so I'm contemplating running a fallout game, but I wanna do something different, I want to set the game outside the USA.

I know I know, americana, cultural stylism, america and china were the major tech powers yada yada.

Thus the Okinawa, which has an american military base which would've been a target for nukes and a source of american tech after the war.

So far my idea is that the japanese islands have returned largely to neofuedalism but maintain some moderately advanced tech like bolt action rifles, alcohol, wood, and coal power plants maybe the odd solar array or windfarm. The usual Diamyo setups complete with a shogan challenging the authority of the emperor.

Then you have okinawa, which everyone avoids like the plague, partially because it's the most irradiated island (we're like 20 or 30 years after FO2 so that's not a major issue really) partially because it's full of mutants (american and japanese genetic experiments and "natural" mutations from the polution) and partially due to the rampaging american military defence system that makes approaching the island a risky proposition at the very best.

In general the average japanese person is gonna be terrified of anything more advanced than an analog radio or firearm, energy weapons and powered armor are right out for anyone who isn't a ruthless warlord who doesn't fear the retribution of The Spirits left over from the war. Nature has recovered decently though plants are mutated to hell and back and sometimes unrecognizable when compared with their prewar variants.

PCs can choose from either a background of some really fucking lost Enclave remnants, native japanese, or anything else that's feasibly plausible. Thoughts?

nah most of the world got wiped out on a societal level during the resource wars, everyone who had nukes launched theirs when the great war happened and the description of the Vindicator Minigun from FO2 tells us that other countries had more conventional technological wonders since that gun is a german invention.

Throw in china's reverse engineered american tech and their eugenically pure crimson dragoons soldier caste and you have weird wonders all over the world.

Also if you think the vaults actually saved a large portion of america's population you haven't been paying attention to the lore, they were a widescale behavioural experiment meant to simulate space colonization, living on generation ships etc. They more often than not failed and either killed or horrifically traumatized their inhabitants. (see vault twelve, 11, and numerous others)

and the rest of the world is there, we just never see it because the game relies heavily on american cultural values and stylism and it'd be difficult to put it anywhere outside of america. (thus the base in okinawa)

Alternatively all that shit is broken and a big part of what they do is fight Youkai Raiders (the local japanese would view the americanized japanese on okinawa as foriegners and the americans they serve/live in peace with) who come to scavenge ultratech from the ruins.

You could do an inversion of the crashed sub in FO:2 with a crashed american airship/flying fortress to provide a different camp of american descendents. Maybe more mad scientist secret project types working with FEV in contrast to the Army base with more of a brotherhood of steel approach. Gives you more space to have different takes on americanization of japan, influencing local warlords, etc.

well I could take two approaches

first idea for the American GIs, they lost control of the base and it's defences years ago, were forced to fall back and currently operate out of a fortified bullet train maintanence station call themselves Thirteen Blessings and assign spheres of power and significance to each of the 13 commonwealths their symbol is a circle with 3 lines through it meant to evoke a sunset the implication being that the sun has set on the American Empire and that they're all on their own. Their idea being to take a patient respectful approach with the native japanese and to try and get them to accept technology but to not expand american territory beyond Okinawa. (though they consider the island itself to be their territory as every inch they own was taken from mutants, raiders, or homicidal robots at the cost of human lives)

next up we'll have the enclave remnants, probably have them refurbish an oil tanker into a nuclear powered cruiser which eventually gets smashed against one of the okinawan shores after tangling with the local defence systems (death ray towers, automated attack drones, etc) these guys wear the enclave symbol, view the locals as serfs and intend to "properly americanize" the region.

PCs could be from either faction of americans or any japanese group, have dreamed up any major factions but dynasties based on japanese companies that operate out of old industrial buildings turned into palaces are a good idea for starters, and then there's gonna be adventurers who raid Okinawa who dress up like demons in the hopes of terrifying the demons who live there.

Well one thing fallout does is it americana and uses it as a vehicle for satire and a form of stylism to make itself unique. Arguably bethesda went too far with the retrofuture shit in 4 and they seem to have dialed it back a little for FO4 but I digress.

