So, our home world -possibly Frosttham- was bitching cold all the time, so while the tyranids were okay with it in space, they also were used to scorching temperatures up there. With always coldness, they settled down for a little bit on the surface to mutate and adapt. This is when the faction we're generally fighting obtained their dense fur coats and other low temperature heat saving mutations.
One splinter however fucked up. A bit too far away for synapses to link up, a bit too cold and they mutated themselves weird. Accidentally lobotomising themselves with incomplete mutations. Okay, no big deal. It happens to the best of swarms. That's how biology works. Usually, the swarm just eats the biomass and does it again properly, unfortunately, the Ice Wraiths found the dumb fuzzynids first.

By the time the Wraiths worked out what they were sitting on, they felt kind of dumb about purging their friendly vaguely intelligent xeno chums and just sort of forgot about it.

>Chapter Fortress Monastery: The Rime Keep

At first this monestary looks as though it were carved from the Ice, that is only partially true. While the outside is covered in a thick layer of ultra-compacted ice (mixed with ceremite) that is nearly three meters thick Approx 9-10 feet for my fellow Americans, the underneath is a strong fortress like any other, though the archetexture is designed in an Ancient Imperial causing it to resemble some twisted castle from Caliban, complete with intricate balconies, butresses, and gargoyle like fixtures. All of these accessories holds some for of technological device,whether it be a security camera, gun turret, missile battery, or other such thing. The Techmarines and Techpriests work tirelessly to keep the fortress maintained and to repair it from the near infinite blizzard that ravages the surrounding lands. Inside the fortress is a dark and twisting labyrinth, almost to dark for normal humans to navigate at all. Of course this is no problem for the Ice Wraiths who's eyes can cut through the near absolute darkness with ease. PArt of the Ice Wraith training is to force them into random rooms of the Monastery and force them to find their way without the aid of a fellow brother. The fortress is also filled with all manner of secret passages, sealable doors, deadends, and rooms rigged with explosives and other traps in case of a siege.

Other chapters not only call them special snowflakes, but do so because they can't take fuzzynids seriously. The way they're often described makes them seem like fluffy, squidgy balls of inoffensive xeno mush, especially compared to "stock" tyranids and other space marine threats.
They generally change their tune after being in an icy arena on the surface during a snowstorm with a Mi-Go actually tearing down in them.

I'd say the people are arranged in groups of nomadic tribes with different affiliations to a tribal leader who controls all the tribes in a single faction.
