Welcome to Academy City. The time is late afternoon, the weather is fine, and the date is January 11.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’, and you were on the job. As far as you were concerned things had worked out alright so far. None of the hostages had died, and you even managed to take a prisoner. The interrogation could have been better though. All you got out of it was a location and now was probably the time to bug out before Anti-Skill crashed the party. They weren’t going to be happy after you’ve shown them up. Not to mention bringing a Lady of Tokiwadai with you.

Asuka was with you. You hadn’t so much as brought her along as she had strong-armed her way in to it. It was hard to argue with an Ability User who could simply dictate your very actions. The only reason she didn’t was because it would be boring. A chance to fight those who were after her friend Riko, a.k.a. Lupin IV, and now you, was too good to pass up. At least her Ability was useful for interrogation but you loved her for more than that.

Still, you weren’t exactly clear on what the big deal with this Parameter List thing was, but it was a really hot item. It was worth killing over. Justust last night the City itself had sent someone after you for it. Thankfully you cleared up that misunderstanding. Before the day was done you were going to,

The time is now evening, the weather is colder, and the date remains unchanged.

“You think we’ll be able to finish this before curfew?” you asked Asuka.

It wasn’t that the two of you gave Anti-Skill the slip. Asuka’s Ability was useful like that.

“It is of little concern,” she answered, “I would prefer to not leave this business unfinished.”

You agreed.

The animal mask gang were holed up in School District 10, just as Nayuta had informed you. Now that you had a more precise location it was easy to find. The building itself looked like any other warehouse you had seen but the addition of chimneys and other ventilation devices suggested it was a manufactory of some sort. It was also clearly occupied, if not exactly well lit. They probably were trying to keep the light away from the windows. It wasn’t working.

The two of you were sitting on a roof opposite. Within the courtyard space a few gangers milled about. Inside was another story but traffic in and out was regular. Their command structure was inscrutable to outsiders. They all wore unique masks even if the animals overlapped. A chicken or two here, a horse or three there, several breeds of dogs, they all interacted pretty much equally with each other. Their weapons as well were in plain view. Machine pistols and sub-machine guns seemed to dominate. It made sense given that this was their stronghold. Even you would be hard pressed to simply waltz through the front like you owned the place. It made you wonder if giving Asuka your body armour would be a good idea. After all, you had a personal shield, she didn’t.

Thankfully there was no one on the roof. Otherwise you wouldn’t be assessing their defences from where you were.

“Have any suggestions?” you asked your girlfriend.

“One or two but are you sure you wish to relinquish command?”

It was rather ingenious really. Asuka leveraged something that you had completely forgotten about. The Slumlord often had her ‘babysitting’ for her. In other words she was Kyouko’s enforcer, and everyone who expected to survive here knew it. It had necessitated that you remove your helmet but it also allowed you to change out of the damn skirt she had you wearing. Thankfully the sunglasses didn’t impede your vision.

“I need to speak to your boss,” she had told the sentry at the door.

A group of masks had gotten up to bar your way. The one with the Chihuahua mask spoke,

“Nobody talks to the boss. We already paid protection to the Slumlord, we ain’t got nothing for you here bitch.”

She simply struck him across the throat with her sheath. The masked thug fell clutching his throat, coughing.

“Hush child, the adults are talking,” she turned to another without missing a beat, “I need to speak to your boss.”

The gangers had pulled their guns then but didn’t take aim. They were itching to just fill her with lead you knew but they knew the rules. You didn’t pick a fight with the Dictator and expect to live a long and peaceful life. There was no brief tour but you did spot some sort of armoury and a cache of drugs. Heady fumes from down the hall suggested a chemical synthesis facility. Despite that Asuka caught another scent as you arrived at an office,

“Don’t you smell that?”

“Smell what?” one of the thugs predictably replied.

You barely caught of a whiff of it despite the fumes. It was faint and mixed in with whatever they did here, only someone from the outside would have noticed. Asuka kicked down the door. Slumped up in a chair behind a desk was their boss. He was already dead.

“Corpse gas.”

The thugs raised their weapons and pointed them at you.

“Looks like he’s been dead for days,” you finally spoke.

The guns were now trained specifically on you as a person. Ignoring that, you stepped in to the room. Dead for days was a pretty good guess in your opinion. The rot had set in and as you got closer, you noticed flies. His body was untouched as far as a rotting corpse went though he had a mask on his head. It was the image of a wolf. The smell got worse the closer you got.