When it comes to Japanese culture the way I'd handle it is try to highlight japan's fucked up relationship with it's past, it's expectations of itself, and the way they treat other cultures.

Also engrish and fetishism of foriegners in both positive and negative manners.

I'm not gonna bother with FO3's AdvMK2 armor variants as they were an odd nonsequitor to FO2's APA. Main place I'm going with this is anyone wearing these is gonna look like a fucking demon no matter which way you slice it so calling the americans who rule over the populace Yokai just makes sense. Have the normal japanese spin tails of an american demon king who rules over the whole damn island from a castle made of skulls and crap.

In fact I'm gonna give the GIs a handful of powered armor suits that they maintain and have cobbled together and not let the Enclave be much better off since they're war refugees, use of laser and plasma weaponry would have to be somewhat limited since the local area wouldn't have the facilities required to produce them enmasse though they could produce them.

think I'll switch that bullet train maintanence platform to the Okinawa Subway terminal and give the Enclave a beach resort that they reclaimed from mutated sea life, giant hermit crabs crawling around in car chassis and mantis shrimps that can shatter tanks with a single blow etc.

hmm, japanese cities... probably try to make them a mishmash of cyberpunk arcologies and little spaces full of traditional temples, garden parks, and public nature facilities, and the whole mess of it is ruined by years of neglect. (though the arcologies are best off on okinawa thanks to advanced repair drones maintaining the city, on the other islands they've mostly crumbled to dust and are being used as building materials for the more rural and traditional lifestyle the average japanese person is now living.

so we've got a shogun, and an emperor, probably just give both of them a cluster of islands to rule over since japan is made up of around 6k islands and 450 of them are inhabited in our timeline.

main issue is figuring out how hightech I want prewar japan, aside from the american tech I was thinking of having some japanese style robots like Asimo be an enemy type and salvagable once you get away from okinawa and onto the islands where they did R&D along with japanese energy weapons and maybe some kind of high tech samurai armor made for the JSDF, not powered armor really flamboyant combat armor basically.

Tech fear aside the guys with the tanks and the laser guns are gonna rule the Land of the Gamma Ray Sun so I'm thinking of stuff like personalized war vehicles and mutated mounts for the inevitable long term travel portions.

probably put the Technophiles into small walled camps on the larger islands, make Youkai Raiders a different faction who trade with the Otaku for tech expertise and the odd bout of robot support during a battle.

One thing you might want to try to emphasize is just how orderly modern Japanese culture is. As in, they're less individuals among others and more individuals in a collective. For instance, articles on looting after the 2011 earthquake that hit.

Also plays into some interesting historical bits, for instance Okinawa was actually the heart of an ancient kingdom called Ryukyu that existed from the 15th century to the 18th (japan annexed them, they have their own language and errything) might have a new RyuKyu royal court backing the american GIs or as a faction for the players to appease and recieve support from.

but yeah, aside from Dynastic Factionalism I can see modern japanese passing on the "for the good of all" value to their children. Thus creating several cultures which function like tightknit clans. (which in retrospect would make it hard as hell for the Enclave Remnants to make leeway in hearts and minds despite their advanced tech since 13 Blessings has been there since Day One trying to retake control of the haywire security systems and make life on the island relatively safe.) So "mainstream" japanese live for the group in a way that "americans" like the GIs would find borderline disturbing while the native japanese would view their individualism as quaint and destructive.

Hmm, Okinawa actually has around 32 military bases IRL, I'll crank it up to fifty just for numerical symbolism and cram the pre-war inhabitants into hilariously cramped residential arcologies, have the locals live in carefully guarded apartment complexes, factories, and other repurposed buildings due to the threat of mutants and rampaging robots.

Oh and ghouls, what do you guys think of venerable elderly ghouls who do their best to guide people before they go nuts? (I'm thinking going feral is inevitable if you don't die, it's just a matter of how long and how much you have to cling to)

Japan actually mass produced/produces swords for their military that are based on katanas so that'd be a pretty easy post war item to get a hold of. Call the Ghoul Bodyguards something like "Corpse Guards" and give them samurai armor with a skull and bones theme.

probably restrict these ghouls and their bodyguards to more tech friendly areas as I want the Shogun and Emperor to be very antimutant, anti tech, and dedicate most of their time to performing a japanese version of road warrior in a surprisingly verdant (if heavily mutated) countryside.

