It was instituted by the ruling party of Ocrania in response to a rather strange series of events surrounding a particular android model. In the end the SCU claimed to have found the puppet master pulling the strings, and shortly thereafter the androids returned to normal. Since then the SCU’s been largely out of the public eye. Like Aria and Cathy have said, Fokir seems to be focusing on being a “people company.” They specialize in helping out amputees and those with lower income. You also find a bunch of publicity campaigns and posts that laud Aria’s community outreach programs. The one sticking point is that there’s a very large black budget attached to the company. Fokir’s getting funds from virtually every ruling body out there, but they’ve got a bunch of projects beyond a veil, even from stockholders.
