You are Alaric Sepheran, an Astartes of the Blood Angels chapter. You have served faithfully for many, many years, and are a respected veteran of the chapter and a member of Master Dante’s honor guard. In the last few weeks you have been suffering from dreams of a terrible nature, and as you finally reached out to seek aid, you have been chosen by the Chapter Master for an important mission: to act as the Blood Angel’s representative on the world of Eskaton, to act as their guard and adviser in time of war, in payment for a debt incurred a millenium ago.

The hallways outside General Reynolds quarters are empty and cool, the stone walkway stretching out in both directions covered by a thick rug. Portraits of ancient men in military uniform adorn the walls. Your second day on Eskaton is half gone and you have learned much.

Four great houses dominate the politics of the world, together controlling the election of the governor through a council of noblemen. In recent years a movement called The White Sun has sprung up, hoping to loosen the grip of the nobility on political power and spread some of it to the common people. The governor has agreed to meet with leaders and organizers of the group in several months in order to find a way to accommodate their requested policies.

The fifteen great hives of the world provide for their own defense, organizing active and reserve regiments of ground troops under the overall control of General Meryn Reynolds, with whom you have just recently finished speaking. The quality of these troops you have yet to determine, but you have been invited to attend a live-fire exercise being conducted by one of the capital’s regiments in a month’s time. Perhaps there you will get an understanding of what you have to work with.

The time is currently 1300. Eleven hours remain in the day. Spend them wisely.

You make your way through the palace to where your armsman are quartered, finding Sergeant Nye and his men at ease. Several of them read magazines in their bunks while others play dice or cards. All rise when you enter, and Sergeant Nye greets you, moving to stand before you.

“My lord?” he asks.

You gesture for his men to be at ease and look at him. “I’d like you to take another look at my rooms, sergeant,” you reply.

The sergeant shifts uneasily. “I’m afraid that I’ve done all I can, my lord. I wasn’t really trained for this sort of thing and I fear I might do more harm than good.”

“Brother Alaric,” he says, giving a brief and courtly bow as the servant leaves the room, “I was not expecting you. I was just about to go into the field. How may I help you?”

“I was hoping that we might speak about the duel,” you begin, and the general nods.

“I’m not surprised,” he replies. “And before you ask me to put an end to it, please try to understand what is at stake.” He sits and gestures wordlessly for you to do the same, though the chair he indicates -- like all those in the room -- is far too small for you to sit comfortably. “I know that I am not born of this world, but in the years I have been stationed here I have come to adopt it as my own.” He waves his hand in a brushing motion. “Some would take offense at that adoption, but nevertheless it is how I feel.” He reaches over and pours himself a glass of sparkling water, offering you one, the crystal small and fragile-looking in your hand as you accept it.

“To come to the point, Lord Stefan committed a grave crime by insulting you as he did, and we must put it right.”

For you to have to fight a duel in defense of your own name… this would be far, far worse than the injury we have already caused. You must let us make this right, or the wound will never be considered healed.”

You shift in your seat, your brow furrowing as you begin to reply.

“Please, Brother Alaric,” he interrupts, “you must also consider that a duel between yourself and Lord Stefan… the outcome would never be in question.”

“What if Lord Stefan made a public apology?”

He sighs and looks at you. “I find that prospect doubtful in the extreme, Brother Alaric.”

Still occupied with thoughts of General Reynolds and Lord Stefan facing each other across an open field, you make your way to the palace hangar, where Captain Short and his crew have stowed your transport.

They quickly spin up the engines when you express your wish to visit the Arbites headquarters, and within ten minutes, you, Sergeant Nye, and two of your armsmen are in the air, flying over the capital city.

The headquarters of the Arbites is an imposing building, fortified against the prospect of civil unrest. As the ramp drops and you make your way out of the craft, you see numerous other vehicles in black paint ready for use. Crowds hurry past the building below you, and the wind blows strongly against the small party of Arbites officers who hurry over to greet you.

“Good afternoon, my lord,” the lead one says in greeting, “I am Senior Judge Breos. I apologize for this poor welcome, but we were not aware that you were on your way to visit us.”

You nod to him slightly. “I was hoping that I might speak with the Provost Marshal.”

The judge nods. “Of course, my lord. Please come this way.”

As he turns to lead you inside he looks back at you. “The Provost Marshal is returning from a meeting on the other side of the capital. May I ask what you wish to speak with him about so he may be better prepared when he arrives?”

This quest was a pleasant surprise to a dull night. I thought QM had dropped it already like happens to most quests lately.

"I am reviewing the planet and it's holdings for the moment so that I can advise as to where improvements should be made in the future. One must be ever vigilant for threats against the Imperium."

“I had hoped to discuss the group known as The White Sun,” you reply, and the other man nods, the heavy door clanging shut behind you as you enter into the building, cutting off the sound of the wind.

“I’m not surprised, my lord. The Provost Marshal will have much to say, I am sure.”

He leads you down long hallways, and you notice that they have been designed to make a forcible entry into the building as dangerous and hazardous as possible.

“This is the Provost Marshal’s office, my lord,” the judge informs you as you reach what must be the heart of the building. “Please enter at your convenience.”

You nod and thank him, quietly opening the door and walking inside.

The man who greets you is tall and lean, his greying hair doing nothing to diminish the impression of vigor and activity.

“Brother Alaric,” he says, approaching you without hesitation to shake your hand. “I am Ryan Delgado, the Provost Marshal for this world. How may I be of service?”