And like someone said above, Japan and the rest of Asia has lots of little islands with pockets of civilization. You couldn't hit them all even if you wanted to and China was a bigger, easier target.

well "Akibagahara" or "The Electric Shopping District" is in tokyo after WW2 it was a blackmarket and popular place to buy consumer electronic goods. I've got "proper" japanese shunning the arcology city ruins and anything more advanced than late WW2/early WW1 tech so it's simple enough to turn it into an Otaku/Dekotura stronghold and have the inhabitants mount raids on surrounding areas and force local farmers to give them foodstuff in exchange for being allowed to live.

Fallout Diverges after WW2 and the culture is more nuanced than "stuck in the fifties" for instance cultural events like rock & roll, the summer of love, and the sexual revolution still occurred it's just that they never penetrated the cultural mainstream by and large the powers that be locked down what it meant to be american and kept things Jingoistic, Wholesome, and tightly controlled.

as for china? They had nothing to do with Japan aside from some saber rattling, look up IRL china, they were too busy for like 50 years rebuilding to give a damn about warring with Japan and the bombs dropped in 2077. The only known land invasion we have of china is the Alaskan front, we do know america dropped some divisions in Yangze and the american bases in asian, particularly japan, were probably heavily involved in that.

It's possible but doubtful that china sent off a division to japan, and okinawa in particular. Too busy dealing with power armored divisions and then being a smoking crater.

Not true.
The L30 gatling laser from the same game is also a German weapon, made by H&K.
The M72 Gauss rifle and PPK12 Gauss Pistol is a German design (but the game doesn't explicitly say it was produced in Germany, it could have been licensed)

In all seriousness, a Fallout that takes place in Japan would very likely see the resurgence of several cultural icons by post-apocalyptic survivors.

Stuff like Caesar's Legion and The Kings would have Japanese equivalents like people calling power armors Gundams, or local rulers naming themselves after past rulers.

I would actually expect to see something as silly as the Seven Super Mutants, or a gang that calls themselves Kamen Rider Ghouls.

The 1950s Cultural Aesthetic is just a vehicle for satire and a sort of cultural touchstone that everyone can latch onto. You can theoretically do Fallout in other countries but you'd need a decent grasp of the local culture, an appropriate aesthetic and a way to bring some twisted irony to every interaction. In proper fallout you have it with the Atomic Age dreams juxtaposed with the Wasteland Savagery. With Fallout: Okinawa I'm thinking juxtaposing japan's culture and civility with the savagery of the wasteland and the dark, twisted beauty of their mutated wilderness (bloodred cherry blossoms from trees that weep foul smelling sap, fruit bearing trees that give life nourishing fruit that tastes like bitter tears, apple trees that were crossbred with opium so the fruit is addictive and soporific, etc etc)

I would think the local flora and fauna would be far worse than the states, mainly because most of it wasn't scorched by nuclear fire. Rather than deathclaws, have survivors deal with giant mantises the size of Super Mutants and bigger, plants that are a lot more reactionary and can devour a human in seconds if not careful. Why stop with one emperor? Why not 2? 3? This is post-war here, so there could have been a period where people simply flocked to different individuals based on where they were. These individuals would later become rulers of their region and even later, emperors. It would allow for some larger scale conflict between the locals beyond just fighting raiders. These emperors could be radically different, as was the NCR and Caesars' legion. For example, one is considered Emperor simply because he can trace his lineage back to the original emperor(a lie but who's going to question him when any record of such a thing is gone?) while another could be descended from the aforementioned Chinese occupation force. Separated from the mainland, a very ambitious general decided to make Japan his own country and generations later, a Divine Imperial Dynasty is born.

The Emperor should be a mutant who's survived the war and the fallout, and the Japanese worship as a sun god because he glows.

The mountains are haunted by tribes of mutants called onis.

I would go more with an 80's aesthetic rather than 50's just because its more iconic for Japan with the daimyos all being descended from mega corporations. Sort of an apocalypse of a cyberpunk apocalypse.

