I think isolationism, especially for an island nation, is completely against our prosperity and power meter. This is a row boat. We're not going anywhere with this. Heck, going more than one sea tile further than the island will probably incur a good chance to die so you're risking even visiting those tiny islands, and going back. What you linked may have rowing, but it has sails too. And it's a ship, not a boat. Furthermore, and this one OP needs to answer, but we have a tiny dock for fishing 10 miles from a village, going through a jungle. I don't think we can support an actual drydock even if we have the tech(which I think we don't and it comes with sail ships), so we need the port city that is less a few hundreds of meters from the beach.

You split your population 1/4 and send the smaller portion to found a new settlement to the north of your village, the camp there will grow as time goes by from this point forward and will serve as a location to initiate more actions from.

We should also encourage them to fight in the arena to prove themselves (thereby having the physically stronger halfbreeds propagate) or to devote themselves to learning (so we don't just breed a race of mindless warriors). The school and library should facilitate the learning aspect.
