that’s where Shepard battled Saren for control of the Citadel.

The Councilor leads you to a small alcove near the Petitioner's Stand, guarded by a pair of Turians in C-Sec armor. Nodding to the guards, he presses his hand against a panel set into the wall. There’s a slight humming sound and the door hidden in the wall opens, revealing a small hallway.

“It’s me and you from here Commander,” Anderson says as he enters the opening.

Following him, leads you down to another door behind a guard post manned by a pair of Asari. They scan both of you with their Omni-tools and request that you leave all your equipment with them. Reluctantly, you acquiesce and surrender your pistol, Omni-tool, and Biotic Amp. Anderson approaches the wall where a small security suite scans his hands, eyes, and voice before opening.

Inside, you see a relatively sparsely decorated conference room with a single table with four seats against the far wall and a smaller table with another chair set facing it. Three of the seats are occupied, the first by a statuesque Asari Matriarch with white markings across her face and scalp, the second by an older Turian with pale tattoos running across his mandibles, cheeks and forehead and the last by a salarian in a hooded robe. All of them turn to look at you as you enter the room.

Tevos is the first to act, “Greetings Councilor Anderson and Commander Vasusena.” You’re surprised that she didn’t mess your name up, but seeing as she’s had centuries as a diplomat, you guess it’s not that unusual.

Sparatus nods towards you, “Take a seat, we have much to discuss.”

You glance at Anderson and he gives you a reassuring nod before moving to take the last seat on the far left of the Council’s table. Following his example, you take the last chair in the room, facing those who will decide your fate.

Sparatus leans forward, resting his arms on the table, “As you know, we are evaluating you, Lieutenant Commander Sonali Vasusena” (Ha, he stumbled over it.) “for the position of an Agent of the Office of Special Tactics and Reconnaissance.”

“I must admit, it has been a very long time since these particular protocols have been used when selecting a Spectre,” Valern adds, what must be amusement tugging at his lips. “But times are changing, as your people say.”

Your senses are particularly sharp today, picking out some of the strangest details as you study the Councilors. The way Valern sits, the twitch of Sparatus’s mandibles, Tevos’s breathing, the clench of Anderson’s jaw, they and a myriad of other actions all speak to your instincts, telling a story.

Anderson is stressed and tired, and everything seems to grate on him. He’s uncomfortable, he doesn’t want to be here.

Tevos is sad and, oddly enough, afraid, although she hides it very well. She is upset, and it’s only getting worse.

Sparatus is calm and composed, but undercurrents of impatience and anger can be felt. He doesn’t want to be here either, but out of desire to act, rather than stress.

Valern is the only one who seems to be in good spirits. He’s happy, downright ecstatic, because he’s so busy and it makes him feel young.

Tevos speaks then, “Recent times have been particularly momentous, what with an attack on the Citadel itself and a new species joining the Council. Truly, we live in interesting times. Now, as all of the Councilors have read up on you, we can pass over the lesser details and start with what matters most. The first question we pose to you is thus: What do you believe the Spectres are, Sonali Vasusena? What do they stand for? What does being a Spectre mean?”

“While you talk of serving all species in Council Space, I have to question whether or not you are actually willing to do so.”

I'd also say take out begrudge and sworn and shorten the latter part to "wouldn't be friends with" instead.

You take a deep breath and let it out. It’s a touchy subject, you admit, but you’ve had a lot of time to think it over and you know your answer.

Sparatus leans back in his chair, apparently satisfied with your answer. You can see Tevos and Valern relax slightly next to him.

You turn to look at Valern, expecting the next question to come from him but he shakes his head. “I have no questions that have not already been answered,” He says simply.

“In that case,” Tevos says, “I will ask one more question. You grew up in a home that was broken, in more ways than one. It would have been a difficult childhood, one that would undoubtedly leave many scars. What I would like to know is, how has that experience affected your life? Have you moved past it or do those memories still haunt you?”

“I admit that I had a… difficult childhood,” You reply, leaning back in your chair and crossing your arms. “Some of those memories still haunt me today. But those experiences are what made me who I am. And, for that, I will accept my past for what it is. The past.”

There’s a small sense of approval from Tevos echoed vaguely by Sparatus. Valern shows no difference. However, Anderson radiates strong approval and you feel a bit proud of yourself.

“Very well then,” Tevos says, standing up from her chair. “I believe we have a decision to make?”

“Indeed we do,” Anderson says, rising in time with Sparatus and Valern.

“Commander, please wait at the Petitioner’s Stand,” Valern instructs. “We will inform you of our decision soon.”

The wait is a little nerve-wracking, but you do your best not to let it show. Patience is something you can manage, even if you do want to expend some of that nervous energy you have stored. Nearby, you see Ambassador Udina pacing. It’s almost amusing. It feels like hours go by, but it can’t have been more than five minutes. Finally, you hear footsteps and see the Councilors approach their podiums.

“Lieutenant Commander Sonali Vasusena, step forward,” Tevos says, command infusing her dulcet tones.

You do so, looking up at the Council’s dais, apprehension clawing at your stomach but hidden from view.

Tevos speaks again, "It is the decision of the Council that you be granted all the rights and privileges of the Special Tactics and Reconnaissance Branch of the Citadel."

Valern continues, "Spectres are not trained, but chosen. Individuals forged in the fire of service and battle; those whose actions lift them above the rank and file."

Sparatus takes over, "Spectres are an ideal, a symbol, the embodiment of courage, determination, and self-reliance. They are the right hand of the Council, instruments of our will."

Anderson concludes, "Spectres bear a great burden. Both our first and last line of defence, our Protectors and Avengers, Shields and Sword. The safety of the galaxy is theirs, and now yours, to uphold.”

“Sonali Vasusena, you are a Spectre.”

There’s a throng of reporters of the various races crowding the steps outside the Council Tower. If it weren’t for the C-Sec officers keeping them back, they’d have likely mobbed you as soon as you walked out the door. As it is, their shouting only grows louder as they catch sight of you.

Udina sighs as he observes the crowd and mutters “How do they get here so quickly?” to himself.

Stepping forward, he raises his hands and calls for silence, eventually getting them to quiet down. “The Commander is willing to answer several questions before she leaves.”
Immediately, several reporters start shouting out queries, none of which you actually manage to make out. Udina raises his hands again and this time they quiet down practically instantaneously.

“Please raise your hand and the Commander will decide who she talks to,” he says as he steps back. Giving you a look, he gestures for you to choose.

“What I CAN tell you is that my loadout and tactics vary depending on the situation, but they are always sufficiently badass,” You continue, making sure to keep amusement in your voice. “But I'm sure there will inevitably be footage of me in combat, so I guess you'll just have to wait til then."

He thanks you and steps back into the crowd, upon which the C-Sec officers begin to disperse the crowd. The Ambassador approaches you from the side and watches them work for a while before addressing you.

“That was excellently handled Commander,” He compliments you. “Truly inspiring. They’ll be talking about that one for quite a while, especially since Shepard ended up having very little media exposure after becoming a Spectre.”

He begins walking towards the Human Embassy, and you follow after him.

“Now, we’re going to have prepare and equip you,” Udina continues. “I believe Admiral Hackett was procuring you a ship and should be sending several files on the matter to me soon. Ah, that reminds me…” He opens his Omni-tool and presses a few buttons.

A moment later, you receive a message from your own tool and open it up.