“How did no one notice this?” you asked again.

“The better question dear is how long ago did he ask his minions to leave him alone,” Asuka interjected.

The thugs looked at each other in confusion and uncertainty.

“Well?” Asuka snapped.

“It was a week ago, I think?” answered a duck-masked goon.

You pried the mask off his corpse. It was full of pus and other disgusting fluids. The corpse no longer had a face as the skull was poking out in certain places. Corpse eating arthropods wriggled about, burrowing away from the light. You nearly gagged but managed to set the mask on the desk softly enough. At least one of the thugs had excused himself. You could hear him hurling from the hall.

“Now that is interesting,” Asuka continued, “You there, strip him down. Dear, search his desk.”

The thugs were clearly hesitant so she repeated herself a bit more forcefully. You did as you were told without question. The desk itself held nothing, save for glowing cassette player. It was yellow to your eyes so that meant it was some kind of Code M artefact. Otherwise you weren’t sure what it would be. There was a commotion outside now but that was probably related to the spreading of the news.

With a mystery box like that, how could you resist? You pressed play.

“Well, well, well, if it isn’t my replacement,” an accented voice sounded through the speakers, “I figured it would have taken you longer but I suppose you had to wise up eventually. That or you simply stumbled on to it by pure dumb luck, like half the time.”

Everyone in the room turned to you. Asuka look most displeased.

“Now, don’t bother cursing me, this is just a pre-recorded message. If you’re up for a chat, I suppose we could, after all, we have things to talks about you and I, and as your senpai, it would be remiss of me to not educate you on how things are done here. We’ll be in touch.”

“Gimme that,” one of the thugs snatched the cassette player out of your hand.

The tape skipped ahead.

“Well, well, well, looks like my trick’s finally been revealed. It had to be eventually. Know that your boss wasn’t as clever as he thought. Did you think he could have given you such good scores? Now don’t bother cursing me, this is just a pre-recorded message.”

It seemed the message was tailored to whoever managed to find the tape. Asuka took the cassette player in hand next.

“Well, well, well, if it isn’t the Dictator herself. While I am afraid I cannot meet you face to face, know that I am coming for you and your abominable master.”

She pressed paused.

“I think that is enough of that,” she stated, “I take it that it was Code M was it not.”

You nodded.

“Then it behoves us to find an expert on the subject. Though I loathe to rely on our little home wrecker she may be our only option.”

You were also pretty sure that Touma was still living with the Index.

The thought of tempting the Index with food did flicker through briefly. Then you remembered that Kaoru was actually trained to deal with things like this. She was your colleague in the matter of Code M after all. That and Asuka would probably be more amenable to her. Thankfully, it seemed Kaoru was in the neighbourhood. She was the only one that patrolled here after all. That and she occasionally had dinner with Kyouko.

“What Wanko-chan fails to mention is that she needs cooking lessons,” Asuka informed you.

Ah, that made sense.

“What no!” the Slumlord protested and turned to you, “Kuso is lying. My cooking is the strongest now. I don’t need no stinking lessons.”

“Of course,” Asuka continued to sip tea imperiously.

“The matter of Kyouko’s culinary prowess aside, I believe you need me for this case.”

“Oh Pops needs you for more than that,” Kyouko started.

The other two girls turned their eyes on Kyouko. That shut her up. Then they realised they acted in concert and gave each other a pointed look.

“Moving on,” you interjected, “I believe this is a Code M artefact of some sort.”

You dropped the cassette player on the table. Then you explained where you got it from and other pertinent details that Kaoru asked you to elaborate on.

“Well I can’t say what exactly this spell is, but the corpse was a clue on who our culprit could be. That is, assuming what I know is what actually happened,” she explained, “After all, there haven’t been reports of any new Code M in the City, let alone this district.”

“I should know, I’ve started looking for ‘em ever since Pops found a bunch living here without paying tax,” Kyouko added.

“With that assumption, then it follows that our suspect is a Code M who is already in the City,” Asuka expounded.

“And what kind of Code M would need the flesh of another?” Kaoru continued, “While I don’t know the suspect in question, I do know a former victim. His name is Unabara Mitsuki.”

“Yes I believe this was just after you,” she nodded at both you and Asuka, “left the City. I hear Kamijou-san and Misaka-san were involved. That doesn’t bring us closer to the suspect but I have other leads to pursue as well.”

“And they would be?” you asked.

