Finally, after a long and dangerous journey to the Dead World of Sictix, Captains Macedon and Brethorius return back to the Chapter. Their challenge is settled and their bond as battle brothers only grew stronger because of it. Brethorius is quick to share his experiences:

About the Eldar, last time I suggested we give him our Digi-ring, for the exact (not riddle) location of the Wrath of Corax, Luigi was against it, sot that makes one vote yes, one vote no.

The reason I did suggest this, because I belive this would be the perfect opportunity to gain some lost things. namely those Apothecaries, Techamrines, 50 marines, and Stike Cruiser Destiny.
We would convey the location to Brother Arcon, and make him recover it, and return it. When we departed, we were planning to reunite the chapter.
If he recovers the artifact, and retuns with it, he might redeem himself in the eye of the Chapter with it, (That and 20 years of penitent crusading)

Do you think tanks, ships and armour fall from my backside?! It took DECADES to acquire the equipment we need to do our jobs properly and become a chapter worthy or recognition, but you would throw it away in pursuit of pointless death?
Sort it out. Your loyalty is admirable but think of the Chapter in the future, not of yourselves.

Creating a genuine relic is a hard, long and expensive process. Creating one in just 2 years will be very hard already, on the other hand if you want to specify what kind of relic you want to be created, it will make matters even harder. Base cost for the Relic is 20W, then you can add as much Wealth as you wish on top of that, it will go as (+X) modifier to the arificer's skill. Basic Nestorium Artificer skill is 30(-20 for haste). The Seance is a resounding success. If it would have been a battle, you could have said that your armies were victorious on all fronts. The elaborate ceremony and invention of a new Chapter-wide tradition not only increases morale of all participating brothers, but also forces quite a few Deathwishers and members of the Imperial cult to reconsider their beliefs and adopt Chapter cult. Only Ice Wraiths remain unmoved. They gladly take part in the ceremony and even take personal oaths, but you sense that their faith still lies with the being you've encountered in those icy dreams. Guests from other planets are also greatly pleased with the reception. Kerius Dermont seems to be a lot happier than the last time that you've seen him, he events tells a few jokes about the time he spent with you. Glabius Zarikoff, once a colonel, now a military dictator of Inaria, where he was essentially installed through your initiative, is loyal to you and your Chapter like a faithful dog to it's master. He drinks a lot, speaks a lot, but nonetheless spends most of his time praising Ghosts to other guests. Alexander Kerr wasn't able to attend due to relatively short notice as he's still in Corgus Sector, however he sends his warmest regards to you and the Chapter. Finally Fabricator General Regon hugs you with all of his mechadendrites and extra limbs like a long lost piece of STC. All of the guests bring along gifts to celebrate this occassion, you may roll for them now:

Kronos has decided to secure most important strategical locations. There are a total of 23 locations of extreme importance (such as PDF ammunition depots, starport, communication centres, etc.), so Kronos is not too happy about having to stretch his marines so thinly, however once your marines land, you realise that most of the rioters are simple rabble without any weapons (apart from sticks, spears, molotov cocktails and an occasional laspistol). I vote that we rescue PDF, and take the ammo depos (keep the rabble unarmed), the starport (navy reinforcements) use the PDF to secure more outposts, if the marines can, keep communication going trough them, and organize the PDF that way, so we don't have to commit men to listening post unless we can afford them

Give the PDF ammunition depots highest priority. As long as the don't get their hands on real weaponry then they can be contained. And ensure at least one communication relay is protected so we can coordinate the deployment of imperial guard forces to restore order.

Nope, they only intercepted the distress signal and passed it on. Would you like to summon them? Remember that Imperial Navy has some armsmen onboard, but not too many usually, if you think this situation requires serious reinforcements, summon IG.

Deregan Varsh, age 34, born in Novomark, always thought that his job was one of the easiest and most prestigious in all of the Imperium. Serving as the communications officer aboard "Venator Primus", Hunter-Class Destroyer was always easy and he served Adeptus Astartes, Sons of Him on Terra. Another routine mission to the backwater world of San Larion was supposed to be a cakewalk, nothing special. Breaking up riots is a job for Arbites, but nowadays our Sector is so quiet because of Ghosts of Retribution, that battle brothers have the time to answer to even such an easy request as crushing a rebellion, which are commonplace in the periphery systems... Deregan was sitting in front of communications cogitator, tracking vox exchanges among battle brothers and from time to time advising them on how to proceed or relaying orders from Leutenant Kronos. Random chatter, orders and inquiries filled the air as Deregan was sipping his hot decaf. Then, suddenly, one by one, comms channels went dead. Deregan put decaf away and checked cogitator, whispering Litany of Maintenance under his breath. Everything seemed to be in order. Suddenly channel 12 flared up as live and chatter filled the room:

I believe Chapter Serfs are already equipped and trained to a level exceeding most Imperial Guardsmen. They're expected to defend the fortress-monastery and chapter fleet should the need arise.

But if Space Marines start deploying them in offensive actions on the ground it makes the inquisition and most other factions extremely edge because of the whole separation of astartes and human military forces that was made mandatory after the horus heresy.

Ultramarines have the Ultramar Auxilia, which is basically the PDF of the worlds they control but also basically Chapter Serfs because they control an entire sector.

But they get a pass on this otherwise bad behaviour because they're such a prestigious first-founding chapter.

However if you want to expand your influence and acquire something like what Ultramarines have - with semi-integrated IG and PDF regiments - I have rules ready for that, however you'd need to be ready to deal with the fallout if you expand your power beyond what Codex Astartes specifies.
