You’ve probably seen it before on the news. Bear terrorizes neighborhood as it goes dumpster diving. Mountain lion mauls lone hiker. Simple truth of the matter is that modern society is encroaching on some of the last spaces left for wild animals, and as a result there’s some cohabitation going on all parties would rather avoid.

Same holds true for werewolves. And vampires. And trolls. And fae. And every other magical specimen out there. But unlike a dumpster overturned by a curious bear, the people in the suits really can’t have the intrepid members of the Eyewitness Action 5 News Family poking around the site of a demon summoning. That’s why they created the Extranormal Regulatory Administration. The EnRA has a simple mandate that like many simple government mandates has turned into a multi-billion dollar boondoggle, “Administer to extranormal events and specimens that occur on American soil and protect the American people from undue stress caused by such entities”. The EnRA is basically a social services administration, shadow government, military, and law enforcement agency all rolled into one, all to keep the increasingly blatant activities of the supernatural under wraps.

You are Agent Amber Jensen, one of the people tasked with keeping the supernatural world under wraps. As an agent of the EnRA’s Enforcement Division, it’s your job to deal with supernatural entities and events that intrude upon public society and put a stop to them. The pay is great for a government job and the health benefits are excellent. Which is less a perk and more a requirement with how fast you go through anti-migrainatics.

You wince slightly as you hear yet another needle fall into the sharps waste box. You’re not terribly fond of needles, but Dr. Parker was quite insistent that he drew your blood multiple times with various mutations active. Something about seeing if there were temporary changes to your blood chemistry and DNA.

Dr. Parker continues talking animatedly as he turns back from the waste box, shifting his glasses around, far too high on the thrill of scientific discovery to notice your rolling eyes. “Frankly it’s utterly astounding, what you’ve been able to accomplish in such a short period of time alongside your symbiote. I mean really, I would have never expected to see a pile-bunker of all things. It’s just like my japanese animes.”

Dr. Parker has been like this ever since you showed off the claw, and he’s only gotten worse since. You watch his back as he stands over a computer, leaning into the monitor. “Oh my, you should have a look at this.”

You stand up and walk over to the computer. There are two images on the screen, a pair of ghostly silhouettes. Dr. Parker zooms into the abdominal region of both and circles a slug-like shape in both. The shape is substantially larger in the second image. “These are some CT scans, one is right after implantation of the symbiote, and one is from the test we just ran. As you can see, the symbiote has grown quite large.”

“There’s no risk to me, right?”

“Oh no, it’s still only about as long as your pinky finger. But it’s certainly become much larger than any other specimens we’ve found in the wild.”

Dr. Parker glances up at you, over his glasses and through his jewfro. “Aside from the size, are there any other phenomena that have developed? We can’t be sure how a partially aetheric creature like this symbiote will react to exposure to human levels of aether. Aside from the impressive transformations that is.”

Although you’re not entirely sure that getting Dr. Parker any more excited would be a good idea, you figure that it’d probably be a pretty severe oversight on your part not to mention Q’s flourishing sentience. You decide to start off small. “Well, after implantation I was actually capable of limited communication with the symbiote. Mostly just these vague emotional sensations.”

Dr. Parker cocks an eyebrow, and begins scribbling down notes intently. “Interesting. We theorized that something like that might be possible, considering the fact that aether is a psychically reactive force, and the symbiote is very tightly bound to your own aetheric field.”

You nod. “Yeah sure. And over time, it’s gotten better at communicating. Like more complex emotions and ideas, and eventually visuals and other sensations. It kinda has it’s own personality I guess. I started calling it Q.”

“Oh my, that is exciting. The presence of such a large aetheric field hasn’t just caused your symbiote to grow not only physically but also mentally. Fascinating, although this isn’t too unexpected due to the nature of aether.”

“And one more thing, it kinda figured out how to talk about a week ago.”

Dr. Parker blinks at you. “You’re kidding.”

“Nope, seriously.”

“Well, I-I-I I mean that’s just simply beyond any-” Dr. Parker stammers, hands flapping around wildly. “Sure, it’s theoretically possible, aether is funny stuff, we can always be surprised by it but even our most expansive predictions didn’t account for any developments of this magnitude, it’s simply not possible.”

“Yeah well, it is ‘cause it just happened doc.”

“Oh, oh dear me,” mumbles Dr. Parker, hand covering his mouth.