“I’m not sure how well he’s covered his tracks but if we could get a DNA sample we might be able to track him down using specialised equipment. We’ll have to do all this tomorrow though, and we might need your help Kyouko.”

Asuka tried to hide her snicker.

“She was laughing at your unintentional innuendo,” Kaoru explained.

“In-your-end-o? Whazzat? More homoshit that you read?”

“No Kyouko,” this time Kaoru was sighing wearily.

Asuka remained amused as you brought the topic back to your investigation,

“You think you could invite Sparky out for lunch?”

“Of course dear, why did you think I asked for your company earlier today?”

“Then I shall handle the DNA evidence with Kyouko,” Kaoru added.

That sounded like a plan and thus your party retired for the night without further incident.

The time is now lunch, the weather is warm, and the date is now January 12.

You were back at the Ahnenerbe coffee house. It seemed like a long time ago since you sat down for a nice meal. Though how pleasant your lunch was going to be remained to be seen. Right now you were dressed in sunglasses. Your ‘cap’ was resting on the table. Asuka had asked you to order ahead so that when the two finally trekked from the School Garden they’d be able to eat immediately so that the trek back would not induce indigestion. Just as one of the waitresses started serving your table, your two Ladies of Tokiwadai arrived.

“Aniki?”

Sparky stared at you dumbfounded as you tilted the lenses down.

“You might want to eat Railgun, before we have to ask your kohai to teleport us back.”

Sparky eyed your girlfriend with narrowed eyes.

“You can’t use your powers over cellphones,” Sparky argued.

“Never underestimate the power of a kohai who wishes to be noticed.”

“You wouldn’t.”

Asuka simply smiled. As the three of you had lunch, you pondered on how to start things off.

You think Sparky was more surprised by your voice not having its usual robotic tinge. Asuka answered in her stead like a proud parent,

“Why splendid, not only does she look on track to move on to her final year, she has yet to engage in a fight with Shokuhou this year. In fact, I would venture to say that when I graduate, she will not only inherit my position but be my hand-picked successor.”

“Hey I am not going to be your successor or anything like that,” Sparky objected, “Mind rape is more Shokuhou’s thing anyway.”

“While I admit that it is true, it is not our Abilities that matter, but the manner we conduct ourselves that does. You are like me in many respects Railgun, whether you know it or not. While Shokuhou will always have her minions, you and I share true friends, even as we rule with an iron fist from atop a mountain of fear.”

“Those two from the swimming club aren’t your minions?”

“Just as a Queen will have a court, I too will have a retinue, my very own inquisition whose three chief weapons are surprise, fear, ruthless efficiency and a fanatical devotion to my cause.”

“That’s four though.”

“I suppose I have been remiss in your cultural education.”

You didn’t get it either so you steered the conversation to another, but related, topic,

“I don’t suppose either of you have plans for the future.”

“Well I was planning to help my adorable kohai,” she nudged Sparky with her shoulder, “With making some honmei-choco next month. Further than that, I’ve already passed the requirements to enter your former school. Having Kamijou-san as a senior will be infinitely interesting. I suspect the Railgun will do the same.”

“Hey, I told you I was only interested. I could go to Nagatenjouki instead,” Sparky huffed, “Why are you even here anyway Aniki?”

“I don’t want another stolen one,” Sparky grumbled, “It’s bad enough the last one you got me started a war.”

“Never fear, my father knows an excellent smith by the name of Wayland. He shall, as he says, ‘get you sorted out’ and all that.”

Sparky turned back to you,

“So? What is it you’re hunting this time? Because depending on your answer I may have to kick your ass.”

“She’s adorable isn’t she?” Asuka asked.

You agreed but answered differently,

“I’m not hunting anyone at the moment, I just want to know more about that tiff you had with Unabara Mitsuki. I heard he made some moves on you.”

“Yeah right,” she didn’t believe but, “I guess you finally found out about him huh? No wonder you wanted to talk.”

She paused as if trying to remember.

“But you have to know, it wasn’t his fault,” she continued.

At that her eyes started to water and your concern grew.

“It was, after, well,” she had trouble saying but your acknowledgement allowed her to move on if barely, “And well I was, wasn’t very.”

It was like she had something stuck in her throat.

“I just, found out and,” she trailed.

“Stop hiccoughing,” Asuka commanded.

The effect was instantaneous. The two of you looked at her wide-eyed.

“Wow, that’s,” Sparky was more shocked, “You’ve never been able to do that before.”

“Shift in social dynamics my dear Railgun, after all, you do see me as your teacher and elder now.”

