Welcome to Academy City. The time is afternoon, the weather is inclement, and the date is January 18.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’ and you were once again at work. The City rarely knew peace and quiet from your point of view. Yesterday had been a fight against Aztecs and their flying fortress. The few days before that was a Code M who had flooded a casino and stalked your girlfriend. Today it seemed to be a jailbreak. At least, that was what Nayuta had told you. It was the second one this month and while the first one you could do little about, you were determined to make sure this one didn’t succeed. You were beginning to think that the City needed to review their prisons’ ability to withstand external threats. Then again they weren’t exactly equipped to deal with Code M. That was what you were for but you were only one man.

Nayuta and you had arrived at the scene of the crime. Smoke was billowing out from a gaping hole in the prison’s walls. Anti-Skill had already formed a cordon but you could hear muted gunfire and explosions inside. The security inside was being ripped a new one according to the officers on site. Whoever had cracked open the wall had waltzed through and was largely unfazed as they made their way to their destination. It wasn’t for the security’s lack of effort though. Of all the inmates in the prison there was only one that was within your purview. It was the Code M you had apprehended a few days ago. He could not be allowed to be freed if you could help it. You shared a look with Nayuta and decided to,

There was no time to waste. Nayuta agreed, pulling an assault rifle from her backpack and handing it to you. Even the security forces were tripping over themselves just to get out of your way. As if confirming your suspicions, the trail of destruction led you towards the cell containing the Code M. The halls were littered with casualties, both inmates and guards. Both were sporting different wounds however. The former were often riddled with bullets, if not dead by electrocution. As for the guards, they had been cut up. One poor fellow had been disembowelled. He was in shock at finding his insides on the outside. At Nayuta’s request you ended his misery without breaking stride. You were thankful the helmet was filtering out the smell, which you could only imagine was sickening.

Your path took you through one of the larger cellblocks. It wasn’t anything to write home about until you saw a wave of yellow wash through the halls. You were brought to a halt by it wondering what effect it would have. Nayuta tugged at your sleeve, catching your attention.

“What is it nii-chan?” she then asked.

There were no low moans, or keening cry. This was not the movies. Instead, it was simply a minor shuffling as the corpses that were laid about started to animate. Their eyes were alive with an irresistible blue and their bodies glowed a clear golden yellow.

“Zombies?” Nayuta voiced, “Now I’ve seen everything.”

You urged her onwards as the assembled tracked your very movement. Their walk was stilted but not so much that it slowed them down. If anything they were searching, grasping for random objects, improvised weapons. It was best to,

“Stay close,” you said.

It took a moment to turn off your limiter and simply blast the moving corpses aside with your mind. They got back up again however. By then you were already moving, sprinting out the door with Nayuta right behind you. There were more of the damn things ahead but they weren’t as numerous. Unfortunately bullets did nothing to stop them. Dismemberment, on the other hand, did. They were surprisingly strong for undead though you supposed they didn’t have the same limitations as a living, breathing human being. It didn’t stop you and Nayuta from ripping them apart limb from limb with your bare hands though. You could tell they were only meant as a speed bump. Dealing with each individual corpse didn’t take long but if you hadn’t run from that horde, they most certainly would have delayed you a great deal. As it was you were making good time.

In fact, you had arrived just as the sensory deprivation sphere was just being opened. The culprit was a girl, probably around your age given the curves. She glowed in the usual Code M fashion. The inmate, Harry Lyesmith fell out of his prison looking dead to the world. A pair of arms caught him. It belonged to a moving corpse, a security guard in armour that. As the culprit finally noticed your arrival she moved to grab Harry as her undead servant turned to you. A piece of paper was in her hand, it too glowing yellow, and it looked like she was trying to revive Harry, or at least cast a spell or something. With your assault rifle slung across your back momentarily, CADME estimated a 20% chance of being able to shoot her before she could react. You reached for the gun anyway as the undead guard moved forward.

“Judgement,” Nayuta shouted.

Whatever she was going to say next was drowned out by your gunfire. You didn’t even shoulder the rifle. CADRE was handling the targeting and your burst from the hip caught the Code M unaware. Her face simply disappeared as a result. She was dead before she could even react. That didn’t stop her undead servant though. It lumbered over only to get literally disarmed on moments later. With that it returned to a more natural state of death as the Code M emissions bled off of it.

“Mou nii-chan, could you have at least left her face intact? Now we have to wait for the DNA analysis to identify her,” Nayuta whined.

“I don’t take chances around Code M,” you replied simply.

“I know,” Nayuta sighed, “Come on. Let’s get Harry-san back in his room.”

As you helped secure the man she continued.

“Hopefully these zombies aren’t like in the movies.”

“Can Anti-Skill handle them?”

“Of course,” she replied with honest cheer, “We live in Academy City, the directives to deal with a potential zombie apocalypse is actually right after the section on Von Neumann machines and the ensuing a grey goo scenario.”

