You have just set up the protection detail on the railway. A few chimeras loaded up with soldiers will form a semi circle around the workers at the rail's construction. Meanwhile, Sentinels and Valkyries have been ordered to patrol the already constructed rails, ensuring they are not ripped up by the Ork raiders trying to loot some technology. Now you just have to see how effective the plan will be.

The chimeras stationed at the front of the rail construction do their job, ensuring the workmen are well protected. After the first few days, the Orks and the raiders learn to be wary of the PDF defensive lines. However, the patrols don't have much luck. While in the first few days, the Valkyries and Scouts are able to eliminate some looter bands, as the days go on they begin to be avoided as their patrols are learned. Furthermore, the rail way is so long that any time a raiding party is defeated, they merely move farther up or down the rail and try again.
Something more needs to be done in order to solve the problem, lest the railway be delayed indefinitely.

The plan works swimmingly time, and time again. The raiders or Orks get close to the "helpless" train cars, ready to take what they want, only to be pushed back as a wave of las fire guns them down. The survivors flee into the mountains, straight back to their lairs, where tanks are brought in to finish them off. This is done day after day until, eventually, the attacks stop happening. The rail is safe to be finished.

You decide to discuss with the mechanicus the possibility of constructing an orbital spire. The mechanicus seem eager to the idea, but state that construction of one would require a lot of resources and might take quite a lot of time. They further inquire what kind of orbital spire you would like constructed and where? We could have a defensive one, armed with missiles and lance batteries, or a refueling one for trade ships and to send cargo up, possibly turning us into a major space port.

I'd suggest a spire over the hive city. Cargo is fine, but is their any way to add weapons to a cargo platform. Plasma cannons especially sounds nice.

On a side note, can we see about getting some very high quality sensors either from ad mec or by trade. They would help us both see under the hive city, and help us figure out what the rogue trader is up to.

During the time while we had PDF stationed to defend the railways, there was actually only a minor decrease in heretic sightings near the gates out of the under hive. It was as if us having less troops there meant they tried less to break open the gates. We may need to investigate this matter.
Meanwhile, Roman Diaz's ship has left the system, but a small base has been established on Zanterous 1, a momento of his visit. It can be assumed some of his men are stationed at the base, but we aren't sure of what else is occurring there.
Meanwhile, Helena reports that while looking through the potential trade deals we considered at the party, there is one that seems very promising and she wishes for you to review it.

Initially, you too are just as excited as Helena. But then you remember something. You are currently in an exclusive trade deal to give your ceramite to Krieg. Accepting this agreement would require renegotiating your contract with them... or doing it behind their back, both risky ventures.

We have an extremely good relationship with krieg and they would likely see the value in producing power armor for space marines. Discuss expanding the trade deal with Frederick first as he may be able to advise us. We can also offer the krieg a gift of plasma guns or some such if they allow us to alter the deal.

If that fails, we could consider asking the forge to allow us to produce power armor domestically, but they would probably be unlikely to agree to a deal like that no matter what we give them.

Perhaps the Kriegers would be interested in Space Marine quality power armor?

Surely we could produce a scaled down variant that regular humans would be able to wear - the SoB have power armor like that. We could probably put Krieger commanders and other leadership in power armor. I am sure the Marines would want the vast majority of our output.

NOTE: if we start supplying power armor, we are putting a huge target on our back. We need to vastly improve our space power if we are going to survive the inevitable pirate raids or Emperor forgive an actual Chaos assault.

You catch him during lunch, Frederick having a Lord General grade Krieg ration pack, which had the added luxury of including fruit. You sit down across from him.
"Frederick, I need to speak with you about a rather... important matter." You say, Frederick leaning forward. "What is it Governor?"
You take a deep breath. "I have been offered a trade deal for my ceramite. I know I have an exclusive agreement with Krieg regarding my ceramite, but this is a very important deal."
Frederick seems taken aback for a moment. "How many thrones is this deal worth?" He asks, you shaking your head.
"It's not about the thrones. This deal is with a forge that makes Astartes power armor. This is important not just for Valencia, but the Imperium as a whole. Of course, I don't want to stop trading with Krieg, but our mining operations continue to get bigger. I'm sure we could trade with both, but I would need to renegotiate my contract... do you think it's doable?"
Frederick sits there for a moment, in deep thought, rubbing the filter on his gas mask as if it were a beard. Finally, he speaks. "Krieg does not like people who go back on their agreements... but Krieg also understands suffering for the greater Imperium as a whole. I think it is possible, but it will be difficult, and will depend entirely upon how you frame the discussion. One wrong word could spell disaster. You have my support, as always, however."
You thank Frederic, and finish your lunch, already going over in your head how to discuss this with Krieg. You'll need to send a long range astropathic message, so a response could take a while.

Got any estimates on the unemployed rate of our world? I'm thinking we should try accelerate the growth of our mining productions so we can still send Krieg the same amounts as before while being able to soon start sending shipments to the Astartes.

Also if we lower the unemployment that should keep people busy and slow the growth of any heretics.

I'm not positive on this, what do other people thing?