“I am interested to learn more about The White Sun. I have been on this world only briefly and already I feel as if they are an important group.”

The provost shrugs one shoulder and turns, beckoning for you to follow him further into his office. A map of Eskaton is spread across one wall.

“It is true that they are important,” he says after a moment, looking at the map. “They are influential and widespread, but not really in terms of membership.” He looks at you. “Do you understand what I mean?”

You point to the capital on the map with your finger, several names written there beside an emblazon of a white sun. “You refer to their leaders.”

He nods. “It is our belief that they have few real followers. Their power is in their leadership. They are charismatic and well-educated, and they have built up a power base within the population over a decade at least.”

The provost furrows his brow and sighs, leaning against the edge of his desk and folding his arms. “He has. But I believe that The White Sun is simply a group which wishes the best for Eskaton. They see the nobility as having too much power, and want some of it for the people.”

“Perhaps I will have to attend with the governor so that I can judge their leaders for myself.”

You look back at the map. “Do you know of any strong presence in the local PDF groups?”

He shakes his head. “Nothing that would cause any worry. The active regiments generally are too busy for such involvement, but they might have some sympathies in that direction. If I were to be concerned about any particular group, it would be the reserve regiments simply because they are primarily civilians and spend only a small part of their time in service.”

The fifteen hives on the global map each have that same symbol of the white sun along with a list of names. “Could you provide me with your data? I do not wish to take up too much of your time with things I could learn simply be reading a report.”

The provost smiles again and stands. “It is my pleasure, Brother Alaric, but I will make sure our information is available to you.”

The flight goes by quickly and soon enough Captain Short sets you down in the palace hangar. You send him and his crew along with Sergeant Nye and the two armsmen to go eat before moving further into the palace, finding the apartments kept for visiting members of the Great Houses. With some help, you find the one occupied by Lord Stefan.

The servant’s eyes go big when he answers the door, and he stammers for a good minute before he is able to complete a coherent utterance. “Please come in my lord,” he manages.

You step into the lavish apartments and are asked to wait in the antechamber by the servant as he goes to summon his master.

A few minutes later Lord Stefan emerges, dressed simply and cleanly.

He bows deeply to you. “My lord Alaric,” he says quietly as he rises, eyes meeting yours without hesitation. You can tell that every muscle of his body and every movement he makes is under rigid control.

“Then I will not waste your time. General Reynolds feels honor-bound to stand against you in a duel -- a duel in which one or both of you may lose your lives. Surely hasty words fed by too much wine are not worth a man’s life.”

Stefan hesitates, his eyes caged as if awaiting a trap.

“Apologize to me in front of those who were at dinner, and General Reynolds will be willing to drop his challenge.”

“You are very gracious, Lord Alaric,” he murmurs, watching your face. “I fear I have humiliated myself enough already.”

You nod and turn away, making for the door. “I will be with the general at the appointed time. Be calm. Humility, discipline, courage and self sacrifice: these are the things that make us strong.”

“Wait.” You feel a hand on your elbow and you turn to see Lord Stefan looking at you still. “Wait,” he says and turns, taking an ornate wooden box from the servant.

He looks down at it as if it were a newborn child. “My father gave me this,” he murmurs, a faraway look in his eye. “He told me once that a man’s honor was his life, and so a man should be able to defend both through word and deed.”

When he opens the lid you see an ornate laspistol resting in red velvet. “The duel is the ultimate expression of that code,” he half whispers as he looks up at you, “but what of a man who has no honor? Who has nothing in this world but his title?”

He looks back down at the silver pistol, beautiful and deadly in its casing. “I was going to kill a good man with this pistol,” he murmurs, “and for what?”

It is earned by standing above the animal within, by doing right where there is wrong, by protecting others when they are weak, by fighting even when all hope is lost: through these things we make ourselves better, and earn the honor which is the potential for all men.”

He looks at you and swallows. “Your words shame me, Lord Alaric,” he murmurs, “but I will remember them.”

He welcomes you calmly as you enter, asking how he may be of service.

Open responses are good until a certain point. Giving us options with writ-ins will ensure we do not end up in one of those situations where we sit around for an hour not coming up with anything because none of the players have any idea how to do things. A mix would work best in my opinion.

Or when time is crucial and pacing should be fast. In combat situations or quick skill checks it's better to give a) explode floor b) jump off the balcony trying to land on ship c) keep shooting motherfuckers options then ask players what they do when building is collapsing since then elaborate plans that would take half an hour to execute will be devised.

“I hoped that I might get a general overview of our system’s defenses,” you tell him after the preliminaries have been dispensed with.

He smiles faintly and flicks a switch on his desk, activating a holo. “Most of Eskaton’s fleet anchors around our moon. We have three squadrons of escorts, a squadron of light cruisers, a Mars class battlecruiser which serves as the flagship, two Lunar class cruisers, two Tyrant class cruisers, and one Dictator class cruiser.” He takes a breath and smiles at you. “Some vessels are detached on patrol in-system, but mostly we keep them close to home. Eskaton is the only inhabited world in the system, outside various mining endeavours.”

“And they’re all operational?”

“Of course. We do a work up and refit every decade or so to keep them in good condition, but we have solid dependable ships.” He smiles crookedly. “That’s the upside for not having access to the higher-quality equipment: ours rarely breaks.”

“So most of the ships were produced locally?”

He frowns slightly and flips through a dataslate on his desk. “I’d say about half,” he replies after a few moments. “But they’re pretty consistent models throughout the subsector. All our ships are built at Argos and then deployed from there when replacements are needed.”