She wasn’t lying. You had looked up the appropriate section in both Judgement and Anti-Skill’s rules and regulations.

“So what now?” you asked.

“Well if you want to be useful I guess you could help with the clean up nii-chan but otherwise we’re just sitting on our butts until forensics can get here.”

Nayuta then stopped to take a call. It appeared your colleagues had finally arrived. As the more magically inclined than you or Nayuta, maybe they could do some forensics themselves and save you some trouble. Otherwise it looked like you were done for today.

With things well in hand, you called it a day and returned home. There wasn’t much else worth noting of the day.

The time is now afternoon, the weather is less rainy, and the date is now January 19.

You had gotten better and moving around, mostly fine motor control, without the limiter on but as always, for work you left it on. Nayuta had called a general assemble for Branch Office 49. It wasn’t surprising to note that Code M like Etzali, or Harry, or the necromancer you put down yesterday, were merely symptoms of a larger problem. Incidentally, the late necromancer had already had one run-in with Anti-Skill before. How she had managed to escape custody given the standard Code M restraining procedures was beyond you. It smelled of a cover up or gross incompetence. Going beyond that there was the matter of how Code M were infiltrating the City in the first place. To be fair, no defensive measure was perfect but there was clearly a limit.

Thus were the assignments. One, some spring cleaning had to be done within the ranks of Anti-Skill. Two, clandestine points of entry in to the City needed to be found and closed if at all possible. Kaoru had of course experience with “internal affairs” and Nayuta was content to let her handle the case. As for Etzali, as a former infiltrator, and a Code M to boot, he had an invaluable perspective in finding ways in to the City. Both had their own leads and thus would be going their separate ways. As for yourself, Nayuta was letting you choose once again who to accompany. You chose,

“Remember nii-chan, this is Kaoru-chan’s case,” Nayuta poked you repeatedly.

“Indeed, here we are not hoping to shoot first,” Kaoru couldn’t help but add.

“Alright I get it already,” you complained, “I’ll follow her lead.”

Etzali was amused at the byplay. Still Kaoru’s first destination after stepping out was to find out who exactly had apprehended the late necromancer. It was something that even you could look up.

“Huh that’s strange,” you remarked.

“What is?”

“The apprehending officer is listed as KIA,” you replied, “His whole squad too. Funny thing is all of them have a black mark on their record, or several.”

“Someone attempted to strike them from the records?”

“Doesn’t look like it. Then again these are official records. Who knows what the truth is really?”

“Then the matter is simple, our destination is Judgement Branch Office 177,” she instructed.

“Going to see Uiharu? You know we could just ask my little sister right?”

“True but Judgement and Anti-Skill are meant to keep the other in check so I would at least like to exhaust official channels, lest it compromise our investigation.”

“You’re the boss,” you shrugged.

While Kaoru called ahead, you chauffeured her to the meeting place. The two girls exchanged a bit of small talk before getting down to business. Together, the two of them started to unearth some troubling facts.

“In another country this would be classified as police brutality,” Kaoru observed.

Her eyes hard and her tone even.

“How can they call themselves teachers?” Uiharu wondered.

“Regardless we have a lead,” Kaoru turned to you, “Unless you happen to conveniently have a contact in Anti-Skill we could use.”

As it happened you did, two of them in fact. Your old homeroom teacher was part of Anti-Skill. If she didn’t work then you were sure Nakazawa could be of some help. Though given the degree of separation they must have with your true target, you weren’t sure they were relevant to the investigation.

“I don’t think they are relevant to this investigation,” you answered, “Still I’ll follow your lead.”

Kaoru didn’t smile but at least her usual frown was momentarily displaced. Then she thanked Uiharu.

“Of course, anything for a friend,” her classmate replied, “Though I should probably get back to class.”

“You’re exempt for the rest of the day,” you informed her.

“It’s the least we could do,” Kaoru finished, “Working with VERDICT has its benefits.”

You had stepped out to start the car as Kaoru said her goodbyes. The lead’s name was Nishio-sensei. He was the next closest person regarding the apprehension of the late necromancer. Presently he was currently on leave, partly due to wounds incurred recently and his streak of excessive force violations. Since the City was on war footing, he obviously should have recovered quickly and sent to the front as punishment. Thus both you and Kaoru had found it strange that he had not. Perhaps the City had a grander design for him, or maybe they were ensuring he stayed powerless forever.

“Sending brats to kill me again huh?” he snapped, “I’ll take you all on in the name of justice.”

He didn’t endear himself to either of you with that outburst. Like his records said, he was laid up in the bed. His wounds weren’t so severe that he couldn’t move, or fight, however.

“Actually we’re here to investigate why proper Code M restraining procedures were not followed,” Kaoru answered.

She produced a photo.

“Do you recognise this person?”