Well for the Automated Defences I was thinking of a super fortified base towards the core of the island and that the defences were run by a super computer that went haywire and killed most of the higher echelons of what would later become 13 Blessings. I'm thinking either a chinese cyberwarfare thing or a japanese faction trying to take them out before they can become a threat.

I was gonna have the Enclave show up way after the base defences went nuts but the way you presented the civil war makes me think it makes way more sense to have them in/directly cause the base defences going nuts in the first place (maybe an attempted coup by enclave forces backfires and causes the defences to go hostile to everybody) also it explains why the 13 don't wear the stars and stripes and don't just call themselves New America or whatever.

I'd say there's no cure for going feral, you're gonna get there but mental and emotional discipline will stave it off longer so yeah, buddhist meditations and what have you would let you keep your sanity longer.

I'm gonna say yes, Japan had their own robotics companies and they rivaled rob-co for their tech complexity and value but american hegemony kept the machines resrticted to japan, probably have some latter day tech elements with androids/gynoids indistinguishable from humans.

yeah the flora and fauna should probably be super hostile, considering japan's fascination with giant monsters include a lot of upsized insects and household animals (cats like tigers, wolf-dogs the size of horses etc) I wouldn't want 2 story bugs to be very common but I can see that being an excellent bossfight, carnivorous vines that create a labyrinth and trap travelers are another good one, the usual venus flytrap etc.

and yeah, one issue I had with the 13 is that after a handful of generations they'd be asians with the odd anglo or black feature so a good portion of their understanding of america will be filtered through japanese culture, the more educated ones will actually understand history and have read books but most will only have a vague connection to their american roots. (the Enclave Remnants meanwhile will have a stronger grasp of what it means to be american but only in the jingoistic revised history sense and won't bother to examine american policies or culture too closely like the more educated 13 members did.)

and yeah, I should probably just go full sengoku and have a bunch of emperors and shoguns vying for control of japan, have some chinese elements (probably a push to remove the support elements of the Yangze invasion rather than anything to do with alaska) and the usual mix of old japan and modern raiders.

Actually at this point the discussion has evolved to a full out feudal war being fought over multiple emperors claiming the right to rule. So far we got one claiming to be Nobunaga, and one descended from a Chinese general trying to establish his dynasty.

Still, there hasn't been much talk as to what sort of mutants would be in Japan. Super Mutants are a byproduct of FEV, so that isn't possible; but at the same time it can be argued ghoulification happens because of trace amounts of FEV so Japanese ghoul ninjas could mean FEV is airborne and managed to reach Japan via the Enclave presence there maybe?

Or possibly the Japan based Enclave developed their own mutagen in an attempt to counter the radiation and instead created something else.

Think of it this way: even for Americans, most people can't really tell the difference between a lot of cultures in the US outside of the northeast, the deep south, and the west, if at all. And that's modern day.

Fallout, even though set in the future, is loosely based of of the 50s with some western themes. So basically you lose any real uniqueness to the culture for a lot of players, so they want to change it up with cultures that are amazingly different from those of the United States.

Maybe have some more populous, permanent settlements be reconstructed around shrines. The more spiritual people will still need to worship and pray. Probably only the bigger shrines will still exist; repurposed as a settlement growing around it or desecrated when turned into a raider camp. Might even be new shrines, dedicated to the new spirits.

I'm going on the assumption that most American bases in the Okinawa prefecture are still standing, either irradiated, populated by mutants, or robots with an order to kill anyone not registered as friendly(200 years later, no one could be on that registry). The Japanese know the names of these places, but not what they mean. Like Fort Buckner, or Camp Hansen. They'll just assume these foreign names belong to the names of powerful kami, and they might even come to building a shrine and worshiping them, hoping to appease them long enough to scavenge in said bases. This could explain how despite being at WWI level of tech, some people might be sporting plasma rifles and laser pistols.

