If Larion Ursus, and by extension the Ursus Dynasty are traitors and heretics that could mean a lots of things for us. This could end very well if we play our cards right.
We could save the whole sector from huge troubles.
We could involve the Techpriests of Nestorum, because our best bet is that the cogitator we found is tech-heresy among many other things. We could involve the Ecclisiarchy and the Sisters of Battle, initiating peace between the two factions, making allies and peace across the sector.
With their involvement, the techpriests could show to the Martian representatives we have with us, that they are still against tech-heresy, despite their unorthodox views, and we don't have to break our word given to Mars that we won't inform them.
We could regain our Emperor given autonomy
We could see to it that someone less bothersome and more cooperative gets into power.

That's the most worthless, dumbest investment 'opportunity' I've ever heard.

Does the orbital dock on Varda offer any bonuses to our exports? Since it massively increases the ease of trade.

The heavy transport we got from battlefleet paxia was filled with 'construction materials' can we do anything with that? Preferably something that won't take half a millenium to break even.

As for the mission, I'll repeat that a 45% chance of success places the 3d100 threshold at 145. If it required less than 135 that gives our mission a 38% chance of success which is frankly embarrassing.

This is where Averon's plan came into motion. With the addition of the build costs of the new city (with hefty interest of course) 2 throne higher tax would be issued to the denziens of the new city.
The income would then get separated into two things; first the improvement, and expansion of the city, that could increase the populace of the planet in the long run.
The other would be the prospector's capital. With the higher taxrates in the new city, people who can't or don't want to pay.
The planet is filled with potential business ventures, like the recenty discovered goldmine. Anyone who is willing to venture beyond the civilization into the wilderness, and manages to find such place, will be helped by the prospector capital raised by the extra taxes. They are allowed claim ownership for the land, have machines built by the Vardan government, and a very low tax, all for buying right of the government for export.

Averon gave a tired smile to his plan, and went back to prepare and sign offical documents for the next four hours. The next day he personally went to see the Chapter Master.
