Considering that, if I recall correctly, fettle-leggers don't even appear until the Third Age of Flight, they are, perhaps, a bit too common.
Maybe shave it down to 98-98 and add the extra points to banderbears.

Shaving points off Fettle-Leggers is fine by me.
I'm just hesitant to bump Banderbears above any of the "Humanoid" sentient races as they are still essentially just intelligent forest animals.

Just because we didn't see them until then doesn't mean they weren't around... Though i might be wrong, given the apparent rapid evolution of the Edge. As much as I dislike it, though, yeah, banderbears are canonically much more common.

He's about as smart as a snowflake.

Grucrag the Brogtroll had always been fascinated with rocks since he was a young boy.
His father had given him a piece of sky rubble as a child which he would play with for hours on end.
Letting it go. Catching it just in time.Letting it go, catching it again.
Until one day he missed it. Tears in his eyes, all Grucrag could do was stare up into the undertown sky as his toy floated away. It was then that he first recalls truely seeing Sanctaphrax rock for the first time. "BIG ROCK" He shouted to everyone nearby in the street as he pointed towards the sky and jumped up and down.
Years later he would eventually work his way up to Sanctaphrax, getting a job tending the flight stones of the ships at the docks.
One day, A Sky Pirate docked, their Flight rock was in horrible shape and Grucrag fixed it up miraclously! The sky pirate was so impressed he offered Grucrag the job of Stone Pilot(They had lost theirs in a battle with a League ship) which he eagerly accepted with glee. Sadly for Grucrag, although he was very good with Flight rocks, He was terrible with his sky footing and constantly fell off the platform and overboard once or twice.
The disappointed Sky Pirate Dropped him off in Undertown, where he forlornly returned to maintaining flight rocks as a craftsman.
But in his spare time, he would secretly work on his Balance and rope-work, hoping one day to fly again.

I'm not sure how well our three random characters would mesh in a group together.
Especially the slaver and he former slave.
Grucrag would probably just go along with it for the chance to work with a good flight rock.

I wasn't sure if randoming professions would work out well, but it appears to have been okay.
I think that it might only be good for NPCs or characters that need rapid generation.
I imagine playing with professions, background and race all randomed would be somewhat 'hard mode'.