You glance down at your phone, email icon pinned to the header. You open it up. Kolburne wants a meeting with all district agents. You pocket your phone and glance over at Dr. Parker. “Well, sorry doc, I’d love to stay and chat about parasitic intelligence and all that, but I’ve got a meeting to go to. Later.”

You hurry off before Dr. Parker can stop you, unwilling to see how many more blood tests he’ll want to do once the shock wears off. You head off to the Enforcement Agency’s offices, a bunch of generic looking office buildings, and head off to the meeting area. It’s one of the old rooms, dusty and largely unused, yet to be redecorated from the mid 70s, the walls mostly glass in wood frames. The blinders are down. You step inside to find most of the agents who participated in the TK15 raid present. You hurry over to sit next to Ritter, who grins at you as you walk over.

“Something exciting going on?”

Ritter leans over and mutters, “I think it’s something about the alliance we made with those LL guys a month back. Kolburne isn’t loving it.”

“I don’t fucking blame him,” you mutter back, “Bastards have been running us raw.”

Before Ritter can respond, Kolburne raises his hands and calls for order. “Alright everybody. You all know why we’re here. Ever since the TK15 bust the Lower East LL branch has been feeding us all sorts of cases to deal with. And while that looks real good for our department in the short term, long term people are gonna start asking some questions,” Kolburne glances over at agent Huang and nods.

Agent Huang stands, brushing back an iron grey hair. “I’ve been examining crime statistics for the last month in our district. While our arrest rate has shot up by nearly threefold, extranatural incidents have only fallen by about 10% compared to previous months. I think it highly likely that Limited Liability to foisting work onto us that they initially took care of.”

Agent Warrens speaks up, face pinched like he’s sucking on a lemon. “Are you saying that these LL assholes are using us to do their dirty work?”

Agent Huang nods grimly. “This is precisely what I feared when we first discussed cooperation with Limited Liability. That organization is known for coopting officials into their own agenda. We seem to have found ourselves in a similar situation.”

Agent Warrens scowls. “I knew it. We could have used this LL and TK15 shit to our advantage. But we didn’t and now LL is running all over us. We can’t let this shit slide. If the other departments find out, we’ll be a fucking laughingstock.”

You swallow and glance around the room, many of the agents are nodding along with Warrens and Huang.

Agent Warrens looks slightly surprised to see you agreeing with him, although that expression quickly warps into a sneer. “Seems like you’ve realized the error of your ways, Jensen.”

You glare at Warrens before continuing. “That said, I thought the goal was to keep the peace without LL? If we pull back now we’re just giving them even more power in the Lower East. If we want LL gone then this is the shit we’ll have to put up with anyway.”

Ritter nods, crossing his arms defiantly. “Yeah, we’ve got a duty to the extranaturals in the Lower East. We’re just now realizing how bad the situation was, with LL shoving their work our way. At the end of the day, all LL is doing is making us do OUR jobs.”

You probably wouldn’t have gone so far as Ritter, but some of the agents are nodding along with you and him. Others, including Warrens, are staring daggers at you. Huang merely nods, face unreadable.

Kolburne claps his hands together, bringing attention back to him. “Frankly, while I’d love it if we could serve Lower East singlehandedly like Ritter wants, the simple fact of the matter is we clearly can’t maintain this level of work in the long term. And we cannot request more resources at the moment because we do not need an internal affairs investigation rooting up our alliance with LL. As much as I hate it, we’re going to have to get LL to pick up some slack. In the short term at least.”

There are a mixture of muttering at the Captain’s words although it eventually dies down. Agent Huang stands up, her face grim. “Although I acknowledge that the current situation is unsustainable, we cannot go so far as to negotiate workloads with Limited Liability. That puts us far too close to their organization operationally and will certainly compromise department security. Might I remind you that although a necessity for now, our end goal remains the elimination of Limited Liability from our district.”

You sneer at Warrens. “If we only come when they call us up we’ll never get closer into the organization. If we make them rely on us we’ll be in the perfect position to take them out simply by withdrawing our support.”

“But will we be compromised,” asks Agent Huang, frowning.

“LL can only compromise us if we start letting them off for illegal activities,” replies Kolburne. “We haven’t been able to pin any of their leadership for years now, working with them won’t change that. If anything we’ll be in a better position to bust them one day. Think of it as a department wide undercover operation. We’re all going undercover as gullible cops, lulling the Lower East into a false sense of security before we pounce. And this way we can keep tabs on their activities.”