He did. What he did not recognise was the fact that she was Code M. In fact, he was vehemently denying that she was. He didn’t believe himself to be lying according to CASIE.

“Regardless, she was classified as Code M. The arresting officer’s failure to recognise and follow proper procedure has resulted in the following,” she listed out the damage from yesterday.

Nishio simply huffed and remained silent. Kaoru sighed and turned to you, as if asking for a suggestion.

“What do you think of the war?” you asked.

The sudden question threw him off track. You repeated the question calmly.

“What does that have to do with anything?” he shot back.

CASIE went through and thoroughly analysed his reaction. It helped that you were also paying attention to it. His reply was indignant as if he wasn’t given the proper respect he was due. That said you couldn’t just switch to flattery immediately. At least you had your foot in the door, metaphorically speaking.

“I was wondering why the City hadn’t shipped you out yet,” you kept your tone even, “Is it a personal objection to it or?”

“I don’t get it either,” he switched to distraught at the drop of a hat, “I mean as soon as we heard we were geared up and ready for it.”

“We?”

He seemed to catch the slip. The anger came back,

“I’m speaking generally damn it.”

“Of course,” you agreed, “You personally were eager to contribute. I take it your superiors saw differently.”

“Yeah, they did,” he lied, “We’re the one being attacked you know?”

You nodded. He was going on a lengthy diatribe for sure.

“It’s an injustice is what it is,” he continued fervently, “So what if we have to crack down a bit harder? Just because we’ve been having it easy so far doesn’t mean we can’t slack on discipline. Doesn’t help that most of the brats in the City don’t even bother to appreciate what we do for them. Ingrates the whole lot of them.”

You had a feeling that he wasn’t just a lone zealot. If his earlier silence was any indication, he could be bought. Sending him to the front might just alleviate his bitterness, make him more pliant. On the other hand it he was rather proud of his service.

“Well for one I appreciate what you do to keep us safe,” you told him, “I can tell it isn’t as easy as it looks.”

He eyed you critically for a minute or two.

“You’re the result of Project VERDICT, of course you would know. If only more of you thought that way.”

You signalled for Kaoru to re-enter the conversation.

“We are Judgement,” she said, “We can fully appreciate the effort needed to keep our City safe. So as one law enforcement official to another, can you help us?”

That seemed to do the trick. It turns out that he was part of an association that began in Anti-Skill. That they all had some sort of black mark on their record was no surprise. You assumed they must have felt that their punishment was a gross miscarriage of justice which drove them to fanaticism, to an inordinate obsession with justice itself. Their goals were lofty, admirable even, garnering support from many and all walks of life. If they weren’t blind with their devotion then, they were now when given an implicit legitimacy. It seemed they were intending to experiment on the late necromancer before their erstwhile subject managed to escape. You had to shake your head at the revelation. It only reinforced the lesson that you did not fuck around with Code M.

“Such a pity,” Kaoru said.

The two of you were walking out the hospital when she spoke.

“What is?”

“It’s no matter,” she evaded, “In either case we have found the weak link in the City’s defences. Now what to do about it?”

“That isn’t a question. We drag them out in to the open and let the City sort it out.”

“It is the most expedient solution yes.”

You had a bit of an idea of where this was going. That was why you assured her,

“That is exactly the problem,” she finally said, “This is perhaps the first time that I have been confronted with two irreconcilable choices. Do you know what my magician name is?”

You recalled that she had never uttered it, at least in your presence. And if she had, then you had mostly likely forgotten. It was easy to blame brain damage.

“’I am the lightning that dispels ignorance and illuminates the dark,’” she recited, “That was the promise I made to myself. I will not suffer any more blind zealotry and extremism, not will I draw breath. Yet, I cannot hold myself above my obligations, especially not now of all times.”

“I find that hard to believe.”

“If this were not Academy City I would slay them where they stand. As it is, I will be obligated to teach them, to have them prosper and survive, so that they may benefit this City in some way.”

“And where do I come in?”

You honestly had no idea what she wanted.

“I do not know either,” she admitted.

You had once called her a Paladin, you were pretty sure. You hadn’t realised then how apt a descriptor it was. She even came bundled with her own lawful good character dilemma. Inwardly you sighed. This was probably something you would have to resolve in her stead

“I suppose there’s no way for you to, uh, bend the rules a bit?”

“If there was a rule that could be bent I would not be in this position.”

“How do you know that anyway? Aren’t we supposed to ‘take care’ of them?” you asked.

She eyed you with suspicion.

Of course you didn’t tell her that you planned to resolve this for her. She probably wouldn’t approve of it. Hell she might not even appreciate it but you weren’t beholden to the same rules as she was. Thankfully, with Nayuta’s help you were able to confirm the targets you had to hit. If you worked fast, then it was something you could finish overnight. Kaoru was still none the wiser as you were dismissed at the end of the day.
