But just penalizing them for not mentioning it is stupid, because there's so many things we just automatically associate with a given task.

He is here to have a good time with his friends, and has a role of referee to the rules, arbiter to the possible conflicts in the game, and other stuff, depending on which principles the game/setting demands of the GM. (for exemple, the Computer of Paranoia and the Storyteller of Vampire don't have the same roles at all when it comes down to HOW they play the game).Also, the GM is not the architect himself, the table is.