Hands go up, including yours. It’s not as many as when the department opted to help LL take out TK15, but it’s still a majority.

“Nay?”

Huang and Warrens both raise their hands, along with a few other agents. Kolburne looks around before nodding again. “Very well. I’ve got a contact, I’ll set something up,” he looks over at you. “Jensen, stay a bit. Everyone else dismissed.”

Ritter claps you on the back as he leaves, and the rest of the agents file out silently. You look over at Kolburne, who is rubbing his Selleck-esque moustache contemplatively.

“Sir?”

“Two things. First thing, I want to take you along to negotiate with LL. Huang’s got a better analytic mind, but she’s far too straightlaced to agree to negotiate. This isn’t an order mind, considering this is all happening strictly off the clock.”

You swallow. This is probably going to be uncomfortable. Kolburne continues, “I mean, we do have a zero tolerance policy towards predatory extranaturals, which these trolls clearly were, but by god was it a mess there. Shooter, I’ve gotta ask, is that symbiote affecting you?”

“Sir, I’m definitely not being affected by the symbiote. Besides, with the rapid regeneration powers the trolls had, bullets would’ve been largely in effective. It wasn’t neat, but it got the job done.”

Kolburne sighs and scratches the back of his head. “I suppose you’re right, but just be careful shooter. From what I heard from the eggheads, Aether is somehow connected to our brains. Damn parasite might affect you somehow.”

Kolburne nods and leaves the room, leaving you alone.

You decide to talk to your sometime partner Ritter, and head off for his desk. You find him there, buried in paperwork, rubbing his temples with an extremely pained expression plastered across his face.

You sit down on a small clear corner of his desk, sipping from a paper cup you grabbed from the water cooler. “Having fun?”

Ritter looks up at you and after a moment’s pause, grins. “Hell no. I’m buried up to my ass in forms. Made an arrest.”

You whistle. “First mistake. What for?”

“Oh, some gnome,” he replies, passing the paper up to you. You grab it and take a look. A gnome, probably around your age, is staring sullenly into the mugshot. Name of Gennings Golwynn.”

“Fucking gnomes and their weirdass names.”

“Right? But we’re not getting anything to stick, so I gotta let him go.”

You wince. Wrongful arrests generate almost as much paperwork in the short term as an actual conviction does.

“Oh, well he was loitering outside a building, some sort of tattoo place, that we’re pretty sure has LL connections. The vehicle plate itself is one we’ve recorded a few times at crimes we think are LL related, so I made a move. No contraband.”

You nod. Although EnRA agents are somewhat similar in function to magic cops, you guys are bound up by a lot less legal bullshit than mundane police officers. When your perp is a magic flying dragon mage sometimes you need to violate few constitutional rights. “Pity that. Couldn’t hold him then?”

“Nope,” sighs Ritter, shuffling around his forms again. “I mean I doubt he’s anything more than a simple flunkie, but still it kills me to see these guys walk.”

“Maybe he’s just someone in the wrong place at the wrong time?”

Ritter snorts. “Hardly. People rarely take gnomes for the criminal type, but there was definitely something shifty about that guy. It’d be great if we could get an LL arrest for once.”

You nod sympathetically. Your department hasn’t had a solid LL arrest in quite some time. Whoever the new lieutenant is, they’re clever and they play it safe. Unfortunately, the rest of the Enforcement Division doesn’t see it that way, and more as a reflection on your competence, or lack thereof. “Yeah. But who knows, things might be changing pretty soon.”

Ritter grunts.

“So speaking of LL,” you say, leaning in to speak more privately, “I’m surprised you backed the decision. I’d have thought you’re dislike for those sorts would override other concerns.”

Ritter frowns and shakes his head. “Frankly, I think I’d normally be with Huang on this one, but if the last month has taught me anything, it’s that LL was holding back a bunch of bullshit. We’ve completely failed the people in Lower East and gumming things up with some passive aggressive bullshit is exactly the wrong thing to do.”

“Besides,” you reply, smiling slightly, “maybe they’ll slip up.”

Ritter gives you a predatory grin. “Maybe.”

Just as he finishes talking your phone buzzes. Staring down at it you curse and begin to walk away. “Fuck, gotta report the troll nest. See you later Ritter.”

“Later Jensen.”

Reinhardt is harder because he's not an overtly bad guy, but at the end of the day he and many of his compatriots are criminal murderers. I'm gonna proceed assuming that makes them traditionally evil. If you don't assume that then bump them up to neutral.