She shivered at the proclamation. You were pretty sure you were never going to get anywhere if there were any more emotional displays.

“Anyway, you’re right, I lied Sparky, I’m hunting the guy who impersonated Unabara. He’s responsible for at least twelve bank robberies and many deaths besides. I’m not just going after him because it will profit me, even if it will, but because I can.”

“I’m sure it’s just your job or something Aniki.”

“Well I suppose his job is ‘Ally of Justice’ nowadays.”

“Hmph, some Ally of Justice you are,” Sparky sniffed, “You haven’t even managed World Peace.”

“One thing at a time Sparky,” you replied good-naturedly, “I’ll get around to it eventually.”

Your girlfriend looked truly exasperated. You brought the conversation back on track yet again.

“Okay, so apart from that, anything else worth noting?”

“Well I guess he had this weird knife thing, honestly, that idiot would know more than I do.”

That idiot?

“She means Kamijou dear.”

“She shall grow out of it in time, probably” Asuka answered, “To clarify, I mean the molestation. I doubt anything you do from this point forward could ever lower her admiration and respect for your august self. Assuming you keep to your principles, just as I do mine.”

Now you had to wonder how she managed to gain the prudish lesbian teleporter’s respect and admiration. That or it was pure bullshit of the highest order you didn’t even know where to begin.

The time is now late afternoon, the weather is now cool, and the date remains unchanged.

It was a brief ride over to your old high school. You went as VERDICT as a precaution. In fact, you decided that if you had to use a car then it should be as VERDICT and it wasn’t just because of the license plate. If you had to wait, you had to wait. Touma was in attendance today, since you had called Kyousuke a bit after lunch for confirmation. There wasn’t much gossip as students filtered out the gate. Most gave you and your menacing black car wide berth unless they absolutely had to walk past you. Still, some even crossed the street before they did. You weren’t sure what you felt about the reputation but you didn’t have time until you spotted Kyousuke coming out with his new buddies.

You had forgotten to ask if Touma had extra lessons or not. It was a bit of an oversight on your part but it really couldn’t be helped if he was being held back for another reason. You could ask Kyousuke but the way his buddies paused at the sight of you…

From a more practical standpoint, he was always the one with the right connections as part of the Problem Children. Even if he had done unspeakable things to his fellow man, or picked up skills no child should have, you would always remember him as the social one, the most well-adjusted of you all.

Thankfully, Touma didn’t take long to show up either. He was in the presence of a blue haired kid which seemed to stimulate a feeling you had felt when you activated CADME. It was something akin to acknowledgement, as one predator to another. You weren’t sure why you did especially since he didn’t notice. Touma’s

You heard quite clearly though. Still you wasted no time in ushering him in to the car, once again remind to keep his right hand to himself. With that, you drove off, trying to find a bar using your helmet’s GPS system.

“I just know I’ll star in yaoi manga at this rate,” he started.

“Finally found out about that huh?”

“Did you know that the white-haired ill girl from your homeroom is a fujoshi and ships Tori x Kami instead of Kami x Tori?”

“You lost me at white-haired ill girl.”

“Right, forget I mentioned it,” he grimaced, “What do you want this time?”

“I had an interesting talk with Sparky at lunch, she told me to come to you. Know anything about the fake Unabara incident?”

“That old bit of history? Wow I didn’t think she wanted to remember.”

You didn’t tell her that she didn’t.

“Shit, Etzali,” he muttered, “What are you going to do, kill him?”

“As of now, he’s wanted for murder and theft. A dozen counts of both really.”

You stopped the car. Ignoring the honking behind you, you removed the helmet and gave him a look. You were partly annoyed.

It took him a while but he finally answered,

“I’m not trying to judge, but I want to know. If you tell me, I’ll tell you about Etzali and I want you to promise you won’t just kill him.”

“Where do I start? The City and Sagara wants him dead even if he doesn’t know, not to mention that Aztec cabal with that chocolate bombshell. They want him dead too. My job description is to literally kill Code M, magicians, like him. Outside of that he’s my ticket to getting a trusted surgeon to remove an implant that made me want to rape a primary school age just because she’s my boss. If you ask me what I feel when I kill while under its influence then I’ll tell, ‘whatever it wants me to feel.’”

You must have been shouting. The frustration was clearly reflected when you put on your helmet. Taking several deep breaths, you continued,

“Now will you tell me about this Etzali that doesn’t have long to live regardless of whether I go after him or not?”