I do like the idea of turning american icons into Kami, and treating prewar weapons like artifacts (since according to Japanese tradition any item over 100 years in age has it's own spirit and is alive in a sense) I was thinking the people who live off Okinawa would probably have a Demonic American figure in the image of Sam an old man who wears the stars and stripes and rules from atop a pile of corpses, his soldiers have iron skin and they use stolen pieces of the sun as weaponry, sailors who go to sea near okinawa send little boats with cargos of tobacco, sugar, or red meat as offerings to Sam in the hopes that he won't sink their ships.

I was thinking of including them as a raider faction but if you ease off the cannibalism and rape and focus on them as a fascistic pro-tech group then they become another group vying for power in the postwar Sengoku period. Would probably engage in the odd raid on okinawa for gear but mostly stick to scrounging up old weapons and creating reproductions of the best stuff they can (WW2 and Modern weapons being uncommon across the landscape but not rare so while everyone in a unit may be using a high caliber bolt action rifle a couple will have a modern Heavy Machine Gun or maybe even a missile launcher if they're really lucky. Grenade rifles and launchers would be reasonably common since making explosives is just a matter of chemistry and trial and error)

The main thing with an IJA group is like the IRL IJA that they be corrupt, brutal, and completely blind to their own faults as a group (though members may recognize how screwed up they are)

A communist movement is probably inevitable since we've got communist chinese invading to stop the Americans in Yangtze and they got left behind after the bombs dropped so some portion of japan is ruled over by their descendents (may tie the ninja clans into them what with the stealth suits and all)

mostly want to make the japanese factions look interesting as a viable background since PCs can be native japanese too (though there's a certain argument for being an american and experiencing the weirdness of japan in this game)

Since japan isn't big into civilian ownership of guns, make the new "samurai" class the descendents of police and soldiers, the few people who would have guns and the only one with access to reliable stock.

Most people are armed only with makeshift feudal era weapons and armor like in the OP pic, and going up against actual samurai in power armor and assault rifles is a dangerous fucking proposition.

Well powered armor was an american invention, japan might have some industrial tools that could be retrofitted into powered armor but that's...an idea I didn't consider before and should implement. Could have them run on microfusion cells and small energy cells like T45-ds and make salvaging a Fission Power Core a longterm goal for people with 'em.

but yeah I was thinking the new samurai caste would be descended from cops or soldiers. Old Japan didn't approve of widespread gun use and thus rifles and pistols would be hard to get a hold of and in the hands of professional soldiers or high quality raiders most of the time. Average person gets a bow or crossbow if they're lucky.

I was thinking samurai would come in grades with the highest ranking ones using high tech stuff, the mid ranking ones armed with fully automatic weapons and explosives, and the lowest ranking ones having a high caliber revolver and some swords.

Well there area few. Just search for Okinawa. These are mostly camps or small forts. Something the 13 wouldn't occupy and the Enclave wouldn't race resources trying to reclaim. They'll probably be the rampant ones filled with mutants and/or killer robots. A place the locals may try to brave in search of valuable scrap. Like a spare battery to keep the village water purifier working.

Based on F1 it would be too early for FEV to be taken off the original base since it was still unfinished and they had only just noticed that it turns humans into mutants when the base personnel rebelled and killed the researchers, thinking that they were turning people into mutants on purpose.


...but F3 already retconned that and Capital Wasteland had a Vault doing more FEV research and trying to weaponize it. In a weird way since F1 and F2 established that the military wanted to use it to make supersoldiers (after they realized that their original super-vaccine against biological weapons) while F3 has a project that planned to seed it in enemy countries to create crazy mutants that start a guerilla war and cause distractions. So if you are going with F3 Japanese base could have FEV so that USA could use it as a weapon against China and nuclear war could have opened the containers and mutated the base personnel and locals.

actually the project that created crazy mutants was the source of Molerats in 3, remember the genetic trigger? Reppelent Stick, and I'm setting the game 30 years after FO2, and just stating that went mariposa went up trace amounts of FEV hit the jetstream and polluted the world wherever they fell leading to odd mutants. Considering the US military's obsession with super soldiers though it's entirely likely FEV got scattered somehow, blown up cargo plane or something leading to FEV contaminated mutants in Japan, was gonna lean more towards radiation mutants and toxic substance mutants like those coal-tar beasts from Van Buren.