“No.”

“No?”

“Let’s get a drink first.”

That at least, was something you could agree with.

You are Kyousuke, and from now on, Generalissimo Magnifico El Presidente for Life of School District 10. Well not really but damn it reminded you of that 2.5d ghetto city builder. But enough of that, you were being paid to do paper work and that’s pretty much it really. Most of it came from a suggestion box though. Most if not all the thugs weren’t quite educated enough to consider the implications of their suggestions. It wasn’t like Kyouko gave you any idea of what she wanted either. You liked to think she trusted your judgement. It wasn’t like you were going to abuse it or anything right?

Take this ‘Legalised Gambling’ ordinance someone suggested. It wasn’t that gambling was a crime in Japan or even in Academy City per se. It was just that you could not gamble and win money from it. Of course School District 10 was a micronation inside of another micronation. If there was ever going to be a revitalisation of the district’s economy, this would be it. Right now gambling was really on the down low despite the money making potential. If some rules were put in place, and guarantees were backed, everyone could stand to make a whole lot of money. That money in turn would attract businesses. Besides it wasn’t like the district was going to be any less lawless than it was right now. What was gambling atop the pile of larceny and violence?

Well, if it was going to happen, might as well make a profit out of it. The money of course you would funnel, not just to your private off shore account for safe keeping but in to the actual funding of projects designed to bring a little more business back in to the district. You did make a point to disallow gaudy American casino-like buildings though. Gambling was a bit of a grey area and the district didn’t need more needless trouble. Kyouko really should pay you more for your thoughtfulness. Now that you thought about it, there was another related ordinance that was probably worth enacting.

Building permits.

It was logical consequence really. You wanted to control how buildings looked, why not extend that to control who, where, and how buildings were built. You could charge through the nose so that the real rich gangs would pay up for it. Then you could tax the shit out of them for having more assets than the others. As far as good ideas went that you didn’t steal, this one was up there. More money was good, always good, and for the problems that most of the district had, simply having some on had to throw at it and make it go away was an even better thing. Of course you were worried that a monopoly might arise but you were sure Kyouko could put down any upstarts.

The things that did were backed by the unquestionably power and might of the Slumlord. That didn’t mean she would be invulnerable to financial or political pressure in the future. You might have to teach her some social skills in that regard. That and start a Cult of Personality. All the famous people in the world had them like Joseph Stalin or Ghandi to name a few. Then you could think about enacting some serious, heavy duty stuff. Thus required Building Permits were moved to the “maybe someday” pile as you shuffled through the others.

You moved on to the lesser ones now. Stuff life Anti-Littering was being suggested though you had no idea how that was going to be enforced. It might clean up the district and make it look prettier but it was going to totally cost an arm and a leg to run. Not to mention the Subsidised Manufacturing. That was another terrible idea and a half. Where the hell did they think their protection money in to? It was for their protection, not so that they could save a little to make more drug money. As for the Free Trade one? That was right out. If can’t tax the shit out of stuff being moved in and out, well, what was the point? It wasn’t like the Tenth could actually sell any of their merch up front and all honest like. Hell, that new vigilante was already trying to shut down the drug trade in district, so it wasn’t like you couldn’t use the old protection money excuse. That said, maybe you should lower the tax in response, give a little incentive for people to stick around and ignore the fact that their suggestions had simply been ignored.

Kyril loved to say that lying was about picking the best world and living in it. You agreed wholeheartedly and the best world in this case was a world with lowered taxes. There was no need to sweat the little things, even as you fed them to the paper shredder. If everyone did that, the district would be a much better place. Kyouko certainly wouldn’t complain if the complaining was less. You couldn’t please everyone but the majority was good enough. With your work done you sat up to get a drink for your trouble.

You had deserved it in any case. Work like this had done some good, doubly so with you as the force of change. Of course said results wouldn’t be evident until a few weeks, or maybe a month later but life didn’t have a convenient Cheetah speed to switch to. It was certainly more interesting work. Kyouko used to complain that school didn’t really teach anything useful in regards to living the mean streets so she never really bothered now that she had an opportunity. At least half of it was useful but you saw her point. There wasn’t exactly a school you could attend to learn the art of statecraft as an enlightened despot. Hell you were pretty sure some Greek philosopher would agree that it was the best kind of government. Of course you were still working on the enlightened part but you think you were doing fine so far. Now, to get Kyouko to call you El Presidente and you’ll be set for life.
